Flock's Creepy Surveillance System Coming to a City Near You
Lee Schmidt and Crystal Arrington live in and around Norfolk, Virginia. Like most ordinary people, they have daily routines. Work, church, trips to the store, visits with family, school pickups. And like most ordinary people, they don’t like the thought of somebody following them around and watching their every move.

But that is exactly what the city of Norfolk is doing. In 2023, the city installed over 172 cameras around town. These are not your standard traffic cameras. The cameras are strategically placed to capture everybody’s daily travel. They’re straight-up surveillance cameras, set up to watch people 24/7 as they go about their lives.

The cameras snap photos of every car as they drive by and upload them into a database. Officials can then use this database to go back in time and create maps of where people have been, where they tend to drive, and even who they tend to meet up with. All of this happens without a warrant or even probable cause.
But the Fourth Amendment doesn’t allow the government to set up a surveillance state. If the city wants to track suspicious people, it can do what the police have always done: get a warrant. What the city can’t do, though, is watch ordinary people everywhere they go and create a record of their lives without any judicial oversight. Lee and Crystal, with help from the Institute for Justice, are suing to make sure of that.

China is building a huge digital surveillance system. The state collects massive amounts of data from willing citizens: the benefits are practical, and people who play by the rules are rewarded.
Critics call it "the most ambitious Orwellian project in human history." China's digital surveillance system involves massive amounts of data being gathered by the state. In the so-called "brain" of Shanghai, for example, authorities have an eye on everything. On huge screens, they can switch to any of the approximately one million cameras, to find out who’s falling asleep behind the wheel, or littering, or not following Coronavirus regulations. "We want people to feel good here, to feel that the city is very safe," says Sheng Dandan, who helped design the "brain." Surveys suggest that most Chinese citizens are inclined to see benefits as opposed to risks: if algorithms can identify every citizen by their face, speech and even the way they walk, those breaking the law or behaving badly will have no chance. It’s incredibly convenient: a smartphone can be used to accomplish just about any task, and playing by the rules leads to online discounts thanks to a social rating system.
That's what makes Big Data so attractive, and not just in China. But where does the required data come from? Who owns it, and who is allowed to use it? The choice facing the Western world is whether to engage with such technology at the expense of social values, or ignore it, allowing others around the world to set the rules.

It is 2000, and the dot.com crisis has caused deep wounds. How will startup Google survive the bursting of the internet bubble? Founders Larry Page and Sergey Brin don't know anymore how to turn the tide. By chance, Google discovers that the "residual data" that people leave behind in their searches on the internet is very precious and tradable.
This residual data can be used to predict the behavior of the internet user. Internet advertisements can, therefore, be used in a very targeted and effective way. A completely new business model is born: "surveillance capitalism."
