Executive orders are a powerful tool for presidents when they can’t come to an agreement with Congress. However, there are limitations on what a president can do, especially when it comes to the economy. After all, Congress appropriates spending and the Federal Reserve sets monetary policy. Still, a number of executive orders have influenced the economy in both positive and negative ways.
