Currently, Puerto Rico is going through the worst fiscal crisis in its history. We owe 73 billion dollars to our lenders and we are not generating enough revenue to pay them back, while continuing to provide public services to our people.
To this day, the United States controls all of Puerto Rico's foreign relations, customs, immigration, postal system, communications, radio, television, commerce, transportation, social security, military service, maritime laws, banks, currency, judiciary, tariffs, trade relations, shipping industry and cabotage rights, yet shockingly they continue to avoid their responsibility over Puerto Rico's fiscal crisis.
We know where we have failed, but we are willing to make it right. We're just requesting the same from the U.S. Government:
1. Derogate the Jones Act to allow non-American ships to carry goods between Puerto Rico and the U.S. mainland in order to lower Puerto Rico's shipping costs and give us a real chance of competing in the world economy.
2. Enact for Puerto Rico a Visa Waiver Program similar to the one extended to Guam and the Northern Mariana Islands, in order for us to be able to attract visitors, doctors and students from Central and South America, jump starting our tourism industry and being able to compete with neighboring islands.
3. Take an active role in solving our financial crisis, working with our government to define a strategy that will help us meet our responsibility with bond holders and develop a healthy and sustainable economy.
President Barack Obama and Members of Congress: We’re not asking you for money or for pity, we’re just asking you to assume your responsibility and help us get back on our feet.

Actualmente, Puerto Rico enfrenta la peor crisis fiscal en su historia. Adeudamos 73 billones de dólares a nuestros acreedores y no estamos generando suficientes ingresos para pagarles y a su vez continuar ofreciendo, servicios públicos a nuestra gente.
Al día de hoy, los Estados Unidos controlan todas nuestras relaciones con el exterior, aduanas, inmigración, el servicio postal, las comunicaciones, la radio, la televisión, el comercio, la transportación, el seguro social, el servicio militar, las leyes marítimas, la industria bancaria, nuestra moneda, el sistema judicial, los aranceles, los intercambios comerciales, la industria de transporte y los derechos de cabotaje. Sin embargo, sorprendentemente, éstos continúan evadiendo su responsabilidad sobre la crisis fiscal de Puerto Rico.
Sabemos donde hemos fallado, pero estamos dispuestos a arreglarlo. Solo pedimos lo mismo del Gobierno de los Estados Unidos:
1. Enmienden la Ley Jones para permitirle a barcos no estadounidenses transportar bienes entre la isla y los Estados Unidos continentales, de modo que podamos disminuir nuestros costos de transporte y tengamos una oportunidad real de competir en la economía mundial.
2. Autoricen un Programa de Exención de Visa para Puerto Rico similar al autorizado a Guam y a Las Islas Marianas del Norte, para que podamos atraer visitantes, doctores y estudiantes de Centro y Sur América, propulsando nuestra industria turística y logrando competir con las islas vecinas.

Enact for Puerto Rico a Visa Waiver Program similar to the one extended to Guam and the Northern Mariana Islands, in order for us to be able to attract visitors, doctors and students from Central and South America, jump starting our tourism industry and being able to compete with neighboring islands.
3. Take an active role in solving our financial crisis, working with our government to define a strategy that will help us meet our responsibility with bond holders and develop a healthy and sustainable economy.

Al día de hoy, los Estados Unidos controlan todas nuestras relaciones con el exterior, aduanas, inmigración, el servicio postal, las comunicaciones, la radio, la televisión, el comercio, la transportación, el seguro social, el servicio militar, las leyes marítimas, la industria bancaria, nuestra moneda, el sistema judicial, los aranceles, los intercambios comerciales, la industria de transporte y los derechos de cabotaje. 2. Autoricen un Programa de Exención de Visa para Puerto Rico similar al autorizado a Guam y a Las Islas Marianas del Norte, para que podamos atraer visitantes, doctores y estudiantes de Centro y Sur América, propulsando nuestra industria turística y logrando competir con las islas vecinas.

Centralia is a borough and a near-ghost town in Columbia County, Pennsylvania, United States. Its population has dwindled from over 1,000 residents in 1981 to 7 in 2013, as a result of the Centralia mine fire burning beneath the borough since 1962. Centralia is the least-populated municipality in Pennsylvania.
Centralia is part of the Bloomsburg-Berwick micropolitan area. The borough is completely surrounded by Conyngham Township.
All properties in the borough were claimed under eminent domain by the Commonwealth of Pennsylvania in 1992 (and all buildings therein were condemned), and Centralia's ZIP code was revoked by the Postal Service in 2002. State and local officials reached an agreement with the remaining residents on October 29, 2013 allowing them to live out their lives there, after which the rights of their properties will be taken through eminent domain.
The first two mines in Centralia opened in 1856, the Locust Run Mine and the Coal Ridge Mine. Afterward came the Hazeldell Colliery Mine in 1860, the Centralia Mine in 1862, and the Continental Mine in 1863. The Continental was located on Stephen Girard's estate land. Branching from the Lehigh Valley Railroad, the Lehigh and Mahanoy Railroad came to Centralia in 1865 which expanded Centralia's coal sales to markets in eastern Pennsylvania.
In 1962, a fire started in a mine beneath the town and ultimately led to the town being almost entirely abandoned.
There is some disagreement over the specific event which triggered the fire.
In 1984, the U.S. Congress allocated more than $42 million for relocation efforts. Most of the residents accepted buyout offers and moved to the nearby communities of Mount Carmel and Ashland. A few families opted to stay despite warnings from Pennsylvania officials.
In 1992, Pennsylvania governor Bob Casey invoked eminent domain on all properties in the borough, condemning all the buildings within. A subsequent legal effort by residents failed to have the decision reversed. In 2002, the U.S. Postal Service revoked Centralia's ZIP code, 17927. In 2009, Governor Ed Rendell began the formal eviction of the remaining Centralia residents.
The Centralia mine fire extended beneath the town of Byrnesville a few miles to the south and caused it also to be abandoned.
On October 31, 2013, eight remaining residents settled their lawsuit. As part of their settlement, they received a cash payout of $349,500 and permission to stay in their homes for as long as they live, finally ending the 20-year legal battle.

When the statue was completed, monks from around the world were invited to the opening ceremony. Distinguished visitors from mainland China, Hong Kong, Taiwan, India, Japan, Korea, Thailand, Malaysia, Singapore, Sri Lanka, and the United States all took part in the proceedings.
On 18 October 1999, the Hong Kong Post Office issued a definitive issue of landmark stamps, of which the HK$2.50 value depicts the Tian Tan Buddha.

The Allied powers who defeated Nazi Germany in World War II divided the country west of the Oder-Neisse line into four occupation zones for administrative purposes during 1945--49. American Zone of Occupation
The American zone consisted of Bavaria and Hesse in Southern Germany, and the northern portions of the present-day German state of Baden-Württemberg. The ports of Bremen (on the lower Weser River) and Bremerhaven (at the Weser estuary of the North Sea) were also placed under American control because of the American request to have certain toeholds in Northern Germany. The headquarters of the American military government was the former IG Farben Building in Frankfurt am Main.
Beginning in May 1945, many of the American combat troops and airmen in and around Germany were sent back to the United States based on their Advanced Service Rating Scores. Some of the experienced officers and non-commissioned officers were selected to be sent to the Pacific Theater of Operations for the proposed Invasion of Japan, but most of those men who had served the longest in combat were discharged from the U.S. Army, the Army Air Forces, and the U.S. Navy upon their returns home. Following the Surrender of the Japanese Empire in mid-August 1945 -- by its acceptance of the Potsdam Declaration -- a higher percentage of soldiers, airmen, and sailors were granted their final discharges from service. The official signing of the surrender took place on Septermber 2, 1945, but the hostilities had ended weeks earlier.
Berlin
While located wholly within the Soviet zone, because of its symbolic importance as the nation's capital and seat of the former Nazi government, the city of Berlin was jointly occupied by the Allied powers and subdivided into four sectors. Berlin was not considered to be part of the Soviet zone.
Governance and the emergence of two German states
The original Allied plan to govern Germany as a single unit through the Allied Control Council broke down in 1946--1947 due to growing tensions between the West and the Soviet Union, and was never fully implemented. In practice, each of the four occupying powers wielded government authority in their respective zones and carried out different policies toward the population and local and state governments there. A uniform administration of the western zones evolved, known first as the Bizone (the American and British zones merged as of January 1, 1947) and later the Trizone (after inclusion of the French zone). The complete breakdown of east-west allied cooperation and joint administration in Germany became clear with the Soviet imposition of the Berlin Blockade that was enforced from June 1948 to May 1949. The Allied powers who defeated Nazi Germany in World War II divided the country west of the Oder-Neisse line into four occupation zones for administrative purposes during 1945--49. In the closing weeks of fighting in Europe, United States forces had pushed beyond the previously agreed boundaries for the future zones of occupation, in some places by as much as 200 miles. The line of contact between Soviet and US forces at the end of hostilities was temporary. After two months in which they had held areas that had been assigned to the Soviet zone, US forces withdrew in the first days of July 1945...
American Zone of Occupation
The American zone consisted of Bavaria and Hesse in Southern Germany, and the northern portions of the present-day German state of Baden-Württemberg. The ports of Bremen (on the lower Weser River) and Bremerhaven (at the Weser estuary of the North Sea) were also placed under American control because of the American request to have certain toeholds in Northern Germany. The headquarters of the American military government was the former IG Farben Building in Frankfurt am Main.
Beginning in May 1945, many of the American combat troops and airmen in and around Germany were sent back to the United States based on their Advanced Service Rating Scores. Some of the experienced officers and non-commissioned officers were selected to be sent to the Pacific Theater of Operations for the proposed Invasion of Japan, but most of those men who had served the longest in combat were discharged from the U.S. Army, the Army Air Forces, and the U.S. Navy upon their returns home. Following the Surrender of the Japanese Empire in mid-August 1945 -- by its acceptance of the Potsdam Declaration -- a higher percentage of soldiers, airmen, and sailors were granted their final discharges from service. The official signing of the surrender took place on Septermber 2, 1945, but the hostilities had ended weeks earlier.
Berlin
While located wholly within the Soviet zone, because of its symbolic importance as the nation's capital and seat of the former Nazi government, the city of Berlin was jointly occupied by the Allied powers and subdivided into four sectors. Berlin was not considered to be part of the Soviet zone.
Governance and the emergence of two German states
The original Allied plan to govern Germany as a single unit through the Allied Control Council broke down in 1946--1947 due to growing tensions between the West and the Soviet Union, and was never fully implemented. In practice, each of the four occupying powers wielded government authority in their respective zones and carried out different policies toward the population and local and state governments there. A uniform administration of the western zones evolved, known first as the Bizone (the American and British zones merged as of January 1, 1947) and later the Trizone (after inclusion of the French zone). The complete breakdown of east-west allied cooperation and joint administration in Germany became clear with the Soviet imposition of the Berlin Blockade that was enforced from June 1948 to May 1949. The "Green Book" was a travel guide published from 1936-1964 by a black postal worker in Harlem, NY named Victor H. Green. He featured restaurants, hotels, barbershops, beauty parlors, taverns, garages and gas stations that were willing to serve black people during the Jim Crow era.
Victor Green said he created the "Green Book" to "give the Negro traveler information that will keep him from running into difficulties, embarrassments and to make his trip more enjoyable.”
There are many stories about the difficulties of blacks traveling in the Southern and Northeastern United States but it was even more challenging for blacks to travel in the Western United States. Only six percent of the 100+ motels that lined Route 66 in Albuquerque, New Mexico admitted blacks, so a travel guide was an absolute necessity.

The U.S. postal workers union on Thursday endorsed Bernie Sanders in his bid for the White House, delivering a boost to the Vermont senator's underdog campaign against Democratic front-runner Hillary Clinton.
The American Postal Workers Union, which represents more than 200,000 postal service workers and retirees, praised Sanders as a champion of workers. It is the second national union to endorse him.
"Politics as usual has not worked. It's time for a political revolution," said Mark Dimondstein, president of the union, citing efforts by Sanders to keep post offices and mail facilities open amid budget cuts.
"He doesn't just talk the talk. He walks the walk," Dimondstein said of Sanders, who has suggested that post offices could play a role in providing modest banking services such as savings accounts and check cashing in some areas.
The endorsement gives Sanders a greater foothold within the AFL-CIO, the influential labor federation that includes 56 unions. But it will not necessarily lead to backing from other unions, prized for their ability to get members to the polls.
Clinton still has a commanding lead in the race for labor support, having won endorsements from a dozen unions with about 8 million members, including AFSCME, the public employees union, and the American Federation of Teachers.
Sanders also was endorsed in August by National Nurses United, which represents about 185,000 members.
Sanders, a self-described democratic socialist, has battled perceptions that Clinton would be more electable in the November 2016 election. Clinton, the former first lady, senator from New York and secretary of state, also enjoys longstanding ties with many national labor leaders.
Labor for Bernie, a volunteer group of union activists working to nominate Sanders, has sought to slow or even halt the flow of Clinton endorsements by national unions so labor leaders have more time to evaluate Sanders.
On Thursday, several members of Service Employees International Union, or SEIU, wrote to their union chief and international executive board members asking them to hold off on presidential endorsements ahead of the Democratic primaries beginning in February.
"It would not be the end of the world to endorse Sanders, or allow locals to go their own way in the primaries, or to sit out the primaries altogether," the SEIU members wrote.

Postmaster General Megan Brennan met briefly with protesters after giving a
speech to a conference of Portland mailers today. Rev. John Schwiebert
and retired letter carrier Jamie Partridge, leaders of Portland Communities
and Postal Workers United,were invited in from the picket line to discuss
their demands with the PMG. “We appreciate the willingness of the new Postmaster General to meet with community groups impacted by cuts,
closures and delay of the mail,” said Schwiebert. “We’ll see if our pleas,
petitions and postcards result in preserving the people’s postal service.”
A chanting and singing group of several dozen postal workers, retirees and
postal customers held banners and signs reading “No Closures, No Cuts” and
“Mail Delay, Not OK” on the sidewalk outside the Portland Art Museum, site
of the annual meeting of the Greater Portland PostalCustomers Council.
Meeting attendees received copies of an Open Letter to the Postmaster
General” which outlined PCPWU concerns about mail delay and reduced service
standards related to mail processing plant closures and drastic cuts in
rural post office hours.
Since 2007, the US Postal Service has eliminated 155,000jobs while closing
153 (almost half, including Salem and Pendleton) its mail plants and
reducing service at half the nation’s post offices. Currently the PMG is
considering shuttering another 68 mail plants, including Bend and
Springfield in Oregon, plus reducing hours at 5,000 more rural post
offices, including 37 in Oregon. The previous PMG attempted to cut one day of delivery and eliminate at-the-door delivery.
“The postal service is not broke,” said Partridge. “But the agenda of the
1% and their friends in Congress is to cripple the USPS, to soften it up
for union busting and privatization. The USPS is a $67 billion annual
business with over $100 billion surplus in its pension and retiree health
benefit funds, over 30,000 post offices and 200,000 vehicles. We’re
facing a huge transfer of public wealth to Wall Street investors.”
Recent small victories in the struggle to save the postal service have
included a one year moratorium on mail plant closures and a National Labor
Relations Board charge against the USPS to stop outsourcing postal retail
jobs to Staples Office Supply stores.
Portland Communities and Postal Workers United is part of a national
network (Communities and Postal Workers United) to defend and enhance the
US Postal Service.

PAULDING COUNTY, Ga. - Quickly and without much fanfare in 2012 the US Postal Service changed mail delivery policy. Many new subdivisions will no longer get mail delivered to a personal mailbox. Instead, it'll go to cluster boxes put in one centralized location. And that has come as a surprise to developers, county leaders and most of all homeowners.
Paulding County is one of the fastest growing counties in the country. People live there for the wide open spaces. More house for the money. But, chances are, that brand new home will no longer come with old-fashioned mail delivery.
Flashback to your apartment living days. Modern day mail is starting to come to centralized cluster boxes or CBUs.
Homeowner Mia Woods said she found out about the policy change when she got a letter in April from the Post Office.
"And that letter was sent to us 24 hours before mail completely stopped."
Almost three years ago to the day a 2012 federal policy to move away from home mail delivery was implemented. It's well known the Post Office needs to save money. It's own data obtained by FOX 5 shows it costs $224 per household a year to deliver mail curbside. A centralized box would drop the cost to $160.
Mia Woods sat with neighbors surprised and confused why some of them have received curbside mail delivery since moving here in October just to have it stopped so abruptly.
After delivery was cut off, their mail first shifted to the local post office for pick up until the developer could build a CBU.
We were leaving their neighborhood and decided to see how long it does take to get the mail. It took more than 21 minutes to get to the nearest post office. Working families had a hard time making it to the Post Office when it was open.
"In reality, once ever two weeks, every three weeks I get my mail," said Mia Woods.
So the developer, also frustrated, struck a temporary compromise with the federal government. Mail delivery would be shifted to the developer's office. A four-minute drive.
Deborah McElvey said, "It's an armoire. A wood armoire and you open the doors, and basically, your neighbor could get your mail. No one would know. They don't monitor it. If you have a package, it's just hanging out."
But even this is very temporary. If the developer doesn't get the centralized boxes up by mid October, their mail will be re-routed again.
"It says our letters will be sent back because we have nowhere of delivering the mail. We have a perfectly good mailbox that we used for seven months," said Mia Woods.
The developer in a letter to the FOX 5 I-Team said, a cluster box can be a great idea if it can be "planned and implemented properly." Mark Stevenson wrote, that the only place for one now is along "a well traveled road." He says it would "not be safe."
James Touchton with the Council for Quality Growth says the Post Office has communicated poorly with developers, county planners, DOT and homeowners' associations. He would like to see the government push pause on this program.
He says a lot of localities have complained to him they're still trying to sort out: Who pays for the boxes? How about their upkeep? How much parking is needed?
"Let's do this the right way. We are not against a better and efficient Post Office service. We are for a more efficient way of implementing this ordinance," he said.

From the middle of the 19th century, many American railroads earned substantial revenues through contracts with the U.S. Post Office Department (USPOD) to carry mail aboard high-speed passenger trains; and the Railway Mail Service enforced various standardized designs on RPOs...
The Railway post office was introduced in the United States on July 28, 1862, using converted baggage cars on the Hannibal and St. Joseph Railroad (which also delivered the first letter to the Pony Express). Purpose-built Railway Post Office (RPO) cars entered service on this line a few weeks after the service was initiated. Their purpose was to separate mail for connection with a westbound stagecoach departing soon after the train's arrival at St. Joseph. This service lasted approximately one year. The first permanent Railway Post Office route was established on August 28, 1864, between Chicago, Illinois, and Clinton, Iowa. This service is distinguished from the 1862 operation because mail was sorted to and received from each post office along the route, as well as major post offices beyond the route's end-points.
George B. Armstrong, assistant postmaster at Chicago, originally came up with the idea of having mail processed and distributed while the mail was on board, en route in mail cars. With the assistance of Schuyler Colfax, Speaker of the House at the time, and A. N. Zevely, Third Assistant Postmaster General, he was duly authorized to test his ideas...
At their height, RPO cars were used on over 9,000 train routes covering more than 200,000 route miles in North America. While the majority of this service consisted of one or more cars at the head end of passenger trains, many railways operated solid mail trains between major cities; these solid mail trains would often carry 300 tons of mail daily.
After 1948, the railway post office network began its decline although it remained the principal intercity mail transportation and distribution function within the Post Office Department (POD). There were 794 RPO lines operating over 161,000 miles of railroad in that year. Only 262 RPO routes were still operating by January 1, 1962. In 1942, the POD began experimenting with a highway version of the RPO to serve the same purposes along routes where passenger train service was not available. These highway post office (HPO) vehicles were initially intended to supplement RPO service, but in the 1950s and 1960s, HPOs often replaced railway post office cars after passenger train service was discontinued. The last interurban RPO service was operated by Pacific Electric Railway on its route between Los Angeles and San Bernardino, California. When the post office made a controversial policy change to process mail in large regional "sectional centers," mail was now sorted by large machines, not by people, and the remaining railway post office routes, along with all highway post office routes, were phased out of service. In September 1967 the POD cancelled all "rail by mail" contracts, electing to move all First Class mail via air and other classes by road (truck) transport. This announcement had a devastating effect on passenger train revenues; the Santa Fe, for example, lost $35 million (US) in annual business, and led directly to the ending of many passenger rail routes.

The transcontinental mails were originally flown only during daylight hours while being entrained at night, although on February 22, 1921, a nighttime leg on this route (Omaha to Chicago) was flown for the first time with Jack Knight as the pilot.
