New York Governor Andrew Cuomo and New York City Mayor Bill de Blasio are holding a press conference tonight to address the New York doctor who tested positive for Ebola.
Doctors Without Borders physician in NYC tests positive for Ebola
New York (CNN) -- A Doctors Without Borders physician who recently returned to New York from West Africa has tested positive for the Ebola virus, becoming the first diagnosed case in the city, a law enforcement official briefed on the matter told CNN.
The doctor, identified as Craig Spencer, 33, came back from treating Ebola patients in Guinea about 10 days ago, and developed a fever, nausea, pain and fatigue Wednesday night.
The physician, employed at New York's Columbia Presbyterian Hospital, has been in isolation at Bellevue Hospital in Manhattan since Thursday morning, the official said.
At a news conference Thursday, New York Mayor Bill de Blasio sought to allay public concerns about the spread of the deadly virus, saying that "careful protocols were followed every step of the way" in the city's handling of the case. The hospitalized doctor has "worked closely" with health officials, the mayor said.
The doctor exhibited symptoms of the Ebola virus for "a very brief period of time" and had direct contact with "very few people" in New York, de Blasio told reporters.
On his Facebook page, Spencer posted a photo of himself in protective gear. The page indicates he went to Guinea around September 18 and later to Brussels in mid October.
"Off to Guinea with Doctors Without Borders (MSF)" he wrote. "Please support organizations that are sending support or personnel to West Africa, and help combat one of the worst public health and humanitarian disasters in recent history."
In a statement, Columbia Presbyterian Hospital said the doctor was "a dedicated humanitarian" who went to "an area of medical crisis to help a desperately underserved population."
"He is a committed and responsible physician who always puts his patients first," the hospital statement said. "He has not been to work at our hospital and has not seen any patients at our hospital since his return from overseas."
The CDC had people packing up to go to New York on Thursday, and a specimen from the physician was to be sent to Atlanta for testing, an official familiar with the situation told CNN's Elizabeth Cohen.
Investigators took the case seriously from the outset because it appeared the doctor didn't quarantine himself following his return, the law enforcement official said. The doctor traveled to Brooklyn and then back to Manhattan on Wednesday night, the official said.
In a statement Thursday, Doctors Without Borders confirmed that the physician recently returned from West Africa and was "engaged in regular health monitoring." The doctor contacted Doctors Without Borders Thursday to report a fever, the statement said.
The law enforcement official said the doctor was out in public. Authorities also quarantined his girlfriend, with whom he was spending time since his return from Africa.
The doctor began feeling sluggish a couple of days ago, but it wasn't until Thursday, when he developed 103-degree fever, that he contacted Doctors Without Borders, authorities said.
The case came to light after the New York Fire Department received a call shortly before noon Thursday about a sick person in Manhattan. The patient was taken to Bellevue.
New York's Office of Emergency Management was expected to activate its emergency operations center in Brooklyn, with the focus of tracking down anyone who may have come into contact with Spencer, the law enforcement official tells CNN.
Mark Levine, a city councilman who represents the doctor's Manhattan neighborhood, said earlier Thursday, before news broke of the doctor's positive test, that city health department workers were canvassing the area, distributing information on the disease door-to-door, according to CNN affiliate WABC.
"The goal right now is to make sure people don't panic," he said.
Get up to speed
The health department said a special ambulance unit transported a patient suffering from a fever and gastrointestinal symptoms.
The doctor returned to the U.S. within the past 21 days from one of the three West African countries currently facing the outbreak of virus, the health department statement said.
Bellevue Hospital is designated for the "isolation, identification and treatment of potential Ebola patients" in the city, the statement said.

"It's true with airports all around the world," said Cuomo. "They are just designed differently, for a different purpose, many people never leave the airport, they come to the airport, they do business, in the airport as a meeting place itself, so we must modernize our airports if we want to keep our competitive edge."
Cuomo also announced plans to move much of the cargo distribution away from JFK and LaGuardia to Stewart International Airport in upstate New York and Republic Airport on Long Island.
Biden decried the decaying infrastructure across the country:
"We rank 28th in the world. The United States of America ranks 28th in the world among the advanced nations in transportation infrastructure, it's ridiculous," said Biden. "Look, the American Society for Civil Engineers says we need $3.6 trillion in infrastructure investment by 2020. $3.6 trillion is needed, that means, railroads, canals, highways, ports and what we are to talk about today, airports."
LaGuardia airport was built in 1939; and JFK in 1960, and are small compared to newer airports like Hong Kong's airport built 1998 and South Korea's built in 2001.
To cut down on commuting time to Manhattan, Cuomo proposed expanding use of water ferry service to and from LaGuardia and JFK, and making the Long Island Rail Road stop at LaGuardia and the New York City subway system stop at JFK.
Cuomo says he'd like the proposal bids to include hotel, conference rooms, and business centers so travelers can do business in New York without ever leaving the airport.
Biden made headlines earlier this year for saying that LaGuardia resembled "a third world country."
Biden said the plans to refurbish those and two other New York airports complement the White House's "bold" plan to revitalize the nation's infrastructure.
The pair appeared at a news conference at Vaughn College of Aeronautics and Technology near LaGuardia. Biden repeatedly praised his fellow Democrat, who is up for re-election next month.

In 1978, New York City was crumbling and the leading indicator of America's seemingly irreversible decline. The South Bronx, once a thriving middle-class neighborhood, had became a national symbol of urban horror. From 1960 to 1980, New York's murder rate tripled. Out-of-control spending had brought the city to the brink of bankruptcy, leading to a state takeover of its finances. The city's subway was plauged by crime, graffiti, and equipment breakdowns.
On July 13th, 1977, the city reached its nadir when a 24-hour blackout gave way to mass looting. Bushwick, a working-class neighborhood in Brooklyn, was practically burned to the ground.
Then in 1978, Edward Irving Koch became New York's 105th Mayor.
A veteran congressman from Manhattan, Koch's chutzpah was exactly what the city needed. A self-proclaimed "liberal with sanity," Koch took on special interests, he put the city's finances back in order, and showed that it was not only possible to govern but to have fun doing it.
Koch gained a national reputation by being the quintessential New Yorker: A Bronx-born ethnic whose disparaging remarks about life outside the city may well have sunk his 1981 bid for the governor's mansion in Albany. Long presumed to be gay, Koch kept mum about his personal life while pushing for social tolerance. His symbolic and practical role in the Big Apple's multi-decade renaissance is as huge as his appetite for publicity.
Since losing his bid for a fourth term in 1989, Koch has been a tireless dilettante. He's written books and hosted his own radio show. He was Judge Wapner's first replacement on the People's Court. He started a nonprofit to clean up corruption in the state capital. He turned his passion for film into an avocation as a movie reviewer, first for a community paper called the West Side Spirit, and now on the YouTube Channel, The Mayor at the Movies.
Reason.tv's Nick Gillespie sat down with Mayor Koch at his office in Midtown in April 2011 for a wide ranging discussion about rent control, the Tea Party, Donald Trump, his sexuality, whether Gov. Andrew Cuomo coined the phrase "Vote for Cuomo not the Homo," his memories of World War II, and how he "gave New York City back its morale" (as the late Sen. Daniel Moynihan put it).

New York (CNN)Republican presidential front-runner Donald Trump took on an array of subjects and political figures during a lengthy interview with CNN's Chris Cuomo on Wednesday, including Hillary Clinton, Jeb Bush, Pope Francis and even Caroline Kennedy.
Asked first about his standing in a recent CNN/ORC poll, Trump said the controversy surrounding Hillary Clinton's email use is "devastating," and that it's not surprising that he came within 6 points of the Democrat in a head-to-head polling match-up.
"I think it's devastating for the election, but I think her bigger problem is not the election. I think her bigger problem is going to be the criminal (problem)," Trump said. Immigration
Trump isn't backing down from his call to revoke automatic citizenship for children born in the U.S. to undocumented immigrant parents despite concerns he'll turn Hispanic voters off to the GOP.
"I have to do the right thing," the mogul said in an interview with CNN's Chris Cuomo Wednesday, when asked about his immigration plan being under fire.
Trump has called for building a wall along the border with Mexico, revoking the right to citizenship to children born the U.S. if their parents aren't documented, and for deporting undocumented immigrants and then allowing "good ones" to re-enter the country.
He has been hit with criticism from some Republicans while taking and heavy fire from the left.
He even took flak as he sat down for the interview with CNN in Trump Tower, when an onlooker in the lobby of the building shouted: "You will never win the Latino vote. The Latino (voters) don't like you."

Trump didn't respond to the heckler, and after the interview finished taping, two people watching from the crowd told Trump they were Mexican-American and would gladly support him, which he relayed to Cuomo.
"You know, this country is so politically correct. Nobody wants to take a stance on anything," Trump told Cuomo. "Now they like to use the word undocumented because it's more political -- I don't use that word. They're illegal immigrants. They came over illegally. Some are wonderful people, and they've been here for a while. They've got to go out. They've got to leave."
He did say there were "a lot of good ones" among immigrants, and that he would try to bring them back.
"These people -- the really good ones, and we have some great ones -- we're going to try and expedite so they can come back," he said. "But they're going to come back legally."

The candidate also reiterated that he believes in changing birthright citizenship -- which grants automatic citizenship to all children born in the U.S. -- though he said he wouldn't need to amend the Constitution to do it.
"No. 1, the 14th Amendment is very questionable as to whether or not somebody can come over, have a baby and immediately that baby is a citizen. OK?" Trump said. "Amending is too big a deal. It's going to take -- it'll be two terms. I'd be in my second term or my eighth year by the time -- assuming everything went smoothly. ... I believe you can win it legally."
He said people can't be allowed to just "walk over" the border to give birth.
"You have people on the border and in one day they walk over, have a baby. And now all of a sudden we're supposed to pay the baby ... medical, Social Security," Trump said.
Clinton email scandal
While he said Clinton is not his "focus right now," he predicted she would struggle to get over the bad headlines generated by the investigation into her private server and the possible transmission of classified information in her private email, as well as the money she has raked in for speeches since leaving office.
"I think that Hillary's going to have a hard time being in the election based on what's going on with the emails, the servers, maybe even the speeches," Trump said. "I think it's going to be a very hard thing for her to overcome."

Trump has called for building a wall along the border with Mexico, revoking the right to citizenship to children born the U.S. if their parents aren't documented, and for deporting undocumented immigrants and then allowing "good ones" to re-enter the country.
He has been hit with criticism from some Republicans while taking and heavy fire from the left.
He even took flak as he sat down for the interview with CNN in Trump Tower, when an onlooker in the lobby of the building shouted: "You will never win the Latino vote. The Latino (voters) don't like you."

Trump didn't respond to the heckler, and after the interview finished taping, two people watching from the crowd told Trump they were Mexican-American and would gladly support him, which he relayed to Cuomo.
"You know, this country is so politically correct. Nobody wants to take a stance on anything," Trump told Cuomo. "Now they like to use the word undocumented because it's more political -- I don't use that word. They're illegal immigrants. They came over illegally. Some are wonderful people, and they've been here for a while. They've got to go out. They've got to leave."
He did say there were "a lot of good ones" among immigrants, and that he would try to bring them back.
"These people -- the really good ones, and we have some great ones -- we're going to try and expedite so they can come back," he said. "But they're going to come back legally."

The candidate also reiterated that he believes in changing birthright citizenship -- which grants automatic citizenship to all children born in the U.S. -- though he said he wouldn't need to amend the Constitution to do it.
"No. 1, the 14th Amendment is very questionable as to whether or not somebody can come over, have a baby and immediately that baby is a citizen. OK?" Trump said. "Amending is too big a deal. It's going to take -- it'll be two terms. I'd be in my second term or my eighth year by the time -- assuming everything went smoothly. ... I believe you can win it legally."
He said people can't be allowed to just "walk over" the border to give birth.
"You have people on the border and in one day they walk over, have a baby. And now all of a sudden we're supposed to pay the baby ... medical, Social Security," Trump said.
Clinton email scandal
While he said Clinton is not his "focus right now," he predicted she would struggle to get over the bad headlines generated by the investigation into her private server and the possible transmission of classified information in her private email, as well as the money she has raked in for speeches since leaving office.
"I think that Hillary's going to have a hard time being in the election based on what's going on with the emails, the servers, maybe even the speeches," Trump said. "I think it's going to be a very hard thing for her to overcome."

Donald Trump has repeatedly insisted he is not thin skinned, yet he’s repeatedly lashed out at media figures who even dare to question his bluster and he’s back at it again this morning.
Trump seemed excited enough when promoting his interview with CNN’s Chris Cuomo on Twitter this morning:
But when Cuomo opened an interview with Trump on Tuesday’s edition of “New Day” by mentioning the response from Marco Rubio’s campaign to Trump’s latest campaign gag (Trump trolled Rubio by sending him a case of Trump water yesterday, signing the attached note, “Since you’re always sweating, we thought you could use some water. Enjoy!”) Trump responded irritably, complaining that Cuomo had failed to mention poll numbers showing him still leading the Republican presidential field.
“But Chris you didn’t ask me any questions,” Trump complained over the phone (yes, networks are still allowing Trump to phone it in).
“Every single poll had me winning that debate,” Trump insisted, referring to the second GOP debate at the Reagan Library, before complaining that he was not allowed enough time to speak on stage.
When the interview ended, Trump took to his treasured ritual of retweeting praise for his performance and attacks on the interviewer:

New York Governor Andrew Cuomo believes that pro-life activists along with anti-gay activists, and supporters of the Second Amendment, are not welcome in his state.
During a radio interview on Friday, Cuomo pointed out that Republicans were in the midst of a schism, where conservatives worked against moderate Republicans.
"Their problem is not me and the Democrats; their problem is themselves," he said. "Who are they? Are they these extreme conservatives who are right-to-life, pro-assault-weapon, anti-gay? Is that who they are? Because if that's who they are and they're the extreme conservatives, they have no place in the state of New York, because that's not who New Yorkers are."
State Republicans blasted his comments, the New York Post reported, even as the governor walked them back on Sunday in an open letter to the newspaper.

(BUFFALO, NY) - The Erie County Republican Committee today released a paid web advertisement responding to New York Gov. Andrew Cuomo's recent controversial comments. The video recounts Cuomo's interview and features rebuttals from Erie County residents unhappy with the governor's claiming conservatives "have no place in the state of New York."
"Andrew Cuomo was unambiguous in his message to more than a third of New Yorkers, and even more Erie County residents: leave town," Erie County GOP chairman Nicholas A. Langworthy said. "This video is just a sample of the many Western New Yorkers who contacted the Republican Party to express their anger about his comments."
The only thing more remarkable than the backlash after his divisive words has been the clumsy dance Cuomo's aides have done trying to rewind their boss's very clear message.
"There's no denying that Cuomo invited any New Yorker who doesn't back his radical agenda to leave the state," Langworthy said. "Generations of New York Catholics and maybe your doctor, your lawyer, your neighbor - somehow the Governor of New York thinks we should all pack our bags. This is even more proof Cuomo is out of touch and must be defeated in November."

The tragic deaths ranged from cars spinning out of control on the road, to carbon monoxide poisoning to heart attacks while shoveling snow.
Sashalynn Rosa, 23, and her son, Messiah, died of carbon monoxide poisoning after snow blocked the tailpipe of their car as they search for a parking place. The woman's three-year-old daughter, Saniyah, is in a critical condition in hospital in New Jersey.
All three were returning home to New Jersey in the family car with their father on Saturday night. Ms Rosa's partner, Felix Bonilla Jr, had been digging out the car while they sat inside to stay warm. With the engine on and the tailpipe clogged by snow however, the toxic gas seeped into the car in just minutes.
'It's hard to lose them like that', said Felix Bonilla Sr, the baby's grandfather. 'The doctors say they don't think she's (Saniyah) going to make it. The doctor says she has a slight chance to make it.

We are responding aggressively as the storm develops and working hand-in-hand with our local partners to keep communities safe. I urge all New Yorkers to stay home, stay warm, and allow our emergency personnel to do their jobs.” Winter Storm Jonas is forecast to bring blizzard conditions to a broad swath of the East Coast, including New York City, parts of Long Island and coastal Connecticut. New York state and inland Connecticut will see snow as well, beginning in the early hours of Saturday. Blizzard warnings remain in effect early Saturday for New York City and Long Island until Sunday morning, The National Weather Service reports. There was no reported flooding in the Rockaways, Broad Channel or Howard Beach as of Saturday morning, according to WPIX. No travel ban has been announced but city officials urged residents to stay off the streets. "I propose for this two-year cycle ... " Cuomo said.
And there it is: $2.1 billion in education aid over two years, which means there's no guarantee the legislature will reach or even surpass that figure next year. Though, based on last year's $1.4 billion approval, Michael Borges is hopeful history will repeat itself.
"Really, the number is $991 million dollars, which is sort of low," said Borges, the New York State Association of School Business Officials director.
Nevertheless, the governor outlined two goals Wednesday: turning struggling districts into "holistic community schools," and "Let's end the Gap Elimination Adjustment."
During the fiscal crisis, the state imposed a GEA so that every school district got a deduction from their state aid.
"Here we are five years later, and we're still getting deducts even though the state is not in a fiscal crisis," Borges explained.
Borges says only 43 percent of the $434 million of the GEA would be eliminated under the governor's plan. At first glance, the budget proposal shows nine local school districts would be facing cuts. Broken down, though, the drop is attributed to services simply no longer being necessary.
"Their building project may have been finished, so they're no longer getting building aid," Borges said. "They may be using less BOCES services, so their BOCES aid would have dropped."
Which was exactly the case with the East Greenbush school district, which could be looking at a total loss of approximately $1.7 million.
"Over the last three years, we started putting back programs, adding more services, and if school aid doesn't go up again this year, you'll see some rollbacks," Borges said.
And with a projected 0 percent tax cap and local school districts unable to raise additional funds, staffing and programs will likely be first on the chopping block.

New York Mayor Bill de Blasio on Monday called an order by Governor Andrew Cuomo to force homeless people indoors when temperatures drop below freezing a redundant mandate that the city already meets, the latest salvo in a feud between the two Democrats.
New York City's growing homeless population is the newest focus of the spat between Cuomo and de Blasio, who has publicly accused the governor of undermining his initiatives - ranging from control of city schools to crumbling public housing - for political gain.
Cuomo signed an executive order on Sunday requiring officials throughout New York State to force the homeless into shelters when the temperature was at or below 32 degrees Fahrenheit (0 degrees Celsius). The order goes into effect on Tuesday, when temperatures in the city were expected to drop to 18 degrees Fahrenheit (minus 7 Celsius) on what weather forecasters said would be the coldest day so far this winter.
The mayor's administration first learned of the governor's order late Saturday night but did not obtain all the details until reading newspaper reports on Sunday, which made clear it referred to an existing state mental hygiene law, said the city's head of social services, Steven Banks.
At a press conference on Monday, de Blasio said the order "seems to simply reiterate what's already in the law and the power we already have to bring people in off the streets. And we use that power."
The law applies only to homeless people who appear to be mentally ill, who would be taken off the frigid streets to a mental health facility for assessment by a medical professional. If the person is found to be incompetent and refuses to go to a shelter, he or she would be held at the mental health facility, not a shelter, Banks said.
He said the governor's order "does not mean that we have any authority to take off the streets anyone who is competent."
Banks spoke at a separate press conference about the mayor's latest effort to reduce homelessness. The city wants to end so-called "cluster" housing, which uses low-rent housing stock to shelter homeless families, and instead transform those families into renters of those units.
Out of nearly 8.5 million people in New York, the largest city in the United States, about 58,000 homeless sleep in shelters on any given night. Nearly half of them are children. Between 3,000 to 4,000 people live on the streets, most of them single men who suffer from some form of mental illness, according to city data.
Seated on a Manhattan sidewalk and holding a cardboard sign describing himself as homeless, Chris Fitzgerald, 26, said he planned to sleep in a doorway as he has for the past three years and would not go to a shelter because he heard they were dirty and unsafe.
"Not fair," Fitzgerald said of the governor's mandate. "We should be able to decide what to do for ourselves."
Banks said the condition of shelters would be part of a 90-day review of the homeless population ordered last month by the mayor. The governor also indicated homeless shelters may be among his next targets for review.
"We're paying $1 billion per year as taxpayers to pay for a shelter system and the homeless say, 'We're afraid to go into it,'" Cuomo said. "It's not right to have a shelter system that is so dirty and unsafe, that people have to stay on the street corner."

Banks said the condition of shelters would be part of a 90-day review of the homeless population ordered last month by the mayor. The governor also indicated homeless shelters may be among his next targets for review.
"We're paying $1 billion per year as taxpayers to pay for a shelter system and the homeless say, 'We're afraid to go into it,'" Cuomo said. "It's not right to have a shelter system that is so dirty and unsafe, that people have to stay on the street corner."

ABOUT
Andrew Hemingway isn't the first member of his family to venture into elected office and he hopes to rival his relative's success. In 1861, Nathaniel Berry, an relative of Andrew's, after serving in both houses of the legislature, became the 28th Governor of New Hampshire. His portrait, hanging in the Statehouse labels him the state's first Republican Governor. Governor Berry is credited as one of the founders of Bristol, New Hampshire, being the largest donor to the building of the Congregational church, the library, and the old Town Hall still used today. Bristol is where Andrew lives today and raises his family.
The history of Andrew's family runs deep in the Granite State, and his devotion to individual freedom, entrepreneurship and civic involvement is something his family has carried through generations.
Andrew is a vocal leader of Republican ideals in New Hampshire and has spent the past several years working to spread a message of fiscal restraint and individual freedoms.
A successful entrepreneur, Andrew knows firsthand the importance of efficiency, financial responsibility and the need to limit the unnecessary intrusion of government into the lives of individuals and of businesses.
Andrew started his first business while in college in North Carolina. The window washing business was a success and Andrew was able to transfer ownership of the company to his partner, before moving on to work in the financial services department of a Fortune 500 insurance company. With hard work and dedication, Andrew became the youngest Sales Manager for a Fortune 500 company and achieved this in just six months.
Andrew married his wife Katie and they soon returned to their native New Hampshire where Andrew helped to support his father-in-laws dry cleaning business in Derry and janitorial services business in Bristol.
Ever the entrepreneur, Andrew set back out on his own and started Hemingway Insurance Services, which provided agricultural, commercial, health and life insurances. He again received accolades and became the National Runner-up "Rookie-of-the-year" for the parent insurance company he ran his business under, out performing much larger states and offices. Andrew traveled the state of NH meeting with farmers, business owners, and families and it was here that he began to develop an understanding of how important the Agriculture industry is to NH's way of life. He says often that "family farms represent the NH values we wish were represented in Concord".
Andrew rapidly built the agency and used those resources to combine his passion for soccer and his adeptness in business and started Online Sports Coaching LLC. The New Hampshire-based startup developed web based videos to properly train parents and volunteer coaches in the art and safety of the sport. Creating the world's first iPhone App with video for youth soccer coaches, and developing the first online certification program used by Rec. Departments to train parents and volunteers were two innovative solutions Andrew brought forward with this company.
Another successful company started, Andrew sold it to a Boston Company and moved ahead with his next venture as a digital consultant for the US House Policy Committee and other government and political organizations. This is where one of his current companies, Digital Acumen, began and continues today to be a success. Digital Acumen is a technology firm specializing in emerging political communications. In 2011, Andrew and his company were put on the map when he organized the first ever Presidential Primary Twitter debate. 6 GOP candidates for President joined Andrew as he led this one of a kind event.
