In its history, America has experienced two major periods of drug prohibition. This first was the Federal alcohol prohibition from 1920-1933. The second is the current war on drugs, which began in 1971.
According to Prof. Angela Dills, during these periods of prohibition in America, both homicide rates and police enforcement costs increased. This makes sense, as prohibitions never actually eliminate use. Rather, prohibitions convert peaceful and legal markets into black markets. In black markets, when disputes arise over sales territory, product quality, or money, the government legal system is not available. This forces drug dealers to resolve disputes on their own, which often leads to violence.
The violence of black markets, along with the enforcement of drug policy, attracts the attention of law enforcement. Law enforcement is costly, and the time spent enforcing drug laws could have been spent preventing other crimes like murder, theft, and rape. Drug prohibition not only generates more violence and increases the cost of law enforcement; it also distracts law enforcement and puts citizens at greater risk of crime.

In mid July it will become law, making possession of up to 10 days supply of heroin no more serious than a parking offence. "Repressive policies haven't worked anywhere in the world", says MP Joao Sobral. The government denies it's going soft on smuggling, but a recent 227 kg haul of pure heroin shows Portugal is a favoured route into the EU. This hard-hitting report captures extraordinary Images of drug dealing in action in Lisbon's infamous drugs bazaar.

In its history, America has experienced two major periods of drug prohibition. This first was the Federal alcohol prohibition from 1920-1933. The second is the current war on drugs, which began in 1971.
According to Prof. Angela Dills, during these periods of prohibition in America, both homicide rates and police enforcement costs increased. This makes sense, as prohibitions never actually eliminate use. Rather, prohibitions convert peaceful and legal markets into black markets. In black markets, when disputes arise over sales territory, product quality, or money, the government legal system is not available. This forces drug dealers to resolve disputes on their own, which often leads to violence.
The violence of black markets, along with the enforcement of drug policy, attracts the attention of law enforcement. Law enforcement is costly, and the time spent enforcing drug laws could have been spent preventing other crimes like murder, theft, and rape. Drug prohibition not only generates more violence and increases the cost of law enforcement; it also distracts law enforcement and puts citizens at greater risk of crime.

The Torre Dos Clerigos is the symbol of the city and was built in the middle of the 18th century on a rock at the city's most elevated point. Two hundred twenty-five steps lead to a stunning view across the picturesque old harbor town and its carpet of red rooftops that nestle against the city's hills.
Porto has one of the most beautiful markets in Europe that contains a large inner courtyard completely encircled by arcades.
The narrow, deep river valley of the Douro is spanned by 5 bridges of which the most impressive is the Ponte Dom Louis. The Frenchman, Gustave Eiffel, constructed the gigantic two level bridge that connects Porto with its sister town, Vila Nova De Gaia.
Five bridges connect the banks of the River Douro where 2 of them are monuments that date back to the Industrial Revolution. The river has always been the city's lifeline and a trading route to the whole world. The entire river valley was designated as a vine growing area because it is where the world famous port wine is grown.
With all of its picturesque districts, including its Baroque splendor and the palatial houses of its elite, Porto has truly survived the march of time.

Lisbon was the final stop of our European tour and we couldn't have chosen a better destination. The city immediately won us over with it's cheery pastel buildings, delicious fresh seafood, and it's unique mix of attractions. It also didn't hurt that we had clear blue skies the whole week we were there! Our first stop of the day was Sao Jorge Castle, which is an old Moorish fortification that sits on a hill overlooking Lisbon and the Tagus River. You can get some nice panoramic views of the city from here, and they also have peacocks roaming the grounds.
Miradouro das Portas do Sol is one of the many look out points in Lisbon that offers postcard-perfect views of the city. This particular terrace overlooks the Alfama district and it is always popular with tourists.
Carmo is a mediaeval convent that was ruined during the 1755 earthquake, and today it is used as an archaeological museum. It's a strange feeling walking down the ruined nave of the church and seeing blue skies above your head, but that's exactly what makes it worth a visit.
Another place to visit is Belem Tower. The tower was built on the banks of the Tagus River, and it was meant to act as both a defense system and a ceremonial gateway into Lisbon.
The Jeronimos Monastery is one of the most visited sights in Lisbon. It's one of the best examples of Late Gothic Manueline architecture, so have a close look at the intricate detailing when you visit.
A fun way to get around Lisbon's hilly streets is by riding the trams. There are different lines across the city, but #28 is the most popular one with visitors.
The Santa Justa lift is an elevator that connects the lower streets of Baixa with Carmo Square, and it is the only remaining vertical elevator in Lisbon. Though it is meant to serve a functional role, it is also quite popular with visitors who find the elevator a novel idea.

Funchal is the capital of the Atlantic island of Madeira and is situated in a natural, picturesque bay, surrounded by steep mountain slopes. With churches, palaces, mansions, museums and magnificent gardens, it is a city of both character and history. The Museum Of Religious Art is to be found in the former bishop’s palace. The sugar trade with Antwerp meant that paintings and other works of art could be used as payment. Madeira has long been famous for its wine, stored in wooden barrels to mature and then exported all over the world. In the old rooms of a former monastery, it is pressed, matured and celebrated. At the beginning of a valley, São Vicente lies hidden beyond the steep slopes of the northern coastline. The tastefully restored centre of the village contains a seventeenth century church with a Baroque interior. There are gilded carvings, tile pictures and paintings on the altar. At an amazing acute angle, the gondola from the mountain station below the village of Achadas Da Cruz travels three hundred metres down to the coast and back. This most beautiful Baroque church on the north coast was established in São Jorge. Its external simplicity gives little hint of its internal beauty: gilded wood carvings and illusionist paintings adorn the church and its altar. To the east of Madeira is the natural bay of Machico, the oldest settlement on the island. Today, Madeira’s third largest city extends from the coast to the hills of the wide and fertile valley of the Machico River whose inhabitants live from the cultivation of fruit, vineyards and fishing. Its extraordinary landscapes and exotic fragrances have been captivating visitors for centuries. Madeira, wild beauty amid the Atlantic Ocean!

With churches, palaces, mansions, museums and magnificent gardens, it is a city of both character and history. The Museum Of Religious Art is to be found in the former bishop’s palace. The sugar trade with Antwerp meant that paintings and other works of art could be used as payment. Madeira has long been famous for its wine, stored in wooden barrels to mature and then exported all over the world. In the old rooms of a former monastery, it is pressed, matured and celebrated. At the beginning of a valley, São Vicente lies hidden beyond the steep slopes of the northern coastline. The tastefully restored centre of the village contains a seventeenth century church with a Baroque interior. There are gilded carvings, tile pictures and paintings on the altar. At an amazing acute angle, the gondola from the mountain station below the village of Achadas Da Cruz travels three hundred metres down to the coast and back. This most beautiful Baroque church on the north coast was established in São Jorge. Its external simplicity gives little hint of its internal beauty: gilded wood carvings and illusionist paintings adorn the church and its altar. To the east of Madeira is the natural bay of Machico, the oldest settlement on the island. Today, Madeira’s third largest city extends from the coast to the hills of the wide and fertile valley of the Machico River whose inhabitants live from the cultivation of fruit, vineyards and fishing. Its extraordinary landscapes and exotic fragrances have been captivating visitors for centuries. Madeira, wild beauty amid the Atlantic Ocean!

São Sebastião is probably the oldest settlement on the island and was where the first Portuguese settlers set foot ashore. Threatened by pirate attack, the people built fortified churches, decorated in Gothic splendour. Faial, the Blue Island, is one of the most visited islands in the archipelago and whose marina is well known throughout the world. It offers spectacular nature with a rocky coastline and volcanoes. Horta is the island’s capital and since 1976 has also been the seat of the Azores’ parliament. With their authentic nature and harmony, the Azores islands are still waiting to be discovered. ►There is a drug arrest every 19 seconds in the U.S. Of the more than 1.6 million drug arrests in 2009, 82 percent were for possession alone.
►The U.S. government estimates that more than 118 million Americans above the age of 12 (47 percent of the population) admit to using illegal drugs. (2)
►One out of every 100 American adults is behind bars in jail or prison, and the U.S. houses nearly 25 percent of the world’s prisoners despite having less than five percent of the world’s total population.
►In four years, more than 35,000 people have been killed in violence related to Mexico’s war against the cartels that control the illegal drug market.
►The Department of Justice says that the illegal drug market in the U.S. is dominated by 900,000 criminally active gang members affiliated with 20,000 street gangs in more than 2,500 cities, and that Mexican drug cartels now directly control illegal drug markets in at least 230 American cities.
►Al Qa’ida and nearly half of all U.S. State Department-listed Foreign Terrorist Organizations have ties to the illegal drug trade.
For example, the Taliban and Afghan warlords collect nearly half a billion dollars a year from illicit drug farming, production and trafficking, (10) while the FARC in Colombia finances its activities with $300 million a year in illegal drug sales.
►According to the federal government, 23.5 million Americans are in need of substance abuse treatment, but only one in 10 receive it.
►48 percent of U.S. high school students have used illegal drugs by graduation.
►Teens say obtaining illegal marijuana is easier than buying legal, controlled and age-regulated beer.
►National drug control spending on harsh enforcement strategies grew by 69.7 percent over the past nine years, while spending on treatment and prevention only grew by 13.9 percent. While President Obama often talks about drug abuse as a health – and not just a crime – issue, his administration reports that federal resources devoted to supply-reduction efforts (arrests, punishment and eradication) are now nearly double those for demand-reduction programs (such as treatment and prevention).
►Conservative estimates say that legalizing and regulating drugs could boost the U.S. economy by $88 billion a year in law enforcement savings and new tax revenue.

►In 2001, Portugal became the first country in the world to end the drug war within its borders, and in the short time since, the country has seen a radical improvement in society. Drugs now have fewer negative effects in Portugal than they did prior to decriminalization. There are now fewer drug-related deaths, fewer children getting ahold of drugs, and fewer people doing drugs in general.
►The drug war is one of the most misunderstood subjects in mainstream political dialogue, even among people who are sympathetic to the plight of responsible drug users. It is rare for someone to come out and say that all drugs should be legal, but this is the only logically consistent stance on the issue. To say that some drugs should be legal while others should not is still giving credence to the punishment paradigm and overlooking the external consequences of drug prohibition — or prohibition of any object, for that matter.

In Portugal we operate in 2 different, though complementary areas.
We work with the young people discriminated, social and digitally excluded populations and the risk groups (young people at imminent risk of social exclusion, prison population, among others) and we also work in an educational project named "Apps for Good".
Apps for Good is an international educational project that is being implemented in portuguese schools since 2014/2015 for young students from 11 to 18 years of age. Apps for good aims to create a new global generation of problem-solvers and tech entrepreneurs – both boys and girls– who create apps - small software programmes that find real-life issues and change their world.
Our methodology is based on project management, stimulating our participants to critical judgment, joint and integrated action, and participation in solving problems that impact it´s community and to promote it´s (re)integration while developing and acquiring digital and soft-skills competencies.

In its history, America has experienced two major periods of drug prohibition. This first was the Federal alcohol prohibition from 1920-1933. The second is the current war on drugs, which began in 1971.
According to Prof. Angela Dills, during these periods of prohibition in America, both homicide rates and police enforcement costs increased. This makes sense, as prohibitions never actually eliminate use. Rather, prohibitions convert peaceful and legal markets into black markets. In black markets, when disputes arise over sales territory, product quality, or money, the government legal system is not available. This forces drug dealers to resolve disputes on their own, which often leads to violence.
The violence of black markets, along with the enforcement of drug policy, attracts the attention of law enforcement. Law enforcement is costly, and the time spent enforcing drug laws could have been spent preventing other crimes like murder, theft, and rape. Drug prohibition not only generates more violence and increases the cost of law enforcement; it also distracts law enforcement and puts citizens at greater risk of crime.

---The breaking point to me, is the fact that we not only create this violence and organized criminal organizational violence with our prohibition of recreational drugs, but we empower it, and surprisinly encourage it as well, with prohibition. --If an addict could support his addiction for a few dollars a week, he would still be an addict, but he would not have to steal, mug, or kill other people to support his habit. Neither would drug pushers have the financial incentive to try to get children hooked on drugs, if there was no big money in it.
--Drug raids are good politics, but they don't make a dent in the problem.
--The ban on drugs, like alcohol prohibition, has become a financial bonanza for organized crime, and it's profits have financed the corruption of law enforcement agencies, politicians, and judges. Drugs can be dangerous things, and those who sell drugs, do so completely free of any regulation, control, or standards of product, business, marketplace, age they can sell to, etc. Drug dealers would not have the financial incentive to try and get children hooked on drugs, if there was no big money in it.
--The years that preceeded prohibition saw private citizens take the law into their own hands, entering saloons with axes, to destroy bottles of liquor. It was ego boosting, moral exhibitionism. When the crusaders finally succeeded in getting their prohibition bill added to the U.S. Constitution, it was their crowning triumph, and the nations tragedy.
--Organized crime blossomed, so did the corruption of the whole political process. When national prohibition ended, many localities passed their own bans on liquor. Bootleggers sometimes financed the campaigns to ban liquor. Their profits depended on liquor’s being illegal.
--Legalization would similarly destroy the profits of today’s drug pushers. There is no way that they can compete with drugs that can be mass produced cheaply by big pharmaceutical companies.
--This country had a fairly consistent murder rate when prohibition of alchohol started in 1920. Within a few short years, that murder rate had sky-rocketed and tripled, and stayed there, until 1933, when prohibition ended. It then, finally started to decline, taking it 4 years, in 1937, to level back off at the same level it was at in 1920, before prohibition started. We gave people back the reason they were killing themselves and each other.
--This is not a complete solution. No where is it written in stone that there are always answers in the back of the book. What we can do as a society, is to cut our losses. It is bad enough that some people destroy their own lives with drugs. We don’t need to add vast numbers of innocent victims, who are robbed, or murdered by addicts, who are trying to get money for a fix.
--Like alcohol, drugs can be regulated for content, age required for purchasing, driving under the influence, etc. But this is just one more area where we have to recognize that government has it’s limits. Ignoring those limits is not only reckless arrogance, but dangerous. We finally learned that painful lesson from prohibition, we need to remember it, when it comes to drugs.
--Crusaders cannot accept the fact that they are not god, that they have neither the right, nor the competence to run other people’s lives, and a crusading mentality can easily make things worse.

Abstract
The imagery of justice is (and always has been) a common and popular feature of legal culture in many parts of the world and it can be found everywhere, from courthouses to cartoons. However, the prominent image that has affected us most is that of Lady Justice, a white woman, sometimes appearing with her eyes veiled and other times unveiled, at times bearing scales and a sword in her hands.
But, after all, who is this woman? I intend in this presentation, with the use of some of the materials collected during fieldwork on courthouse architecture in Portugal, to question the allegory of Lady Justice, or Justitia, discussing some of her attributes and features in the 21st century, particularly the behaviors and expectations that are required and imposed upon women by the Law (inside and outside the legal profession), placing the Portuguese reality in a wider context.

Socio-legal scholar Patrícia Branco studied at the European Academy of Legal Theory in Brussels and at the Faculty of Law of the University of Coimbra, Portugal, where she obtained her doctoral degree with a thesis on “Courthouses as spaces of recognition, functionality and access to justice – the case study of family courts in Portugal” in 2013. Having participated in numerous research projects, she currently works as a researcher at the Centro de Estudos Sociais (CES) at Coimbra University and is a member of the Research Group DECIDe. Dr. Branco’s research interests include, inter alia, the sociology of law, space and architecture. Since January 2015, Patrícia Branco is a fellow at the Käte Hamburger Center for Advanced Study in the Humanities “Law as Culture”, where she is working on her research project “Into, from and back again: A discussion on courthouse architecture, the image of justice and literature”.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced its intention to reestablish the caliphate and has declared its leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
The lightning advances the Islamic State made across Syria and Iraq in June shocked the world. But it's not just the group's military victories that have garnered attention — it's also the pace with which its members have begun to carve out a viable state.
Flush with cash and US weapons seized during its advances in Iraq, the Islamic State's expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
VICE News reporter Medyan Dairieh spent three weeks embedded with the Islamic State, gaining unprecedented access to the group in Iraq and Syria as the first and only journalist to document its inner workings.
