"Well, we are not the ones who have established the twenty-seventh of January as the end of history. History didn't start with the resolution that came last autumn, although it is a very important one and we welcome it because it strengthens our power and above all it demonstrated the unanimity of the Security Council. But we were asked in that resolution to update the Council - update is not a final report, it's an updating about what has happened and what have you learned in these two months, and that's what we're going to do. And we can see a lot of work ahead of us, beyond that date, if we are allowed to do so."

"I think also the show of force demonstrates to Iraqis that here is the other alternative. We are perhaps 250, 300 people on the inspection side, we cost perhaps 80 million dollars a year. If you take the armed path to this you are talking about a hundred billion dollars a year, you're talking about 250-thousand men, you're talking about a lot of people killed and injured, a lot of damage. So I think the whole world prefers a peaceful solution, if you can have one that is credible."

I mean I don't grudge the Iraqis not (enjoying being inspected), - they're very proud people and they don't love that. But at the same time, they must realise that, as we go through airport controls, it's for the good of us, and it's also for them. And I think they understand that intellectually, but emotionally maybe a different thing. But what we can do is try to be thorough, because otherwise inspections are not credible, and we also want to be correct."

STORYLINE:
Member states of the United Nations were given their first chance to formally express their views on the military campaign in Iraq at an open session of the Security Council on Thursday.
Arab and non-aligned nations demanded an end to the war in Iraq, while some U.S. allies backed the United
States and said the blame rests with Saddam Hussein.
Speaking before the session, UN Chief Weapons Inspector Hans Blix said so far the invasion has not yet uncovered any evidence of scud missiles or weapons of mass destruction.
He said that the inspection team would be operational at short notice if needed.
Nearly 80 nations had signed up to speak to the open session.
The 22-member Arab Group and the Non-Aligned Movement, which represents about 115 mainly developing countries, had asked for Wednesday's open Security Council meeting to denounce the military action.
But they did not introduce a resolution demanding a halt to the fighting and withdrawal of all foreign forces, apparently out of concern that the measure would not receive the nine votes needed to pass.
The mood reflected that of the 15-nation Security Council, which remains bitterly divided over the decision of the United States, Britain and Spain to attack Iraq last week after abandoning an attempt to get U.N. authorisation.

Blix also said that by voting unanimously for renewed inspections of Iraq, the Security Council greatly strengthened his team's ability to do their job and gave Iraq no room to obstruct the inspectors.
Blix made the comments to reporters after meeting with France's foreign minister, Dominique de Villepin.
Blix was in Paris on his way to Cyprus, where an advance team of U.N. inspectors was gathering. The team is expected to fly to Baghdad on Monday, with inspections possibly beginning November 27.

"There is a lot of talk about Chapter 7 now and in the first paragraph of that Chapter it says the Security Council should establish that there is a threat to peace, breach of the peace or act of aggression. And they talk about saying that the situation in Iran, the enrichment of a milligramme of uranium to four percent, that constitutes a threat to international peace and security. And although they are, I think clearly saying, also that they are not aiming at any military uses. They are aiming at decisions on economic sanctions and that is welcomed."

STORYLINE:
A study led by former UN chief weapons inspector Hans Blix called on Thursday for the outlawing of nuclear weapons and for the revival of global cooperation on disarmament.
The two-year probe by the independent Weapons of Mass Destruction Commission concluded that as long as any nuclear, chemical and biological arms remained in any country's arsenal, there was a high risk that they would one day be used.
Blix said that in the wake of the Iraq war, he believed there was a greater willingness within the international community to find cooperative rather than military solutions to weapons' issues.
Blix said that if one country were to ratify the treaty, it was likely that others would follow.

STORYLINE:
A study led by former UN chief weapons inspector Hans Blix called on Thursday for the outlawing of nuclear weapons and for the revival of global cooperation on disarmament.
The two-year probe by the independent Weapons of Mass Destruction Commission concluded that as long as any nuclear, chemical and biological arms remained in any country's arsenal, there was a high risk that they would one day be used.
Blix said that in the wake of the Iraq war, he believed there was a greater willingness within the international community to find cooperative rather than military solutions to weapons' issues.
Blix said that if one country were to ratify the treaty, it was likely that others would follow.

The report was officially presented to the Secretary General of the United Nations on 1st June.
Hans Blix, the chairman of the Weapons of Mass Destruction Commission and former head of the International Atomic Energy Agency, described the report in a news conference in Rome on Tuesday.
Blix is expected to present the report, entitled "Weapons of Terror" to Pope Benedict XVI on Wednesday.
Blix told reporters that in the Pope's New Year's message, the pontiff spoke of "peace through truth".
Blix said he hopes the Pope will help him spread the truth about nuclear weapons, noting that if the truth had been known about weapons of mass destruction in Iraq perhaps "that war could not have been waged, at least not on the basis of weapons of mass destruction."
Blix expressed hope for the ongoing negotiations between various European countries and Iran over the development of nuclear weapons.
He said that Iran is still years away from developing nuclear weapons therefore, there is time for diplomacy and hope for a solution to the crisis.
Blix also warned about the future risk of countries positioning weapons of mass destruction in outer space.
He said overall, there is a stagnation in the field of disarmament and the world needs to push forward to get all governments to sign the Comprehensive Nuclear Test Ban Treaty.
Blix said he believed if the United States signed the treaty, it would cause a domino effect, and China, India and Pakistan would follow.
The Comprehensive Nuclear Test Ban Treaty was agreed ten years ago.
The report states that governments possessing nuclear weapons must reduce their arsenals and stop producing plutonium and highly enriched uranium for more nuclear weapons.

The head of the new inspection programme, Hans Blix, is ready to resume international efforts to ensure Iraq has surrendered weapons of mass destruction and the ability to make and deploy them.
Blix is a former Swedish foreign minister who also served for many years as director general of the International Atomic Energy Agency.
But Deputy Prime Minister Tariq Aziz said Iraq had not changed its position on a U-N resolution that calls for the resumption of stalled weapons inspections and promises Iraq a suspension of sanctions if it cooperates.

"Iraq will never deal with UN Resolution 1284. Hans Blix and his team are the result of the resolution and Iraq will not deal with it. Since Iraq does not deal with the resolutions nor its subsequent results, thus Iraq will not welcome any people relevant to that resolution or its results. As for threats, we have become accustomed to such conduct and Iraq is ready to confront all challenges including defending its sovereignty and its legitimate interests."

STORYLINE:
The head of the United Nations weapons inspections team, left Baghdad on Wednesday, after two days of talks intended to get inspections started again after a four-year break.
Hans Blix said Iraq has yet to provide convincing evidence supporting its claim that all nuclear, chemical and biological weapons programmes have been dismantled.
He urged Iraqi officials to look again in their nuclear, chemical and biological "stocks and stores" to ensure they have no weapons-making to report.
Iraq's position that it has no weapons of mass destruction "must be convincingly shown by documentation, by evidence," Blix said. "We don't think that has yet been convincingly done."

STORYLINE:
The head of the United Nations weapons inspections team, left Baghdad on Wednesday, after two days of talks intended to get inspections started again after a four-year break.
Hans Blix said Iraq has yet to provide convincing evidence supporting its claim that all nuclear, chemical and biological weapons programmes have been dismantled.
He urged Iraqi officials to look again in their nuclear, chemical and biological "stocks and stores" to ensure they have no weapons-making to report.
Iraq's position that it has no weapons of mass destruction "must be convincingly shown by documentation, by evidence," Blix said. "We don't think that has yet been convincingly done."

Chief U-N inspector Hans Blix, who will lead the overall mission, and Mohammed el-Baradei, overseeing the Vienna-based International Atomic Energy Agency's (I-A-E-A) search for nuclear arms, took a commercial flight to Larnaca, Cyprus, where the inspectors will be based.
Blix, el-Baradei and a 25-member advance team, including U-N Chief Nuclear Inspector Jacques Baute, plan to head for Baghdad aboard a charter flight on Monday.
Speaking at Vienna airport, Blix said war was not inevitable if Iraq took the chance the Security Council was offering and cooperated with the inspectors.
Baute said his team of nuclear inspectors were fully prepared and not afraid of the task ahead.
Blix has said that preliminary inspections - the first in nearly four years - will probably resume on November 27, with full-scale checks to begin after Iraq files a declaration of its banned weapons programmes by a December 8 deadline.
Blix then has 60 days to report back to the U-N Security Council with his findings.
His New York-based team, the U-N Monitoring, Verification and Inspection Commission (UNMOVIC), will head the hunt for biological and chemical weapons and the long-range missiles capable of delivering them to distant targets.

Blix and ElBaradei are expected to hold talks with Cypriot President Glafcos Clerides later Wednesday, expressing appreciation for the island's role in becoming a base station for the U.N.
inspectorate. The inspections are due to resume Nov. 27.
Under Security Council resolutions, the U.N. sanctions imposed on Iraq after its 1990 invasion of Kuwait can only be lifted when the world body's inspectors report that Baghdad has eliminated its weapons of mass destruction and the means to produce them.

I think the message coming from the Security Council is very clear, that Iraq is not cooperating fully, that they need to show drastic change in terms of cooperation. So our mission I think in Baghdad this weekend is crucial and we hope we will secure full one hundred percent cooperation on the part of Iraq. We had very good discussions both of us today with the prime minister, with the foreign secretary, just trying again to see how we can do every possible way to resolve the Iraqi issues through peaceful means and that continues to be our aim."

We have had and still have rather good cooperation on process. We have had access everywhere we want to go and also prompt access. So this has worked. But what has not worked is for the Iraqi side either to present prohibited items for destruction or present evidence that they are finished. And on this point we do not feel that we have had the response we should. They simply say these are minor matters, they are so called questions, they are marginal. And they must cooperate well there. On process, there's also the question of the U2 planes, which we have a right to fly, and they have on them the UN emblem etc, and also on interviews, on private interviews, where we are alone with the individuals and thirdly legislation implementing resolutions. This we will also demand. So we hope that at this late hour which Mohamed talks about, that they will come to a positive response. Because if they do not do that then our reports next Friday will not be what we would like them to be. We both search for disarmament and a sure disarmament in Iraq through inspection. STORYLINE:
Iraq needs to show "drastic change" in cooperating with UN weapons inspectors, the UN's chief nuclear inspector said on Thursday.
"Iraq is not cooperating fully, they need to show drastic change in terms of cooperation," said Mohamed ElBaradei, the head of the Vienna-based International Atomic Energy Agency.
ElBaradei spoke after he and the UN's chief weapons inspector, Hans Blix, briefed British Prime Minister Tony Blair on their search for weapons of mass destruction in Iraq.
They are travelling to Baghdad this weekend to meet senior Iraqi officials, and are due to report to the UN Security Council on February 14.
Blix said Iraqi officials were not cooperating fully with inspectors.
On Friday he will fly to Cyprus, where some of the UN inspectors are based.

UN chief weapons inspectors Hans Blix and Mohammed ElBaradei departed Baghdad on Monday, expressing "cautious optimism" their visit had yielded concessions from the Iraqis over the inspections process.
Blix, in an exclusive interview with Associated Press Television News late on Sunday, urged for more time to complete the inspections process.
He stated it would be "paradoxical" if a war began before a determination was made whether Iraq truly represented a threat and was developing banned weapons systems.
UN inspectors, meanwhile, continued their search for evidence of such systems on Monday, visiting an agricultural aviation airfield near Baghdad.
Inspectors visited the Iben Firnas Agricultural Aviation Airfield several times in the recent past.
The helicopters used there could be converted from spraying pesticides to chemical agents.
UN inspectors on Sunday had searched the Nineveh Health Department in the northern city of Mosul, inspecting laboratories and other research facilities.
On the streets of Baghdad on Monday, many Iraqis appeared optimistic that the visit by the weapons inspectors would ease the crisis between Iraq and the world community.
But newspaper editorials and headlines focused more on a presidential meeting between Saddam Hussein and his generals than over any agreements with UN weapons inspectors.
Also on Monday, French clergymen visited the
Amiriya bomb shelter, where more than 400 civilians were killed by a US missile strike in 1991.
The clergymen lit candles and toured the bombed-out shelter, which has been turned into a memorial to the war dead.

Hans Blix is a distinguished Swedish diplomat and politician who served as Sweden's minister for foreign affairs. He was also head of the United Nations Monitoring, Verification, and Inspection Commission. In 2002, the commission began searching Iraq for weapons of mass destruction, ultimately finding none. Previously, he was director general of the International Energy Agency (IAEA).

I antologin Bevara alliansfriheten – nej till Nato-medlemskap! redovisar skribenter från skilda sakområden – diplomater, forskare, militärer, politiker, publicister – argument för den traditionella svenska säkerhetspolitikens hållbarhet.
Det behövs inget systemskifte, ingen NATO-anslutning. Den skulle bara öka osäkerheten och obalanser i vår omvärld, anser författarna.
Utan att Sverige är militärt hotat från något håll har det uppstått en yvig debatt om Sveriges ställning som alliansfritt land. Steg för steg har politiska beslutsfattare och militärer ökat samverkan med den västliga militäralliansen Nato – utan att det finns några militära hot mot Sverige och utan att varje steg prövats mot bakgrund av Sveriges traditionella ställning som neutralt och fredssinnat.
Man har till och med talat om en smyganslutning till Nato – att de styrande har velat etablera så många ”fakta på marken” att ett beslut om att söka svenskt Nato-medlemskap bara skulle vara en formalitet. Men så långt har det inte gått. Folkopinionen är entydigt mot Nato-anslutning – i Sverige, liksom för övrigt i Finland. Det svenska folket vill som tidigare att landet ska hållas utanför krigiska förvecklingar.
Att det fortsatt finns mycket goda skäl för en sådan hållning belyses genom en rad analyserande – och delvis också agiterande – artiklar i denna motskrift till en pågående ”Nato-offensiv” från politiker, militärer och opinionsbildare.
