The head of "Britain's FBI" has warned the Mr Bigs of the underworld there will be "no one beyond the reach" of the new crime-fighting agency on the day it goes live.
With a budget of nearly half-a-billion pounds a year, the National Crime Agency (NCA) will lead the fight against the estimated 37,000 criminals involved in serious and organised crime that hits the UK.
More than 4,000 NCA officers will tackle crime under four commands, organised crime, economic crime, border policing and child exploitation and online protection, alongside a National Cyber Crime Unit.
Asked if the new law-enforcement arm would be able to bring the fight to the "higher echelons" of organised crime, NCA director general Keith Bristow said: "To be clear, there will be no one beyond the reach of law enforcement or beyond the reach of the NCA.
"Those people involved in the most horrible activities can expect the most comprehensive and robust response."
The launch of the NCA spells the end of the Serious Organised Crime Agency (Soca), which is to be absorbed into the new organisation.
Proposals for the new agency were first unveiled by Home Secretary Theresa May in July 2010 as part of a broader shake-up of the policing landscape.
Announcing the new US-style agency, Mrs May said it would have a sweeping new power to step in to directly task and co-ordinate police forces in a bid to tackle organised crime and secure the UK's borders.
Too many of the near-6,000 organised crime gangs in the UK were escaping justice and a tough new approach was needed, she said.
The NCA has an annual budget of £463 million for resources and £31 million for capital, Mr Bristow confirmed.
The NCA will run the country's first national intelligence hub, place investigators at UK ports to tackle border crime such as human trafficking and will track down child-sex abusers online.
It will also place around 120 officers overseas in 40 different countries.
Mr Bristow, a former chief constable of Warwickshire Police, said unlike Soca, the NCA would not operate as a covert organisation and wants to be recognised by the public.
Some of its officers will wear jackets and caps emblazoned with NCA when on operations.
"We're going to be visible," he said. "We want the public to know who we are, what we do, what we're delivering, to understand the serious and organised crime threat that effects every neighbourhood and every citizen throughout the UK."
He added: "Frankly, we want the criminals to know who we are, because we want them to fear our attention."
The NCA will also be recruiting "special" officers - volunteers like special constables in police forces.
NCA specials with expert backgrounds such as in cyber or the financial sector are set to join the agency.
Home Secretary Theresa May said: "I want to make Britain a hostile environment for serious and organised criminals, with the new National Crime Agency leading that fight."

Like its predecessor SOCA, the NCA has been compared as the "British FBI" by the british media. The NCA Director-General has the power to direct regional police chiefs to concentrate their resources where necessary, effectively making him the most senior police officer in the country.
It is the UK's lead agency against organised crime; human, weapon and drug trafficking; cyber crime; and economic crime that goes across regional and international borders, but can be tasked to investigate any crime. The NCA has a strategic role in which it looks at the bigger picture across the UK, analysing how criminals are operating and how they can be disrupted. To do this it works closely with regional organised crime units, the Serious Fraud Office, as well as individual police forces. It is the UK point of contact for foreign agencies such as Interpol, Europol and other international law enforcements.
The NCA has also taken on a range of functions from the National Policing Improvement Agency that has been scrapped as part of the government's changes to policing. These include a specialist database relating to injuries and unusual weapons, expert research on potential serial killers, and the National Missing Persons Bureau.

Five people have been arrested in the UK as part of an international operation targeting users of software designed to remotely take over, control and steal information from computers.
Led in the UK by the National Crime Agency (NCA), and involving officers from a number of police Regional Organised Crime Units (ROCUs), raids carried out over several days focused on the threat posed by tools known as Remote Access Trojans (RATs).
The UK operation is part of international activity, coordinated through Europol, which has resulted in a total of 11 further individuals being apprehended across Estonia, France, Romania, Latvia, Italy, and Norway.

An operation by the National Crime Agency has seen 660 suspected paedophiles arrested across the UK.
Those held include doctors, teachers, scout leaders, care workers and former police officers.
Thirty-nine of the 660 were registered sex offenders but the vast majority had not come to the authorities' attention before.
As a result of the six-month investigation across England, Wales, Scotland and Northern Ireland - which has only now been revealed - more than 400 children have been safeguarded, the NCA said.
A total of 431 children now under official protection had been in the "care, custody or control" of suspects, 127 of those children were considered to be at immediate risk of harm, the agency revealed.
None of those arrested is a serving or former MP or member of the Government, it said.
Charging decisions are still being awaited in most cases because of continuing inquiries but charges brought so far range from possessing indecent images of children to serious sexual assault.

Sheffield, which has a long history of gangs traced back to the 1920s in the book "The Sheffield Gang Wars",[4] along with Leicester[5] is one of numerous urban centres seen to have an emerging or re-emerging gang problem.
On 28 November 2007, a major offensive against gun crime by gangs in Birmingham, Liverpool, London and Manchester led to 118 arrests. More than 1,000 police officers were involved in the raids. Not all of the 118 arrests were gun related; others were linked to drugs, prostitution and other crimes. Home Secretary Jacqui Smith said it showed the police could "fight back against gangs".[6]

Sixteen members of a Midlands-based money laundering network have been jailed for over 73 years for their roles in laundering more than £35 million through UK banks and money service businesses.
The National Crime Agency is releasing details of the three-year investigation as the final four members of the network were sentenced at Birmingham Crown Court yesterday.
Head of the network, Harpal Singh Gill, aged 67, from Smethwick, who was previously a textile trader, initiated and orchestrated the entire operation. Crime groups across the country used the services on offer to launder their drugs money.
Gill set up a number of bogus clothing and textile companies to provide a mechanism for the apparent purchase of goods from companies, but no actual purchases or trade ever occurred. False invoices helped his network launder over £35 million between May 2007 and May 2013.
He recruited his son, Manjit Gill, aged 40, from Edgbaston, a singer who is also known as Foji Gill, to take on the role of director for a number of companies. He also had responsibility for receiving significant amounts of money.
Gill and his son were sentenced for money laundering offences in March this year at Birmingham Crown Court, receiving 11 years and five years respectively.
His Honour Judge Bond stated at the time that Gill “took a leading role in a sophisticated money laundering arrangement” that required “significant planning” over a sustained period of time. He added that he was sure his son “knew what he was doing was criminal” and that £8,000 found concealed in his bedframe had to have been part of a reward for his criminal activity.
The last four members of the network sentenced late yesterday were James Coulson, aged 28, from Liverpool (27 months); Santokh Singh Sangha, aged 62, from Leicester (3 years); Andrew Wilson, aged 60, from Bedworth (nine months suspended); and Sarup Singh Parmar, aged 65, from Sparkhill (29 months).
Paul Risby, NCA Branch Commander at the National Crime Agency said:
“Harpal Singh Gill used his position as head of his family and local businessman to influence family members and associates in his local community to be part of his criminal enterprise. He knowingly took advantage of the respect afforded to him, persuading them to set up bogus companies and handle huge amounts of cash on his behalf.
“Those involved in the most serious types of crime depend entirely on the service provided by money launderers like Gill and his associates to hide their criminal money. Gill’s network was responsible for laundering over £35 million, every single pound of which represents misery inflicted on communities locally and across the UK.
“Gill’s lengthy prison sentence should act as a deterrent to others who think they can launder money and get away with it. This investigation has also shown that misguided loyalty also results in prison time. Anyone considering assisting those involved in this type of crime should clearly think again.”
Gill employed his friend and accountant, Gurpreet Singh Roewal, aged 50, from Solihull, who was his right hand man and received eight years in March 2015. He advised Gill how to stay under the radar of HM Revenue and Customs & UK Law Enforcement. They adapted their business model to ensure they would appear to meet the minimum standards required under UK money laundering regulations.
Roewal provided an air of legitimacy to the bogus companies by opening bank and trading accounts, and liaised with MSBs to arrange exchange rates and the transfer of cash. When financial institutions raised concerns about any of the companies and money being paid in compared to the lack of trade, he would close them down and set up new ones.
Among the other members of the network jailed was mother-of-two Smita Gareja, aged 48, from Birmingham, who was previously of good character. She was the only female to be convicted for and received 27 months. Gareja willingly provided her identity as cover, never questioning the need to use her name as director for a fake business account. She turned a blind eye to the fraudulent nature of the set up wrongly believing that not engaging in the day to day transfer of money would protect her from prosecution.

Three Dutch men have been convicted for their roles in supplying up to £1.6 billion worth of drugs to organised crime groups across the UK using a fleet of fake ambulances.
An ‘ambulance company’ was set up in Hoofddorp, Holland, for running the drug smuggling operation, which involved the men posing as paramedics and using bogus patients to make their cover more authentic.
The operation was shut down following an investigation by the National Crime Agency in collaboration with the Dutch National Police in North Holland.
This CCTV footage showed that during some of the trips to the UK they stayed at the Holiday Inn Express in Colchester, Essex. The men, who arrived in an ambulance and a Mercedes, were with a bogus patient on crutches who was later visible walking around without them.

An ‘ambulance company’ was set up in Hoofddorp, Holland, for running the drug smuggling operation, which involved the men posing as paramedics and using bogus patients to make their cover more authentic.
The operation was shut down following an investigation by the National Crime Agency in collaboration with the Dutch National Police in North Holland.
This CCTV footage showed that during some of the trips to the UK they stayed at the Holiday Inn Express in Colchester, Essex. The men, who arrived in an ambulance and a Mercedes, were with a bogus patient on crutches who was later visible walking around without them.

In December 2014 the Prime Minister announced the allocation of £10m funding for the National Crime Agency's CEOP Command to strengthen the NCA's response for Online Child Sexual Exploitation (OCSE).
Project Opus is the programme through which the Command will use this funding to scale up their response to online child sexual exploitation, to protect more children and to target more offenders.

The Drug Enforcement Agency (DEA) is an agency in the government of Liberia charged with fighting drug-related crimes. Before its creation, fighting drug crimes was a responsibility of the Ministry of Defense. The agency began as the National Drug Committee of the Interim Government of National Unity; it was created in 1993 during the presidency of Amos Sawyer. Five years later, the committee was converted into its present form: President Taylor signed a bill passed by the National Legislature that created the DEA and patterned it after the Drug Enforcement Administration in the United States. The DEA is charged with fighting drug trafficking at the country's borders, arresting traffickers and dealers, and destroying illegal drugs. According to DEA boss Anthony Souh, the agency nevertheless suffers from substantial internal corruption.
In 2011, the DEA boss was Director Henry Shaw, but by 2012 he had been replaced by Anthony Souh. Directors are appointed by the President subject to confirmation by the Senate of Liberia. The DEA is not responsible for overseeing commerce in legal drugs and other pharmaceuticals; such substances are within the purview of the Pharmaceutical Board of Liberia.

The Drug Enforcement Agency (DEA) is an agency in the government of Liberia charged with fighting drug-related crimes. Before its creation, fighting drug crimes was a responsibility of the Ministry of Defense. The agency began as the National Drug Committee of the Interim Government of National Unity; it was created in 1993 during the presidency of Amos Sawyer. Five years later, the committee was converted into its present form: President Taylor signed a bill passed by the National Legislature that created the DEA and patterned it after the Drug Enforcement Administration in the United States. The DEA is charged with fighting drug trafficking at the country's borders, arresting traffickers and dealers, and destroying illegal drugs. According to DEA boss Anthony Souh, the agency nevertheless suffers from substantial internal corruption.
In 2011, the DEA boss was Director Henry Shaw, but by 2012 he had been replaced by Anthony Souh. Directors are appointed by the President subject to confirmation by the Senate of Liberia. The DEA is not responsible for overseeing commerce in legal drugs and other pharmaceuticals; such substances are within the purview of the Pharmaceutical Board of Liberia.

Serious and organised crime threatens the Australian economy and our way of life. As Australia's national crime intelligence agency and a member of the National Intelligence Community, the Australian Crime Commission (ACC) must provide Government and partner agencies with specialised capabilities and knowledge to detect, monitor, and disrupt this threat. The ACC requires an agile analytics platform that can integrate large-scale, disparate data from a range of internal and partner data sources, protect the security and privacy of data and users, support collaboration between teams and agencies, and allow users to constantly ask new and complex questions of their data. The Palantir Platform allows the ACC to discover, explore, and analyse metrics for criminal risk and vulnerabilities within criminal networks and supports strategies for intervention and prevention. In this talk, we will describe how Palantir's open platform helps the National Criminal Intelligence Fusion Capability continually develop and iterate on innovative tools and techniques to detect and analyse threats posed by serious and organised crime.

Justice Minister, David Ford, described the impact of drugs and alcohol on his Department during today’s Question Time. The Minister exclaimed “I have no doubt that substance misuse has an impact on expenditure in my Department, the Executive and the wider public sector” adding that research has shown that the impact of alcohol alone has cost Northern Ireland around £900m with an annual cost to the Fire Service and the Police Service of up to £280 million and a cost of up to £104 million to the courts and prisons. Responding to the overall impacts of substance misuse is a key focus of the Executive’s new strategic direction on alcohol and drugs with the Minister adding “while working in an environment of financial constraints, my Department remains committed to working with others to tackle the misuse of these substances across Northern Ireland.”
Mr Ford then provided the House with an update on the development of the historical investigations unit (HIU), which will investigate outstanding Troubles-related deaths and take on the legacy work of the Historical Enquiries Team and the Police Ombudsman. The Minister confirmed that “my officials continue to work with colleagues in the Northern Ireland Office to finalise the legislation that will, among other things, establish the HIU.” The legislation however is subject to the ongoing political talks and the resolution of the difficulties in implementing the Stormont House Agreement. Preparation work for the implementation of the HIU has already begun and will continue as the legislation is debated in Parliament. The Minister urged “I have stated previously that the Stormont House Agreement Bill, and the HIU in particular, represents a unique opportunity to address some of the difficult issues of our past. I once again urge the parties to work creatively to reach political agreement. We simply cannot afford to miss the chance finally to build structures that are capable of dealing with our troubled past.”
During Question Time the Minister also answered questions on the National Crime Agency, legacy inquests, a strategy for domestic violence and organised crime. During the period for topical questions Mr Ford also discussed peace walls, the Arlene Arkinson inquest, criminal assets and cyber crime.

Prisoners Supervision in the Community, Equal Pay and Sexual Exploitation of Children featured heavily in the Topical Questions posed to the Minister of Justice, David Ford.
The DUP's Thomas Buchanan asked the justice minister whether Northern Ireland would be left more exposed to the crime of sexual exploitation of children if the National Crime Agency was not in operation.
The minister, David Ford, said it was a concern for him that "there will be a gap in some of our procedures" if Northern Ireland was not part of the NCA procedures when it became operational across the rest of the UK on 7 October.
"The specialist expertise for the United Kingdom exists within CEOP (Child Exploitation and Online Protection Centre) at the moment, which is becoming part of the NCA, which in the absence of agreement in this house will not be able to operate in the devolved sphere in Northern Ireland,"
Anna Lo asked the Minister of Justice to update the Assembly following his commitment in June to write to the Minister of Finance and personnel about the Northern Ireland Civil Service equal pay settlement. The Minister, David Ford, said '' I am certainly very keen to see the equal pay issue resolved, but the resolution is not within my powers as Minister of Justice. If it is possible to get a solution on a cross-Executive basis, I would be very pleased.

Henry is a former executive assistant director of the FBI and is credited with boosting the FBI’s computer crime and cybersecurity investigative capabilities. He oversaw computer crime investigations spanning the globe and posted FBI experts on cybercrime in police agencies around the world.
Chabinsky served as deputy assistant director in the FBI’s cyber division. Prior to that role, Chabinsky organized and led the FBI’s cyber intelligence program and was the FBI’s top lawyer on cases involving cybercrime.
CNN national correspondent Deborah Feyerick moderated the program.

Minister of Justice, David Ford, addressed the Chamber during today's Question Time. In answer to Michelle McIlveen's query about departmental resources set aside in the quest for justice for the murders of the Disappeared, the Minister said that it is very important that the PSNI and other criminal justice agencies are adequately resourced and he will continue to work with his Executive colleagues to ensure that sufficient funding is available. He also affirmed that anyone with information has an "absolute duty to do all that they can to assist in the recovery of those who were disappeared". At the suggestion that there may be a lack of urgency in bringing the perpetrators to justice, Mr Ford declared that he had "no evidence to believe that everything that can be done is not being done".
Patsy McGlone followed this up by asking the Minister about steps being taken by the Department of Justice to help find the remains of Columba McVeigh (one of the Disappeared). The Minister reiterated his call for anyone with information to go to the relevant authorities but said that the matter is for the PSNI and Garda Síochána to deal with rather than his department directly.
Jimmy Spratt also asked the Minister for an update on the recommendations suggested by the NI Prisoner Ombudsman after the suicide of inmate Colin Bell in Maghaberry prison in 2008. The Minister confirmed that 43 of the 44 recommendations made in the Ombudsman's report were accepted, have now been addressed and he is satisfied that significant progress has been made by the Prison Service. Mr Ford agreed that the death was avoidable but is confident that "lessons are being learned".
During a busy Question Time the Minister answered many other Members queries including topics such as human trafficking, parole commissioner procedures and the National Crime Agency.

The Minister of Justice, David Ford, discussed the current level of criminal activity by dissident Republican groups during today’s Question Time. The Minister said that it is clear that dissident Republican and Unionist groups are continuing to carry out criminal activity such as drug supply, robbery, extortion and fuel laundering. Mr Ford declared that there is “a major gap in our ability to tackle serious and organised crime groups” which has led to his attempts to gain full authority of the National Crime Agency (NCA) in Northern Ireland. The proposal has the full backing of the PSNI, Home Office and NCA. The Minister hopes to come to an agreement with all political parties to bring this to fruition, citing it as the last chance to do so before trying to find other ways to plug the gaps in the system as “the consequences of failure to reach agreement on the operation of the NCA in Northern Ireland have already been felt across law enforcement”.
Mr Ford also discussed his plan of action to tackle the £340m annual cost created by alcohol abuse to the criminal justice system. The Minister has set out his action plan in the Community Safety Strategy and the over-arching strategic framework for reducing offending. The plans include the AD:EPT programme, a psychological and educational drug and alcohol programme for offenders and, at a local level, Police and Community Safety Partnerships deliver initiatives such as organising engagement with drug and alcohol related coordination teams and the ‘No Booze on Board’ campaign. The Minister conceded that “clearly, given the scale of the problem, there is much more still to do”.
The Minister also answered questions on animal cruelty punishments and the need for refurbishments at Magilligan prison. During the fifteen minute period for topical questions Mr Ford also answered questions on budget cuts for the ombudsman and policing board, abortion legislation and the drug problem in South Belfast.
