Lavon had been the Israeli Defence Minister just over six years earlier at the time of "Operation Susannah", a botched "false flag" operation mounted by Israeli military intelligence in Egypt. Using Jewish-Arab operatives, it targeted American and British establishments in Cairo and Alexandra. The object was to blame an Egyptian source and so pit the West against the government of Egypt.

Israel's Unfortunate Affair
In 1954 Israeli Minister of Defense Pinhas Lavon was forced to resign after a false flag operation was discovered. The plan was called Operation Susannah and the goal was to instigate a dispute between The United States, The United Kingdom and Egypt. Egypt was coming off of a revolution and making progress with The US and UK. This led to the UK planning to remove their troops stationed on the Suez Canal. This caused some in Israel to fear they would be attacked by Egypt. They attempted to sew discord by bombing several US and UK locations throughout Egypt with bombs placed by spies. However the plot was thwarted by a man who was arrested for making fake Jordache Jeans.

The Lavon affair was a failed Israeli covert operation, codenamed Operation Susannah, conducted in Egypt in the summer of 1954. As part of a false flag operation, a group of Egyptian Jews were recruited by Israeli military intelligence to plant bombs inside Egyptian-, American-, and British-owned civilian targets: cinemas, libraries, and American educational centers. The bombs were timed to detonate several hours after closing time. The attacks were to be blamed on the Muslim Brotherhood, Egyptian communists, "unspecified malcontents", or "local nationalists" with the aim of creating a climate of sufficient violence and instability to induce the British government to retain its occupying troops in Egypt's Suez Canal zone. The operation caused no casualties among the population, but resulted in the deaths of four operatives. The overseer of the operation allegedly informed the Egyptians, after which 11 suspected operatives were arrested. Two committed suicide after being captured, two were executed by the Egyptian authorities, two of them were acquitted at trial, and five received prison terms ranging from 7 years to life in prison.
The operation ultimately became known as the Lavon affair after the Israeli defense minister Pinhas Lavon, who was forced to resign as a consequence of the incident. Before Lavon's resignation, the incident had been euphemistically referred to in Israel as the "Unfortunate Affair" or "The Bad Business" (Hebrew: העסק הביש, HaEsek HaBish). Israel publicly denied any involvement in the incident until 2005, when the surviving agents were awarded certificates of appreciation by Israeli President Moshe Katsav.

He appointed as Chief of Staff Moshe Dayan who hated Lavon, and as Deputy Minister of Defence, Shimon Peres who hated them both. And this leadership, all three of them hated each other, but all three of them hated the Prime Minister Moshe Sharett more.
At that time there was a spy cell in Egypt of young Egyptian Jews set up by an Israeli intelligence agent, which was a scandal in itself. You were actually putting all of the Jews in Egypt at risk by setting up an Israeli spy cell composed of locals. But it was quiet, the spy cell. Then, in 1954 there was a rapprochement between Gamal Abdel Nasser and the Americans. Abdel Nasser, as I said, at the beginning it was very unclear what exactly he was. I think that he himself was not sure. He was feeling his way. He had been a military officer and suddenly he was the ruler of a country? He was groping. Also with regard to the matter of Israel, including the West-East and everything. The Americans liked him and started a sort of flirtation with him, and it really worried Ben-Gurion and his people and Sharett. Contrary to legend, Ben-Gurion and Sharett had no real deep disagreements. Sharett knew Arabic and was more rooted in the Arabic reality than Ben-Gurion. Then someone, I'm not sure who exactly, had a stroke of genius: we have people in Egypt, an Israeli resistance force, let's just say they place bombs in various American and English institutions in Cairo and we claim that it was the Egyptian anti-American resistance force. Then the Americans will get annoyed and the relationship between America and Nasser would weaken. A rather idiotic idea.

On July 2nd, the unit detonated bombs at a post office in Alexandria. Twelve days later, it bombed the libraries of the US Information Agency in Alexandria and Cairo. The explosions caused little damage and there was no loss of life. On July 23rd, a bomb exploded prematurely while one of the agents was entering the British-owned Rio Theatre in Alexandra. He survived the blast and was arrested. Most of the conspirators were rounded up by Egyptian intelligence and put on trial before an Egyptian military tribunal. After deliberations, two were executed by hanging (another two had committed suicide while in custody) while the others were handed lengthy terms of imprisonment.
The official position of the Israeli government at the time was that the government of Gamal Abdel Nasser had framed a group of innocent Jews and convicted them in a show trial after their confessions had been extracted by torture.
The truth was of course different.
The incident, which came to be known as the ‘Lavon Affair’, so-called because defence minister Pinhas Lavon had been held responsible for the conception and execution of the operation, had been carried out without the knowledge of Prime Minister Moshe Sharett. Sharett was despised by figures such as Ben Gurion and Moshe Dayan because of policies which they perceived as ‘dovish’. He had established back channels of communication between himself and Nasser.
But the idea behind the operation went further than intentionally frustrating Sharett. ‘Susannah’ was conceived as a ‘false flag’ operation to be blamed on the Muslim Brotherhood, communists and malcontented Egyptian nationalists in order to discourage Western rapprochement with the Egyptian leader. It also had the objective of encouraging the British not to withdraw from the Suez Canal and may have also been designed to create the circumstances where the United States and Britain would be encouraged to take military action against Egypt.
It would be 51 years after the event before Israel officially admitted it had conducted this covert operation, and in a ceremony presided by Moshe Katzav, its then president, the surviving members of the cell were awarded certificates of appreciation for services rendered to the state."

The plan was called Operation Susannah and the goal was to instigate a dispute between The United States, The United Kingdom and Egypt. Egypt was coming off of a revolution and making progress with The US and UK. This led to the UK planning to remove their troops stationed on the Suez Canal. This caused some in Israel to fear they would be attacked by Egypt. They attempted to sew discord by bombing several US and UK locations throughout Egypt with bombs placed by spies. However the plot was thwarted by a man who was arrested for making fake Jordache Jeans.

Uri Avnery (1923-2018) was an Israeli writer, journalist and peace activist. He was editor-in-chief of the weekly news magazine HaOlam HaZeh and founded the Gush Shalom peace movement. [Listener: Anat Saragusti; date recorded: 2017]
TRANSCRIPT: Avri came to Israel, they immediately arrested him in secret. They conducted a trial. They could not prove anything about what happened in Egypt. The prisoners had not yet returned. What did they do? They searched his home in Haifa, found weapons and all sorts of secret documents. They arrested him, held a trial in secret before Judge Halevy, the famous Benjamin Halevy who said [Rudolf] Kastner had 'sold his soul to the devil'… I also skipped this. Too many things happened… Well, they put [Avri] on trial, in secret. Of course they had not even known he existed, and Avri told the judge it was all fabricated. The judge said: 'Why would they do that?' Then he told the judge the story of what had happened in Cairo. The judge was upset. He was a very naïve man with big blue eyes. Totally naïve. Not very clever, as I saw when he came to the Knesset. And he wrote a frantic letter to Ben-Gurion. Ben-Gurion opened an investigation. All this had happened when he was in Sde Boker. One day there was a ring at the door and I heard a child's voice saying: 'Uri Avnery? My mother is downstairs in the car and she wants to talk to you'. I went down. There in the corner, in the dark evening I found a car and a man with crippled legs was sitting in the car and a very fat woman, and she says: 'I am Avri's sister, and I want to tell you what really happened and I want you to publish it'. Publishing it was not a possibility, but I sat in the car in the dark and she told me the story I just told you. I sat and sat. Meanwhile the Lavon Affair broke. Ben-Gurion demanded that Lavon be dismissed, nobody knew what was going on, no one spoke about it. It was forbidden to say a word about the incident itself.

TRANSCRIPT: I am sitting and waiting, and the Lavon Affair is breaking. Ben-Gurion demands to fire Lavon. No one knew or talked about it. It was not allowed to talk about the Affair. And I was sitting on this story, a newspaper editor and an opponent of Ben-Gurion. What should I do? Now I can say that I came up with an ingenious idea, but I'm too modest, so I will say that... I had a friend and an informant. At "HaOlam HaZeh" we had all kinds of secret informants in all sorts of dark corners. One of them was Israel Bar and I also have to tell about him. To this man, whom I would meet with every now and then, I said: 'I am sitting on this story and do not know what to do. There is no chance that the censors will allow a word of it to come out'. So he came up with this idea: 'Why don't you write a fictional story and recount the entire story but without names, with other names and change all the identifying details, but with the story?' So I sat down and wrote a story in two parts. About an affair of a Greek spy-ring in Turkey during the Cyprus War between the Turks and the Greeks, with a one-armed general etc. I wrote the whole story of the Egyptian-Lavon Affair down to the last detail. Everything. But I divided it in such a way that the first part contained the less serious details, and the second part had the more serious ones. On the eve of Shavuot, I published the first part of "The Alexis Affair".
