French/Italian/Nat
The French and Italian Foreign Ministers have added their voices to the international appeal for the fighting to stop in Kosovo and for a negotiated settelement to be reached.
They echoed NATO's blunt message today that force will follow if the fighting doesn't stop.
The French and Italian Foreign Ministers have issued a blunt demand to both Yugoslav and Kosovo Albanian forces: stop the fighting and come to the negotiating table.
The pair were speaking at the end of a conference of Italian and French diplomats in Paris aimed at finding a resolution to the escalating conflict in the Balkans.
Hubert Vedrine and his Italian counterpart Lamberto Dini warned that NATO is ready to resort to military action to force the two sides into finding a negotiated settlement.
The rebel Kosovo Liberation Army (K-L-A) is refusing to endorse the idea of a Kosovo peace conference despite heavy pressure from U-S and European envoys.
They held talks with the rebels again on Wednesday in an attempt to avert a resumption of full-scale conflict in the region.
But Serbia has also refused to discuss the K-L-A's demands for independence.
Vedrine warned that both sides will be dealt with in the same way if they refuse to stop the fighting and make moves towards a diplomatic settlement.
SOUNDBITE: (French)
"The warning applies to both sides. None of the delegates from either side should expect a preferential style of negotiation. Because we know that on the Yugoslav side, like on the side of the Kosovo Albanians, there is strong resistance to the political solution we have proposed and strong resistance even to the principal of negotiation itself."
SUPERCAPTION: Hubert Vedrine, French Foreign Minister
The warning comes a day ahead of a meeting in London of the six-nation Contact Group pressing for the new political initiative to bring peace to Kosovo.
The group is made up of the United States, Russia, France, Britain, Germany and Italy.
The Italian Foreign Minister again called for an evenhanded political approach to the problem.
SOUNDBITE: (Italian)
"Gradually, as it has become clear that the obstacle to any solution to the problem is coming from Belgrade, the international community has turned to sanctions on Belgrade. If tomorrow the obstacle to negotiations for some sort of autonomy in Kosovo come from Kosovo, then sanctions will be imposed on Kosovo."
SUPERCAPTION: Lamberto Dini, Italian Foreign Minister
It seems the international community's patience with both sides is running out.

Former Yugoslavia's first lady Jovanka Broz was laid to rest on Saturday near the grave of her husband Josip Broz Tito, mourned by a throng who remembered his ex-communist federation as a haven of peace, prosperity and equality more than 20 years after it broke up in bloodshed.
Carrying roses, wreaths and symbols of the past era, many wept as they lined up since the day's early hours at a memorial complex where the tomb of Tito, the former communist leader, is located in Belgrade.
"Today, we don't just bid farewell to Jovanka Broz, we bid farewell to Tito's era," Serbia's Prime Minister Ivica Dacic said in a speech.
"Today marks the departure of the last icon of the former Yugoslavia."
While vilified during the nationalist euphoria that followed the bloody breakup in the early 1990s, Yugoslavia has since regained in popularity, even among the younger generations that were born after the country disintegrated.
It's a phenomenon that's been explained by the brutal reality of postwar and post-communist transition.
Tito's grave has been a pilgrimage point for the admirers of the former Yugoslavia for years.
They come in buses each May from all over the former country to celebrate Tito's birthday or mourn his death in 1980.
Tito's supporters also returned on Saturday to honour Jovanka Broz, who was his wife for nearly 30 years but lived in isolation after his death.
She died last Sunday at the age of 88.
Antonije Nedelkovski travelled all the way from Macedonia, the southernmost former Yugoslav republic.
"I came today to say my last goodbye to Jovanka Broz, because she fought and I fought for Yugoslavia and for Yugoslavia's survival," said Nedelkovski.
Although he ruled with a heavy hand, Tito kept close ties with the West and allowed some freedoms - such as free travel - to the Yugoslavs.
The communist state also provided job security and relative prosperity to its citizens, who later have found the transition to a market economy hard to bear.
Jovanka Broz fought with the Partisan guerrillas led by Tito during the war and married Tito in 1952.
Over the next two decades, Broz - known by her trademark black-haired bun and elegant dresses- accompanied Tito during his many international trips and at meetings with foreign leaders and celebrities, including British royals, US President Richard Nixon and Hollywood stars.
The couple started having problems and drifted apart in the 1970s.
After Tito died in 1980, Tito's successors accused the widow of planning a coup and placed her under house arrest.
Broz lived in isolation as the six-member federation fell apart in early 1990s in a series of ethnic conflicts. Seven independent nations emerged after warfare that left about 100-thousand people dead and (M) millions homeless.
Broz's rights were only partially restored after year 2000, when a pro-democracy Serbian government moved to improve her status.

In the biggest challenge ever to Slobodan Milosevic's rule, voters cast their ballots for a new president and parliament on Sunday in a historic vote, which polls say the Yugoslav leader may lose.
An independent monitoring group reported major voting irregularities by midday that included opposition representatives being kicked out of polling stations or not allowed to inspect voters' lists, voting boxes and ballots.
Police were present in front of many polling stations, and there was public - instead of secret - voting in southern regions of Serbia, the group said.
In Podgorica, the capital of independence-minded republic of Montenegro where its leaders urged for a boycott of the vote, Yugoslav army patrolled near the polling stations.
Momir Bulatovic, the Yugoslav Prime Minister and Milosevic ally said he believed Milosevic would step down if Kostunica won but he added that he thought Milosevic would win in the first round.
But many voters in Montenegro considered the vote a waste of time and observers spoke of major irregularities.
Troops of the Yugoslav army voted in their barracks in Montenegro Sunday - but not all of them will be supporting President Slobodan Milosevic.
But Predrag Bulatovic, of Montenegro's Socialist People's Party, aligned to Milosevic, believes ties between Podgorica and Belgrade will remain close after Sunday's federal election.
Bulatovic said that he is convinced that the party of Milosevic will win.
The election campaign has been marred by allegations of irregularities and a crackdown against opposition supporters.
In one town opposition representatives were banned from a polling station but managed to get in by force, only to find that the ballot boxes had been stuffed in advance with ballots for Milosevic, the group said.
Sunday's election marks the first time Yugoslavs have ever chosen a president directly.
But the turn-out was very low.
According to Montenegran Television the turn-out at 1700 local (1500 GMT) was 11,6 per cent in Montenegro, round 40 per cent in Serbia.

STORYLINE:
NATO-led peacekeepers have increased their presence on eastern border, as the Yugoslav army prepare to take over a tense area nearby from ethnic Albanian rebels.
Sporadic clashes in the region on Tuesday underlined the potential for more violence on Thursday, when Yugoslav forces are scheduled to occupy the last piece of a buffer zone separating Kosovo from the rest of Serbia.
The clashes, reported by Serbian officials, came despite an agreement earlier this week by the rebels to disarm and demilitarize.
The Serb government spokesman in the southern Serbian town of Bujanovac said the exchanges were "intense" but reported no injuries.
The return of the Yugoslav army to the last part of the five kilometre (three mile) wide buffer zone is meant to eliminate the final safe haven for ethnic Albanian militants in southern Serbia.
The return was agreed between the Belgrade government and NATO.
Over the past two months, the Yugoslavs have already deployed in much of the zone, but the last part is the most sensitive because of the rebels' presence.
As a precaution on Wednesday, NATO-led peacekeepers on the outside perimeter of Kosovo abutting the buffer zone partially shut down the three crossings leading into Sector B, where the Yugoslav army is to deploy.
The peacekeepers were allowing people out of the zone and into Kosovo but not reverse traffic.
The move took most people by surprise, and tempers frayed as lines of cars, trucks and tractors grew on the Kosovo side.
With armoured personnel carriers and other hardware parked on roadsides, U-S, Russian, British and other members of the NATO-led force at Muhovac and other crossing points checked identity papers of those coming into the province.
As part of the agreement with the rebels, both NATO and Belgrade authorities said rebels who turn over weapons by Wednesday midnight will be free to go after having their photographs taken.
But at the Mucibaba checkpoint, some 50 kilometres (30 miles) southeast of Pristina, a U-S Marine spokesman warned that would change as of Thursday.
Some villagers fled the zone on Wednesday, claiming that Serb security forces wearing masks had swept into their village of Muhovac.
By late evening, some 200 people had crossed into Kosovo through the Muhovac checkpoint, as two Apache helicopters hovered overhead to survey the situation.
Lightly armed police had the right to enter the zone, but generally avoided villages like Muhovac, which were previously in rebel hands.
The rebel agreement to demilitarize and hand over their weapons to NATO in Kosovo came in recognition of the Yugoslav army's superior strength and lack of international support for the insurgents' aims.
As in neighbouring Macedonia, the rebels say they're fighting for more rights.
Authorities in Yugoslavia and Macedonia question that, saying the insurgents seek to grab territory and attach it to Kosovo as plans for ultimate independence for the Albanian-majority province.

Lt.-Gen. Sir Adrian Carton de Wiart served as a British officer in the Boer War, the First World War, and the Second World War, survived two plane crashes, was shot in the head, face, stomach, ankle, leg, hip, and ear, tunneled out of a prisoner-of-war camp, broke his back, and bit off his own fingers when a doctor refused to amputate.
Born in Brussels in 1880, Adrian joined the British Army during the Boer War in South Africa in 1899. Early in the war, Adrian was wounded in the stomach and sent home. His father was furious about him leaving college, but allowed him to stay in the military. Adrian was given a commission in the Second Imperial Light Horse and soon saw further action in South Africa.
When World War I began, Adrian first served in British Somaliland. In an attack upon an enemy fort, he was shot twice in the face, losing an eye and also a portion of his ear. In 1915, he took part in fighting on the Western Front in France, commanding three infantry battalions and a brigade. He was wounded seven more times during the war and lost his left hand in 1915. He even bit off his own fingers when a doctor declined to remove them. He had been shot through the skull, ankle, hip, leg, and ear. He received several promotions in rank throughout the war, eventually attaining the rank of major. He also received several awards and medals for his service, including the Victoria Cross, the highest honor for combat in the British Empire. Even after having been wounded so severely, Adrian later said of his experiences, “Frankly, I had enjoyed the war.”
After the war, Adrian went on to serve in Poland for a few years, surviving an airplane crash and a brief period of captivity. He retired from the army in 1923 with the honorary rank of major general. Adrian began to lead a peaceful life on a large estate in eastern Europe near the Soviet border. His retirement was later interrupted in 1939 when he was recalled to duty and appointed as the head of the British Military Mission to Poland. Poland was invaded by Nazi Germany in September and the Soviets soon joined in the attack from the east. Adrian’s estate was taken during the fighting.
Adrian went on to serve in Norway and Northern Ireland throughout 1940 when he turned 60 years old. With the Nazis preparing to invade Yugoslavia, the Yugoslavs asked for British aid. Adrian was sent to Serbia to negotiate with the Yugoslavian government, traveling in a Wellington bomber across the Mediterranean. After refueling in Malta, the plane’s engines failed and the aircraft crashed into the sea about a mile from Italian-controlled Libya. Adrian was forced to swim ashore where he was captured by the Italians.
Adrian was made a prisoner alongside several other officers who Rommel had captured in North Africa in 1941. Adrian attempted to escape several times, even tunneling for seven months. He once escaped and evaded recapture for eight days, disguising himself as an Italian civilian. In August 1943, Adrian was released from his imprisonment as the Italian government secretly planned to leave the war and sent him back to the British with the message.
Less than a month after returning to England, Adrian was summoned by Prime Minister Winston Churchill. He was given the rank of acting lieutenant-general and sent to India to later go on to China as Churchill’s personal representative. Before leaving for China, Adrian attended the 1943 Cairo Conference organized by Churchill, U.S. President Roosevelt, and Chinese General Chaing Kai Shek. A photograph of these leaders gathered in Cario shows Adrian standing behind them on the far right. Adrian spent his next years working with Chiang Kai Shek in China and often traveling to British India.
When the Japanese surrounded in August 1945, Adrian flew to Singapore to take part in the formal surrender. Near the end of his career, Adrian met American General Douglas MacArthur in Tokyo. He retired at the age of 67 in October 1947 with the honorary rank of lieutenant-general.
On his way home to England, Adrian stopped in French Indochina as a guest of a military commander. He slipped coming down some stairs and fell, breaking his back and several vertebrae. He eventually recovered in an English hospital. After Adrian’s first wife died in 1949, he remarried in 1951 at the age of 71 to a woman 23 years younger than him. He settled in County Cork, Ireland where he took up fishing and hunting during his later years. Adrian died at the age of 83 in 1963.
