Tuition payments, usually known as tuition in American English and as tuition fees in Commonwealth English, are fees charged for instruction during higher education.
Tuition payments are charged by educational institutions in some countries to assist with funding of staff and faculty, course offerings, lab equipment, computer systems, libraries, facility upkeep and to provide a comfortable student learning experience. In most countries, especially non-English-speaking countries, there are no or only nominal tuition fees for all forms of education, including university and other higher education.
Some of the methods used to pay for tuition include:
Countries such as Chile, the Netherlands, South Africa, the United States and the United Kingdom have “up-front tuition policies." These policies generally include a tuition fee that is large enough to give parents and/or guardians "a responsibility to cover some portion of their children’s higher education costs." This responsibility can make it difficult for a low-income student to attend college without requiring a grant or one or more loans.
Nicholas William Peter Clegg (born 7 January 1967) is a British Liberal Democrats politician who was the Deputy Prime Minister of the United Kingdom and Lord President of the Council from 2010 to 2015 in the Cameron coalition ministry. Clegg was the Leader of the Liberal Democrats from 2007 to 2015 and has been the Member of Parliament (MP) for Sheffield Hallam since 2005.
Clegg was educated at the University of Cambridge, the University of Minnesota, and the College of Europe, before becoming a journalist for the Financial Times and a Member of the European Parliament (MEP). In 2007 he was elected Leader of the Liberal Democrats, leading his party into a coalition government with the Conservative Party in 2010. In 2015, he resigned as leader of the Liberal Democrats following that year's general election at which his party was decisively defeated and lost 48 MPs, moving from 56 MPs to eight.
Clegg is a fluent speaker of five European languages.
Clegg was born in Chalfont St Giles, Buckinghamshire, the third of four children of Nicholas Peter Clegg, CBE, chairman of United Trust Bank and a former trustee of the Daiwa Anglo-Japanese Foundation (where Ken Clarke was an adviser). Clegg descends from "Russia's old Tsarist nobility": his paternal grandmother, Kira von Engelhardt, Baroness von Smolensk, was a Russian noblewoman, and the granddaughter of Attorney-General of the Russian senate, Ignatiy Platonovich Zakrevsky. His English grandfather was Hugh Anthony Clegg, editor of the British Medical Journal for 35 years.
George Osborne (born Gideon Oliver Osborne; 23 May 1971) is a British Conservative Party politician who has been Chancellor of the Exchequer since 2010 and Member of Parliament (MP) for Tatton since 2001.
Osborne worked for The Daily Telegraph before joining the Conservative Research Department and becoming head of its political section. He was a special adviser to Douglas Hogg at the Minister of Agriculture, Fisheries and Food and worked at 10 Downing Street as well as for Prime Minister John Major's campaign team in the party's unsuccessful 1997 general election campaign before becoming a speechwriter and political secretary to Major's successor as party leader, William Hague.
In 2001, Osborne was elected as MP for Tatton, becoming the youngest Conservative MP in the House of Commons. He was appointed Shadow Chief Secretary to the Treasury by Conservative leader Michael Howard in 2004. In 2005, he ran David Cameron's successful leadership campaign. Cameron appointed Osborne Shadow Chancellor of the Exchequer and, after the 2010 general election, Chancellor in the Conservative–Liberal Democrat coalition government.

In Britain, soaring costs have caused a drastic drop in university students applying to continue their education. The hardest-hit are the poor who historically have less access to education.
On the deadline day for fee submissions it turns out that Sixty Eight per cent of universities in England have opted to charge the full £9000 in fees to students. Jon snow chairs a debate between the Universities Minister David Willetts, two university Vice Chancellors - Professor Malcolm Gillies from London Metropolitan University and Professor Michael Arthur from the University of Leeds, and sixth-form students Emma Weedon and Maryam Obeid, both of whom will be affected by the new fees system.

Thousands of student protesters have marched on the UK parliament in a demonstration against university tuition fees. The Free Education action was organised by the National Campaign Against Fees and Cuts (NCAFC) and the Student Assembly Against Austerity. The groups want the government to stop students from paying fees of up to £9,000 ($14,109, €11,245) in England. Organisers of the march claimed that the protest was the start of a "major wave of action" ahead of the 2015 General Election next may. However, the National Union of Students (NUS), the UK's largest student union, did not endorse the demonstration – claiming that the protest was an "unacceptable level of risk" for its members.
Increasingly, UK students are choosing to study on the continent in order to save thousands of pounds in tuition fees. Chris Buckler caught up with British students in Amsterdam, to find out about the benefits and drawbacks of studying abroad.

On Monday Higher Education and Training Minister Dr Blade Nzimande announced a 0% tuition fee increase for poorer students and the so-called missing middle for the 2017 academic year. He recommended that fee adjustments should not go above 8% at all of the country's public universities. Minister Nzimande indicated that more than R4. 5 billion in the 2016/17 financial year has been reprioritised to the National Student Financial Aid Scheme. A number of institutions including Wits and the North West University have erupted into violent protests though, with students saying they will not accept anything other than free higher education for all.
