We are at the state Capitol at the Senate office
building today for our show on Indigent Defense. It is a long
constitutional principle of this country that everybody is entitled to
defense when they have to face a court of law and of course as made famous in popular culture by the Miranda Warning it says if you cannot afford an attorney one will be appointed for you and that is where we are with the issue of Indigent Defense, because it falls upon communities to provide defense for people who are facing criminal charges and they cannot afford an attorney. So as we get into Indigent Defense the counties struggle particularly rural counties in making this all come together and finding an
equitable way to present it. That is the topic of our discussion today a bill is headed to the floor of the legislature this year that will discuss the issue and to kind of get a perspective on it.

A county seat is an administrative center, or seat of government, for a county or civil parish. The term is primarily used in the United States. In the Canadian province of New Brunswick, the term shire town is used.
United States counties, as in England and Canada, function as administrative subdivisions of a state and have no sovereign jurisdiction of their own, although some have authority to enact and enforce municipal ordinances. Counties administer state or provincial law at the local level as part of the decentralization of state/provincial authority. In many U.S. states, state government is further decentralized by dividing counties into civil townships, to provide local government services to residents of the county who do not live in incorporated cities or towns.
A county seat is usually, but not always, an incorporated municipality. The exceptions include, but are not limited to, the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia and Howard County, Maryland. (Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.) The county courthouse and county administration are usually located in the county seat, but some functions may also be conducted in other parts of the county, especially if it is geographically large.

The County Seat Utah Public Lands Initiative
We talk about public lands a lot on this show. There is a reason of course, because the decisions made on that land has a direct impact on the local governments and citizens who live there, particularly when you look beyond the Wasatch Front. It's not an issue that stands out here along the Wasatch Front. Weber (18.2%), Davis (22.9%) , Salt Lake (21.4%) and Utah Counties (46.7%) all have a smaller percentage of public lands within their boundaries relative to other Counties in Utah that can be as much as 90% public lands. (Federal Land Payments in Utah 1999 pg18.) A great example of the disconnect between the Wasatch Front and the rest of the state can be seen in Salt Lake City's resolution opposing the Transfer of Public Lands to State Control that was signed this week. Murray County - Battle for County Seat
In 2007 as a part of the Sesquicentennial (150 years) celebration of Murray County, Minnesota the battle between Currie and Slayton for the legal right to be the county seat was reenacted by a group of professional actors and numerous volunteers. The reenactment was held at the End-O-Line Railroad Park in Currie, Minnesota. Currie is a small town with an official population of 225 people located in far southwestern Minnesota. Nearly 2,000 people crammed the park to view the reenactment as part of the 4 day celebration.

We talk about public lands a lot on this show. There is a reason of course, because the decisions made on that land has a direct impact on the local governments and citizens who live there, particularly when you look beyond the Wasatch Front.
It's not an issue that stands out here along the Wasatch Front. Weber (18.2%), Davis (22.9%) , Salt Lake (21.4%) and Utah Counties (46.7%) all have a smaller percentage of public lands within their boundaries relative to other Counties in Utah that can be as much as 90% public lands.
(Federal Land Payments in Utah 1999 pg18.)
A great example of the disconnect between the Wasatch Front and the rest of the state can be seen in Salt Lake City's resolution opposing the Transfer of Public Lands to State Control that was signed this week.
This week on the program we will bring you an update on the
Public Lands Initiative, AKA 'Grand Bargain'
an effort that Congressman Rob Bishop and his office have been working on for about 2 years now. The effort will involve land planning in 8 counties in Eastern Utah. The goal is to create some certainty for planning efforts. The story will give you a brief overview of the process and look at some changes that have taken place in Grand County since the last election.
Chad Booth will sit down with Lynn Jackson, the former chair of the Grand County Council; Colin Fryer, a local outfitter; and Marion DeLay, the executive director of the Moab Area Travel Council; to discuss the opportunities that are available to the citizens of the county through this effort. I think you will be surprised by what you will learn about the strong tourism economy that has been built up in Moab since the last mining bust.
The Public Lands Initiative has involved some 120 stakeholders, 500 meetings, and 18 field trips. There are a lot of issues to take into account and everyone has a slightly different lens which they observe the highest and best use of public lands in UTAH. I can only imagine that is is like being between a rock and a hard place for the elected officials who are right there in the thick of it.

The Utah Broadband Project was established in 2011 to map available services and plan for future expansion of services. The goal of expanding the availability of broadband internet service is to create a level playing field for communities and businesses across the state.
The County Seat attended a recent conference in Delta, Utah that discussed the benefits and potential hurdles to expanding broadband internet coverage in rural communities across the state.

Lets document the facts, so when I get an attorney they can see I tried to resolve this matter with you. I will try this one more time, and if I get another statement from you or a collection agency, I will sue for malpractice & undue pain and agony because bad diagnosis of my ear problem.
I went to bed about 1am with pain in both ears, and at 3am I went to the hospital complaining about excruciating pain in both ears bilateral. Nurse took all vitals and then Dr arrived, looked in both ears & told me there was a wax build up. Shortly the nurse walked in and was going to flush out the left ear only. I told her she better talk to the doctor again because BOTH ears hurt equally, and they wouldn't like it if I came back because the right ear still inflamed. She went back to the doctor, and came back in and proceeded to flush out both ears. Nothing was removed, absolutely NOTHING. I went to CVS to get an ear wax flushing package that I was instructed to purchase. I followed the instructions, not knowing I had swimmers ear, but a wax build up. I flushed out my ear 2 more times, and each time my ears were getting WORSE. The pain was getting unbearable, and I called Ask A Nurse on my way to Montana (I was at Mt Rushmore then & elevation wasn't helping either) from what I told her she said I probably had swimmers ear & to quit flushing my ears and purchase an antihistamine. Need I say anymore!!!!! Do you get it now, I was compounding my problem because of the WRONG DIAGNOSIS!!!!!! Something should have been done when the Nurse didn't flush out any WAX, and someone should have notice that my ear canals were swollen!!!! You want to charge me an additional $115.20 for trying to destroy my hearing!!!!!! above the $460 the insurance company already paid you. I think if this isn't resolved soon, and I mean soon! I just might call the insurance company and tell them this same story. WTF is going on here!!!!! THIS IS INSULT TO INJURY!!!!!! If I have to retain an attorney, I have already used one against the Farmers Insurance company and won. I am sure He would love to get involved in this case. It has stupid written all over it!!!! Funny thing is that this should all be documented!!!! I have 7 witness to the events that unfolded after I left the hospital, 5 are still shaking their heads. Are you ready to rumble!!! I am retired, and I can take the time to cause you as much pain as you let your doctor CAUSE ME.
Now you have 7 days from YES THANKSGIVING including the weekend because my pain didn't quit on Saturdays or Sundays to give me your response & the response from the Hospital ER Billing back to me as a reply to this email, or I will make a trip to Muncie and talk to a Friend. Once this starts I will pursue it to the end, and will make it worth my time, effort, and of course remembering all the pain & suffering I went through trying to enjoy a Rocky Mountain Vacation with a pair of bad ears. Remember all I want is for you to take $115.20 & $54.68 (balance of the ER) out of the ER DR's Pay, and have him pay the balance of these 2 bills so I have a 0 balance from your group and the hospital. Think that will be a fair judgment unless you want to pay me THOUSANDS of DOLLARS. YOUR CHOICE. Sorry for yelling, but I am getting pissed by each word I type. I am still a little upset with the Dr. and really not upset with St Vincent YET!!!!

The last two weeks have been busy with two energy related trips that we have attended. Last week was the Uintah Basin Energy Summit and there was also the site tour that took legislators into Carbon, Emery, Grand, and San Pete Counties. Both events were good opportunities to find out just how important our rural economies are to the entire state (we'll cover that tour next week).
Utah has a diverse energy portfolio but when you talk about energy resources in the eastern portion of the state it is impossible to avoid talking about fossil fuels.
The show will focus on the Uintah Basin Energy Summit and talk to some of the key players about the economic impacts that the recent drop in oil prices have had on the region.
Thomas Edison once said, "There's a better way to do it better - find it." I think this is relevant to the fossil fuel vs. renewable energy debate. There is a better way to tackle each challenge offered up by both the carbon based fuels as well as the greener options. Let's not give up on any of our options; let's work to make them better.
I think this starts with having honest conversations about energy. The County Seat will get it started with a discussion about oil, gas, and coal this Sunday at 8:30am on ABC4UTAH (KTVX ch4) or click here to watch on YouTube (later next week, because the episode has not been uploaded yet).
Tune in next week as we continue our energy series and look into the relevance of coal. While some people make it out to be an industry that is dying we will talk to a gentleman that suggests it is still an important and relevant form of energy if we are going to keep the lights on.

The reenactment was held at the End-O-Line Railroad Park in Currie, Minnesota. Currie is a small town with an official population of 225 people located in far southwestern Minnesota. Nearly 2,000 people crammed the park to view the reenactment as part of the 4 day celebration.
