A U.S. judge has ordered thousands of Guantanamo Bay documents to be declassified. It's mainly correspondence between the White House and the Red Cross. And it's hoped it will shed light on what prisoners have been forced to go through. An RT crew recently toured the facility. In the wake of 911 2001 terrorist attacks, the USA opened a prison camp at Guantanomo Bay. The Hundreds of prisoners believed to be detained there are not afforded prisoner of war status according to the Geneva Convention. They are labelled unlawful combatants, held indefinitely with no right to a lawyer or a trial.

An Ex officer from within the Iraqi prisons speaks of how she was misled on treatment of prisoners and how direct orders from the top were given authorising torture methods. What happens after detainees are released from the Guantanamo Bay detention facility? The answer to that question has, for the most part, been shrouded in secrecy.
When five former Guantanamo detainees were resettled to Kazakhstan in late December 2014, a senior official in the Obama administration was quoted as saying the ex-captives were now "free men". But what does that actually mean? VICE News traveled to Kazakhstan to find out.
Abdul Mohammed Rahman, also known as Lotfi Bin Ali, was captured in 2003 and recommended for release or transfer out of Guantanamo as early as 2004. Joint Task Force-Guantanamo determined that he posed a “low risk” due to his medical condition, noting his severe heart condition and chronic breathing and sleeping problems. Twelve years later, he was resettled to Kazakhstan.
In this extra scene, VICE News visits Lotfi Bin Ali in the remote city of Semey, where attempts to deliver gifts are met with suspicion and hostility from local authorities.

What really happened at the Guantanamo Bay detention facility on the night of June 9, 2006?
According to the US government, three detainees — all imprisoned as part of the global war on terror — hung themselves in their cells that night. But Army Staff Sergeant Joseph Hickman, who was on guard that night at Camp Delta, came to believe something very different: that the three men were murdered in a secret CIA black site at Guantanamo.
After leaving the Army, Hickman spent years looking into the deaths. His investigation has led him to write a new book, Murder at Camp Delta.
Hickman sat down for the first time on camera with VICE News to tell the story of his investigation and what he learned about what happened that night in 2006.

Guantanamo Bay Naval Base (also called Gitmo or GTMO) is located on 45 square miles (120 km2) of land and water at Guantánamo Bay, Cuba which the United States leased for use as a coaling (fueling) station following the Cuban-American Treaty of 1903. The base is located on the shore of Guantánamo Bay at the southeastern end of Cuba. It is the oldest overseas U.S. Navy Base, and the only one in a country with which the United States does not have diplomatic relations. The Cuban government opposes the presence of the naval base, claiming that the lease is invalid under international law. The U.S. government claims that the lease is valid.
Since 2002, the naval base has contained a military prison, the Guantanamo Bay detention camp, for persons alleged to be unlawful combatants captured in Afghanistan and later in Iraq. The alleged mistreatment of all prisoners, the proven mistreatment of some prisoners, and their denial of protection under the Geneva Conventions, has been a source of international controversy.

Obama: “Today the Department is submitting to Congress our plan for finally closing the facility at Guantanamo once and for all.” When Obama took office in 2009, there were 242 detainees in Guantanamo Bay. At the start of 2016, only 91 detainees remain. Rohrabacher: “We say that about 30 percent, or whatever that figure is—that have been released—have returned to terrorist activities. How many lives have been lost by those terrorists who went back to their terrorist activity? American lives?” Lewis: “I can talk about that in a classified setting, but—“ Rohrabacher: “Oh, classified?” Lewis: “Yes.” Rohrabacher: “So, is it over ten?” Lewis: “Sir, what I can tell you is, unfortunately, there have been Americans that have died because of Gitmo detainees.” Rohrabacher: “How many Americans have to die, how many people in Brussels or Paris have to die, civilians? What is the threshold at that point—well, maybe we will keep them under control in Gitmo?” Lewis: “Sir, when anybody dies it’s a tragedy. And we don’t want anybody to die because we transfer detainees. However, it’s the best judgment and the considered judgment of this administration, and the previous administration, that the risk of keeping Gitmo open is outweighed—that we should close Gitmo. A 2015 law prevents the president from moving detainees to American soil. Obama: “It’s counter-productive to our fight against terrorists because they use it as propaganda in their efforts to recruit.” Rohrabacher: “So, the innocent people who are going to lose their lives because of this, they are just part of the equation?” Lewis: “No, sir. There are risks—“ Rohrabacher: “I am sorry, I want to tell you this much. As far as I am concerned, if one child is saved because she would have been blown up by someone who is being released, it’s better to keep all 90 of those people in Gitmo. And this idea that the people of the world—Oh, they are so upset with us, that it’s a recruiting vehicle—that we’ve kept terrorists, who murder innocent people, in Gitmo. Well, you know what, I think that the bigger recruiting tool today is when our government—especially this administration—is perceived as being weak. Obama: “But, we defeat them in part by saying ‘You are not strong. You are weak.’ Rohrabacher: “I think terrorists are recruited, not because we’ve held other terrorists in prison, but because we look like we are weak and cannot deal with the challenge. This disgusts me, thank you very much.” -

After leaving the Army, Hickman spent years looking into the deaths. His investigation has led him to write a new book, Murder at Camp Delta.

“Today the Department is submitting to Congress our plan for finally closing the facility at Guantanamo once and for all.”
When Obama took office in 2009, there were 242 detainees in Guantanamo Bay. At the start of 2016, only 91 detainees remain.
Rohrabacher:
“We say that about 30 percent, or whatever that figure is—that have been released—have returned to terrorist activities. How many lives have been lost by those terrorists who went back to their terrorist activity? American lives?”
Lewis:
“I can talk about that in a classified setting, but—“
Rohrabacher:
“Oh, classified?”
Lewis:
“Yes.”
Rohrabacher:
“So, is it over ten?”
Lewis:
“Sir, what I can tell you is, unfortunately, there have been Americans that have died because of Gitmo detainees.”
Rohrabacher:
“How many Americans have to die, how many people in Brussels or Paris have to die, civilians? What is the threshold at that point—well, maybe we will keep them under control in Gitmo?”
Lewis:
“Sir, when anybody dies it’s a tragedy. And we don’t want anybody to die because we transfer detainees. However, it’s the best judgment and the considered judgment of this administration, and the previous administration, that the risk of keeping Gitmo open is outweighed—that we should close Gitmo.
A 2015 law prevents the president from moving detainees to American soil.
Obama:
“It’s counter-productive to our fight against terrorists because they use it as propaganda in their efforts to recruit.”
Rohrabacher:
“So, the innocent people who are going to lose their lives because of this, they are just part of the equation?”
Lewis:
“No, sir. There are risks—“
Rohrabacher:
“I am sorry, I want to tell you this much. As far as I am concerned, if one child is saved because she would have been blown up by someone who is being released, it’s better to keep all 90 of those people in Gitmo. And this idea that the people of the world—Oh, they are so upset with us, that it’s a recruiting vehicle—that we’ve kept terrorists, who murder innocent people, in Gitmo. Well, you know what, I think that the bigger recruiting tool today is when our government—especially this administration—is perceived as being weak.

“But, we defeat them in part by saying ‘You are not strong. You are weak.’
Rohrabacher:
“I think terrorists are recruited, not because we’ve held other terrorists in prison, but because we look like we are weak and cannot deal with the challenge. This disgusts me, thank you very much.”

The Republic of Cuba encompasses more than 4,000 islands and cays; the main island is the largest in the West Indies. Since its discovery five centuries ago by Christopher Columbus, strategic location and agricultural wealth have made Cuba a coveted prize. By the mid-1800s sugar plantations were satisfying a third of world demand.
Heavy U.S. involvement after Cuba's independence from Spain in 1902 was supplanted by an association with the Soviet Union following Fidel Castro's 1959 revolution. In 1961 Castro established the first communist state in the Western Hemisphere. Since then more than a million Cubans have moved to the U.S. Cuba's centrally planned economy initially brought dramatic gains in education, health care, and social welfare. The economy crashed after Cuba was abandoned by the former U.S.S.R. and Eastern European trading partners in the early 1990s, and food and energy were tightly rationed.
Despite the U.S. trade embargo, Cuba's economy is improving due to Canadian, European, and Latin American investments—especially in tourism. The natural beauty of Cuba brings millions of tourists, with many coming to see the thousands of species of plants and animals that live nowhere else on Earth. Protected natural areas take up nearly 22 percent of Cuban territory, providing habitats for crocodiles, flamingos, orchids, and more. Politically the government still restricts human freedoms, although religious rights saw some progress in 1998 with Christmas, December 25, being reinstated as a national holiday. In southeastern Cuba, the U.S. maintains a presence at Guantanamo Bay; the 1934 treaty between Cuba and the U.S. grants a perpetual lease for the naval base—voided only by mutual consent or by U.S. abandonment of the base.

Six men detained by the U.S. as suspected militants with links to Al Qaeda more than a decade ago at Guantanamo Bay were released to Uruguay on Sunday.
The released prisoners were Syrians Jihad Diyab, Ahmed Adnan Ahjam, Ali Hussain Shaabaan and Omar Mahmoud Faraj; Tunisian Abdul Bin Mohammed Abis Ourgy; and a Palestinian, Mohammed Tahanmatan, Reuters reported.
The prisoner population at the Guantanamo Bay detention centre has decreased to 136 with the latest release, according to Reuters. About 779 men have been detained at the facility since January 2002, according to a study by the New York Times and NPR.
The detention camp at the U.S. military base in Guantanamo Bay was opened by former U.S. president George W. Bush after the Sept. 11 attacks to house terrorism suspects.
President Obama promised to shutter the facility when he took office nearly six years ago, but has failed to do so, due to opposition from Congress and a law that bars moving those detained at Guantanamo to prisons in the U.S.

While they're about to start a new life in America , there's concern that friends and relatives back home will never be able to join them.
The Clinton administration is toughening up its entry regulations, insisting Cuban refugees must obtain relevant visas before leaving.
But ordinary Cubans wanting to emigrate through "official channels" fear they'll never get the necessary documents because of political reprisals.
The "village gates" remain closed for these 20 thousand Cuban asylum seekers here at the U-S base in Guantanamo Bay.
Under the watchful eye of the troops, day-to-day life is much the same for these Cuban exiles - but not for long though.
They're just one step away from the U-S mainland and a new life.
They made it to Guantanamo before the U-S implemented its new policy for those wishing to leave Cuba.
There are mixed feelings as to the benefits of this latest move by the Clinton administration.
SOUNDBITE:
"Yo estoy de acuerdo con el lio de la ley - hay cosas que favorecen y hay otras cosas que no, porque hay mi gente en Cuba que quieren tambien estar en Estados Unidos y ya no tienen la posibilidad".
(Translation: I agree that it's a whole mess this new law - there are things which are in its favour and things that go against, because I have relatives in Cuba who also want to go to the United States and now they don't have a chance".

Day four was perhaps the worst of the entire trip because of yet more sun and heat, uncomfortable stress based pain in my left leg behind the knee and of course being stopped by the Cuban military border patrol near Guantanamo Bay Cuba. As I was slowly making my way past the 13th kilometer a white sedan pulled up and a man in the front passenger seat dressed in Cuban military fatigues said something to me in Spanish. I replied that I didn't understand and he nodded and drove off as I continued. Soon after Jose, and Alex pulled up and Jose explained the Cuban military did not give me permission to jog in the area of Guantanamo bay. We had to drive 13 kilometers past it. This was quite depressing but we agreed we would make up any missed distances in Havana (which I later did running 13 +1 kilometers around Cuba's capital). The segment I missed did have a heavier military presence (we saw the bay and base from a distance) and we did pass a Cuban army barracks as well as seeing numerous Cuban military personnel on the road. Back on the road I ran to the Cuban city of Guantanamo (i was afraid to take much photos for obvious reasons) and got onto the Autopista. From there I ran to a place called Rio Frio where on the way we passed a police checkpoint and the officers asked to have their picture taken with me. The day ended with us sleeping on the floor as the hotel in Rio Frio was being repaired and there were no beds. The distance for day four was 52 kilometers.
Day 5 was a little better and I ran an easier 56 kilometers to San Luis staying in a house right near the point where I ended for the day by the train station (and the ice cream vendor pictured). Unfortunately, San Luis was heavily damaged by a hurricane but the rented room in the house was decent enough.
The songs are "Air" by Nautilius Pompilius, and "About Ivan" by King and Joker.

The last group of Cuban refugees picked up from the sea during the mass exodus 18 months ago has finally arrived in the United States.
Thousands of boat people had been kept in the American naval base on the eastern tip of Cuba since they were rescued in the summer of 1994.
Originally the U-S government wanted to send them all back, but under pressure they relented and gave them all visas.
Now a year and a half later they have reached their destination.
The last 127 Cuban refugees arrived in Miami in much more comfort than when they first left their country.

Americans wishing to travel to Cuba are finding it more difficult to gain U.S. government permits to legally travel to the communist-run country.
The U.S. government is now only issuing Cuba travel permits to American citizens traveling there for academic course work and educational reasons.
The new tighter regulations took effect March 24. They still allow legal travel to Cuba by Americans who visit as scholars, religious or humanitarian workers, or full-time journalists on assignment.
Midwestern twangs, southern drawls and other American accents have increasingly stood out in recent years amid the throbbing salsa music on the cobblestone streets of Old Havana.
But the sound of American English in Cuba is expected to fade later this year as the previously issued U.S. permits - that once let tens of thousands of ordinary U.S. citizens into the country - begin drying up.
Those old permits - known as people-to-people educational exchanges - were granted to trips that were ostensibly sponsored by U.S.-based alumni groups, bird-watching clubs, museums and other organisations.
They allowed tens of thousands of Americans to visit the Caribbean nation - which lies just 90 miles (140 kilometres)south of U.S. shores - without fear of being fined by their government.
