BEIJING — China's capital city is planning ventilation corridors to tackle the country's air pollution. Densely populated cities tend to generate more energy and waste heat. This results in a much warmer urban environment than in surrounding rural areas, according to National Geographic. Xinhua reports that Beijing saw its worst smog spell from November to December of 2015, blocking views across the city and prompting authorities to issue a red alert warning. Measures to curb pollution have led to air quality improving only marginally, with 186 days of 'up to par' air quality in 2015, up 14 days from 172 in 2014, Xinhua reported, citing data from the Chinese Ministry of Environmental Protection. To reduce smog, the capital is planning to build ventilation corridors. These are designed to relieve a city's heat and pollution by improving urban wind flow. The corridors will be created by connecting parks, rivers, lakes, highways and small building blocks. Five primary corridors — over 500 meters wide — will run from the northern suburbs to the south. Secondary corridors, measuring more than 80 meters, are also planned. A very poor country turned modern economy, China is now facing economic hardship. How did this happen? What led to its astonishing economic growth and what’s fueling its current woes? Join Tyler Cowen as he dives into the rise and fall of China’s economy. Many of China’s current problems are rooted deep in the country's economic history. We start our discussion in 1979 when Chinese reformers introduced the concept of private property and more capitalistic incentives, privatized agriculture, and allowed for more manufacturing and exporting — all of which put China’s economy on an upward trajectory. Along with these reforms came transformational growth. For much of the past 35 years, China’s GDP per capita has grown at about 10% per year. In other words, living standards in China doubled about every seven years. What did the economy look like during these periods of rapid growth? High levels of savings and high levels of investment, especially in infrastructure projects. China’s economy required more complex investments too — in health care and and start-ups, for example. A turning point for the Chinese economy came in 2009. With the recession affecting many other countries, China’s government took steps to avoid the recession and keep the economy afloat, but at a cost. Debt skyrocketed during the period, which is proving less sustainable as China’s rate of growth declines. There’s some discrepancy over China’s current growth rate — the Chinese government claims 7% per year, but external observers predict this rate is much lower, and that China is now entering a recession. To gain a better understanding, we take a look at five specific areas in this video: the real estate bubble, the stock market bubble, the excess level of municipal debt, the excess capacity among Chinese businesses, and the risk of capital flight. When you consider all of these areas together, it paints a very complex picture and one which is proving difficult for China to manage. Even still, there are reasons to remain optimistic. China has invested tremendously in human capital, which is one of the most valuable assets to any modern economy. These investments in human capital will certainly survive the current recession and help facilitate a bright economic future. By almost all measures, China’s $3.3 trillion foreign reserves, the world’s largest, look formidable. Except one. Compared with the amount of yuan sloshing around in the economy, a proxy for potential capital outflows, China’s firepower seems limited. The dollar reserves account for 15.5 percent of M2, a broad measure of money in circulation. That’s the lowest since 2004 and is less than levels in most Asian economies including Thailand, Singapore, Taiwan, Philippines and Malaysia, according to data compiled by Bloomberg. The low coverage on the money supply does highlight the risk that the buffer can run down quickly if capital outflows, which approached $1 trillion over the last year through November, accelerate. That is perhaps why China has tightened capital controls and stepped up its defense of the currency to damp expectations of further depreciation, which may lead to more money leaving the country. Rich Chinese who made fortunes as China’s economy grew, are not interested in seeing their wealth depreciate along with the Yuan. So, many are moving money offshore from China. This flight of capital drives down the value of the Yuan versus the US dollar making it more urgent for other wealthy Chinese to convert their wealth into dollars, yen, Euros or British pounds. $3.3 trillion foreign reserve stockpile is huge unless you consider that half a trillion was spent last year supporting the value of the Yuan and several hundreds of billion more were spent propping up their stock market. Capital flight is a symptom of China’s problems and a contributor to more trouble. But, why should we care? Capital Flight from Developing Nations Capital flight is not just limited to China. According to the South African Rand Daily Mail there is a trillion dollar exodus from emerging markets. More than a trillion dollars of investment flows has fled emerging markets over the past 18 months but the exodus may not even be halfway done, as once-booming economies appear trapped in a slow-bleeding cycle of weak growth and investment. While developing economies are no stranger to financial crises, with several currency and debt cataclysms infecting all emerging markets in waves over recent decades, leaders gathering for this year's World Economic Forum in Davos in the Swiss Alps are fearful that this episode is much harder to shake off. Seeded by fears of tighter U.S. credit and a rising U.S. dollar, and coming alongside a secular slowdown of China's economy and an implosion of the related commodity 'supercycle', there's growing anxiety that there will be no sharp rebound at the end of this downturn to reward investors who braved out the worst moments. Many emerging economies such as Brazil have suffered greatly as China’s economic miracle has slowed down. Brazil is in a recession as bad as the Great Depression. The issue for North America, Europe and Japan is that when business slows across the globe no one has any money to invest or import foreign products. Economists analyze this capital outflow has occurred as the Chinese housing bubble bursts and economy goes down. Hong Kong 's South China Morning Post reported that to evade currency export control, billions of Chinese currency have crossed the border through illegal activities of state-backed banks. UnionPay, a payment card network, was found to conduct illegal transactions on fake purchases to evade the Chinese currency export restriction. Every year, the total transaction through UnionPay is about 200 billion yuan in Macau. Of which, 20% is done through ATM. On the streets of Macau, ads are often seen in jewelry stores that says "Pay with RMB. Pay with UnionPay without limit." The 21st Century Business Herald reported, a local investigation of UnionPay transaction by Macao legislative council assistant He Wei. According to the owner of a jewelry shop, there is no upper limit of the transaction with UnionPay. He Wei witnessed a Chinese woman hand the store her UnionPay card, sign a credit card receipt that said 'general sale ', and left the store with HK$800,000. With the cash, she went to the Casino Porte 16 next door. In a jewelry store inside the casino of Macau, the shop clerk told He Wei that customers can purchase gold bullion worth of tens of million yuan with UnionPay and resell the item in exchange for cash. This channel makes the illegal money legitimate. These fake purchases to channel large amounts of RMB cross the border, known to violate China's anti-money-laundering regulations and restrictions on currency exports, however, has been an open secret. Zhejiang University of Finance and Economics Professor Xie Zuoshi believes this illegal outflow of currency is not simply for gambling, but for money laundering and capital flight. This phenomenon is associated with the deteriorated economy. Xie Zuoshi: "When the economy is good, of course, money will flow into China. But, it goes out when it 's bad. With the restriction on the capital, the inflow and outflow of the capital are controlled. To evade the restriction, casino or false export would become the channel. This reflects the aversion and arbitrage under the current risk of financial bubble burst and crisis." Zhejiang accountant Tang Biqing also believes that the illegal inflow of funds in Macau casinos is highly likely for the purpose of money laundering and capital flight. Tang Biqing: "This channel is relatively secretive, and difficult for investigation." In the money laundering process via Macau casinos, the loan sharks play an important role. They attract potential Chinese gamblers to Macau with generous loans. These loans become currency beyond legal limit to cross the border. The loan sharks manipulate their third party and agency status to channel through huge amounts of cash overseas. Customers rely on the loan sharks to allocate the money which is hard to discern for the source of the money and the identity of the customers. In the case of money laundering through the loan sharks, as it combines legal and illegal capital in one, it makes it hard to distinguish the source and the identity of the capital. South China Morning Post reported three violations of the illegal transactions: One, to conduct ATM transaction in Macao with China registered bank cards; Second, the third party agency in China conducts illegal transaction outside of Macau; Third, to use Macau banks ATM to complete fund transfer from China. A political analyst in Macau believes the process has been clearly designed to bypass China's foreign exchange controls. Investigation of the reasons why the activities behind the transaction are allowed is the way to prevent illegal capital flow into casinos in Macau. China UnionPay announced in May measures to crack down on the money laundering, capital flight and other illegal bank card usage in Macau. The measures would take effect on July 1, according to the Monetary Authority of Macau. China UnionPay is a Chinese state-backed bank card. The American final round of Dongsheng-ACBridge Global Entrepreneur Competition just concluded in Arlington, Virginia. The competition aimed to select startups that have best development potential in Chinese market. Fifteen startups selected from about 200 companies around the world entered the final round competition in the U.S. division. The winner, Snapdata with the other top two will go to Dongsheng Science and Technology Park, a unit of Zhongguancun Science Park in Beijing, China's equivalent of Silicon Valley, where they will compete against other finalists from around the world for a grand prize of 160,000 dollars in funding for their business.

From VOA Learning English, this is the Economics Report. The Chinese meat processing company Shuanghui International is proposing to buy the American ham and pork producer Smithfield Foods. It would be the biggest purchase of an American company by a Chinese buyer. Ham and pork are the meat of pigs. Virginia ham is famous around the world. The town of Smithfield, Virginia, where the company started, calls itself the ham capital of the world. Larry Santure is the sales manager for Smithfield Foods.He says the explorer Marco Polo brought a basis for curing ham to Italy from China. He says this kind of cured ham turned out to be the prosciutto that we know today. Later, settlers brought the formula for making prosciutto with them to the United States. He says the main reason Smithfield became the center of ham processing was because local Native Americans had methods for producing salt from nearby ocean water. Virginia Wade manages a store that specializes in ham made in Smithfield. She says the ham is aged at least six months in salt. She says the uncooked hams are similar to ham in China. Before Smithfield Foods can be sold to the Chinese company, the purchase must be approved by the American government and by Smithfield Foods stockholders. There have been concerns in the past about some Chinese companies doing business in the United States. But Gary Hufbauer expects the Committee on Foreign Investment in the United States to approve this purchase. He is with the Peterson Institute for International Economics in Washington. Mr. Hufbauer believes the Chinese company is buying the world's good opinion of Smithfield Foods, including the quality and safety of its products. For VOA Learning English, I'm Carolyn Presutti.
