The Video shows how broken down and unmaintained sidewalks of OSU's campus leads to promoting crime based on the theory of George L. Kelling which appeared as an article in the Atlantic Monthly in March of 1982. The theory was then published as a book in 1996 under the title "Fixing Broken Windows: Restoring Order and Reducing Crime in Our Communities." The video then goes on to show the results and impacts of how broken side walks affect student safety.

ARE SKID ROW RESIDENTS HOMELESS & HELPLESS OR BUMS & ADDICTS?
Los Angeles, CA. Are Skid Row street vagrants merely homeless or are they criminal drug addicts who choose to live lawlessly on the streets? The FULL DISCLOSURE NETWORK® presents a nine minute video preview from a two-part series covering the on-going debate over how to deal with the residents of the infamous Skid Row area of downtown Los Angeles. At the center of the debate is whether or not the LAPD's "Safer Cities Initiative" has been successful or is an improper use of public resources when dealing with vagrants living on the streets.
The series features prominent national and local authorities who hold strongly differing opinions many of whom participated a January 2008 Forum entitled "Policing Skid Row" sponsored by the New York based Manhattan Institute and the Santa Monica based Milken Institute. Those experts appearing in the series are:
William Bratton, Los Angeles Police Chief
Hon. Edwin Meese III, former U.S. Attorney General & Chief of Staff to California Governor Ronald Reagan
Torie Osborn, Sr. Advisor on Homeless to Mayor Antonio Villaraigosa
James Q. Wilson, Ronald Reagan Chair, Pepperdine University
George L. Kelling, Sr. Fellow Manhattan Institute & Prof. of Criminal Justice at Rutgers
Estela Lopez, Executive Director, Central City East Association
Heather Mac Donald, Manhattan Institute's John Olin Fellow
Carol Wilkins, Director for Intergovernmental policy for Corporation for Supportive Housing
Leroy Baca, Los Angeles County Sheriff
Prof. Mark Kleiman, UCLA School of Public Affairs
Leslie Dutton, Host/Moderator
This Full Disclosure Network® on-going series is examining the various solutions proposed to deal with violent and non-violent street crimes, drugs and alcohol addiction and mental illness among the vagrant population

CBS Lords present The Broken Windows Theory @ SubSpace art.flv
The Broken Windows Theory is a sociological and criminological term used to describe the norm setting and signaling effects of urban disorder and vandalism on additional crime and anti-social behavior. The theory states that monitoring and maintaining urban environments in a well-ordered condition may stop further vandalism as well as an escalation into more serious crime.
The theory was introduced in a 1982 article by social scientists James Q. Wilson and George L. Kelling. Since then it has been subject to great debate both within the social sciences and in the public debate. The theory has been used as a motivation for several reforms in criminal policy.
CBS Lords most impressive take on this subject analyzes and offers a tongue in cheek raillery of the theory, creating a fully environmental experience within the breezeway of our public gallery. Nothing less than high concept lowbrow with mixed in highbrow, The Broken Windows Theory offers a unique sensory experience. Incorporating the building's unique architecture and layout of the entire structure, guests are given a tour from the perception of order to the perception of chaos. This installation is currently on exhibit between the hours of 10am -- 6pm Tuesday through Saturday at SubSpace art (3855 Hughes Avenue - Los Angeles, CA 90232).
Over the past year, NMS Properties have offered the use of their public space to encourage and promote the arts. In doing so, SubSpace art has developed a community attraction and outlet for both emerging and well-established artists to share their works with everyone. In the course of actions, we have been able to increase traffic for our resident businesses, raise funds and awareness for local youth charities and to give back to our community through public displays of fine art and free concert events.
With the subsequent demolition and pending rebuild of this property, we bring you our final exhibit at this locale and encourage you to pause for thought as we consider our urbanization and development of Los Angeles and the nature of public art. We extend our heartfelt thanks to all of our sponsors, supporters, friends and fans as we transition to a new public space in November.
Connect with SubSpace art on Facebook. Please enjoy the show and we look forward to bringing you more great artists in 2012.

The Forum: What are the Consequences of Aggressive Policing: The NYPD's Stop and Frisk Record
The New York City Police Department engages in a form of aggressive policing that typically is referred to as "Stop and Frisk" or "Stop, Question & Frisk." Stop and Frisk is part of a broader policy of active policing intended to keep crime rates down and streets safe. Proponents of the policy argue it has been extremely successful in its crime-reducing goals. Critics question this, and point as well to the dramatic racial effects of the policy. Data released by the NYPD for 2009 show 575,000 pedestrian stops — of these, for example, 55% involved African-Americans, though African-Americans make up only 23% of the city's population. The NYPD policy is of great local concern, but debates over this policy also touch on much broader national and international questions involving racial profiling, and "community policing." Racial profiling questions arise repeatedly, particularly of late in the context of the War on Terror. Community policing, the idea of aggressive enforcement in at-risk neighborhoods, has been a hot topic since George L. Kelling and James Q. Wilson's famous article on "Broken Windows."
