A city proper is the area contained within city limits. A city proper is not limited to a city; it can describe the complete area of any locality that fits the definition. The United Nations defines the term as "the single political jurisdiction which contains the historical city centre."
City proper is one of the three basic concepts used to define urban areas and populations. The other two are urban agglomeration, and the metropolitan area. In some countries, city limits that act as the demarcation for the city proper are drawn very wide, in some very narrow. This can be cause for recurring controversy.
In its strict sense, city proper is used as a technical term in demography, the statistical study of human populations. Under the title "World Urbanization Prospects", the United Nations issues every two years estimates and projections of the urban and rural populations of all countries of the world. The book defines the population of a city proper as "the population living within the administrative boundaries of a city." The book continues to say that "city proper as defined by administrative boundaries may not include suburban areas where an important proportion of the population working or studying in the city lives."

The term is Greek and means the "mother city" of a colony (in the ancient sense), that is, the city which sent out settlers. This was later generalized to a city regarded as a center of a specified activity, or any large, important city in a nation.
A big city belonging to a larger urban agglomeration, but which is not the core of that agglomeration, is not generally considered a metropolis but a part of it. The plural of the word is most commonly metropolises.
For urban centers outside metropolitan areas that generate a similar attraction at smaller scale for their region, the concept of the regiopolis, short regio, was introduced by German professors in 2006.
In the past, metropolis was the designation for a city or state of origin of a colony. Many large cities founded by ancient civilizations have been considered important world metropolises of their times due to their large populations and importance. Some of these ancient metropolises survived until the modern days and are among the world's oldest continuously inhabited cities.

Since their unification into Silla and Balhae in the 7th century, Korea enjoyed over a millennium of relative tranquility under long lasting dynasties with innovations like Hangul, the unique alphabet created by Sejong the Great in 1446, enabling anyone to easily learn to read and write. Peace has since mostly continued with the two agreeing to work peacefully for reunification and the South solidifying peace as a regional power with the world's 10th largest defence budget and strong global alliances. In 2016, Korea was rated as the world's safest country to live in, with the lowest crime rate.
