At least 24 miners have been killed and 54 injured by an underground fire at a mine in China's north-eastern Liaoning province, state media report. The mine is operated by the state-owned Liaoning Fuxin Coal Corporation, said the Xinhua news agency. The cause of the fire is not immediately clear, but the company said the rescue operation had now ended. China has the world's deadliest mines, with hundreds of mine workers killed in accidents every year. Liaoning is a province of the People's Republic of China, located in the northeast of the country. The modern province was established in 1907 as Fengtian or Fengtien province and the name was changed to Liaoning in 1929. It was also known as Mukden province at the time, for the Manchu pronunciation of Shengjing, the former name of the provincial capital Shenyang. Under the Japanese puppet Manchukuo regime, the province reverted to its 1907 name but the name Liaoning was restored in 1945 and again in 1954. Liaoning is the southernmost part of Manchuria, the Chinese Northeast. It is also known in Chinese as "the Golden Triangle" from its shape and strategic location, with the Yellow Sea (Korea Bay and Bohai Sea) in the south, North Korea's North Pyongan and Chagang provinces in the southeast, Jilin to the northeast, Hebei to the southwest, and Inner Mongolia to the northwest. It says it’s a severe phenomenon that college teachers “insult motherland”. “China Youth Daily” supported “Liaoning Daily” and commented that “people insult the motherland on internet and in society, and the source of negative emotion is college teachers.” It’s worried that it might be a forerunner for the party to “clean up” colleges and “reform” intellectuals. On Nov 4, “Liaoning Daily” headline news published an article “Teacher, Please Stop Talking about China in This Way”, which covered 4 full pages of the newspaper. It said that the newspaper collected more than 300 stories on “How Should China Be Discussed in College Classes”. One comment from a college student drew the editor’s attention. The student said: “I don’t know when it became a fashion to bad-mouth China and to criticize society.” “Liaoning Daily” stated they investigated more than 2 months inside and outside Liaoning Province, held 7 symposiums, and audited more than 100 classes in the colleges located in Shenyang Beijing, Shanghai, Wuhai and Guangzhou. “Liaoning Daily” summarized their 130,000-words class notes into 3 categories of problems. First category is: teachers talk about the “private information” of Marx & Engles and teach the theories in a joking way because of the lack of consensus on the theories. Second one is: they admire Western “Separation of the Three Powers” and question the party’s critical policies, corruption and justice because of the lack consensus on politics. Third one is: some teachers think that it’s a demonstration of individuality if they say “I am not going to join the communist party” because of the lack of consensus on emotionality. Sun Wenkuang, retired professor of Shangdong University, pointed out that the party aims to control college teaching content for a while, and even tries to censor teachers’ notes. The way they do it is the same as the brain-washing education from official media. They only gloss over the party instead of exposing the dark side of society. Sun Wenguang: “Many teachers have their own political standpoints. They have their own thoughts. However, it’s too risky if they turn their thoughts into words. Therefore, they talk about their ideas in classes.” Sun Wenguang said students actually like those viewpoints that aren’t consistent with office news. Zhu Xinxin, freelance writer and member of Independent Chinese PEN Center, stated that the party has been dedicated to cultural dictatorship, which has smothered China’s education. Therefore, students have lost their ability to think independently and social evils have been rampant. Zhu Xinxin: “It’s a signal to college education. It’s a signal to further control college education. It aims to clean out those teachers with democratic ideology and humanity. Thus, cultural dictatorship can fill up college education.” Hong Kong “Ming Pao” disclosed Liaoning provincial authorities actually gave permission to “Liaoning Daily” to perform the task. The person in charge of the public letter used to be Deputy Secretary of Liaoning Province College Working Committee and Deputy Director of Liaoning Provincial Department of Education. Once “Liaoning Daily” published the public letter, it’s strongly supported by other state-run media. “China Youth Daily” wrote an article titled “Scolding China Shouldn’t Be Required in Class”. It also said that people insult “motherland” on internet and in society, and the source of negative emotion are college teachers. Mr Feng, a college teacher from Xian, stated that the dark side of society is not caused by teachers but by the governors. The concept of “motherland” in state-run media is different from the understanding of college teachers. “Motherland” has existed for thousands of years, which is obviously not true of the party. Mr. Feng: “When the party’s ideology and behavior is consistent with the interest of the Motherland, we will support it and intellectuals will support it. However, if the party is undermining the interests of the people and our Motherland, It’s a demonstration of patriotism if we point out its mistakes.” Based on insider information, “Ming Pao” disclosed that it might cause a movement in colleges with approval from the party authorities after the public letter was published. The politics of Liaoning Province in the People's Republic of China is structured in a single party-government system like all other governing institutions in mainland China.
The Governor of Liaoning (辽宁省省长) is the highest ranking official in the People's Government of Liaoning. However, in the province's single party-government governing system, the Governor has less power than the Liaoning Communist Party of China Provincial Committee Secretary (辽宁省委书记), colloquially termed the "Liaoning CPC Party Chief".
Previous to 1949 and the takeover of the Communist forces, Liaoning was governed by the Fengtian Clique of warlords and interchangeably officials of the Chiang Kai-shek bureaucracy. During the Qing Dynasty Liaoning was known as the province of Fengtian, and was governed by a zongdu or Viceroy (The Viceroy of the Three Eastern Provinces 东三省总督), along with the provinces of Jilin and Heilongjiang. The province itself also had a governor (xunfu).

Liaoning (help·info) (simplified Chinese: 辽宁; traditional Chinese: 遼寧; pinyin: Liáoníng; Manchu: ᠯᡳᠶᠣᠣ ᠨᡳᠩ, Liyoo ning) is a province of the People's Republic of China, located in the northeast of the country. Its one-character abbreviation is "辽" (pinyin: liáo), a name taken from the Liao River that flows through the province. "Níng" means "peace". Jiang Zemin (born 17 August 1926) is a former Chinese politician, who served as General Secretary of the Communist Party of China from 1989 to 2002, as President of the People's Republic of China from 1993 to 2003, and as Chairman of the Central Military Commission from 1989 to 2005. His long career and political prominence have led to him being described as the "core of the third generation" of Communist Party leaders.
Jiang Zemin came to power following Tiananmen Square protests of 1989, replacing Zhao Ziyang as CPC General Secretary. With the waning influence of Deng Xiaoping and the other members of Eight Elders due to old age,and with the help of old and powerful party and state leaders, former President Li Xiannian and Chen Yun Jiang effectively became the "Paramount Leader" in the 1990s. Under his leadership, China experienced substantial developmental growth with reforms, saw the peaceful return of Hong Kong from the United Kingdom and Macau from Portugal, and improved its relations with the outside world while the Communist Party maintained its tight control over the government. Jiang has been criticized for being too concerned about his personal image at home, and too conciliatory towards Russia and the United States abroad.
