Following severe cuts to indigent defense services during sequestration in 2013, NACDL created a Federal Indigent Defense Task Force to examine the federal indigent defense system. After extensive research and more than 130 interviews with key stakeholders, the Task Force identified several significant, persistent deficiencies. This report explores those concerns and offers seven recommendations to assure a robust federal indigent defense system. It is available at www.nacdl.org/federalindigentdefense2015.
On April 19, 2015, the National Association of Criminal Defense Lawyers (NACDL) adopted an important new report, Mail Cover Surveillance: Problems and Recommendations, that evaluates the current state of mass United States Postal Service surveillance and information sharing and makes important recommendations for reform.
The grand jury has long drawn criticism for failing to serve its purpose as a shield against unwarranted charges. Recently a new charge has been leveled: that prosecutorial influence over the grand jury permits law enforcement misconduct to go unpunished. NACDL hosted a webinar on Tuesday, March 31, entitled Reexamining the Grand Jury: Prosecutors, Police and Race. The first panel covered Due Process & the Grand Jury: Protecting Targets and Witnesses, and the second panel was on Equal Justice & the Grand Jury: Achieving Racial Fairness. NACDL is pleased to announce a new program of scholarship assistance for indigent defense providers. The scholarships will foster access for both public and private defenders of the indigent accused to outstanding criminal defense training programs nationwide. The scholarships, which are supported by various grants, will be awarded in the form of full or partial reimbursement of the registration costs of the excellent training programs offered by NACDL and other organizations. Limited travel reimbursement stipends may also be awarded.
