Prior to 1994 BGS members also had military combatant status due to their historical foundation and border-guard role in West Germany. In July 2005 the law renaming the BGS as the BPOL was enacted.
The BPOL has the following missions:
Border security, (Grenzpolizei or Grepo) to include passport control and the provision of coast guard services along Germany's 700 km coasts.
Protection of federal buildings such as Schloss Bellevue, the residence of the German Bundespräsident; they also protect the two highest German courts, both in Karlsruhe: The Federal Constitutional Court of Germany (Bundesverfassungsgericht) and The Federal Court of Justice of Germany (Bundesgerichtshof).
Providing the federal government's mobile response force for internal security events.
Providing transportation security at international airports and on the German railways.
Providing counter-terrorism forces (GSG 9).
Providing air (or sky) marshals.
Supporting international police missions for the United Nations and EU in Kosovo, Sudan, Liberia, Afghanistan, Gaza Strip, Moldova and Georgia.
Providing in-house security for some German embassies.
Providing rescue helicopter service.
The Bundespolizei can also be used to reinforce state police if requested by a state (Land) government. The BPOL maintains these reserve forces to deal with major demonstrations, disturbances or emergencies, supplementing the capabilities of the State Operational Support Units. Several highly trained detachments are available for crisis situations requiring armored cars, water cannon or other special equipment. BPOL has investigators conduct criminal investigations only within its jurisdiction; otherwise the cases are referred to the appropriate state police force or to the federal criminal investigative agency, the Federal Criminal Police (Bundeskriminalamt, BKA). In addition, the Bundespolizei cooperates closely with German state executive authorities, such as prosecutor's offices (Staatsanwaltschaft) in pursuing criminal investigations.
The BPOL national headquarters (BPOL-Präsidium) in Potsdam performs all central control functions. Eight regional headquarters (BPOL-Direktion) control the BPOL stations conduct rail police and border protection missions. These areas of responsibility conform to the federal state boundaries which they did not do prior to 1 March 2008.

The Bundeswehr (German for "Federal Defence"; About this sound listen (help·info)) is the unified armed forces of Germany and their civil administration and procurement authorities. The States of Germany are not allowed to maintain armed forces of their own, since the German Constitution states that matters of defense fall into the sole responsibility of the federal government.
The Bundeswehr is divided into a military part (armed forces or Streitkräfte) and a civil part with the armed forces administration (Wehrverwaltung). The military part of the federal defense force consists of the Heer (Army), Marine (Navy), Luftwaffe (Air Force), Streitkräftebasis (Joint Support Service), and the Zentraler Sanitätsdienst (Joint Medical Service) branches.
The Bundeswehr has recently (as of September 2014) acknowledged numerous equipment problems and spare parts shortages that have rendered it "unable to deliver its defensive NATO promises". With military expenditures amounting only to 1.35% of the GDP (2012), it is amongst the lowest budgeted armed forces in the world in terms of share of GDP. As of 31 December 2014, the Bundeswehr has a strength of roughly 180,000 active troops, making it the 30th largest military force in the world and the fourth largest in the European Union, behind the armed forces of France, Italy and the United Kingdom. In addition the Bundeswehr has approximately 144,000 reserve personnel (2010).
French Armed Forces (Forces armées françaises)
The head of the French armed forces is the President of the Republic, in his role as Chef des Armées. However, the Constitution puts civil and military government forces at the disposal of the gouvernement (the executive cabinet of ministers chaired by the Prime Minister, who are not necessarily of the same political side as the president). The Minister of Defence (as of 2012, Gérard Longuet) oversees the military's funding, procurement and operations. Historically, France relied a great deal on conscription to provide manpower for its military, in addition to a minority of professional career soldiers. Following the Algerian War, the use of non-volunteer draftees in foreign operations was ended; if their unit was called up for duty in war zones, draftees were offered the choice between requesting a transfer to another unit or volunteering for the active mission. In 1996, President Jacques Chirac's government announced the end of conscription and in 2001, conscription formally was ended. Young people must still, however, register for possible conscription (should the situation call for it). As of 2014 the French Armed Forces have a reported strength of 215,019 regular personnel.
The reserve element of the French Armed Forces consists of two structures; the Operational Reserve and the Citizens Reserve. As of 2014 the strength of the Operational Reserve is 27,680 personnel.
Apart from the three main service branches, the French Armed Forces also includes a fourth paramilitary branch called the National Gendarmerie. It had a reported strength of 98,155 personnel in 2011. They are used in everyday law enforcement, and also form a coast guard formation under the command of the French Navy. There are however some elements of the Gendarmerie that participate in French external operations, providing specialised law enforcement and supporting roles.

Federal Defence Forces of Germany (BUNDESWEHR)

In addition the Bundeswehr has approximately 144,000 reserve personnel (2010).

The head of the French armed forces is the President of the Republic, in his role as Chef des Armées. However, the Constitution puts civil and military government forces at the disposal of the gouvernement (the executive cabinet of ministers chaired by the Prime Minister, who are not necessarily of the same political side as the president). Young people must still, however, register for possible conscription (should the situation call for it). As of 2014 the French Armed Forces have a reported strength of 215,019 regular personnel.
The reserve element of the French Armed Forces consists of two structures; the Operational Reserve and the Citizens Reserve. As of 2014 the strength of the Operational Reserve is 27,680 personnel.
Apart from the three main service branches, the French Armed Forces also includes a fourth paramilitary branch called the National Gendarmerie. It had a reported strength of 98,155 personnel in 2011. They are used in everyday law enforcement, and also form a coast guard formation under the command of the French Navy. There are however some elements of the Gendarmerie that participate in French external operations, providing specialised law enforcement and supporting roles.

In 2010 the International Institute for Strategic Studies (IISS) estimated that the Russian Armed Forces numbered about 1,040,000 active troops and in the region of 2,035,000 reserves (largely ex-conscripts). As opposed to personnel specified by decree, actual personnel in the forces and paid was reported by the Audit Chamber of Russia as 766,000 in October 2013. As of December 2013, the armed forces are at 82 percent of the required manpower.
According to SIPRI, Russia spent nearly $72 billion on arms in 2011. Russia is planning further increases in its military spending, with draft budgets showing a 53% rise in real terms up to 2014. However, SIPRI adds that many analysts are doubtful whether the industry will be able to deliver on such ambitious plans after decades of stagnation following the collapse of the Soviet Union

In 2009 the Germany federal Office of Agriculture and Food offered to found the first release of the so called "Government Package", a site package for TYPO3 that served as a base for accessible websites especially for governmental institutions. it contained special features to fulfill the requirements of several German and European accessibility laws so that content created with it could be used for official websites of governmental institutions without taking the risk of being prosecuted.
The latest version of that package was available for TYPO3 version 4.7, which is now obsolete, since there several other releases of TYPO3 meanwhile. Current version 6.2 has a long term support, and so will the upcoming brand new TYPO3 7 LTS, so obviously it will be useful to pick up that package and bring it to the next level.
Based on the work of a team around Oliver Hader at the University of Hof in Germany, there was another team at the TYPO3 User eXperience Week 2015 focusing on a new accessible distribution. The outcome of that week has then been taken to the TYPO3 Developer Days to form a team that can bring the concepts of the UX experts to life. Combined with the latest innovations of the TYPO3 world like THEMES and based on the well established and solid frontend framework of Bootstrap, there will be a modern, shiny and new version of this package finally cast into an official TYPO3 Accessibility Distribution.
This distribution will represent a proof of concept for other accessible distributions which will then be customized to serve as branch specific distributions for crafts, the medical, legal or pharma sector, just to name a few. The goal of these distributions is to make TYPO3 the CMS of choice for accessible sites not just in Germany or Europe but around the world.
We will show you the current state of the project, and since we will need quite some workforce to reach that goal and sponsoring is highly appreciated, there will be a roundup of several financing models as well.

Merkel's center-right coalition partners, meanwhile, risked ejection from parliament for the first time in post-World War II history.
Depending on what parties end up in parliament, Merkel could find herself leading a "grand coalition" government with the left-leaning Social Democrats or, less likely, with the environmentalist Greens.
Nevertheless, the Union bloc's strong showing was a personal victory for Merkel, solidifying her position as Europe's strongest political leader.
One voter said she was "very curious about possible coalitions."
"Germany has a strong position in Europe and the election results reflect Merkel's successful policy" said Karina Rey a German who currently lives in Cameroon, Africa.
It wasn't clear whether a new party that calls for an "orderly break-up" of the eurozone, Alternative for Germany (AfD) party, would win seats in parliament's lower house.
The exit polls showed them winning up to 4.9 percent - just shy of enough for seats. Merkel and others have said they won't deal with the party.
Hartmut Winter from Hesse was happy about the strong result the AfD achieved.
"Germany cannot invest all of our money in foreign countries. That's not okay and German people are not tolerating it. I'm happy about anyone who changes our political monotony," he said.
Center-left challenger Peer Steinbrueck's Social Democrats trailed well behind Merkel's party with up to 26.5 percent, projections showed.
Their Green allies polled 8 percent, while the hard-line Left Party - heirs of the former Communist East German rulers with whom the centre-left parties have said they won't form an alliance - scored 8.5 percent.
Merkel's Christian Democratic Union party could even win the first single-party majority in more than 50 years.
If her current coalition lacks a majority and the conservatives can't govern alone, the likeliest outcome is a Merkel-led alliance with the Social Democrats.
The two are traditional rivals, but governed Germany together in Merkel's first term after an inconclusive 2005 election.
"We should wait for the final result," said voter Andre Dietrich, during a visit to Berlin on Sunday.
"Maybe the FDP gets a few more points later on tonight and than they are in again. Otherwise I see a grand coalition coming."

German federal and state law officials have agreed to go ahead with a decision to place the Church of Scientology under surveillance by counter-intelligence agents.
The German authorities say it is because of the church's alleged anti-democratic aims.
The decision was confirmed during a two-day meeting in Bonn of interior ministers from Germany's 16 states and federal Interior Minister Manfred Kanther.
Scientologists in Germany are furious over the German government's announcement that it will push ahead with the decision to put their religion under surveillance.
The banners they held aloft drew parallels between the Nazis persecution of the Jews.
But the German government remains unmoved and Interior Minister Manfred Kanther arrived in Bonn along with the 16 other regional ministers to explain the decision.
The ministers say the Los Angeles-based organisation will be observed by the Office for the Protection of the Constitution, Germany's main counter-intelligence agency.
Kanther reiterated Germany's contention that Scientology poses a threat to democracy.

The Bundeswehr is divided into a military part (armed forces or Streitkräfte) and a civil part with the armed forces administration (Wehrverwaltung). When asked whether the EU should assume the next winter’s gas pre-pay of $1.6 billion (E 1.25 billion) for Ukraine, Streiter replied that “this is a problem between Russia and Ukraine”. Prior to his current appointment Ambassador Wittig served as Permanent Representative of Germany to the United Nations. He represented his country in the Security Council during its membership in 2011/12. Ambassador Wittig joined the German Foreign Service in 1982. He has served in Madrid, New York (Permanent Mission to the United Nations), as private secretary to the Foreign Minister at the Foreign Office headquarters, and as Ambassador to Lebanon. As Ambassador to Cyprus, he also was the Special Envoy of the German Government for the Cyprus Question. In 2006, Ambassador Wittig was appointed Director-General for the United Nations and Global Issues at the Foreign Office in Berlin.
This June Ambassador Wittig and his wife, Mrs. Huberta von Voss-Wittig are hosting the Washington National Opera’s 2015 Opera Ball at their residence, one of the city’s major cultural, philanthropic and social events.

He has served in Madrid, New York (Permanent Mission to the United Nations), as private secretary to the Foreign Minister at the Foreign Office headquarters, and as Ambassador to Lebanon. As Ambassador to Cyprus, he also was the Special Envoy of the German Government for the Cyprus Question. In 2006, Ambassador Wittig was appointed Director-General for the United Nations and Global Issues at the Foreign Office in Berlin.
This June Ambassador Wittig and his wife, Mrs. Huberta von Voss-Wittig are hosting the Washington National Opera’s 2015 Opera Ball at their residence, one of the city’s major cultural, philanthropic and social events.

The reservist camaraderie flight service “RK Flugdienst” represents an absolute rarity in the Association of reservists of the German armed forces [VdRBw] as only flying reservist Fellowship in Germany. The basic idea was to offer an interesting project of reservist soldiers. In contrast to traditional reservist activities, the realization of flight operations with historic aircraft of the German Bundeswehr was the primary objective.
Numerous meetings with the Federal Defence Ministry of Germany were required for the implementation of the concept of reservist camaraderie flight service. Initial concerns could be removed by benevolent support of important decision makers, so that the successful establishment of the flight service could take place on the 01.03.1993 in the Bundeswehr barracks located near Appen, germany. At the time of OStFw D.r. Hagen Hamm and a small circle of other aviation-enthusiastic comrades founded the RK flight service which has now grown to over 100 members in the country and abroad. The flight service includes a multi-layered structure of members such as skilled aviation technicians, experienced pilots and a variety of aviation-interested persons.
To fulfill their task, RK Flugdienst took over two twin-engined Dornier DO 28 D2 Skyservant built in 1973, which still fly today for the purpose of public relations. These aircraft are currently the only units of their type certified in Germany.
In addition to the DO 28 Skyservant D2 the RK air service also has a Dornier DO 27 A4 MFD in 1960, as well as on a Piaggio P 149 MFD in 1959
The type designation Dornier Do 28 comprises two different twin-engine STOL utility aircraft, manufactured by Dornier Flugzeugbau GmbH. Most of them served with the German Air Force and Marineflieger and other air forces around the world.
The Dornier company was given financial assistance from the German government to develop a larger STOL transport to carry up to 13 passengers. The type was designated the Do 28D and later named Skyservant. The Do 28D was a complete redesign and shared only the basic layout and wing construction of the earlier versions. The fuselage and engine nacelles were rectangular, unlike the rounded Do 28A/B. The aim was to develop a simple and rugged aircraft for use under arduous conditions, which could be easily maintained. With a crew of two pilots, the cabin accommodated up to 12 passengers; freight could be loaded easily through large double doors and with the seats removed the cabin gave 283 sq ft (26.3 m2) of unobstructed space. The first flight of a Do 28D took place on 23 February 1966 and the type was publicly exhibited at the Paris Air Show at Le Bourget airport in June 1967.
A further variant of the Skyservant was the Do 28D-2/OU (Oil Unit). Two aircraft were fitted with radar and SLAR (Side-Looking Airborne Radar) to monitor oil pollution in the Baltic and North Seas. Painted in a white scheme, they were operated between 1984 and 1995 by MFG 5 of the Marineflieger, on behalf of the German Transport Ministry. These aircraft are easily recognised by the fuselage-mounted SLAR antenna and a radome under the cockpit. In 1991, both aircraft operated for several weeks in the Persian Gulf during the Gulf War under the control of the United Nations. These two aircraft were replaced by the Do 228 at the end of 1995. These Skyservants are preserved in the Aeronauticum museum at Nordholz.
In 1997, the Hungarian engineer Andreas Gál developed a conversion based on a D-variant, that was intended to meet the requirements of skydivers. Instead of the Lycoming piston engines, Gál had two Walter M601-D2 turboprops, modified three-blade propellers and a skydiving kit installed by Aerotech Slovakia on seven planes. The Do 28 series consists of the fundamentally different Do 28 A/B (1959) and Do 28 D Skyservant (1966).

In the latest episode of our Canadian Cannabis series, we take a look at how Canada is missing out on an economic windfall by continuing down a path of restrictive marijuana policies.
Fucked Up's Damian Abraham, a medical marijuana user and overall weed enthusiast, went out to Vancouver and Denver to compare the grey market of dispensaries in British Columbia (which are now in the crosshairs of the federal government) to Denver's regulated legal weed economy.
He meets with weed entrepreneurs in both cities and chats with the decision makers who are trying to make pot easy to get on both sides of the border.

Jürgen Stark has been a member of the Executive Board of the European Central Bank since June 2006. Within the Executive Board, he is responsible for Economic and Monetary Analysis. Raised in Germany's Rhineland-Palatinate, he studied economics at the Universities of Hohenheim and Tuebingen, receiving a doctorate in 1975. From 1978 to 1998, Dr Stark held economic policy positions in the German Federal Government. From 1998 to 2006, he served two consecutive terms as Vice President of the Deutsche Bundesbank.
