Frank Edgar Evans (19 November 1876 – 25 November 1941) served as an infantryman in the Spanish–American War, and was commissioned in the United States Marine Corps on 15 February 1900.
He was born in Franklin, Pennsylvania on 19 November 1876. He served in the Philippines and in the United States prior to World War I, during which he won the Navy Cross and other awards for the distinction of his service in the Marine Brigade of the American Expeditionary Force in France. His postwar service included duty in Haiti, where from 1927 to 1930 he commanded the Constabulary Detachment and was Chief of the Gendarmerle d'Haiti. Brigadier General Evans also was District Marine Officer of several Naval Districts. Retired 1 December 1940, he made his home in Honolulu, Hawaii, where he died 25 November 1941.
The destroyer USS Frank E. Evans (DD-754) was named in his honor.

Plot: What if an umbrella could do more than just protect its user from mere sun or rain? What if it could protect its user from pain? Jared Evans' umbrella does just that. Sure, it may not be real to anyone except him, but whenever pain, fear, or any other unpleasant emotion threatens to rear its ugly head, Jared has only to release his imaginary umbrella to escape into a world that he is all too familiar with... numbness. It's not until his counselor, Henry Green, convinces him to carry around a real umbrella instead, that Jared begins to understand; his umbrella may protect him from pain, but it also protects him from life. Plot: A lecherous thief posing as a preacher is wandering in northern coastal Mexico. After stealing a car and evading police, he stumbles on a small coven of mysterious witches living in a seaside mansion. Plot: Marshal Clark sends Lash La Rue and Fuzzy Q. Jones to break up a gang of counterfeiters, led by Jim McCord, operating in a deserted village across the border. On the way, they chase off three outlaws in pursuit of a wagon carrying Frank Evans and his daughter Jane, who are trying to escape from the outlaw's hideout. Lash leaves Fuzzy to guard the buckboard while he escorts the Evans' to a friend's cabin, and returns to find Fuzzy missing and a note, signed by the Frontier Phantom, advising him to get out of the country. He returns to the cabin and also finds Evans and his daughter gone, but runs into the Frontier Phantom, who is his exact double and his long-lost twin brother. They fight, Lash wins and takes the Phantom's clothes and heads for the outlaw stronghold. There he finds Fuzzy has been made chief cook-and-bottle washer and janitor. McCord thinks there is something different about the Phantom and sends henchmen Turk and Buck to trail him. Lash gets rid of Buck, but Turk returns to McCord's with the news of his real identity. Lash returns and is soon involved in a one-sided gun battle. Fuzzy goes for help and encounters the real Frontier Phantom who rides to the gun fight to join his brother.
