As more than 140 world leaders converge in Paris to try to reach an agreement to prevent irrevocable climate change, discontent is growing outside the conference halls among those who say what countries have pledged so far is not enough.
The State of Emergency declared by French president François Hollande in the aftermath of the deadly Islamic State terror attacks in Paris means the long planned Paris Climate March is outlawed, along with all other protests during COP21. But even during this security lockdown, climate activists from around the world have traveled to Paris and are refusing to be silenced.
VICE News follows activist collective Brandalism as it takes over key advertising spaces to highlight the links between consumerism, fossil fuel dependency and climate change. We meet young climate activists finding creative ways of circumventing the protest ban, and we’re on the scene at Place de la Republique as frustrated protesters get teargassed by police after defying the state of emergency rules.

As the COP21 climate talks reach their final crucial stages, outside of the negotiation halls in Paris environmental NGOs, grassroots organizations, climate justice activists and trade unions from all over the world have been uniting to form a new global green movement.
One of its driving forces is Canadian social activist Naomi Klein, author of This Changes Everything, Capitalism vs The Climate. She has been speaking at activist meetings and talking to UK Labour Party leader Jeremy Corbyn, who before being elected committed to a 100 percent sustainable energy transition in the UK by 2030.
The last week of the COP21 has seen the opening of the climate action zone, a space for civil society to mobilize and prepare its final protest showdown at the end of the conference on December 12, now known as “D12”.
VICE News meets Naomi Klein and Jeremy Corbyn and finds out what this new international climate justice movement has in store for the end of the summit.

At the COP21 Paris Climate Talks, the prospect of nations reaching an agreement preventing irrevocable climate change is looking bleak, and discontent is growing among the activists on the ground. Environmentalists feel particularly targeted under the state of emergency imposed after the terror attacks. Squats are being raided by police, climate activists are being put under house arrest around France without committing any crime, and hundreds of people who defied the protest ban to attend a mass demonstration were tear gassed and arrested.
In this dispatch, VICE News hears from United Nations Secretary General Ban Ki-Moon at a chic COP21 opening party, visits the COP21 to talk to an expert to find out why we’ve had 20 summits and still no agreements, while carbon emission levels continue to rise. We visit one of the 24 climate activists under house arrest, and we attend an international climate justice conference hoping to achieve what it believes the UN can’t.

The event aims to amplify youth voices on climate change and to elevate young people into the center of climate action planning and implementation. At the side event there shall be discussed concrete innovative concepts, tools and campaigns that provide young people with opportunities and resources for meaningful and rewarding participation in globally coordinated local multistakeholder action for the public good.
In the first panel Global Challenges Action Network (GloCha) key players and partners will present a set of youth engagement initiatives and innovative resource mobilization efforts:
- the 2015 Global Challenges (GloCha) Youth Music Contest #GYMC15 (Communication)
- #GiveYouthaChance #GloCha Crowdfunding Campaign (Resources)
- GloCha Global Challenges Youth & ICT Centers (Technology)
With the second panel the organizers provide global youth leaders and representatives of partner organizations an opportunity to present their youth empowerment programs and thoughts.
Recommendations from the Commonwealth Youth Expert Group Meeting on Climate Change will be presented & discussed in second panel as well.

Dans la salle du Bourget, l'heure est alors à l'ovation, car cet accord qui lie désormais 196 parties (195 pays plus l’Union européenne) est sans précédent pour lutter contre le réchauffement climatique, dont la vitesse inédite menace l’humanité de catastrophes climatiques. "Le projet d'accord proposé est différencié, juste, durable, dynamique et juridiquement contraignant", avait expliqué un peu plus tôt le ministre des Affaires étrangères.
L'objectif commun fixé par les pays lors de la COP21 est de contenir le réchauffement climatique en dessous de la barre des 2 degrés, d'ici la fin du siècle, et même de le limiter à 1,5 degré. Ce but des 2 degrés par rapport à l’ère préindustrielle avait été acté en 2009 à Copenhague, mais la COP15 s’était soldée par un fiasco retentissant dont le spectre a plané, jusqu’au bout, sur la Conférence du Bourget. Cette fois, les 195 pays représentant 96 % des émissions de gaz à effet de serre mondiales ont mis de côté une partie de leurs divergences et se sont engagés à agir pour limiter la hausse des températures. "A Paris il y a eu bien des révolutions depuis des siècles, mais aujourd'hui, c'est la plus pacifique qui vient d'être accomplie", a lancé François Hollande.
Mais l’euphorie du week-end passée, vient le temps de l’analyse et beaucoup reste à faire pour que les promesses plus ou moins ambitieuses prises par les Etats se concrétisent. Global carbon emissions have increased by more than 48 percent since 1992, when the first UN climate change conference took place in Rio de Janiero.
And with average global temperatures set to rise by three or four degrees celsius, scientists have warned that if emissions continue to rise, we will pass the threshold after which climate change will become catastrophic and irreversible.
With so much at stake, more than 40,000 delegates from 195 countries are attending COP21 in the French capital, Paris; tasked with reaching the first truly universal climate pact.
But will the summit lead to a meaningful agreement on carbon emissions?
On this week's Counting the Cost we're going around the world to show you the effects of climate change, and we'll be hearing from all sides of the argument.
Jennifer Morgan, the director of the Climate Program at the World Resources Institute, joins the programme to discuss whether a deal can be reached.

'The Road to Paris' Climate Series: The Significance of COP21
Please join us on Thursday, March 12th, 2015 from 10:00 a.m. to 11:00 a.m. for a public address by Secretary of State John F. Kerry on the importance of the 2015 Conference of the Parties (COP21) climate change negotiations.
As the annual COP21 international climate negotiations draw near, and as the world experiences symptoms of climate change including increased precipitation, sea level rise, and heat waves, the next few months are crucial. Reducing climate pollution and transitioning to a clean-energy economy will require a global effort. Many are looking to the United Nations Framework Convention on Climate Change (UNFCCC), an international treaty, to deliver that outcome.
As the United States and key partners around the world embark on the road to Paris, the progress achieved between now and December is key to whether the world rises to the challenge of curbing climate change. Secretary Kerry will speak about the US government's clmiate efforts, place climate negotiations in a global context, and outline why climate change is a priority for the nation's chief diplomat.

One of the largest and most important international climate meetings is about to take place. On November 30, governments from around the world will gather at COP21 in Paris to (hopefully) finalize and agree to a deal that keeps the global temperature increase to below 2°C. The outcome in Paris could signal the future direction and ambition of global climate action. Many greet this optimism with cautionary notes, reminiscent of countries’ previous failures to secure a global deal, and muted expectations heading into COP21. There are already some hints of what we can expect in Paris, including the US, China, and other countries recent pledges to reduce emissions.
But what actually happens behind closed doors? What can COP21 achieve and what does that mean for the future governance of our climate?
This public dialogue was held on Sep 24th by Jennifer Allan, a seasoned veteran of global climate negotiations. It took place at Simon Fraser University, Harbour Centre, in Vancouver. Jennifer Allan shed light on how COP21 is organized and how the various negotiators interact. She also gave an insiders perspective on some of the stories we're expecting to emerge as well as key countries and actors to watch.
