Oregon Gov. John Kitzhaber announced his resignation on Friday, after alleged ethical breaches involving his fiancée prompted a criminal investigation. Just months after being re-elected to a fourth term, Mr. Kitzhaber, a 67-year-old Democrat, bowed to mounting pressure to resign amid media reports that his fiancée, first lady Cylvia Hayes, was allegedly being paid to represent an array of interest groups at the same time she was helping formulate policies in his administration that involved those groups. Oregon has no office of lieutenant governor, so Mr. Kitzhaber will be succeeded by another Democrat, Secretary of State Kate Brown. Ms. Brown, a 54-year-old former legislative leader, would be the first openly bisexual governor in the nation. In a letter announcing his resignation, Mr. Kitzhaber said, “It is not in my nature to walk away from a job I have undertaken.” But, he added, “I have become a liability to the very institutions and policies to which I have dedicated my career and, indeed, my entire adult life.”

Press Conference: Male Shooter, Age 20, at Umpqua Community College Was “Neutralized” and Killed When Encountered by Police
In a press conference at 1:42 p.m. PT Douglas County Sheriff John Hanlin reported that law enforcement responded to a report of an active shooter, encountered the shooter, and neutralized the shooter. The shooter was only described as a male, and the shooter was neutralized and killed by the initial responding officers. Sheriff Hanlin only confirmed that there were fatalities and injuries. No count of victims was announced at the press conference. The shooter is described as a 20-year-old male, according Kate Brown, Oregon Governor.
Oregon shooting: Suspect dead after college rampage
(CNN)—[Breaking news, posted at 4:49 p.m. ET]
After learning about an active shooter at Oregon's Umpqua Community College, officers from around Douglas County "engaged that suspect (and) there was an exchange of gunfire," Douglas County Sheriff John Hanlin said.
He told reporters the shooter is dead.
[Original story, posted at 4:15 p.m. ET]
Preliminary information indicates 10 people were killed and more than 20 others injured when a gunman opened fire at Oregon's Umpqua Community College on Thursday, said Oregon State Police spokesman Bill Fugate.
Live blog
Douglas County Commissioner Chris Boice told CNN that the shooter is in custody. It was not immediately clear whether the shooter was injured.
Investigators are examining social media postings made by a man, thought to be in his late 20s, who they believe is the suspect, said a source with knowledge of the investigation.
The night before the attack, the alleged shooter appears to have had a conversation with others online about his intentions, the source said.
"We arrived to find multiple patients in multiple classrooms. Law enforcement was on scene and had the shooter neutralized," Douglas County Fire Marshal Ray Shoufler told CNN.
He said that two patients died while being transported to a hospital.
The shooting appears to have started in one building before the gunman moved to the school's science building, the source told CNN. Those killed and wounded were found in at least two classrooms.
Mercy Medical Center posted on Twitter that it had received nine patients, with three more on the way. The extent of their injuries was not known.
Three victims arrived at PeaceHealth Sacred Heart Medical Center at RiverBend in Springfield, about 70 miles north of the shooting scene. Two more are on their way, that hospital tweeted.
ATF agents were also on scene and canine teams are en route to search for explosives, fire arms casings and ammunition, a spokesman said. The FBI was en route.
'This is so out of character'
Earlier, authorities had said they were responding to reports of an active shooter at the Roseburg college campus.
Roseburg is a city of about 22,000 people located about 70 miles south of Eugene, Oregon, and some 180 miles south of Portland.
The school itself is up on a hill outside the city center, according to Rick Francona, a CNN military analyst who lives nearby. Francona said that logging is a big industry in the region, which is fairly rural but easily accessible from Interstate 5.
"This is so out of character for this whole area," he said.
News of the shooting quickly reached Washington, with the state's senior senator, Ron Wyden, visibly shaken and Sen. Jeff Merkley tweeting that he was praying for the victims and their families.
President Obama was briefed on the situation and will continue to receive updates throughout the day.
The school
A picturesque campus in the North Umpqua River Valley, the school prides itself on a "a peaceful, safe atmosphere, and year-round recreational activities," according to its website.
It's not a traditional institution of higher learning, as the average age of its 13,600 students was 38 during the 2013-2014 school year. Only 740 of those were full time, 2,437 were part time and more than 10,000 fell under the umbrella of "community education."
It first began teaching classes out of rented facilities in 1961. Elton and Ruth Jackson donated 98.5 acres to house the campus in 1965.

Welcome to Portland, Oregon, where you can experience the laid-back atmosphere of the Pacific Northwest amid beautiful natural surroundings.
A Portland tour is easily accomplished on foot; this city was designed for pedestrians, so you’ll be able to get around quickly. As you stroll along, you’ll find plenty of parks, fountains, and buildings old and new to explore. Be warned, this city is known for its sudden showers, so make sure you bring an umbrella to shield yourself until the sun makes a triumphant return.
If you like a good brew, you’re going to love Portland’s alter-ego, Beervana – so named thanks to all the breweries located here. Wine snobs, don’t despair; you’ll find plenty to drink (responsibly) in the Willamette Valley while you continue your Portland sightseeing.
If you’re here with the kids – or you just really love animals – don’t forget to stop by the Oregon Zoo, home to eagles, bobcats, and a ton of other feathered, furry, and scaled critters. Travelers with children will also love the Portland Children’s Museum, where the little ones can learn from and play with interactive exhibits.
Whether you’re here for the beautiful views or to responsibly sample the vintages in the valley, Portland has something for everyone. What are you going to do when you get there?

Portland is a city located in the U.S. state of Oregon, near the confluence of the Willamette and Columbia rivers. Portland is Oregon's most populous city, and the third most populous city in the Pacific Northwest region, after Seattle and Vancouver.
The most important places to visit in Portland are: Mount Hood (it's hard to miss this majestic mountain when you're in Portland. Oregon's highest mountain offers plenty of outdoor activities year-round), Oregon Zoo (a great place for family entertainment. The zoo has many beautiful and exotic species), City Hall (the historic renaissance style building is home of the Portland city government), Japanese Garden (situated on a hill overlooking Portland, this magnificently landscaped garden is considered one of the best Japanese gardens outside of Japan), Downtown (Portland has a well-planned, thriving urban center with many great restaurants, wide pedestrian areas and entertainment options) and many more.
If you want to save time and money, the most important Portland travel tip is to compare prices before booking a hotel room or a flight. You can do this for free on http://bookinghunter.com, a site that searches through hundreds of other travel websites in real time for the best travel deals available.

In this travel video tour of Portland, Oregon, I travel to Portland, one of the most unique cities in the United States.
I started my trip off by hopping off a plane and then immediately hopping onto a bus. But not just any bus, a bus operated by Brewvana Brewery Tours, the mostly women-run craft beer brewery tour company. Portland, or know as Beervana to some, is home to 55 breweries within its borders, and is truly a beer-lover's paradise. On my tour we made stops at Rogue Ales & Spirits, Laurelwood Pubic House & Brewery, Widmer Brothers Brewery and Sidecar Bar, where I had the chance to sit down over a pint with the founder and owner of Brewvana, Ashley Rose Salvitti.
While in Portland, I stayed at the Tiny House Hotel, a hotel made up of, you guessed it, tiny houses. In the next portion of my video guide I give a tour of my "crib" to show what it's like to live and stay in a tiny house.
Then, in an effort to get a chance to experience the famed brunch scene in Portland, I stopped in at The Tin Shed Garden Cafe, located down the street from where I was staying in the New Alberta Arts District.
In the interest of learning more about food, I headed to the downtown location of the Portland Farmers Market, located in a beautiful stretch of downtown Portland. Here, I got a tour of the grounds with Mona Johnson, then had the opportunity to meet up with some of the vendors, including Matt Choi of Choi's Kimchi Company, and famed chef and artisanal pickle impresario, David Barber of Picklopolis and Bingo! Sandwiches.
In need of a little peace and serenity, I then visited the Lan Su Chinese Garden, a peaceful and beautiful oasis in an otherwise busy and hectic part of downtown.
When visiting Portland, there's no reason to spend all your time in the city, especially with so much to do outside the city limits. The next day I took a road trip with local Matthew Domingo to explore the Columbia River Gorge and the numerous trails and waterfalls just off the road you can check out.
Then, to wrap things up, we stopped in at Hood River Organic near the riverside town of Hood River, an organic orchard and farm run by East Coast ex-pat Dan Thall, who gave us a tour of his land. Once the day ended we then headed out to happy hour at Solera Brewery in the imposing shadow of Mount Hood and then into town for a dinner featuring mushroom pizza with mushrooms Dan had grown and recently delivered to the restaurant.

The office of Oregon Governor Kate Brown has denied a request from her predecessor John Kitzhaber for help paying the fallen Democrat's legal bills amid an ongoing federal criminal corruption investigation. Kitzhaber resigned in February amid allegations that his fiancée, Cylvia Hayes, used her role in his office for personal gain. The allegations snowballed in the days before he stepped down as media reported that Hayes received $118,000 in previously undisclosed consulting fees in 2011 and 2012. The fees came the Washington-based Clean Economy Development Center, while Hayes also advised the governor on energy policy. He has denied wrongdoing and no charges have been brought in the federal investigation. Kitzhaber is an attorney, but a spokeswoman for Brown says he requested legal defense money shortly after his resignation.

John Kitzhaber; Bill Sizemore
"This week, Oregonians will have the opportunity to hear two very different plans for our state's future. More than any other political debate this season, City Club's gubernatorial debate will feature two candidates whose political visions are as different as night and day.
As Oregon continues to change, many feel that it is time to decide how we want to shape the future of our state. Incumbent Governor John Kitzhaber and his Republican opponent Bill Sizemore both want to achieve sizeable goals in areas like education, taxation, budgetary spending, land use, and the environment. They both have strong ideas on how to make change happen. The challenge for informed voters will be to decide which candidate has the best ability to responsibly plan for Oregon's future while maintaining stable leadership in the present."

Presented on December 14, 1990
The Honorable Neil Goldschmidt, Governor of Oregon
"After four years at the helm of state leadership, Gov. Neil Goldschmidt is preparing to leave office. In his final ""State of the State"" address, he will talk about the legacy his administration leaves behind and the challenges just ahead.
Goldschmidt launched the ""Oregon Comeback"" shortly after he was sworn into office. His goal—to help the state emerge from a recession and build a bold new economic future—has been largely realized. His vision powered the creation of a children’s agenda, increased the state's ability to fight crime, and sparked an academic partnership to improve higher education in the Portland area.
The governor's farewell address will include an imaginative and moving tribute to Oregonians who have made a difference for the state. The entire program will be devoted to the governor's presentation, and will not include the customary question and answer period.
Goldschmidt was elected to the Portland City Council in 1970, and became the city's mayor two years later. In 1979, while still mayor, he was selected by President Jimmy Carter to become U.S. Secretary of Transportation. He served in the cabinet post until 1981. He was a NIKE executive prior to becoming governor. Reserve early for what promises to be an exciting and memorable program. "

Sen. Tony Meeker, Senate Republican leader; Sen. John Kitzhaber, Senate president; Rep. Vera Katz, speaker, House of Representatives: Rep. Randy Miller, assistant House Republican leader
"The 64th legislative assembly is starting on a note of optimism as it looks forward to working with the new governor on Oregon's comeback. But the challenges are there as always. The House has a razor-thin 31-29 demo- cratic majority. Issues such as liability insurance and worker's compensation promise to test the legislature's ability to compromise. Problems with school closures, economic development, corrections, and balancing the budget may require complex, difficult solutions.
Our speakers this Friday will comment, from their perspective, on the most important issues facing the 1987 legislature and on their expectations for working with Governor Goldschmidt and each other. The program will then be open for questions from the audience. Gail Achterman, immediate past Program Committee chair and newly appointed assistant to the governor for natural resources, will moderate the question and answer period. "

Phil Keisling, secretary of state, State of Oregon; Tom Hartung, state senator, District 3, State of Oregon; Jean Thorne, Governor's education and workforce policy advisor, Office of the Governor, State of Oregon
"For three sessions running, the Oregon Legislature has been debating the merits of charter schools. This year, the Senate and House of Representatives are putting the final touches on a charter school bill that will likely reach the Governor's desk before the legislative session ends. And if the bill doesn't make it through the rigors of Salem this time, we may next see the question of charter schools before voters as an initiative on the 2000 ballot.
What's the delay? With so much visibility across the country and the federal government's active support of charter schools, why hasn't Oregon jumped on the majority bandwagon? Currently, thirty-two states and the District of Columbia have approved charter school legislation. Will Oregon be the next state to try charter schools as a solution to Oregon's public school problems?
Although many charter school advocates see them as a way to promote innovation and creativity in our public school system, others are concerned that the success rate of charter schools is too uncertain to test in our already underfunded public school system. This week, Secretary of State Keisling, Senator Hartung, and Governor's Advisor Jean Thorne will debate the past, present, and future of charter schools in Oregon."

Governor Barbara Roberts
"Following the passage of Measure 5, Gov. Barbara Roberts launched a Conversation with Oregon to find out what level of government services Oregonians wanted and how they wanted to pay for those services. She also organized the Task Force on State Government to identify program inefficiencies and recommend improvements. In doing so, Gov. Roberts acknowledged that voters won't accept any tax reform until state government is streamlined.
Now the Conversation is over, and preliminary task force recommendations suggest that major restructuring of government programs may be on the way. Critics have called the task force recommendations a distraction from the dilemma posed by Measure 5. With the measure diverting more than one third of the state's budget to schools by 1995, critics contend that consolidating or eliminating some state programs won't come close to solving the problem. How useful was the Conversation? What cuts make sense because of Measure 5? And what are the governor's plans for tax reform?
Gov. Roberts will discuss her intentions to streamline state government and rebuild government's credibility with Oregonians. She will talk about the importance of these actions as crucial steps toward building a balanced, fair and stable tax structure that supports services at a level Oregonians want and need.
Gov. Roberts was elected to the state House of Representatives in 1981. Three years later she was elected secretary of state, and won reelection to the post in 1988. When Neil Goldschmidt declined to run for a second term, she declared her candidacy and won the office of governor in November 1990. She is one of only three women governors currently serving in the United States. "

"On the heels of his appointment as Governor Kulongoski’s deputy chief of staff for economic development, technology and innovation, Allen Alley will discuss the Governor’s agenda to make Oregon the international leader in sustainable business.
Alley will speak about the governor’s plan to leverage Oregon’s reputation as an international leader in environmental stewardship, one built on innovative land-use planning, renewable energy, green building and recycling initiatives. At the recent Oregon Economic Leadership Summit, Alley argued: “Economic development in harmony with our planet is not only the right civic thing to do, it’s the right business decision.” At City Club, Alley will outline the governor’s plan, which forecasts an increase of $14.8 billion in state revenue for the next biennium.
Despite the enthusiasm, critics claim that the gov¬ernor’s plan is largely silent on corporate tax rebates and rising energy prices. Alley will be on hand to answer the tough questions: What does economic sustainability really mean? How will new legislation affect local and state business sectors? How will it affect other initiatives for transportation, education, tax reform, heath care and economic development?
Alley, a Republican working in a Democratic administration, is known for co-founding Pixelworks, a fabless semiconductor company with cumulative revenue of $800 million since its founding in 1997. He served as president, chief executive officer and chairman of the board, which he left in December to pursue his interest in public policy. Prior to his career at Pixelworks, Allen was a vice president at InFocus Systems and has more than 30 years experience in engineering, venture capital and entrepreneurship.
Join us for this Friday Forum as we explore the future of Oregon’s green business practices and their impact on the economy. "
