A shotgun (also known as a scattergun and peppergun, or historically as a fowling piece) is a firearm that is usually designed to be fired from the shoulder, which uses the energy of a fixed shell to fire a number of small spherical pellets called shot, or a solid projectile called a slug. Hunting, defensive, and military
Brenneke and Foster type slugs have the same basic configuration as normal slugs, but have increased accuracy. The hollowed rear of the Foster slug improves accuracy by placing more mass in the front of the projectile, therefore inhibiting the "tumble" that normal slugs may generate. The Brenneke slug takes this concept a bit further, with the addition of a wad that stays connected to the projectile after discharge, increasing accuracy. Both slugs are commonly found with fins or rib, which are meant to allow the projectile to safely squeeze down during passage through chokes, but they do not increase stability in flight.
Flechette rounds contain aerodynamic darts, typically from 8 to 20 in number. The flechette provide greatly extended range due to their aerodynamic shape, and improved penetration of light armor. American troops during the Vietnam War packed their own flechette shotgun rounds, called beehive rounds, after the similar artillery rounds. However, terminal performance was poor due to the very light weight of the flechettes, and their use was quickly dropped.
Frag-12 shotgun rounds are a series of special purpose shotgun grenades, including high explosive blast, fragmentation, and HEAP grenades intended to be fired from any 12-ga shotgun. They are distinguished from regular shotgun rounds by a green hull. It has been proposed as an armament for modern UAVs and is currently being tested for military deployment.
Grenade rounds use exploding projectiles to increase long range lethality. These are currently experimental, but the British FRAG-12, which comes in both armor penetrating and fragmentary forms, is under consideration by military forces...

When fired, the slugs separate, pulling the wire taut creating a flying blade, which could theoretically decapitate people and animals or amputate limbs. However, many active shotgun users consider this to be overstated, and view bolo shells as being less effective than conventional ammunition. Bolo shell rounds are banned in many locations (including the US states of Florida and Illinois) due to concerns about their potential lethality. The round is named in reference to bolas, which use two or more weighted balls on a rope to trap cattle or game.
Dragon's Breath usually refers to a zirconium-based pyrotechnic shotgun round. When fired, a gout of flame erupts from the barrel of the gun (up to 20 ft). The visual effect it produces is impressive, similar to that of a short ranged flamethrower. However, it has few tactical uses, mainly distraction/disorientation.
Flare rounds are sometimes carried by hunters for safety and rescue purposes. They are available in low and high altitude versions. Some brands claim they can reach a height of up to 200 m (660 ft).

The use of force involves the use of physical restraint – usually by a member of members of a law enforcement agency such as a police force – to gain control of an unruly person or situation.
Use of force doctrines can be employed by police forces and soldiers on guard duty to regulate the actions of, respectively, police and guards. The aim of such doctrines is to balance the needs of security with ethical concerns for the rights and well-being of intruders or suspects. Injuries to members of the public tend to focus attention on self-defense as a justification and, in the event of death, the notion of justifiable homicide.

A revolver is a repeating firearm that has a cylinder containing multiple chambers and at least one barrel for firing. The first true revolver — a flintlock — was made by Elisha Collier in 1818. The percussion cap revolver was invented by Samuel Colt in 1836. This weapon became known as the Colt Paterson. The first cartridge revolvers were produced around 1856 by Smith and Wesson. The original name was "revolving gun"; the short-form "revolver" is universally used.
As the user cocks the hammer, the cylinder revolves to align the next chamber and round with the hammer and barrel, which gives this type of firearm its name. The hammer-cocking happens either directly (via the shooter pulling it back) or indirectly (via the first portion of the trigger pull in double-action revolvers.) In modern revolvers, the revolving cylinder typically chambers five or six rounds, but some models hold 10 rounds or more. Revolvers are most often handguns, but other weapons may also have a revolving chamber. These include some models of grenade launchers, shotguns, and some rifles.

A revolver works by having several firing chambers arranged in a circle in a cylindrical block that are brought into alignment with the firing mechanism and barrel one at a time. In contrast, other repeating firearms, such as lever-action, pump-action, and semi-automatic, have a single firing chamber and a mechanism to load and extract cartridges into it.
A single-action revolver requires the hammer to be pulled back by hand before each shot, which also revolves the cylinder... In contrast, with a self-cocking revolver, one long squeeze of the trigger pulls back the hammer and revolves the cylinder then finally fires the shot...
Most modern revolvers are "traditional double-action", which means they are able to operate either in single-action or self-cocking mode...
Most commonly, such guns have a 5- or 6-shot capacity, hence the common names of "six-gun" or "six-shooter". However, some revolvers have a 7- to 10-shot capacity, often depending on the caliber. Each chamber has to be reloaded manually, which makes reloading a revolver a much slower procedure than reloading a semi-automatic pistol.
The alternatives are a replaceable cylinder, a speedloader which can reload all chambers at once, or a moon clip that holds a full load (or even half of one in the case of a half-moon clip) of ammunition and that is inserted along with the ammunition...

In general, revolvers stand up to long-term neglect better than semi-automatics, an example of neglect being the common scenario of a civilian who keeps a weapon for defense but rarely shoots or maintains it. A revolver can be kept loaded and ready to fire without fatiguing any springs and is not very dependent on lubrication for proper firing. However, a revolver is generally not as resistant to abuse as a semi-automatic... The revolver's clockwork-like internal parts are relatively delicate and can become misaligned after a severe impact, and its revolving cylinder can become jammed by excessive dirt or debris.
Over the long period of development of the revolver, many calibers have been used. Some of these have proved more durable during periods of standardization and some have entered general public awareness. Among these are the .22 rimfire, a caliber popular for target shooting and teaching novice shooters; .38 Special and .357 Magnum, known for its police use; the .44 Magnum, famous from Clint Eastwood's "Dirty Harry" films; and the .45 Colt, used in the Colt revolver of the Wild West. A revolver is a repeating firearm that has a cylinder containing multiple chambers and at least one barrel for firing. The first true revolver — a flintlock — was made by Elisha Collier in 1818. The percussion cap revolver was invented by Samuel Colt in 1836. This weapon became known as the Colt Paterson. The first cartridge revolvers were produced around 1856 by Smith and Wesson. The original name was "revolving gun"; the short-form "revolver" is universally used.
As the user cocks the hammer, the cylinder revolves to align the next chamber and round with the hammer and barrel, which gives this type of firearm its name. The hammer-cocking happens either directly (via the shooter pulling it back) or indirectly (via the first portion of the trigger pull in double-action revolvers.) In modern revolvers, the revolving cylinder typically chambers five or six rounds, but some models hold 10 rounds or more. Revolvers are most often handguns, but other weapons may also have a revolving chamber. These include some models of grenade launchers, shotguns, and some rifles.

A revolver works by having several firing chambers arranged in a circle in a cylindrical block that are brought into alignment with the firing mechanism and barrel one at a time. In contrast, other repeating firearms, such as lever-action, pump-action, and semi-automatic, have a single firing chamber and a mechanism to load and extract cartridges into it.
A single-action revolver requires the hammer to be pulled back by hand before each shot, which also revolves the cylinder... In contrast, with a self-cocking revolver, one long squeeze of the trigger pulls back the hammer and revolves the cylinder then finally fires the shot...
Most modern revolvers are "traditional double-action", which means they are able to operate either in single-action or self-cocking mode...
Most commonly, such guns have a 5- or 6-shot capacity, hence the common names of "six-gun" or "six-shooter". However, some revolvers have a 7- to 10-shot capacity, often depending on the caliber. Each chamber has to be reloaded manually, which makes reloading a revolver a much slower procedure than reloading a semi-automatic pistol.
The alternatives are a replaceable cylinder, a speedloader which can reload all chambers at once, or a moon clip that holds a full load (or even half of one in the case of a half-moon clip) of ammunition and that is inserted along with the ammunition...
Compared to autoloading handguns, a revolver is often much simpler to operate and may have greater reliability...
In general, revolvers stand up to long-term neglect better than semi-automatics, an example of neglect being the common scenario of a civilian who keeps a weapon for defense but rarely shoots or maintains it. A revolver can be kept loaded and ready to fire without fatiguing any springs and is not very dependent on lubrication for proper firing. However, a revolver is generally not as resistant to abuse as a semi-automatic... The revolver's clockwork-like internal parts are relatively delicate and can become misaligned after a severe impact, and its revolving cylinder can become jammed by excessive dirt or debris.
Over the long period of development of the revolver, many calibers have been used. Some of these have proved more durable during periods of standardization and some have entered general public awareness. Among these are the .22 rimfire, a caliber popular for target shooting and teaching novice shooters; .38 Special and .357 Magnum, known for its police use; the .44 Magnum, famous from Clint Eastwood's "Dirty Harry" films; and the .45 Colt, used in the Colt revolver of the Wild West. The .40 S&W; (10×22mm Smith & Wesson) is a rimless pistol cartridge developed jointly by major American firearms manufacturers Smith & Wesson and Winchester. The .40 S&W; was developed from the ground up as a law enforcement cartridge designed to duplicate performance of the Federal Bureau of Investigation's reduced-velocity 10mm Auto cartridge which could be retrofitted into medium-frame (9mm size) automatic handguns. It uses 10.16-millimetre (0.4 in) diameter bullets ranging in weight from 6.8 to 13.0 grams (105 to 200 gr).
History
In the aftermath of the 1986 FBI Miami shootout in which two FBI agents were killed and five wounded, the FBI started the process of testing 9mm and .45 ACP ammunition in preparation to replace its standard issue revolver with a semi-automatic pistol. The semi-automatic pistol offered two advantages over the revolver: 1) increased ammunition capacity, and 2) increased ease when reloading during a firefight. The FBI was satisfied with the performance of its .38 Special +P 10.2 g (158 gr) L.S.W.C.H.P. (lead semi-wadcutter hollowpoint) cartridge ("FBI Load") based on decades of dependable performance. Ammunition for the new semi-automatic pistol had to deliver terminal performance equal or superior to the .38 Special FBI Load. The FBI developed a series of practically oriented tests involving eight test events that reasonably represented the kinds of situations that FBI agents commonly encounter in shooting incidents.
During tests of the 9mm and .45 ACP ammunition, the FBI Firearms Training Unit's Special Agent-in-Charge John Hall decided to include tests of the 10mm cartridge, supplying his personally owned Colt Delta Elite 10mm semi-automatic, and personally handloaded ammunition. The FBI's tests revealed that a 11.0–11.7 g (170–180 gr) JHP 10mm bullet, propelled between 270–300 m/s (900–1,000 ft/s), achieved desired terminal performance without the heavy recoil associated with conventional 10mm ammunition (400–430 m/s (1,300–1,400 ft/s)). The FBI contacted Smith & Wesson and requested it to design a handgun to FBI specifications, based on the existing large-frame S&W; Model 4506 .45 ACP handgun, that would reliably function with the FBI's reduced velocity 10mm ammunition. During this collaboration with the FBI, S&W; realized that downsizing the 10mm full power to meet the FBI medium velocity specification meant less powder and more airspace in the case. They found that by removing the airspace they could shorten the 10 mm case enough to fit within their medium-frame 9mm handguns and load it with a 11.7 g (180 gr) JHP bullet to produce ballistic performance identical to the FBI's reduced velocity 10mm cartridge. S&W; then teamed with Winchester to produce a new cartridge, the .40 S&W.; It uses a small pistol primer whereas the 10mm cartridge uses a large pistol primer.
The .40 S&W; cartridge debuted January 17, 1990, along with the new Smith & Wesson Model 4006 pistol, although it was several months before the pistols were available for purchase. Austrian manufacturer Glock Ges.m.b.H. beat Smith & Wesson to the dealer shelves in 1990, with pistols chambered in .40 S&W; (the Glock 22 and Glock 23) which were announced a week before the 4006. Glock's rapid introduction was aided by its engineering of a pistol chambered in 10mm Auto, the Glock 20, only a short time earlier. Since the .40 S&W; uses the same bore diameter and case head as the 10mm Auto, it was merely a matter of adapting the 10mm design to the shorter 9×19mm Parabellum frames. The new guns and ammunition were an immediate success.
The .40 S&W; case length and overall cartridge length are shortened, but other dimensions except case web and wall thickness remain identical to the 10mm Auto. Both cartridges headspace on the mouth of the case. Thus in a semi-auto they are not interchangeable...

During tests of the 9mm and .45 ACP ammunition, the FBI Firearms Training Unit's Special Agent-in-Charge John Hall decided to include tests of the 10mm cartridge, supplying his personally owned Colt Delta Elite 10mm semi-automatic, and personally handloaded ammunition. The FBI's tests revealed that a 11.0–11.7 g (170–180 gr) JHP 10mm bullet, propelled between 270–300 m/s (900–1,000 ft/s), achieved desired terminal performance without the heavy recoil associated with conventional 10mm ammunition (400–430 m/s (1,300–1,400 ft/s)). The FBI contacted Smith & Wesson and requested it to design a handgun to FBI specifications, based on the existing large-frame S&W; Model 4506 .45 ACP handgun, that would reliably function with the FBI's reduced velocity 10mm ammunition. During this collaboration with the FBI, S&W; realized that downsizing the 10mm full power to meet the FBI medium velocity specification meant less powder and more airspace in the case. They found that by removing the airspace they could shorten the 10 mm case enough to fit within their medium-frame 9mm handguns and load it with a 11.7 g (180 gr) JHP bullet to produce ballistic performance identical to the FBI's reduced velocity 10mm cartridge. S&W; then teamed with Winchester to produce a new cartridge, the .40 S&W.; It uses a small pistol primer whereas the 10mm cartridge uses a large pistol primer.
The .40 S&W; cartridge debuted January 17, 1990, along with the new Smith & Wesson Model 4006 pistol, although it was several months before the pistols were available for purchase. Austrian manufacturer Glock Ges.m.b.H. beat Smith & Wesson to the dealer shelves in 1990, with pistols chambered in .40 S&W; (the Glock 22 and Glock 23) which were announced a week before the 4006. Glock's rapid introduction was aided by its engineering of a pistol chambered in 10mm Auto, the Glock 20, only a short time earlier. Since the .40 S&W; uses the same bore diameter and case head as the 10mm Auto, it was merely a matter of adapting the 10mm design to the shorter 9×19mm Parabellum frames. The new guns and ammunition were an immediate success.
The .40 S&W; case length and overall cartridge length are shortened, but other dimensions except case web and wall thickness remain identical to the 10mm Auto. Both cartridges headspace on the mouth of the case. Thus in a semi-auto they are not interchangeable...

Legal experts say the mass arrest of suspects and other actions by judges and prosecutors leave open the possibility of many more such suits and bring into question how there can be a fair trial for any of the defendants.
One hundred seventy suspects were arrested in the May 17 incident, which left nine people dead and 18 others injured.
Dallas attorneys Clint Broden and Don Tittle filed the lawsuits in federal court in Austin on behalf of five clients, naming as defendants in the case McLennan County District Attorney Abel Reyna as well as Waco’s police chief and an unnamed Texas trooper referred to as “John Doe.”
Broden, who represents three of the indicted men, explained why he filed the suits now, ahead of any trial.
“I think we need to get started with this,” he said. “I think we need to get the show on the road, and I anticipate these to be the first of many civil rights lawsuits to be filed.”
Broden said many aspects of the case are questionable. They include the mass arrest of people at the scene, as well as last week's indictment on criminal conspiracy charges of 106 suspects. He contended that many had not come to the Waco restaurant, where the violence unfolded, for anything other than a regional bikers meeting.
He said the basis for the lawsuit "is the denial of basic constitutional rights of these five individuals, such as the right to be free of unlawful arrest, the right to be able to assemble — basic constitutional rights that all of our citizens are provided.”
After announcing the first 106 indictments on November 10, Reyna declined to comment on any of the procedures involved but said more indictments might come the next time the grand jury met.
“We are not done,” he said. “We still have a lot of work to do, and we will continue to do that.”
In the aftermath of the shooting and the mass arrests in May, Waco police — backed by statements from state and federal law enforcement officials — contended that the many of the motorcyclists who had come to Waco were involved in organized crime.
They said the violence resulted from a clash between members of two motorcycle groups: the Bandidos and the Cossacks, both of which they described as gangs.
Membership is no crime
But defense attorneys said belonging to a motorcycle club is not a crime. They contended that the indictments might have been based on someone having been arrested at the scene who was wearing biker garb or biker club patches.
Houston attorney Mark Thiessen, who represents one client, said a person’s apparel should not be ground for arrest for engaging in organized criminal activity.
“Think of the Republic of Texas motorcycle rallies that happen in Galveston and Austin,” he said. “All of these motorcycle rallies have more bikers, and they are all coming with their different groups and patches — how is that not ‘organized criminal activity'?”
Thiessen and other attorneys also said they wanted to see tests done on the bullets taken from the bodies of those killed in the shooting. “Who is responsible for these deaths?” he asked. “Was it all the police? We don’t know yet.”
Waco police have said that three officers on the scene did fire their weapons, expending a total of 12 rounds. But witnesses said they saw several undercover police officers on the scene brandishing weapons, and there has been no official account to clarify who shot whom in the melee.
Attorneys representing the accused are not the only ones complaining about official handling of the Waco case. Legal experts from various civil rights groups, law firms and law schools have raised questions.
“There are problems with the actual charges that they have been charged with, engaging in organized crime to commit murder or assault. There are problems with the grand jury process. There are problems with the evidence that they have for each of these men,” said Amanda Peterson, a former prosecutor who now teaches at the South Texas College of Law in Houston.
Peterson said a criminal indictment is supposed to be for an individual, with particular evidence presented against that individual. But she said the grand jury met for only nine hours, leaving only five minutes per case, assuming that no one went to lunch or took a bathroom break during that entire time.

Federal law enforcement officials said on Thursday, 34-year-old James Morales was arrested in the weekend theft of 16 rifles and handguns from a Army Reserve Center in Massachusetts. Morales was linked to the crime by surveillance video, an electronic monitoring bracelet he had been ordered to wear by a court and blood at the scene. An FBI spokeswoman said he was arrested by the Nassau County Police Department on Wednesday night. The FBI has said it believed the theft was not linked to potential terrorism.

At the Scottish Affairs Committee meeting on Wednesday 18th November 2015, Dundee West MP Chris Law challenged Ed Vaizey, UK Government Minister of State for Culture, Communications and Creative Industries, on the BBC Charter renewal process and its coverage of the 2014 independence referendum.
In the BBC’s own annual review, analysis from audience councils and focus groups found only 48% of people in Scotland think the BBC is good at representing their life in news and current affairs content, compared with 61% in England, 61% in Northern Ireland and 55% in Wales. At the Scottish Affairs Committee's recent meeting in Dundee, BBC Scotland's Director Ken McQuarrie conceded that the BBC had made some ‘mistakes’ in its coverage of the independence referendum.
Q1: I wonder if the Minister might be able to hazard a guess at what those mistakes might have been, and if he can give an assurance that as the BBC Charter renewal process continues, there will be a relentless focus on ensuring that the BBC's political coverage is both fair, balanced, and reflects the breadth of opinion across Scotland and the UK?

The United States Federal Witness Protection Program, also known as the Witness Security Program or WITSEC,[1] is a witness protection program administered by the United States Department of Justice and operated by the United States Marshals Service that is designed to protect threatened witnesses before, during, and after a trial.
A few states, including California, Illinois, New York, and Texas, have their own witness protection programs for crimes not covered by the federal program. The state-run programs provide less extensive protections than the federal program.
The WITSEC program was formally established under Title V of the Organized Crime Control Act of 1970, which in turn sets out the manner in which the United States Attorney General may provide for the relocation and protection of a witness or potential witness of the federal or state government in an official proceeding concerning organized crime or other serious offenses. See 18 U.S.C.A 3521, et. seq. The federal government also gives grants to the states to enable them to provide similar services.

As of 2013, 8,500 witnesses and 9,900 family members have been protected by the U.S. Marshals Service since 1971.[9]
According to Gerald Shur, who created the federal program, about 95% of witnesses in the program are "what we call criminals". They may be intentional criminals, or people who are doing business with criminals, such as the engineer who bought off a mayor "because that's how you do business in the city. In his mind, he wasn't doing anything criminal", as Shur said. A witness who agrees to testify for the prosecution is generally eligible to join the program, which is entirely voluntary. Witnesses are permitted to leave the program and return to their original identities at any time, but this is always discouraged by administrators.[10]
In both criminal and civil matters involving protected witnesses, the U.S. Marshals cooperate fully with local law enforcement and court authorities to bring witnesses to justice or to have them fulfill their legal responsibilities.
Around 17 percent of protected witnesses who have committed a crime will be caught committing another crime, compared to the almost 41 percent of parolees who return to crime.

These cases held that the first amendment does not protect tribal religious practices and referred the issue of protecting Native worship to Congress. In the view of many legal experts, the court's exclusion of traditional Indian worship from the first amendment also seriously weakened religious liberty for all Americans.
Proposed amendments to the American Indian Freedom of Religion Act (AIRFA) passed in 1978, would greatly strengthen protections for Native American religious practices. This week Native American religious and political leaders gather in Portland to testify at the hearing of the Senate Select Committee on Indian Affairs—the first step toward fashioning legislation to restore the rights of Native Americans to worship in the manner of their ancestors.
Vine Deloria, Jr., a member of the Standing Rock Sioux Tribe and a noted author, historian and Native American legal expert, will discuss the threat to Native American religious freedom, and the need for federal law reform. He will describe the need for access to sacred sites and religious sacraments important to Native American holy practices, and the proposed amendments to AIRFA.
Deloria is professor of American Indian Studies and adjunct professor of law at the University of Colorado at Boulder. The historical practice of such presumptive deference, the canon of constitutional avoidance, has been reflected in decades of judicial decisions upholding much Congressional legislation. However, some believe that, in light of courts= observance of the canon of constitutional avoidance, Congress correspondingly enacts legislation without taking care that such legislation is actually constitutional.
In recent years, Congress is increasingly likely to pass acts that run to hundreds or even thousands of pages. The bills are typically drafted by staffers, sometimes hastily written and amended at the last moment, and often not read by legislators before votes are cast. Some bills are passed at the midnight hour, sometimes with provisions for expedited judicial review of the bill's constitutionality, as if Congress is leaving wholly to the judiciary the assessment of a law's constitutionality
Some now assert that, given how Congress enacts legislation, courts should rethink the canon of constitutional avoidance.
Our panel will consider this question and the proper applicability of the canon of constitutional avoidance.
