False Flag Watch 2016: Continuity of Government Plan via FEMA CAPSTONE 2016 (Early March - Mid June)

Since the days of the Cold War, the United States has had a plan in place to continue the operation of the government following a catastrophic attack on the nation's capital. Because of its sensitive nature, details from the classified "Continuity of Government Plan" have been kept secret, even from Members of the House Homeland Security Committee. The 2007 "National Security Presidential Directive 51" directs the geographic dispersion of leadership, staff, and infrastructure in order to maintain the functions of the United States Government in the event the nations capital is “decapitated” by a terrorist attack. Following a catastrophic national emergency, the President, or his successor can authorize the establishment of a temporary "shadow government" to maintain control of the essential functions of the Federal Government. President Bush activated the shadow government on September 11, 2001 shortly after the second attack on the World Trade Center. Every federal agency has designated key individuals to be part of an "Emergency Relocation Group". These ERGs are assigned to an alternate secure location on a rotating basis and are ready to take over the duty of supporting the National Essential Functions of the US in an emergency. The National Exercise Program consists of a two-year progressive exercise cycle that culminates in the Capstone Exercise held in even-numbered years. Operational details of the CAPSTONE Exercise are sensitive and can only be unofficially disclosed. This years CAPSTONE exercises include the following. Eagle Horizon, which is an annual mandatory integrated continuity exercise for all Federal Executive Branch Departments and Agencies. The Eagle Horizon series of exercises allows the Executive Branch to implement integrated, overlapping national continuity concepts in order to ensure the preservation of the US Government and the continuing performance of Essential Functions. CYBER STORM V, which is an extensive DHS cybersecurity exercise designed to strengthen cyber preparedness in the public and private sectors. CASCADIA RISING, which is a Catastrophic Earthquake and Tsunami Exercise to be held in Washington and Oregon. ARDENT SENTRY, which focuses on Department of Defense Support to Civilian Authorities missions and is to be held in conjunction with Cascadia Rising. VIGILANT GUARD, which is a Large-scale multi-state disaster response exercise sponsored by USNORTHCOM and the National Guard Bureau and is also to be held in conjunction with Cascadia Rising. ULTIMATE CADUCEUS, which is a U.S. Transportation Command and Navy, Marine and Army exercise that is also to be held in conjunction with Cascadia Rising. And lastly and most noteworthy in my opinion is MARBLE CHALLENGE 2016, which is a series of FBI-led domestic render safe exercises, that approximates the complexity of conducting operations on 2 ticking nuclear devices in the United States. The overarching exercise series called CAPSTONE is set to run from early March 2016 through Mid-June 2016, with the major elements kicking into play in early May. I personally have a really bad feeling about early May 2016, especially May 1st, otherwise known as May Day. I feel that this CAPSTONE exercise as well as another large scale exercise series called UWEX16 which also runs from March through June, which when combined, gives them the perfect opportunity to pull off a rather large multi-city false flag in the coming months, again with May standing out the most, and Chicago (and D.C.) or somewhere in Nevada standing out the most in terms of likely target locations.
