U.S. Representative Chris Van Hollen, D-MD, published a video on YouTube on October 12, that highlighted H.R. 368, a rule change that essentially guaranteed a government shutdown.

A video published by Democratic Congressman Chris Van Hollen, of Maryland, has revealed that House Republicans made a small last-minute change to House rules -- a change blocking a potential option that could have been taken to avoid the federal government shutdown in its entirety.
The video shows Van Hollen purposefully attempting to invoke clause 4 of rule XXII of the House of Representatives, which states:
"When the stage of disagreement has been reached on a bill or resolution with House or Senate amendments, a motion to dispose of any amendment shall be privileged."
Congressman Jason Chaffetz, R-Utah, was quick to point out that H.R. 368 states that the rule brought up by Van Hollen can only be offered by the House majority leader or his designee:
"Any motion pursuant to clause 4 of rule XXII relating to House Joint Resolution 59 may be offered only by the Majority Leader or his designee."
Previously, clause 4 of rule XXII could be brought up by any member of the House of Representatives to push a bill forward despite disagreements.
Not only did this H.R. 368 change the ability to use clause 4 of rule XXII, but it specifically applied it to House Joint Resolution 59, the appropriations bill that the House of Representatives and Senate are currently in a fight over.
By changing the rules on Sept. 30, House Republicans essentially guaranteed a government shutdown, since the ability to invoke the mentioned rule was transferred entirely to House Majority leader Eric Cantor, R-Va.
Talking Points Memo previously reported about this particular rule change back on Oct. 10, but little attention was paid to the story until the weekend of Oct. 12, when Van Hollen's video was published and posted on social media sites such as Reddit.
Back in Sept. 30, the author of H.R. 368 and House Rules Committee chairman, Congressman Pete Sessions, R-Texas, was questioned by House Rules Committee ranking member, Congresswoman Louise Slaughter, D-N.Y., about the rule change.
"We want a conference," Sessions said as part of his explanation of why H.R. 368 was passed to change the rules.
Slaughter criticized Sessions for the rule change: "I think it's really shortsighted. I think it is an atrocity to the rules of the House and I think you're putting the whole country through this angst and this aggravation that we did not need to go. This one we could have done without."
In the video published by Van Hollen on Oct. 12, Chaffetz attempts to suspend Van Hollen's parliamentary inquiry, to which Van Hollen simply responds, "Democracy has been suspended."

Thatcher's first foreign policy crisis came with the 1979 Soviet invasion of Afghanistan. She condemned the invasion, said it showed the bankruptcy of a détente policy, and helped convince some British athletes to boycott the 1980 Moscow Olympics. She gave weak support to American President Jimmy Carter who tried to punish the USSR with economic sanctions. Britain's economic situation was precarious, and most of NATO was reluctant to cut trade ties.
Thatcher became closely aligned with the Cold War policies of United States President Ronald Reagan, based on their shared distrust of Communism,[107] although she strongly opposed Reagan's October 1983 invasion of Grenada.[147] Reagan had assured Thatcher that an invasion was not contemplated, and thereafter Thatcher felt she could never fully trust Reagan again.[148] During her first year as Prime Minister she supported NATO's decision to deploy US nuclear cruise and Pershing missiles in Western Europe[107] and permitted the US to station more than 160 cruise missiles at RAF Greenham Common, starting on 14 November 1983 and triggering mass protests by the Campaign for Nuclear Disarmament.[107] She bought the Trident nuclear missile submarine system from the US to replace Polaris, tripling the UK's nuclear forces[149] at an eventual cost of more than £12 billion (at 1996--97 prices).[150] Thatcher's preference for defence ties with the US was demonstrated in the Westland affair of January 1986, when she acted with colleagues to allow the struggling helicopter manufacturer Westland to refuse a takeover offer from the Italian firm Agusta in favour of the management's preferred option, a link with Sikorsky Aircraft Corporation. The UK Defence Secretary, Michael Heseltine, who had supported the Agusta deal, resigned in protest.[151]
On 2 April 1982 the ruling military junta in Argentina ordered the invasion of the British-controlled Falkland Islands and South Georgia, triggering the Falklands War.[152] The subsequent crisis was "a defining moment of her [Thatcher's] premiership".[153] At the suggestion of Harold Macmillan and Robert Armstrong,[153] she set up and chaired a small War Cabinet (formally called ODSA, Overseas and Defence committee, South Atlantic) to take charge of the conduct of the war,[154] which by 5--6 April had authorised and dispatched a naval task force to retake the islands.[155] Argentina surrendered on 14 June and the operation was hailed a success, notwithstanding the deaths of 255 British servicemen and 3 Falkland Islanders. Argentinian deaths totalled 649, half of them after the nuclear-powered submarine HMS Conqueror torpedoed and sank the cruiser ARA General Belgrano on 2 May.[156] Thatcher was criticised for the neglect of the Falklands' defence that led to the war, and especially by Tam Dalyell in parliament for the decision to sink the General Belgrano, but overall she was considered a highly capable and committed war leader.[157] The "Falklands factor", an economic recovery beginning early in 1982, and a bitterly divided opposition all contributed to Thatcher's second election victory in 1983.[158] Thatcher often referred after the war to the "Falklands Spirit"; Hastings and Jenkins (1983) suggested that this reflected her preference for the streamlined decision-making of her War Cabinet over the painstaking deal-making of peace-time cabinet government.[159]
In September 1982 she visited China to discuss with Deng Xiaoping the sovereignty of Hong Kong after 1997. China was the first communist state Thatcher had visited and she was the first British prime minister to visit China. Throughout their meeting, she sought the PRC's agreement to a continued British presence in the territory. Deng stated that the PRC's sovereignty on Hong Kong was non-negotiable, but he was willing to settle the sovereignty issue with Britain through formal negotiations, and both governments promised to maintain Hong Kong's stability and prosperity.[160] After the two-year negotiations, Thatcher conceded to the PRC government and signed the Sino-British Joint Declaration in Beijing in 1984, agreeing to hand over Hong Kong's sovereignty in 1997.[161]
Although saying that she was in favour of "peaceful negotiations" to end apartheid,[162] Thatcher stood against the sanctions imposed on South Africa by the Commonwealth and the EC.[163] She attempted to preserve trade with South Africa while persuading the government there to abandon apartheid. This included "[c]asting herself as President Botha's candid friend", and inviting him to visit the UK in June 1984, in spite of the "inevitable demonstrations" against his government.[164] Thatcher dismissed the African National Congress (ANC) in October 1987 as "a typical terrorist organisation".

Argentinian deaths totalled 649, half of them after the nuclear-powered submarine HMS Conqueror torpedoed and sank the cruiser ARA General Belgrano on 2 May.[156] Thatcher was criticised for the neglect of the Falklands' defence that led to the war, and especially by Tam Dalyell in parliament for the decision to sink the General Belgrano, but overall she was considered a highly capable and committed war leader.[157] The "Falklands factor", an economic recovery beginning early in 1982, and a bitterly divided opposition all contributed to Thatcher's second election victory in 1983.[158] Thatcher often referred after the war to the "Falklands Spirit"; Hastings and Jenkins (1983) suggested that this reflected her preference for the streamlined decision-making of her War Cabinet over the painstaking deal-making of peace-time cabinet government.[159]
In September 1982 she visited China to discuss with Deng Xiaoping the sovereignty of Hong Kong after 1997. China was the first communist state Thatcher had visited and she was the first British prime minister to visit China. Throughout their meeting, she sought the PRC's agreement to a continued British presence in the territory. Deng stated that the PRC's sovereignty on Hong Kong was non-negotiable, but he was willing to settle the sovereignty issue with Britain through formal negotiations, and both governments promised to maintain Hong Kong's stability and prosperity.[160] After the two-year negotiations, Thatcher conceded to the PRC government and signed the Sino-British Joint Declaration in Beijing in 1984, agreeing to hand over Hong Kong's sovereignty in 1997.[161]
Although saying that she was in favour of "peaceful negotiations" to end apartheid,[162] Thatcher stood against the sanctions imposed on South Africa by the Commonwealth and the EC.[163] She attempted to preserve trade with South Africa while persuading the government there to abandon apartheid. This included "[c]asting herself as President Botha's candid friend", and inviting him to visit the UK in June 1984, in spite of the "inevitable demonstrations" against his government.[164] Thatcher dismissed the African National Congress (ANC) in October 1987 as "a typical terrorist organisation".

The US managed to avoid the so called fiscal cliff of steep tax hikes and severe spending cuts after the House of Representatives approved a last minute deal.
The vote, coming just hours before financial markets reopen following the new Year holiday, passed the Senate-backed bill by 257 votes to 167. The deal means tax increases will now only occur to individuals earning over $400,000 and families earning $450,000 or more, and spending cuts have been delayed for another two months.
Nancy Pelosi, Minority Leader in the House of Representatives, spoke of the difficulties of Congress coming to an agreement,
"While we share the same goals we sometimes have different paths to achieving them and reconciling our differences was a monumental task especially with time growing short."
A relieved President Obama told the press that he was glad a solution had been reached, but warned Congress that America still needed to find away to reduce the country's deficit.
"I will not have another debate with this Congress over whether or not they should pay the bills they have already racked up through the laws that they passed. Let me repeat. We can't not pay bills that we've already incurred. If Congress refuses to give the United States government the ability to pay these bills on time the consequences for the entire global community would be catastrophic -- far worse than the impact of the fiscal cliff."
The President could come to loggerheads with Congress once more as early as February, where Mr Obama will be looking to raise the $16.4tn federal borrowing limit so the government can keeping paying its bills, a proposition Republicans are unlikely to agree with unless severe spending cuts are implemented.

The U-S House of Representatives is considering putting Puerto Rico on a 10-year path to statehood.
But the move could be scuttled by the contentious issue of establishing English as the only national language there.
Puerto Rican opponents of statehood said the issue was decided years ago, and there is no need for another vote by the island inhabitants.
Puerto Rico is currently a Commonwealth of the United States, and its inhabitants are American citizens, although they can't vote in presidential elections.
The proposed bill calls for a final plebiscite to let the island's voters decide their future.
They have three options.
They will be able to choose between Commonwealth, statehood or independence.
Carlos Romero-Barcelo from Puerto Rico is in favour of the bill.

we cherish the principles of our democracy enough to put an end to one hundred years of colonialism and extend the right of full self determination to the U-S citizens of Puerto Rico?"

If Puerto Rico becomes the 51st State, U-S federal spending will increase by an estimated four (b) billion dollars a year.

Snowe was born Olympia Jean Bouchles in Augusta, Maine, the daughter of Georgia (née Goranites) and George John Bouchles. Her father immigrated to the United States from Sparti, Greece, and her maternal grandparents were also Greek.[6][7] She is a member of the Greek Orthodox Church.[8]
Snowe's early life had its share of tragedies. When she was eight years old, her mother died of breast cancer, and her father died of heart disease less than a year later. Orphaned, she was moved to Auburn, to be raised by her aunt and uncle, a textile mill worker and a barber, respectively, along with their five children. Her brother John was raised separately, by other family members. Within a few years, disease would also claim her uncle's life. Following her mother's death, Snowe was sent to St. Basil's Academy in Garrison, New York, where she remained from the third grade to the ninth. One of her teachers was Athena Hatziemmanuel, a notable Greek-American educator at the school. Returning to Auburn, she attended Edward Little High School, before entering the University of Maine in Orono, from which she earned a degree in Political Science (1969). Shortly after graduation, Bouchles married her fiancé, Republican state legislator Peter T. Snowe on December 29, 1969 in New York City.
Snowe entered politics and rose quickly, winning a seat on the Board of Voter Registration and working for Congressman (later U.S. Senator and U.S. Secretary of Defense) William Cohen. Tragedy struck Snowe again in 1973, when her husband was killed in an automobile accident. At the urging of family, friends, neighbors and local leaders, Snowe ran for her husband's Auburn-based seat in the Maine House of Representatives at the age of 26 and won. She was re-elected to the House in 1974, and, in 1976, won election to the Maine Senate, representing Androscoggin County. That same year, she was a delegate to both the state and national Republican conventions. Snowe was elected to the U.S. House of Representatives in 1978, and represented Maine's 2nd Congressional District from 1979 to 1995. The district takes in most of the northern two-thirds of the state, including Bangor and her hometown of Auburn. She served as a member of the Budget and International Relations Committees.
Snowe married John R. McKernan, Jr., then Governor of Maine, in February 1989. Tragedy struck Snowe yet again in 1991 when her stepson Peter McKernan died from a heart ailment at the age of 20. Snowe and Jock McKernan had served together in the United States House of Representatives from 1983 to 1986, when McKernan represented the 1st District. While Snowe was First Lady of Maine from 1989 to 1995, she served as a U.S. Representative and was elected and sworn in as a United States Senator.

Bernie Sanders is a Democratic candidate for President of the United States. He is serving his second term in the U.S. Senate after winning re-election in 2012 with 71 percent of the vote. Sanders previously served as mayor of Vermont’s largest city for eight years before defeating an incumbent Republican to be the sole congressperson for the state in the U.S. House of Representatives. He lives in Burlington, Vermont with his wife Jane and has four children and seven grandchildren.
Bernard “Bernie” Sanders was born in Brooklyn, New York, to immigrant parents and grew up in a small, rent-controlled apartment. His father came to the United States from Poland at the age of 17 without much money or a formal education. While attending the University of Chicago, a 20-year-old Sanders led students in a multi-week sit-in to oppose segregation in off-campus housing owned by the university as a Congress of Racial Equality (CORE) officer. In August of 1963, Sanders took an overnight bus as an organizer for the Student Nonviolent Coordinating Committee to hear Martin Luther King Jr.’s historic “I Have a Dream” speech firsthand at the March on Washington for Jobs and Freedom.
After graduation, Bernie moved to Vermont where he worked as a carpenter and documentary filmmaker. In 1981, he was elected as mayor of Burlington as an Independent by a mere 10 votes, shocking the city’s political establishment by defeating a six-term, local machine mayor. In 1983, Bernie was re-elected by a 21 point margin with a record amount of voter turnout. Under his administration, the city made major strides in affordable housing, progressive taxation, environmental protection, child care, women’s rights, youth programs and the arts. In 1990, Sanders was elected to the House of Representatives as the first Independent in 40 years and joined the Democratic caucus. He was re-elected for eight terms, during which he voted against the deregulation of Wall Street, the Patriot Act, and the invasion of Iraq.
In 2006, Sanders defeated the richest man in Vermont to win a seat in the U.S. Senate as an Independent. Known as a “practical and successful legislator,” Sanders served as chairman of the Committee on Veterans’ Affairs where he authored and passed the most significant veteran health care reform bill in recent history. While in the Senate, Sanders has fought tirelessly for working class Americans against the influence of big money in politics. In 2010, he gave an eight-and-a-half hour filibuster-like speech on the Senate floor in opposition to extending Bush-era tax breaks for the wealthy. In 2015, the Democratic leadership tapped Bernie to serve as the caucus’ ranking member of the Senate Budget Committee.
Known for his consistency on the issues, Senator Sanders has supported the working class, women, communities of color, and the LGBT community throughout his career. He is an advocate for the environment, unions, and immigrants. He voted against Keystone XL, opposes the Trans-Pacific Partnership deal, wants to expand the Voting Rights Act, and pass the Equal Rights Amendment.

Bernie Sanders is a Democratic candidate for President of the United States. He is serving his second term in the U.S. Senate after winning re-election in 2012 with 71 percent of the vote. Sanders previously served as mayor of Vermont’s largest city for eight years before defeating an incumbent Republican to be the sole congressperson for the state in the U.S. House of Representatives. He lives in Burlington, Vermont with his wife Jane and has four children and seven grandchildren.
Bernard “Bernie” Sanders was born in Brooklyn, New York, to immigrant parents and grew up in a small, rent-controlled apartment. His father came to the United States from Poland at the age of 17 without much money or a formal education. While attending the University of Chicago, a 20-year-old Sanders led students in a multi-week sit-in to oppose segregation in off-campus housing owned by the university as a Congress of Racial Equality (CORE) officer. In August of 1963, Sanders took an overnight bus as an organizer for the Student Nonviolent Coordinating Committee to hear Martin Luther King Jr.’s historic “I Have a Dream” speech firsthand at the March on Washington for Jobs and Freedom.
After graduation, Bernie moved to Vermont where he worked as a carpenter and documentary filmmaker. In 1981, he was elected as mayor of Burlington as an Independent by a mere 10 votes, shocking the city’s political establishment by defeating a six-term, local machine mayor. In 1983, Bernie was re-elected by a 21 point margin with a record amount of voter turnout. Under his administration, the city made major strides in affordable housing, progressive taxation, environmental protection, child care, women’s rights, youth programs and the arts. In 1990, Sanders was elected to the House of Representatives as the first Independent in 40 years and joined the Democratic caucus. He was re-elected for eight terms, during which he voted against the deregulation of Wall Street, the Patriot Act, and the invasion of Iraq.
In 2006, Sanders defeated the richest man in Vermont to win a seat in the U.S. Senate as an Independent. Known as a “practical and successful legislator,” Sanders served as chairman of the Committee on Veterans’ Affairs where he authored and passed the most significant veteran health care reform bill in recent history. While in the Senate, Sanders has fought tirelessly for working class Americans against the influence of big money in politics. In 2010, he gave an eight-and-a-half hour filibuster-like speech on the Senate floor in opposition to extending Bush-era tax breaks for the wealthy. In 2015, the Democratic leadership tapped Bernie to serve as the caucus’ ranking member of the Senate Budget Committee.
Known for his consistency on the issues, Senator Sanders has supported the working class, women, communities of color, and the LGBT community throughout his career. He is an advocate for the environment, unions, and immigrants. He voted against Keystone XL, opposes the Trans-Pacific Partnership deal, wants to expand the Voting Rights Act, and pass the Equal Rights Amendment.

WASHINGTON—The House Foreign Affairs Committee passed a powerful religious freedom measure this morning holding Turkey accountable for the return of thousands of stolen Christian holy sites and urging the immediate opening of the Halki Theological Seminary, reported the Armenian National Committee of America (ANCA).
Committee Chairman Ed Royce (R-CA) and Ranking Democrat Eliot Engel (D-NY) led the effort which received broad bipartisan support despite a last minute campaign led by pro-Turkey lobbyists to gut the measure. An amended version of H.R. 4347 was adopted by voice vote.
"Americans of Armenian, Greek and Assyrian heritage—the descendants of those subjected to genocide by Ottoman Turkey from 1915-1923 and whose churches continue to be held captive by the Turkish Government—join with friends of all faiths in welcoming Committee passage of the Royce-Engel Turkey Christian Churches Accountability Act," said ANCA Chairman Ken Hachikian. "The adoption of this measure sends a strong signal to Ankara that it must stop its anti-Christian conduct and start coming to terms with its moral, material, and legal obligations to Armenians, Syriacs, Cypriots, Pontians, and other victims of Turkey's still unpunished genocidal crimes."
Introduced in March of this year by Chairman Royce along with the panel's Ranking Democrat Eliot Engel (D-NY), H.R. 4347 would require that the U.S. Department of State formally report to Congress on an annual basis about the status of Turkey's return of stolen Christian churches and properties in Turkey and occupied Cyprus. H.R. 4347 builds on a measure (H.Res.306), spearheaded by Chairman Royce and then House Foreign Affairs Committee Ranking Democrat Howard Berman (D-CA), which was overwhelmingly adopted by the House of Representatives on December 13, 2011. The 1994 U.S. House of Representatives election (also known as the Gingrich Revolution) was held on November 8, 1994, in the middle of President Bill Clinton's first term. As a result of a 54-seat swing in membership from Democrats to Republicans, the Republican Party gained a majority of seats in the United States House of Representatives for the first time since 1952 and a majority of votes for the first time since 1946.
The Democratic Party had run the House for all but four of the preceding 62 years. With help from the Harry and Louise television ads, the Republican party was able to unite the majority of Americans against President Clinton's proposed healthcare reform.[1] Capitalizing on the negative perception Clinton received because of this push, the Republicans alleged Clinton had abandoned the New Democrat platform he campaigned on during the 1992 Presidential election and united behind Newt Gingrich's Contract with America,[2] which promoted immediate action on institutional reform and the decentralization of federal authority.[3]
In a historic election, House Speaker Tom Foley (D-Washington) was defeated for re-election in his district, becoming the first Speaker of the House to fail to win re-election since the era of the American Civil War. Other major upsets included the defeat of powerful long-serving Representatives such as Ways and Means Chairman Dan Rostenkowski (D-Illinois) and Judiciary Chairman Jack Brooks (D-Texas). In all, 34 incumbents (all Democrats) were defeated, though a few of them (like David Price of North Carolina and Ted Strickland of Ohio) regained seats in later elections; Maria Cantwell of Washington won a U.S. Senate race in 2000. Republicans also won some seats that were left open by retiring Democrats. Democrats won four Republican-held seats where the incumbents were stepping down (Maine, Minnesota, Pennsylvania, and Rhode Island). Democrats who were elected in this situation included Rhode Island congressman and Kennedy family member Patrick J. Kennedy and former Maine governor John Baldacci. No Republican incumbent lost his or her seat in 1994.
Minority whip Newt Gingrich (R-Georgia), re-elected in the Republican landslide, became Speaker (previous Minority Leader Robert H. Michel having retired). Former Majority Leader Dick Gephardt (D-Missouri) became Minority Leader. The new Republican Party (GOP) leadership in the House promised to bring a dozen legislative proposals to a vote in the first 100 days of the session, although the Senate did not always follow suit. The Republicans would remain the majority party of the House for the following 12 years, until the 110th United States Congress following the 2006 midterm elections.

In all, 34 incumbents (all Democrats) were defeated, though a few of them (like David Price of North Carolina and Ted Strickland of Ohio) regained seats in later elections; Maria Cantwell of Washington won a U.S. Senate race in 2000. Republicans also won some seats that were left open by retiring Democrats. Democrats won four Republican-held seats where the incumbents were stepping down (Maine, Minnesota, Pennsylvania, and Rhode Island). Democrats who were elected in this situation included Rhode Island congressman and Kennedy family member Patrick J. Kennedy and former Maine governor John Baldacci. No Republican incumbent lost his or her seat in 1994.
Minority whip Newt Gingrich (R-Georgia), re-elected in the Republican landslide, became Speaker (previous Minority Leader Robert H. Michel having retired). Former Majority Leader Dick Gephardt (D-Missouri) became Minority Leader. The new Republican Party (GOP) leadership in the House promised to bring a dozen legislative proposals to a vote in the first 100 days of the session, although the Senate did not always follow suit. The Republicans would remain the majority party of the House for the following 12 years, until the 110th United States Congress following the 2006 midterm elections.
