Frostbite can occur on exposed body parts during extreme cold. Uncovered faces, cheeks and extremities such as fingers and toes are most susceptible. When temperatures are around 0 degrees Fahrenheit and the wind is blowing at 15 miles per hour, frostbite can occur in approximately 30 minutes. The colder the temperatures or the stronger the wind, the faster frostbite will occur. Dress properly for

Flooding is one of the leading causes of weather related fatalities in the U.S. On average, flooding claims nearly 90 lives each year. More than half of these deaths occur in motor vehicles when people attempt to drive through flooded roadways. This happens because people underestimate the force and power of water, especially when it is moving.
Just six inches of fast-moving water can knock over and carry off an adult. Twelve inches of water can float a small car. If that water is moving, it can carry that car away. Eighteen to twenty-four inches of flowing water can carry away most vehicles, including large SUVs. It is impossible to tell the exact depth of water covering a roadway or the condition of the road below the water. This is especially true at night when your vision is more limited. It is never safe to drive or walk through flood waters. Any time you come to a flooded road, walkway, or path, follow this simple rule: Turn Around Don’t Drown.

I'm not sure if the building was hit with something... At one point I turn around and try to show the rug is being picked up by the draft from under the door... It's all over in about 4 minutes.

(1) The radiosonde did not hit the ground towards the end of the video. (2) More importantly, this data is directly fed into weather models that help to predict weather downstream, like for the midwest blizzard occurring right now.

Grant with a mission to "provide for taking meteorological observations at the military stations in the interior of the continent and at other points in the States and Territories...and for giving notice on the northern (Great) Lakes and on the seacoast by magnetic telegraph and marine signals, of the approach and force of storms." The agency was placed under the Secretary of War as Congress felt "military discipline would probably secure the greatest promptness, regularity, and accuracy in the required observations." Within the Department of War, it was assigned to the U.S. Army Signal Corps under Brigadier General Albert J. Myer. General Myer gave the National Weather Service its first name: The Division of Telegrams and Reports for the Benefit of Commerce.
The agency first became a civilian enterprise in 1890, when it became part of the Department of Agriculture; it would later be moved to the Department of Commerce in 1940...

"If you don't like the weather in Kentucky, wait a minute -- it'll change." Not true. But the variety of weather systems we do have in our region of the country gives us lush landscape, four full seasons, healthy river systems and more. We go inside outdoors with the chief meteorologist of the National Weather Service office in Louisville to discuss the one thing that makes or breaks our day, our fishing, our picnic and whether or not we wash the car. Storm surge is one of the biggest threats during a hurricane, often leading to as many deaths and as much damage as strong winds. That’s part of the impetus behind a new inundation tool being used for the first time this season. Ken Graham is metereologist in charge with the National Weather Service in New Orleans. He says maps will be released that will show where flooding is expected.
Graham says the weather service will also unroll a new warning and watch system for storm surge this year.
