Justin Wolfers, senior fellow at the Peterson Institute for International Economics, took part in the Think Tank Diversity Consortium's (TTDC) first Careers in Public Policy event on May 9, 2015, at the Carnegie Endowment for International Peace (CEIP). As part of the TTDC's mission to increase diversity in the think tank and public policy arena, the event was held to offer high school and first-year college students in the Washington area an opportunity to learn from researchers at internationally known organizations how to prepare for a career in public policy.
Wolfers's key advice was to become an expert on one specific issue rather than mediocre in several fields. While economics is not the only option, policymakers are especially interested in advice from economists. Beyond the think tank sector, Wolfers suggested international institutions, media and publishing, and academia as other rewarding options for young scholars interested in pursuing a career in public policy.
Human resource directors from the Peterson Institute for International Economics, the Brookings Institution, and CEIP cochaired the event.

I think if there’s one breakthrough that I’ve made in my new book, it’s about civilization. And it came totally by accident. I was working on another idea altogether – it was the idea of Hormegeddon, how it happened, public policies, why they go bad, and all that kind of stuff. And in the course of it, this notion about how civilization arose and what role it plays and how it works came up, and I worked on it in the book and I was very happy with that result. I thought I’d made a real contribution to the history of thinking of civilization.
But anyway, we’re describing why it is that these things happen. And they happen because we’re bred for them. We’re made for them so when the guy comes into the village and says, “Another tribe is going to attack. What do we do?” We don’t sit down and say, “Well, what do you mean by ‘attack’? Is it really another tribe? What do you they really want? Why don’t we just sit down and talk to them?” No, we’re not bred for that at all. We’re bred – and those of us who did not do this, by the way, are now extinct. We’re bred to grab our shield and grab our sword and go and meet the enemy. And a man who doesn’t do that is a coward.
And that’s why, to this very day – here we are, thousands of years later – but we’re still supporting our troops even though if you sit down and think about it for a while, you’d say, “Why are we supporting our troops? What are they doing for us? It seems to me they’re just causing trouble, getting us into trouble and spending a lot of money we don’t have to spend.” But our instinct, our instinct, is to just put that bumper sticker on our bumper that says, “Support our troops.”
And we see a lot of things like that. Our whole society really is run more or less by groups of elites. And the groups of elites follow their own interests. They always have, always will. That’s the way government works. Government is a means of forcing people to do things, and you want to have government on your side.
So the elites run things and the typical person just has no idea. He reacts on emotion, not on real thinking. And so that’s how you get in these Hormegeddon situations. Once you’re getting into them, people want to see you continue. Everybody has an interest in it.
I wrote quite a bit about this, this idea of correction. In your personal life, if you do something stupid, like you invest badly, you run out of money. And the situation cures itself. The problem is gone. Or you do something really lunatic, like you think you can fly, you get up on top of a big barn and you start flapping your arms around and you jump off. The problem solves itself almost immediately. You don’t do that again.
But in public policy, it’s very, very different because in public policy, the policymakers think that humans can fly and so they order the public to get on top of tall buildings and they jump off, flap their wings and all die. And the policymakers then say, “Well, they didn’t do it right.” And so they get another bunch of people to get up on the thing, and it goes on and on.
But we see that in monetary policy, where they’ve been trying to cure this debt crisis with more debt now for the last five years, six years. And it doesn’t work but they just keep doing it. And now they’re announcing – now they’re hinting at another round of QE. Is there any evidence anywhere in the historical record that QE – money printing – actually makes anybody (other than the beneficiary) wealthier? Not that I know of.
If you could make a society richer by printing money, what would Zimbabwe be today? It would be a very different country. Look, but you can’t. And there’s no evidence anywhere in the historical record, which goes back a long, long time because the Romans were clipping the coins like 2,000 ago. It doesn’t work. Of course it doesn’t work. But it doesn’t stop people from wanting to do it.

The Master of Public Policy (MPP) integrates analytic techniques (data analysis; policy analysis methods; economic modeling techniques; operations research) with development of the skills required to make change within complex political and organizational arenas. Core courses and specialized electives provide students with in-depth knowledge of current policy issues such as economic development, environmental policy, and health policy, among others. Through coursework, interaction with faculty, and practical applications, MPP students gain awareness of the political environment in which policy decisions are made, and they develop an understanding of the effects of policy on government, businesses, and communities. The MPP academic coursework consists of 48 units and is complemented with practical professional training that spans two years. The MPP Lab, taken at the beginning of the fall semester, orients MPP students to the profession, develops practical professional skills, provides a review of statistics, and introduces students to the Los Angeles public policy professional community. In the second year, the MPP students work directly in client consultation through the program’s two-semester Policy Analysis Practicum.

As an established leader in survey research, Mr. Hart, along with Bill McInturff of Public Opinion Strategies, has been the pollster for NBC News and The Wall Street Journal since 1989. In the political realm, Mr. Hart has represented 40 U.S. senators and 30 governors, ranging from Hubert Humphrey and Lloyd Bentsen, to Jay Rockefeller and Bob Graham. Dr. Jeffrey Miron at Harvard highlights two different approaches to libertarianism. The first approach, which he refers to as philosophical libertarianism, claims that individuals have rights. These libertarians believe that their rights are often infringed upon by government action, and therefore, are averse to most government action.
The second approach, which Miron spends the bulk of his time discussing, is referred to as cost-benefit libertarianism or consequential libertarianism. This approach attempts to analyze the whole set of effects of a particular policy. In this view, the net consequences of government action that actually occur in the real world are often negative.
Using the example of drug policy, Miron shows that, regardless of your personal views on rights, marijuana prohibition generates a large amount of negative consequences with little or no positive effects.

In this talk, we’ll take a holistic look at all our urban infrastructure sectors, including the supply of energy, water, food, building materials, transportation, sanitation and waste management, and public spaces in cities. We'll explore new ways to address the complexity of interactions of these infrastructure sectors with each other, and with people and the environment, to shape environmental sustainability, health and livability, using examples of innovative infrastructure design and policy solutions emerging in cities.

'Creating a Productive Future: Social and economic challenges, policy & governance' was a A Trans-Pacific dialogue jointly hosted by Harvard Kennedy School & Crawford School of Public Policy at ANU.
Australia faces many social and economic challenges in sustaining long-term productive growth beyond the mineral resources boom. Whilst the context in the United States differs in important ways, similar challenges are faced. Both share concerns around future economic growth, trends in poverty and inequality, productivity and employment levels, alongside a range of other issues that affect well-being.
In this two day symposium, leading researchers from Crawford School of Public Policy at The Australian National University, and the Malcolm Wiener Center for Social Policy at the Harvard Kennedy School, Harvard University and policymakers from the Australian Government come together in a conversation on these issues, and more. Co-Chairs and organisers of this event acknowledge the support provided by the Australian Studies Committee at Harvard University.

Yamini Aiyer
Yamini Aiyer heads Accountability Initiative at Centre for Policy Research, New Delhi. Accountability Initiative is a research initiative that works to promote accountability for service delivery by developing innovative models for tracking government programs, disseminating this information to policymakers as well as citizens and undertaking research on how to strengthen accountability for improved service delivery in India. She has worked extensively on tracking school grants under SSA through an annual report titled PAISA. She will speak on 'Tracking Service Delivery of Programs on Elementary Education in India'.
Sudhirendar Sharma
Sudhirendar Sharma brings together a distinct but complimentary combination of academics and advocacy that has been further enriched by his experience in journalism for being effective communicator. He has specialized in development communication and policy analysis. He has been on several assignments with the World Bank, DFID and GTZ. He will speak on 'The Space of Public Reasoning in Public Policy making in India'
Sona Mitra
Sona Mitra works with Centre for Budget, Governance and Accountability, New Delhi. CBGA is a national forum known for its work on budget tracking, training state level budget watch groups and advocacy on what civil society group expects for the budget before that gets announced. Close to the day of budget being tabled in parliament, CBGA does a briefing wherein the budget is de-mystified, analysed and critiqued.
She will speak on 'Tracking Social Sector Expenditure in Budgets on and Building Advocacy Campaigns in India'

This, it will be argued, is not a practical or desirable approach. Rather the philosopher should be to try to understand the values underlying dilemmas of public policy and to explore options for reducing or resolving them. Public policy needs the application of philosophical skills, rather than philosophical theory.
