In spring 1985, McDougal held a fundraiser at Madison's office in Little Rock that paid off Clinton's remaining 1984 gubernatorial campaign debt of $50,000. McDougal raised $35,000, and of that Madison cashier's checks accounted for $12,000.[15][16]
In 1985, Jim McDougal set his sights on investment into local residential construction, labeling the project Castle Grande. The 1,000 acres (4 km²), located south of Little Rock,[11] were priced at about $1.75 million, more than McDougal could afford on his own: due to financial laws, McDougal could borrow at most $600,000 from his own savings and loan, Madison Guaranty. McDougal subsequently involved several others to produce the additional funds. Among these was Seth Ward, an employee of the bank, who helped funnel the additional $1.15 million required. To avoid potential investigations, the money was moved back and forth among several other investors and intermediaries. Hillary Clinton, then an attorney at Little Rock-based Rose Law Firm, provided legal services to Castle Grande.
In 1986, their scheme was unveiled by federal regulators who realized that all of the necessary funds for this real estate venture had come entirely from Madison Guaranty; regulators called Castle Grande a sham. In July of that year, McDougal resigned from Madison Guaranty. Seth Ward fell under investigation, along with the lawyer who helped him draft the agreement. Castle Grande earned $2 million in commissions and fees for McDougal's business associates, as well as an unknown amount of legal fees by Hillary Clinton's law firm, but in 1989 it collapsed, at a cost to the government of $4 million.[17] This in turn helped trigger the 1989 collapse of Madison Guaranty,[17] which federal regulators then had to take over. Taking place in the midst of the nationwide savings and loan crisis, the failure of Madison Guaranty cost the United States $73 million.[18]
The Clintons lost between $37,000 and $69,000 on their Whitewater investment,[19] a lesser amount than the McDougals lost, for reasons unclear in the media reports.[13] The President's critics cited the unequal capital contributions by the Clintons and McDougals as evidence that then-Governor Clinton was to contribute in other ways.
The White House and the President's supporters claimed that they were exonerated by the Pillsbury Report, a $3 million study done for the Resolution Trust Corporation by the Pillsbury, Madison & Sutro law firm at the time that Madison Guaranty Savings & Loan was dissolved. The report concluded that James McDougal, who had set up the deal, was the managing partner, and Clinton was a passive investor in the venture; the Associated Press characterized it as "generally support[ing] the Clintons' description of their involvement in Whitewater."[20][21] However, Charles Patterson, the attorney who supervised the report, "refused … to call it a vindication" of the Clintons, stating in testimony before the Senate Whitewater Committee that "it was not our purpose to vindicate, castigate, exculpate."

White House officials are branding a Republican-led Senate report on the Whitewater affair as nothing more than an attempt at partisan political gain.
In details of the report released this weekend, lawmakers say first lady Hillary Clinton and White House aides tried to obstruct various official probes of the Whitewater affair.
The first lady denies withholding documents, and White House officials say details of the report released last weekend are nothing more than innuendo.
The first family returned to the White House -- with the President and first lady Hillary Clinton confronted once again with Whitewater.
Portions of the Senate Whitewater report leaked over the weekend focus in on the alleged role of Mrs. Clinton. In the report, Mrs. Clinton is accused of leading an effort to shield documents from Whitewater investigators.
It also accuses key White House officials of trying to impede official probes of the Senate and independent counsel Kenneth Starr, primarily to protect the president and first lady.
The full report is to be unveiled Tuesday, and is based largely on testimony and arguments already put forth by the Republican-led Whitewater Committee.
But it is the first official look at conclusions drawn by Republicans on Whitewater, and raises again concerns for the White House -- frustrated after months of denying most of the accusations made during congressional hearings.
White House officials say the report underscores the partisan political nature of the probe.

"I think that's par for the course. That's the way they do business up there, and we're engaged in this type of political vendetta, and that's all this is, because the facts have long been known and there's nothing left except for them to get further political mileage out of baseless charges."

The White House points to Whitewater committee chairman Senator Alfonse D'Amato as the driving force behind an effort influenced in large part by his key role in the presidential campaign of Bob Dole.

In New York City today, Senator D'Amato put his own spin on White House reaction to his committee report.

The report also says the president warned Arkansas Governor Jim Guy Tucker of looming Whitewater probes. Tucker was recently convicted along with former Clinton associates tied to a failed Arkansas savings and loan.
But the crux of the report may be the attention on Hillary Clinton. She has already faced a grand jury on the matter of her role in Whitewater dealings.
Some analysts say Hillary Clinton is already a political liability for the president. And any new evidence linking Mrs. Clinton to Whitewater wrongdoing could spell trouble for the Clinton White House.

"There are very serious charges, allegations about her now, allegations of perjury, and if any one of these became grist for an indictment, I think that is the sort of thing that could have very serious consequences."

The topic has received some press coverage that has included allegations of awareness, participation and/or coverup involvement of figures such as future presidents Bill Clinton, George H. W. Bush, and George W. Bush, as well future Florida Governor Jeb Bush and Saline County prosecutor Dan Harmon (who was convicted of numerous felonies including drug and racketeering charges in 1997). The Mena airport was also associated with Adler Berriman (Barry) Seal, an American drug smuggler and aircraft pilot who flew covert flights for the CIA and the Medellín Cartel.
A criminal investigator from the Arkansas State Police, Russell Welch, who was assigned to investigate Mena airport claimed that he opened a letter which released electrostatically charged Anthrax spores in his face, and that he had his life saved after a prompt diagnosis by a doctor. He also claimed that later, his doctor's office was vandalized, robbed, and test results and correspondence with the CDC in Atlanta were stolen.
An investigation by the CIA's inspector general concluded that the CIA had no involvement in or knowledge of any illegal activities that may have occurred in Mena. The report said that the agency had conducted a training exercise at the airport in partnership with another Federal agency and that companies located at the airport had performed "routine aviation-related services on equipment owned by the CIA".

David Hale, the source of criminal allegations against President Clinton in the Whitewater affair, claimed in November 1993 that Clinton, while governor of Arkansas, pressured him to provide an illegal $300,000 loan to Susan McDougal, the partner of the Clintons in the Whitewater land deal.[3] Clinton supporters regarded Hale's allegations as questionable, as Hale had not mentioned Clinton in reference to this loan during the original FBI investigation of Madison Guaranty in 1989. Only after coming under indictment for this in 1993 did Hale make allegations against the Clintons.[4]
A U.S. Securities and Exchange Commission investigation did result in convictions against the McDougals for their role in the Whitewater project, but the Clintons themselves were never prosecuted, as three separate inquiries found insufficient evidence linking them with the criminal conduct of others related to the land deal.[5] Bill Clinton's successor as Arkansas Governor, Jim Guy Tucker, was also convicted and served time in prison for his role in the fraud. Susan McDougal later served 18 months in prison for contempt of court for refusing to answer any questions relating to Whitewater, and was later granted a pardon by President Clinton just before leaving office.
The term Whitewater is also sometimes used to include other controversies from the Bill Clinton administration, especially those such as Travelgate, Filegate, and the circumstances surrounding Vince Foster's death, that were investigated by the Whitewater Independent Counsel.

White House
The White House is the official residence and principal workplace of the President of the United States, located at 1600 Pennsylvania Avenue NW in Washington, D.C. It has been the residence of every U.S. president since John Adams in 1800.
The house was designed by Irish-born James Hoban and built between 1792 and 1800 of white-painted Aquia Creek sandstone in the Neoclassical style. When Thomas Jefferson moved into the house in 1801, he (with architect Benjamin Henry Latrobe) expanded the building outward, creating two colonnades that were meant to conceal stables and storage. However, in 1814, during the War of 1812, the mansion was set ablaze by the British Army in the Burning of Washington, destroying the interior and charring much of the exterior. Reconstruction began almost immediately, and President James Monroe moved into the partially reconstructed Executive Residence in October 1817. Construction continued with the addition of the South Portico in 1824 and the North in 1829.

Whitewater
Whitewater, usually spelled white water in both American and British English, is formed in a rapid, when a river's gradient increases enough to create so much turbulence that air is entrained into the water body, that is, it forms a bubbly or aerated and unstable current; the frothy water appears white. The term is also loosely used to refer to less turbulent, but still agitated, flows.
The term "whitewater" also has a broader meaning, applying to any river or creek itself that has a significant number of rapids. The term is also used as an adjective describing boating on such rivers, such as whitewater canoeing or whitewater kayaking.
Fast rivers
Four factors, separately or in combination, can create rapids: gradient, constriction, obstruction and flow rate. Gradient, constriction and obstruction are streambed topography factors and are relatively consistent. Flow rate is dependent upon both seasonal variation in precipitation and snowmelt and upon release rates of upstream dams.

Madison Guaranty
Madison Guaranty was a savings and loan association (thrift or S&L) financial trust company in Little Rock, Arkansas.
Starting in 1982 and operated by Jim McDougal and Susan McDougal, Madison Guaranty Savings and Loan failed in the late 1980s. On April 14, 1997, Jim McDougal was convicted of 18 felony counts of fraud conspiracy charges. The counts had to do with bad loans made by Madison S&L. This S&L was partnered with Whitewater Development Corporation, the subject of Whitewater probe and owned, in part, by Bill and Hillary Clinton.
Madison Guaranty and McDougal hired the Rose Law Firm where Mrs. Clinton worked as a defense attorney. Mrs. Clinton's Rose Law Firm billing records on Madison Guaranty and McDougal's Castle Grande project, which she called IDC (Industrial Development Corporation), could not be found. How much work she actually did on Madison and Castle Grande was the subject of the missing billing records. McDougal also held a fundraiser at Madison Guaranty that paid off Clinton's campaign debt of $50,000. Madison cashier's checks accounted for $12,000 of the funds raised.

The 1,000 acres (4 km²), located south of Little Rock,[11] were priced at about $1.75 million, more than McDougal could afford on his own: due to financial laws, McDougal could borrow at most $600,000 from his own savings and loan, Madison Guaranty. McDougal subsequently involved several others to produce the additional funds. Among these was Seth Ward, an employee of the bank, who helped funnel the additional $1.15 million required. To avoid potential investigations, the money was moved back and forth among several other investors and intermediaries. Hillary Clinton, then an attorney at Little Rock-based Rose Law Firm, provided legal services to Castle Grande.
In 1986, their scheme was unveiled by federal regulators who realized that all of the necessary funds for this real estate venture had come entirely from Madison Guaranty; regulators called Castle Grande a sham. In July of that year, McDougal resigned from Madison Guaranty. Seth Ward fell under investigation, along with the lawyer who helped him draft the agreement. Castle Grande earned $2 million in commissions and fees for McDougal's business associates, as well as an unknown amount of legal fees by Hillary Clinton's law firm, but in 1989 it collapsed, at a cost to the government of $4 million.[17] This in turn helped trigger the 1989 collapse of Madison Guaranty,[17] which federal regulators then had to take over. Taking place in the midst of the nationwide savings and loan crisis, the failure of Madison Guaranty cost the United States $73 million.[18]
The Clintons lost between $37,000 and $69,000 on their Whitewater investment,[19] a lesser amount than the McDougals lost, for reasons unclear in the media reports.[13] The President's critics cited the unequal capital contributions by the Clintons and McDougals as evidence that then-Governor Clinton was to contribute in other ways.
The White House and the President's supporters claimed that they were exonerated by the Pillsbury Report, a $3 million study done for the Resolution Trust Corporation by the Pillsbury, Madison & Sutro law firm at the time that Madison Guaranty Savings & Loan was dissolved. The report concluded that James McDougal, who had set up the deal, was the managing partner, and Clinton was a passive investor in the venture; the Associated Press characterized it as "generally support[ing] the Clintons' description of their involvement in Whitewater."[20][21] However, Charles Patterson, the attorney who supervised the report, "refused … to call it a vindication" of the Clintons, stating in testimony before the Senate Whitewater Committee that "it was not our purpose to vindicate, castigate, exculpate."

Portions of the Senate Whitewater report leaked over the weekend focus in on the alleged role of Mrs. Clinton. In the report, Mrs. Clinton is accused of leading an effort to shield documents from Whitewater investigators.
It also accuses key White House officials of trying to impede official probes of the Senate and independent counsel Kenneth Starr, primarily to protect the president and first lady.
The full report is to be unveiled Tuesday, and is based largely on testimony and arguments already put forth by the Republican-led Whitewater Committee.
But it is the first official look at conclusions drawn by Republicans on Whitewater, and raises again concerns for the White House -- frustrated after months of denying most of the accusations made during congressional hearings.
White House officials say the report underscores the partisan political nature of the probe.

As election day draws near the reminder of the Clintons' role in a failed Arkansas land deal continues to haunt the President.
The latest findings are from investigative author James Stewart in his new book "Blood Sport."
Stewart takes readers behind the headlines and conspiracy theories in a journey through Whitewater and the string of scandals that has rocked the Clinton Presidency from its very first day.

They said she was negotiating bank loans and disclosure statements at a time when the bank holding these loans was negotiating with the Governor to get legislation it wanted. Ironically the idea for Blood Sport, which reveals significant new information that could prolong investigations into Whitewater, was initially conceived by Bill and Hillary Clinton.

More trouble for President Clinton - a new book about Whitewater.
This one uncovers secrets about the President and First Ladies' involvement in the failed Whitewater land deal.
The book is called 'Blood Sport' - and it could be useful to Bob Dole in his battle to defeat Clinton in the race for the White House. elections.
It is a political scandal that just won't go away.
As election day draws near the reminder of the Clintons' role in a failed Arkansas land deal continues to haunt the President.
The latest findings are from investigative author James Stewart in his new book "Blood Sport."
Stewart takes readers behind the headlines and conspiracy theories in a journey through Whitewater and the string of scandals that has rocked the Clinton Presidency from its very first day.

"It is clear from 1987 until 1982 that the investment was being managed by Hillary Clinton. They said she was negotiating bank loans and disclosure statements at a time when the bank holding these loans was negotiating with the Governor to get legislation it wanted. This on the face of is just a blatant appearance of conflict of interest in my view."

Ironically the idea for Blood Sport, which reveals significant new information that could prolong investigations into Whitewater, was initially conceived by Bill and Hillary Clinton.

Political Analyst Norm Ornstein said the latest Whitewater revelations provide Republican nominee Bob Dole with ammunition he'll need.
And he won't hesitate to use them against the President this Autumn during the run up to elections.

It looks like the talks aimed at winning immunity for Monica Lewinsky aren't going well.
And her lawyer William Ginsburg says he's moving ahead with plans to defend her against charges.
Ginsburg met briefly on Thursday with the Whitewater prosecutor, Kenneth Starr and afterwards, he indicated that the talks aimed at working out a deal for her testimony had run into problems.
He'd been trying to secure her immunity for prosecution in return for her testimony about an alleged affair with Bill Clinton.
Appearing tired and pensive, President Clinton returned late on Wednesday night from an upbeat trip to rally support in America's Midwest.
The President has repeatedly denied having an affair with the White House intern, Monica Lewinsky, but the appetite of the media is still intense.
Thursday's "New York Times" reported that Lewinsky visited President Clinton shortly after she was served a subpoena in the Paula Jones case.
The story also quotes an unnamed source saying Clinton told her to testify that she came to the White House to visit his secretary - Betty Currie - not him.
The independent prosecutor, Kenneth Starr, continues to investigate whether the president tried to persuade Lewinsky to lie about their relationship.
They are also said to be setting their sights on secret service agents as possible witnesses to the alleged affair.
But that could cause problems - forcing the agents to testify would breach their customary code of silence.
On Thursday morning, prosecutors also briefly met Lewinsky's lawyer.
William Ginsburg wants a guarantee that Lewinsky won't be prosecuted if her testimony reveals she lied on oath in denying an affair with the president.
But it appeared those talks may now have faltered.
The attorney said he is preparing his client's defence, indicating she may be about to face prosecution.
And that may just be the best news yet for the President - without Lewinsky joining forces with the prosecutors, they will face problems in brining a case against him.
