Recommended gear -
Spinning or baitcasting works fine, a strong hookset is required so use braided line with a medium or MH power rod or use fluorocarbon/monofilament line with a MH power rod
20-50 lb braided line with a 6'6" - 7' medium to medium heavy power rod
14-20 lb monofilament or fluorocarbon with a 6'6" - 7' medium heavy power rod
Use strong gauge baitholder hooks size 2/0-5/0 depending on the size of your bait and the size of the bass being targeting.
3 inch sunfish - 2/0 hook
4 inch sunfish - 3/0 hook
5 inch sunfish - 4/0 hook
6 inch sunfish - 5/0 hook
Be sure to watch your line carefully and set the hook within 7 seconds after seeing a bass take off with your bait. If you are constantly gut-hooking fish, switch to a circle style hook to reduce this issue.
Tips -
Cast the bluegill to high percentage areas like docks, fountains, laydowns, isolated stumps, dams, ect.
Free line the bluegill in deeper water, and use a bobber to suspend a bluegill over vegetation or other obstacles.
Effective water temps - 50 degrees to 80+ degrees
Ideal conditions - Any as long as there's decent water clarity (15 inches or more)
Hookset - When using a bait holder style hook, be sure to reel any excess slack and use a strong vertical to slightly angled hookset to ensure good penetration into the bass' jaw.
When using a circle hook, be sure to reel in any excess slack and use a horizontal sweeping hookset to stick the bass in the corner of its mouth.
Retrieval - I normally cast the bait out to a good looking target and wait anywhere from 2-5 minutes before retrieving it for a new cast. If there is a stumpfield or a big dock you're trying to cover, you can pitch the bluegill, let it swim around for 30 seconds, then pull it up and repeat.

If the bluegill is dead or almost dead, you can work it as a jerkbait with small twitches and pauses in between, you can sometimes elicit a strike from a hungry bass on the pause.
Where not to use the bait -
Thick vegetation or muddy water (6 inches or less visibility)
