The Netherlands is known for its liberal attitude to marijuana, but its new government hopes to change that.
Politicans say the coffeeshops were meant for local consumption, and that the many tourists who come to the country to get high are a nusiance.
Some towns have already shut down their coffeeshops, and others are moving in the same direction.
But critics of the government's moves to restrict marijuana sales argue the crackdown could merely drive sales underground, and that cutting off the supply would damage the nation's economy.

Anger is mounting in European countries at tolerant attitudes towards drugs in the Netherlands.
France, Germany, England and Belgium blame the country for promoting drug tourism and exporting high quantities of the popular designer drug Ecstasy.
The rift is threatening further splits in the Schengen agreement -- which allows free movement across some European Union members' borders.
But Dutch officials are defending their position. They argue that since they decriminalized marijuana 20 years ago, the number of hard core drug addicts has fallen every year.
Amsterdam... a European capital famous for hedonism and youth culture.
Every week, thousands of young Europeans travel to the Netherlands to go clubbing, attend raves or visit marijuana-selling coffee shops. Here, they can openly enjoy what is illegal in the rest of Europe. And while the popular drug Ecstasy is outlawed here, it's relatively easy to find.
Throughout Holland, residents and tourists can go to any of the 2,000 coffee shops and buy up to 30 grams of hash (cannabis resin) or "Nederweed"-- home-grown marijuana.
The Dutch government decriminalized marijuana in 1976 in order to clarify the difference between hard and soft drugs. Politicians say the policy keeps young people off the streets and away from cocaine and heroin.

"The instream of young addicts under the age of 22 is decreasing. In the period of ten years, it decreased from 16 percent to less than two percent.

But, as borders open within the single market of the 15-nation European Union, the Netherlands' neighbours complain their young people are becoming avid drug tourists. Many come to sightsee, but others also come to buy drugs.

"The number of drugs seized originating from Holland is huge --- the number lies somewhere between 55 and 90 percent. And perhaps what is more serious is that about 98% of all ecstasy originates from Holland. This is a serious consequence which we must try in one form or another successfully combat."

French President Jacques Chirac is particularly critical of Dutch tolerance and threatens to close his country's borders.
France suspended its participation in the Schengen accord last year, which had allowed free movement between seven countries - France, Germany, Belgium, Luxembourg, the Netherlands, Spain and Portugal.
As one Frenchman says, it's very easy to cross into Holland, buy some drugs and smuggle the goods back home.

"The hiding place to smuggle in drugs are common... the double soled shoe, a well- hidden place in the car, or when you bring very little you can keep it in your mouth, but it is then quite complicated. Otherwise, in little hiding places on your body that we know."

The Dutch prefer to treat drug use as a health issue rather than a criminal one. Holland's Health Ministry partially finances Amsterdam's Drug Advice Bureau.
August de Loor and his colleagues run the centre, open to anyone using or selling drugs.
Inside they test ecstasy for dangerous levels of amphetamines (speed) or other lethal ingredients. In the past eight years, Mr. de Loor says only six people have died from ecstasy in Holland compared to 68 in England over the same period of time.
Dutch politicians want to appease their neighbours. But they're also aware that most of the population won't sacrifice its country's tradition of liberalism for the sake of the European Union.

PARIS - French police in Paris have arrested two Chinese women and one European man for drugging and robbing helpful victims.
The gang’s modus operandi is to blow a drug called “The Devil’s Breath” into the faces of their victims, leaving them physically functioning, but mentally unable to resist orders. One of the women would pose as lost tourists and ask for directions, then blow the powder into the face of their victim.
Devil’s Breath is a substance so toxic and powerful that it turns people into ‘zombies’, completely losing their own free will. The victim can then be easily persuaded to hand over their most valuable possessions, even leading the gang to their homes and providing passwords and passcodes for ATM cards and bank accounts.
The drug was once used by America’s CIA as a truth serum.
Because Devil’s Breath also brings on amnesia, investigating this possible new crimewave will be problematic for police. Police were only able to smash the ring after a handful of victims contacted them, only vaguely remembering what happened.
The drug is known by the scientific name scopolamine comes from the seeds of a tree which grows throughout northern parts of South America, and warm parts of North America.
The gang captured in Paris isn’t the only one, police suspect there are other active gangs throughout Europe.

At least eight people have been killed in a fire bomb attack on a bar in the Mexican tourist town of Cancun.
Local reports said the attack was carried out by a drug cartel which was trying to extort protection money from the bar owner.
It has heightened fears that drug-related violence is spreading to tourist towns.

The current push for making the sale of soft drugs to foreigners illegal has to do with some severe issues we have around our borders with drugs runners. These drugs runners actually drive foreign tourists of the road to ask them if they want to buy drugs, and endanger everyone on the road when they are fleeing from the police. A lot of accidents have already happened, and some pursuits have ended with police firing guns in self defence.
Also the Dutch tourist industry isn't solely dependant on drug tourism. Drug tourism is just a 140 million industry on a total income of over 9 billion. Most people come here to relax, enjoy our culture, our landscape and take a look at all the historic landmarks.

Drug tourism is travel for the purpose of obtaining or using drugs for personal use that are unavailable or illegal in one's home jurisdiction. Drug tourism can be also defined as the phenomenon by which one's travel experience involves the consumption and usage of drugs that are considered to be illegal or illegitimate in either the visited destination or the tourist’s country of origin. This would include crossing a national border to obtain drugs over the counter that are not sold in one's own country, or traveling to another country in order to obtain or use narcotics that are illegal in one's own country, or even traveling from one province/county/state to another in order to buy alcohol or tobacco more easily. Drug tourism to other countries is also popular among college students in the United States younger than 21 who are not yet of the legal drinking age for alcohol purchasing and consumption. Empirical studies show that drug tourism is heterogeneous and might involve either the pursuit of mere pleasure and escapism or a quest for profound and meaningful experiences through the consumption of drugs.

Randal Howard "Rand" Paul (born January 7, 1963) is the junior United States Senator for Kentucky. He is a member of the Republican Party. A member of the Tea Party movement, he describes himself as a "constitutional conservative" and a libertarian. He is the son of Republican Congressman and 2012 Republican presidential candidate Ron Paul of Texas and had never previously held political office. Paul first received national attention in 2008 when making political speeches on behalf of his father. A graduate of the Duke University School of Medicine, Paul has been a practicing ophthalmologist in Bowling Green, Kentucky, since 1993, and established his own clinic in December 2007. In 1994, he founded Kentucky Taxpayers United, of which he is still the chairman.

Politicans say the coffeeshops were meant for local consumption, and that the many tourists who come to the country to get high are a nusiance.

France, Germany, England and Belgium blame the country for promoting drug tourism and exporting high quantities of the popular designer drug Ecstasy.
The rift is threatening further splits in the Schengen agreement -- which allows free movement across some European Union members' borders.
But Dutch officials are defending their position. They argue that since they decriminalized marijuana 20 years ago, the number of hard core drug addicts has fallen every year.
Amsterdam... a European capital famous for hedonism and youth culture.
Every week, thousands of young Europeans travel to the Netherlands to go clubbing, attend raves or visit marijuana-selling coffee shops. Here, they can openly enjoy what is illegal in the rest of Europe. And while the popular drug Ecstasy is outlawed here, it's relatively easy to find.
Throughout Holland, residents and tourists can go to any of the 2,000 coffee shops and buy up to 30 grams of hash (cannabis resin) or "Nederweed"-- home-grown marijuana.
The Dutch government decriminalized marijuana in 1976 in order to clarify the difference between hard and soft drugs. Politicians say the policy keeps young people off the streets and away from cocaine and heroin.

"The instream of young addicts under the age of 22 is decreasing. In the period of ten years, it decreased from 16 percent to less than two percent.

But, as borders open within the single market of the 15-nation European Union, the Netherlands' neighbours complain their young people are becoming avid drug tourists. Many come to sightsee, but others also come to buy drugs.
Some also say the coffee shops sell more than just soft drugs, promoting a European drug trade.

"The number of drugs seized originating from Holland is huge --- the number lies somewhere between 55 and 90 percent. And perhaps what is more serious is that about 98% of all ecstasy originates from Holland. This is a serious consequence which we must try in one form or another successfully combat."

French President Jacques Chirac is particularly critical of Dutch tolerance and threatens to close his country's borders.
France suspended its participation in the Schengen accord last year, which had allowed free movement between seven countries - France, Germany, Belgium, Luxembourg, the Netherlands, Spain and Portugal.
As one Frenchman says, it's very easy to cross into Holland, buy some drugs and smuggle the goods back home.

"The hiding place to smuggle in drugs are common... the double soled shoe, a well- hidden place in the car, or when you bring very little you can keep it in your mouth, but it is then quite complicated. Otherwise, in little hiding places on your body that we know."

The gang’s modus operandi is to blow a drug called “The Devil’s Breath” into the faces of their victims, leaving them physically functioning, but mentally unable to resist orders. One of the women would pose as lost tourists and ask for directions, then blow the powder into the face of their victim.
Devil’s Breath is a substance so toxic and powerful that it turns people into ‘zombies’, completely losing their own free will. The victim can then be easily persuaded to hand over their most valuable possessions, even leading the gang to their homes and providing passwords and passcodes for ATM cards and bank accounts.
The drug was once used by America’s CIA as a truth serum.
Because Devil’s Breath also brings on amnesia, investigating this possible new crimewave will be problematic for police. Police were only able to smash the ring after a handful of victims contacted them, only vaguely remembering what happened.
The drug is known by the scientific name scopolamine comes from the seeds of a tree which grows throughout northern parts of South America, and warm parts of North America.
The gang captured in Paris isn’t the only one, police suspect there are other active gangs throughout Europe.

At least eight people have been killed in a fire bomb attack on a bar in the Mexican tourist town of Cancun.
Local reports said the attack was carried out by a drug cartel which was trying to extort protection money from the bar owner.
It has heightened fears that drug-related violence is spreading to tourist towns.

The current push for making the sale of soft drugs to foreigners illegal has to do with some severe issues we have around our borders with drugs runners. These drugs runners actually drive foreign tourists of the road to ask them if they want to buy drugs, and endanger everyone on the road when they are fleeing from the police. A lot of accidents have already happened, and some pursuits have ended with police firing guns in self defence.
Also the Dutch tourist industry isn't solely dependant on drug tourism. Drug tourism is just a 140 million industry on a total income of over 9 billion. Most people come here to relax, enjoy our culture, our landscape and take a look at all the historic landmarks.

For the past two decades, Colombia has been virtually synonymous with cocaine. Now that Peru has become the global epicenter of cocaine production, the Andean nation runs the risk of becoming the world’s next great narco state.
The Peruvian government is trying to crack down on the problem by ramping up eradication of coca plants, and devoting military and police resources to interdiction efforts. Despite the response — and a hefty amount of foreign aid devoted to combatting cocaine production — Peruvian coke is being consumed in the nightclubs of Lima and in cities around the world like never before.
