Dr. Tsai Ing-wen is the Chair of the Democratic Progressive Party (DPP) and the party's candidate in Taiwan's 2016 Presidential elections. Before entering public service, Dr. Tsai was a lawyer and university professor. During the 1990's she was one of the key negotiators for Taiwan's accession to the World Trade Organization. She subsequently served on the National Security Council of Taiwan as a National Security Advisor to former President Lee Teng-hui.
Dr. Tsai served as Chair of the Mainland Affairs Council from 2000-2004, DPP Legislator 2004-2005 and Vice Premier in 2005. Following the DPP's election defeat in 2008, party members urged Dr. Tsai to carry on the challenging task of re-building the party and elected her as the first woman leader of a major political party in Taiwan. She served as Chair from 2008 to 2012, and was the party's presidential candidate in 2012.
Dr. Tsai holds a Ph.D. in Law from the London School of Economics, a Master of Laws from Cornell University Law School, and a Bachelor of Laws from National Taiwan University.

STORYLINE
Taiwan's President Chen Shui-bian on Sunday defended the government's multi-billion dollar arms procurement plan, saying it is aimed to deterring any attempt by mainland China to invade Taiwan.
Taiwan's Cabinet approved, on June 2, a special budget of 610 (b) billion New Taiwan dollars (18 billion US dollars) to purchase anti-missile systems, planes and diesel-electric submarines from America.
It is pending final approval by parliament.
Speaking on Sunday at a rally to celebrate the 18th anniversary of his Democratic Progressive Party (DPP), Chen said: "Once we have the capacity of self-defence, they (China) will not dare to attack us. "
Chen added that Taiwan has no intention to be involved in war games with China and that only by engaging in military build-up and preparing for war can be wars be averted.
But a newspaper reported on Sunday that Taiwan has developed and successfully test fired surface-to-surface missiles that could hit coastal or interior Chinese cities.
The missiles, dubbed Hsiung-feng 2A and Hsiung-feng 2E, have ranges between 150 to 300 kilometres (90 to 180 miles), the mass-market Liberty Times said, citing unidentified military sources.
Thousands of Taiwanese people took to the streets on Saturday to protest against the proposed arms deal which they said could lead to an arms race with mainland China.
But Chen stressed that peace across the Taiwan Strait would not be reached with a disarmament policy.
The arms procurement package was offered by the U.S. President George W.Bush, in April 2002.
The package calls for the acquisition of eight diesel-powered submarines, six upgrade Patriot anti-missile batteries system and 12 P-3C anti-submarine aircraft.
If the budget bill for the procurement project gains legislative approval, the weapons deal would be the island's biggest in a decade.
Addressing Taiwan's admission at the United Nations, Chen urged the international community to take 23 (m) million Taiwanese people's rights seriously.
He stressed that a seat at the UN doesn't intend to replace China.

The Democratic Progressive Party chief says it will contest Bishan-Toa Payoh GRC under the SPP banner as it is "more recognisable".
SINGAPORE: The Opposition Democratic Progressive Party (DPP) will run under the banner of the Singapore People's Party (SPP) to jointly contest Bishan-Toa Payoh Group Representation Constituency (GRC), its secretary-general Benjamin Pwee said on Tuesday (Aug 11).
Speaking to the media during the parties' joint walkabout at the Junction 8 mall in Bishan, Mr Pwee said there was no time to officially register the alliance under a new name.
“Mrs Lina Chiam proposed running under the SPP banner and we were quite happy to do that as the SPP banner has a lot more visibility,” said Mr Pwee. “But we are coming up with a joint statement to say very clearly that it is two parties coming together to partner to send a joint team.”
Mr Pwee also said the DPP has finalised its line-up for the five-member Bishan-Toa Payoh GRC but is waiting on SPP. Mr Pwee and DPP chairman Mohamad Hamim Aliyas, both formerly from SPP, are definitely in the running to contest Bishan-Toa Payoh (BTP) he said.
The DPP put forth five possible candidates and the SPP has chosen five to six contenders. Both parties' Central Executive Committees will sit down to select the best five by the end of this week.
"Both sides have agreed to come together to select the best candidates based on a few criteria. They must perform well in Parliament, have a good touch on the ground, be able to work with each other long-term over five years to run a town council. For DPP this last factor is the overriding one," he said.
The DPP and SPP will issue a joint manifesto for Bishan-Toa Payoh where both parties will adopt joint positions on municipal issues, Mr Pwee added.
WILL CHIAM SEE TONG CONTEST BISHAN-TOA PAYOH?
Asked whether veteran politician Chiam See Tong would contest Bishan-Toa Payoh like he did in 2011, SPP member Ravi Philemon, who was at the walkabout, said that “the rules do not rule him out of candidacy".
“It depends on who is being fielded from the PAP (People’s Action Party). We don’t want to give our cards away too soon,” he said.
Mr Ravi said the 80-year-old Chiam is "very frail but his mind is still very, very sharp" and that he is very valuable to the team. “We’ve been walking the ground and we know Mr Chiam is very well-liked in the constituency. Sometimes just mentioning his name opens doors ... That’s the kind of warmth people in Bishan-Toa Payoh have for Mr Chiam.”
DPP WILL SUPPORT MRS CHIAM: PARTY CHIEF
Mr Pwee told reporters that the DPP-SPP alliance would extend to Hong Kah North and Potong Pasir Single Member Constituencies.
“We are happy to support Mrs Chiam in her bid for Potong Pasir, whether it means walking the ground with her or speaking at rallies with her. We will do our very best to make sure she wins back Potong Pasir,” he said.
“For Hong Kah North, both sides are discussing to see how we can send the best candidate, whether this candidate comes from SPP or DPP.”
Mr Pwee added that the DPP’s new candidate Edwin Fernandez could possibly be in the running to contest Hong Kah North SMC.
However, the SPP later issued a clarification that its alliance with DPP only covers Bishan-Toa Payoh. "Considering the cause for opposition unity, the SPP agreed to work with the Democratic Progressive Party (DPP) to contest Bishan-Toa Payoh (BTP) GRC. We noted that some of the candidates from DPP had prior exposure in BTP, and we are of the view that a joint team would be able to offer BTP voters a stronger alternative," it said in a statement.
"However, the alliance does not extend beyond BTP, for those very reasons," the party stated.
