Despite plummeting oil prices and a glut in global supplies, members of the Organisation of the Petroleum Exporting Countries (OPEC), have decided to increase oil production levels despite growing disagreement among members over the strategy.
OPEC, which provides a third of global oil, recently decided to increase its collective output to 31.5 million barrels per day, despite crude oil prices dropping to a seven-year-low, now hovering around $40 a barrel.
Made up of Algeria, Angola, Ecuador, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, the United Arab Emirates and Venezuela; the oil cartel has been supplying an already over-supplied market with cheap oil - with all of its members now feeling the pinch.
But countries such as Venezuela have been the hardest hit. With 95 percent of its income from oil, Venezuela is witnessing its worst recession since the 1940s, and the economy is expected to shrink by 10 percent this year.
Venezuela wants OPEC to change its policy but influential players like Saudi Arabia are insisting on keeping production levels high, because they don't want to lose customers to non-OPEC producers like the United States.
US oil and shale gas production has been expanding in recent years, and with reduced domestic fuel demand - this could lead to less reliance on crude imports and a lifting its oil export ban.
Kim Zietlow, an economist at Humboldt University in Berlin, joins Counting the Cost to discuss OPEC's refusal to cut oil production and what this means for the future of the oil cartel.
Iran's return to the big stage
Iran is about to re-enter the world of oil markets after years of sanctions and isolation.
With the world's fourth-largest crude oil reserves and the second-largest reserves of natural gas, the Islamic Republic was pumping around 4.5 million barrels of oil a day ten years ago before international sanctions brought that right down to 2.8 million barrels.
When sanctions are lifted however, that could rise by a million barrels a day, depending on whether international companies decide to return and invest there.
Azadeh Meskarian, a solicitor with the Iran Department at Zaiwalla & Co, joins the programme to discuss Iran's return and the effects it will have on the oil market.

The Perdido is located in the Perdido fold belt which is a rich discovery of crude oil and natural gas that lies in water that is nearly 8000 feet deep. The platform's peak production will be 100,000 barrels of oil equivalent per day. At 267 meters, the Perdido is nearly as tall as the Eiffel Tower.
An oil rig is a large structure with facilities to drill wells, to extract and process oil and natural gas, and to temporarily store product until it can be brought to shore for refining and marketing. In many cases, the platform contains facilities to house the workforce as well.

That is the business story. But it is also a political story.
The last time oil prices dropped so low and stayed there was during the 1980s, when the Soviet Union collapsed.
Some Russians see history repeating itself. There is talk in the Kremlin of a US-led conspiracy and economic warfare by NATO.
Fifty percent of Russia's government revenue comes from oil and gas. For every dollar fall in the oil price, Russia loses around $2bn in revenue.
It is not just Russia that is feeling the pinch.
Saudi Arabia and other Middle Eastern countries have seen their revenues slashed, but with lower production costs have more margin for manoeuvre.

The Deepwater Horizon oil spill (also referred to as the BP oil spill, the BP oil disaster, the Gulf of Mexico oil spill, and the Macondo blowout) began on 20 April 2010 in the Gulf of Mexico on the BP-operated Macondo Prospect. It is considered to be one of the most devastating human-caused environmental disasters. The Valdez spill was the largest in US waters until the 2010 Deepwater Horizon oil spill, in terms of volume released. However, Prince William Sound's remote location, accessible only by helicopter, plane, or boat, made government and industry response efforts difficult and severely taxed existing plans for response. The region is a habitat for salmon, sea otters, seals and seabirds. The oil, originally extracted at the Prudhoe Bay oil field, eventually covered 1,300 miles (2,100 km) of coastline, and 11,000 square miles (28,000 km2) of ocean.
According to official reports, the ship was carrying approximately 55 million US gallons (210,000 m3) of oil, of which about 10.1 to 11 million US gallons (240,000 to 260,000 bbl; 38,000 to 42,000 m3) were spilled into the Prince William Sound. A figure of 11 million US gallons (260,000 bbl; 42,000 m3) was a commonly accepted estimate of the spill's volume and has been used by the State of Alaska's Exxon Valdez Oil Spill Trustee Council, the National Oceanic and Atmospheric Administration and environmental groups such as Greenpeace and the Sierra Club. Some groups, such as Defenders of Wildlife, dispute the official estimates, maintaining that the volume of the spill, which was calculated by subtracting the volume of material removed from the vessel's tanks after the spill from the volume of the original cargo, has been underreported. Alternative calculations, based on the assumption that the official reports underestimated how much seawater had been forced into the damaged tanks, placed the total at 25 to 32 million US gallons (600,000 to 760,000 bbl; 95,000 to 121,000 m3).

Police were notified at 2.54am about an accident involving a trailer and a car. A 41-year-old man was conveyed conscious to Khoo Teck Puat Hospital.
No arrests have been made, though investigations are ongoing, said police.

WC643 is an abondoned Oil and Gas production platform in the Gulf of Mexico. This video was taken when I flew a few guys out to do their checks just to make sure the place was still there. Apparently a hurricane hit the Gulf so the workers evacuated fully expecting to come back. However the pipeline was destroyed and the cost of repairing it wasn't worth it for what this platform produces.

This includes the oil production plant, the accommodation block and the drilling rig. They are often modular in design and so can be changed out if necessary allowing expensive platforms to be more readily updated with newer technology.

The total cost of the project is estimated to be $10-12 billion, making it the largest direct foreign investment in Russia.
The Berkut platform is expected to produce 12,000 tons of oil daily or about 4.5 million tons annually, raising the total output of the Sakhalin-1 Consortium to 27,000 tons a day.
Oil from the Arkutun-Dagi oil field will be processed at the Chaivo onshore treatment facility and then delivered by a pipeline to the DeKastri oil export terminal.
The tax revenues from oil produced by the Berkut platform will provide Russia’s regional and federal budgets with no less than $9 billion over the next ten years.

Greenpeace is protesting at Shell and Gazprom oil rigs because both companies have proven to be unable to drill safely for oil in the pristine Arctic. Especially Gazprom has a very bad environmental record. We only have to wait for a spill which they cannot clean up and has the potential to destroy large parts of the "refrigirator of our planet".
Although this drilling does provide jobs (honestly paid?) it will merely benefit the rich (senior management & shareholders). Greenpeace has proven [Energy (R)evolution] that changing our current addiction to burning fossil fuels into a move for clean energy will provide more and cleaner jobs than this old (and finite) energy industry will ever be able to do.

Fresh food is delivered daily via helicopter. Most oil rigs are equipped with movie theaters, big social areas to relax, gyms and saunas to stay fit. Petrol companies understand that their rigworkers are there most important assents and look after them as good as they can.

The demand side of peak oil over time is concerned with the total quantity of oil that the global market would choose to consume at various possible market prices and how this entire listing of quantities at various prices would evolve over time. Total global quantity demanded of world crude oil grew an average of 1.76% per year from 1994 to 2006, with a high growth of 3.4% in 2003–2004. After reaching a high of 85.6 million barrels (13,610,000 m3) per day in 2007, world consumption decreased in both 2008 and 2009 by a total of 1.8%, despite fuel costs plummeting in 2008. Despite this lull, world quantity-demanded for oil is projected to increase 21% over 2007 levels by 2030 (104 million barrels per day (16.5×106 m3/d) from 86 million barrels (13.7×106 m3)), due in large part to increases in demand from the transportation sector. According to the IEA's 2013 projections, growth in global oil demand will be significantly outpaced by growth in production capacity over the next 5 years.
The world increased its daily oil consumption from 63 million barrels (10,000,000 m3) (Mbbl) in 1980 to 85 million barrels (13,500,000 m3) in 2006.
Energy demand is distributed amongst four broad sectors: transportation, residential, commercial, and industrial. In terms of oil use, transportation is the largest sector and the one that has seen the largest growth in demand in recent decades. This growth has largely come from new demand for personal-use vehicles powered by internal combustion engines. This sector also has the highest consumption rates, accounting for approximately 68.9% of the oil used in the United States in 2006, and 55% of oil use worldwide as documented in the Hirsch report. Transportation is therefore of particular interest to those seeking to mitigate the effects of peak oil.
United States crude oil production peaked in 1970. In 2005, imports were twice as great as production.
Although demand growth is highest in the developing world, the United States is the world's largest consumer of petroleum. Between 1995 and 2005, US consumption grew from 17,700,000 barrels per day (2,810,000 m3/d) to 20,700,000 barrels per day (3,290,000 m3/d), a 3,000,000 barrels per day (480,000 m3/d) increase. China, by comparison, increased consumption from 3,400,000 barrels per day (540,000 m3/d) to 7,000,000 barrels per day (1,100,000 m3/d), an increase of 3,600,000 barrels per day (570,000 m3/d), in the same time frame. The Energy Information Administration (EIA) stated that gasoline usage in the United States may have peaked in 2007, in part because of increasing interest in and mandates for use of biofuels and energy efficiency.
As countries develop, industry and higher living standards drive up energy use, most often of oil. Thriving economies, such as China and India, are quickly becoming large oil consumers. China has seen oil consumption grow by 8% yearly since 2002, doubling from 1996 to 2006. In 2008, auto sales in China were expected to grow by as much as 15–20%, resulting in part from economic growth rates of over 10% for five years in a row.
Although swift, continued growth in China is often predicted, others predict China's export-dominated economy will not continue such growth trends because of wage and price inflation and reduced demand from the United States. India's oil imports are expected to more than triple from 2005 levels by 2020, rising to 5 million barrels per day (790×103 m3/d).

Between 1995 and 2005, US consumption grew from 17,700,000 barrels per day (2,810,000 m3/d) to 20,700,000 barrels per day (3,290,000 m3/d), a 3,000,000 barrels per day (480,000 m3/d) increase. China, by comparison, increased consumption from 3,400,000 barrels per day (540,000 m3/d) to 7,000,000 barrels per day (1,100,000 m3/d), an increase of 3,600,000 barrels per day (570,000 m3/d), in the same time frame. The Energy Information Administration (EIA) stated that gasoline usage in the United States may have peaked in 2007, in part because of increasing interest in and mandates for use of biofuels and energy efficiency.
As countries develop, industry and higher living standards drive up energy use, most often of oil. Thriving economies, such as China and India, are quickly becoming large oil consumers. China has seen oil consumption grow by 8% yearly since 2002, doubling from 1996 to 2006. In 2008, auto sales in China were expected to grow by as much as 15–20%, resulting in part from economic growth rates of over 10% for five years in a row.
Although swift, continued growth in China is often predicted, others predict China's export-dominated economy will not continue such growth trends because of wage and price inflation and reduced demand from the United States. India's oil imports are expected to more than triple from 2005 levels by 2020, rising to 5 million barrels per day (790×103 m3/d).

Engineers, managers and traders, all help extract, refine and distribute oil, which makes its way across Syria and Iraq as well as overseas. But this is no state-run company. This is the Islamic State of Iraq and the Levant's (ISIL) lifeline - a business that provides the armed group with more revenue than any other source. Oil helps to fund its war in Syria and Iraq, as well as to provide electricity to the 10 million people living under ISIL control. But despite the oil trade being targeted by the US-led coalition against ISIL, the business continues to thrive. And many people are increasingly asking why. Russia has accused Turkey of buying oil from the armed group. Ankara in turn threw this allegation back at Moscow because of Russian support for Bashar al-Assad, who is also accused of buying oil from ISIL. And to complicate matters, ISIL oil is also being sold to other rebel groups in Syria, most of whom are opposed to ISIL but have no alternative sources of fuel. So who are the individuals and groups involved in refining and selling ISIL's oil? And where does that oil end up?

Amid low oil prices and burgeoning budget deficits, Saudi Arabia annonced it was considering listing the state-owned oil giant Aramco on the Saudi stock exchange.
Aramco is the world's largest company in the oil business and the backbone of the Saudi economy.
But the oil business is not creating enough cash these days. Even with the low oil price, the numbers associated with Aramco highlight why this could be such a significant initial public offer.
Saudi Aramco has crude reserves of about 260bn barrels of oil, which is more than 15 percent of the world's proven oil reserves. If it went public, it could become the first listed company valued at $1 trillion or more, analysts estimate.
Saudi Arabia's $98 billion budget deficit is seen by many analysts as the main reason for the listing, but Saudi officials inists it is part of an attempt to diversify the economy beyond oil and have the private sector play a biger role.
So, will auctioning off a slice of Aramco give Saudi Arabia more time to weather the oil price storm? And how can the Saudi economy deal with the low oil price?
We speak to Fahad Alturki, the chief economist of Jadwa Investment, about oil, Aramco and a trillion-dollar IPO we thought would never happen.
