It was not immediately clear whether the blasts late Monday on the edge of the relatively peaceful western city of Herat were the result of an accident or caused by a militant attack.
"Around midnight (Monday) a gas tanker exploded which triggered blasts in a gas storage plant, killing 11 people and injuring 10 others," Herat police spokesman Abdul Rauf Ahmadi told AFP.
The explosions triggered a plume of flames into the night sky, which rapidly spread to a nearby settlement of mud houses for internally displaced people where most of the deaths occurred.
Ihasanullah Hayat, spokesman for the governor of Herat, confirmed the toll and said the majority of those killed were children.
A resident of the hillside settlement, who lost a 9-year-old daughter in the fire, said many of the victims were trying to flee the towering flames.

"The explosions were powerful and sparked a huge fire," said the man, who had sought refuge in Herat after fleeing the neighbouring restive province of Badghis.
"After the first explosion everyone started to flee the area and got caught up in the flames," he added, reluctant to give his name.
Mourners gathered at the settlement for funeral prayers on Tuesday morning, with turbaned pall bearers seen carrying bodies for burial on makeshift stretchers.
Domestic gas cylinder explosions are an almost daily occurrence around the country, where safety standards are poor and fatal accidents not uncommon.

Herat province, a key business hub located in western Afghanistan near the border with Iran, is a relatively peaceful province in a country convulsed by an ascendant 14-year Taliban insurgency.
But in May last year four insurgent gunmen launched a pre-dawn attack on India's consulate in Herat before being repelled by security forces, in an assault highlighting the precarious security situation in the country.
And at least four Afghans were killed in September 2013 in a Taliban suicide attack on the US consulate in the city.
The Taliban are stepping up their summer offensive, launched in late April, amid a bitter leadership dispute following the announcement of the death of longtime leader Mullah Omar.
At least 12 people including three US civilian contractors were killed Saturday when a suicide car bomber struck a NATO convoy in Kabul, following a wave of fatal bombings earlier this month that rattled the city.

Mullah Akhtar Mansour, Omar's longtime trusted deputy, was named as the new Taliban chief in late July in an acrimonious power transition.
Al-Qaeda chief Ayman al-Zawahiri recently pledged his group's allegiance to Mansour, in a move which could bolster his accession amid the growing infighting within the Afghan militant movement.
The latest wave of deadly violence underscores Afghanistan's volatile security situation as peace talks appear to have stalled.
Afghan forces, stretched on multiple fronts as the insurgency expands, are facing their first fighting season without the full support of US-led NATO forces.
NATO ended its combat mission in Afghanistan in December last year, although a 13,000-strong residual force remains for training and counter-terrorism operations.

Tattoos embody Afghan social revolution, but critics push back

Exposure to Western culture since 2001 has transformed Afghanistan's previously isolated society, and a love of tattoos has taken hold - despite inking parlours being illegal.
Under the Taliban's tough 1996-2001 regime, personal fashion statements were outlawed and police squads patrolled the streets looking for men who had beards that were too short or hair that was too long.
Now, 13 years after the Taliban were ousted, young men in Kabul, Herat and other cities wear skinny jeans and embroidered jackets, and take pride in elaborate hairstyles sculpted with thick gel.
The practice is one unexpected legacy of the U.S.-led NATO intervention in Afghanistan, which ends its fighting role against the Taliban on December 31.
Many Muslims consider tattoos to be forbidden under Islamic law, and some mullahs in Afghanistan are fiercely critical, describing it as a mutilation of the human body.
Faced with such opposition, getting a tattoo requires determination, ingenuity and inside knowledge. "It is illegal to have a tattoo shop. I do it in secret and if the government finds out about me they might come and arrest me," Reza Yousifi, 19, an underground tattoo artist in Kabul, told AFP.
"My friends who are tattoo artists previously had shops but they were arrested and their shops were closed."
Yousifi, who has a tattoo from the X-Men movies on his arm, first developed his passion while living in Iran as a refugee and then became a skilled artist himself.
He uses his friend's male beauty salon in a shopping mall as cover to avoid the attentions of the authorities, keeping his tools hidden at home and only taking them to the salon when he has a client.
After 2001, a number of tattoo parlours set up in Kabul, openly advertising their business as Afghans hungrily adopted outside fashions and customs. But religious leaders complained, and the government shut them down. "It is considered a sin in Islam to have a tattoo," said Yousifi.
"People who have tattoos on their arms hide them under their sleeves, but despite that it is rapidly growing in popularity."
He says his clients are young men, and sometimes women, who believe that tattoos add a sense of adventure and attitude to their restricted lives.
The designs often reflect deep emotions: broken hearts, images of lost friends, or the pain of growing up surrounded by conflict.
"Many of my clients like angry, aggressive designs related to the war. But there are some who want romantic ones like pictures of girls," Yousifi said, pulling off his surgical gloves.
"We always tell them that our tattoos are permanent, and they should be careful about what they choose."
'I wear long sleeves'
Mehdi, 17, one of his clients, wears low-cut jeans, spiky hair and has a newly inked anchor design on his right arm, which is red raw after having ink drilled into the skin.
"I first saw tattoos in India," Mehdi said. "I was very impressed. I then decided to find a good artist in Kabul. I am now in love with my tattoo.
"The younger generation know why we want them... This is what I care about, I don't care about what other people say."
Tattoos, or "tacs" as they are known, are also popular among Kabul's body-builders - another new activity that has boomed since the US-led invasion that ousted the hardline Taliban.
At a claustrophobic basement gym echoing with the noise of clanking weights, one in every three men has a tattoo.
The designs range from tribal patterns, star signs and names to dragons, swords and eagles.
"My tattoo shows barbed wire with a bird flying out of it. For me, it means freedom," said Basir.
In the gym, they proudly show their decorated muscles, but they know that outside a tattoo could bring trouble.
"When I go outside, I wear long sleeves," Basir said. "The insurgents cut off people's fingers for voting, so I am afraid they might cut my arm for a tattoo."
With the international presence in Afghanistan falling fast, the future direction of Afghan society is uncertain after the tumultuous experience of recent years.
For some mullahs, the end of NATO's war is a chance to re-establish traditional values and end the baleful influence of the West.
"Tattooing is un-Islamic and most people hate it and make fun of those who do it," said Mullah Abdul Latif, leader of a mosque in west Kabul. "It is a Western culture. There is no room for it here."

The Netherlands (Dutch: Nederland, also commonly, but incorrectly, called Holland in English) is a European country, bordering Germany to the east, Belgium to the south, and France in the Caribbean as the Dutch territory Sint Maarten borders French territory Saint-Martin. The people, language, and culture of the Netherlands are referred to as "Dutch".
With over 16 million people on an area of just 41,543km², it's a densely populated country with its gorgeous capital Amsterdam being just one of many interesting cities. Once a great naval power, this small nation boasts a wealth of cultural heritage and is famous for its painters, windmills, clogs and notoriously flat lands. A modern European country today, it preserved its highly international character and is known for its liberal mentality. As a founding member of EU and NATO, and host to the International Court of Justice in The Hague, the Netherlands is at the heart of international cooperation. Its small size, welcoming attitude to travellers and many sights make it a unique and fairly easy to discover destination and a great addition to any European trip.
=====================
Belgium (Dutch: België, French: Belgique, German: Belgien) is a low-lying country on the North Sea coast in the Benelux. With the majority of West European capitals within 1,000km of the Belgian capital of Brussels, and as a member of the long-standing international Benelux community, Belgium sits at the crossroads of Western Europe. Its immediate neighbours are France to the southwest, Luxembourg to the southeast, Germany to the east and the Netherlands to the north.
Understand
Belgium is a densely populated country trying to balance the conflicting demands of urbanization, transport and industry with commercial and intensive agriculture. It imports large quantities of raw materials and exports a large volume of manufactured goods, mostly to other EU countries.

I traveled to Riga for only 4 days and managed to see and do a lot in that short given timeframe. Riga is the largest city of the Baltics and offers a lot of cool things to do in Riga itself but also just a short train ride out of the center in Sigulda.
This video showcases the combination of a city trip and and action packed day out in the nature. My personal highlight has been the flight in the vertical wind tunnel "Aerodium" near Sigulda - if you feel like you can even go Bungee Jumping there.

Webster Tarpley is an American historian, economist, journalist, lecturer and a critic of U.S. foreign and domestic policy.
He received a BA degree summa cum laude in English and Italian from Princeton University in 1966. While a student at Princeton he became a member of Phi Beta Kappa, and was a Fulbright Scholar at University of Turin in Italy. Tarpley also obtained a MA degree in humanities from Skidmore College, as well as a PhD from the Catholic University of America in History.
As a European based journalist in the 1980s, Tarpley wrote a study on the assassination of Prime Minister Aldo Moro. The study claimed that the murder was a false flag operation orchestrated by Propaganda Due (a Masonic Lodge) with the cooperation of senior members of the Italian government secret services that was blamed on the Red Brigades.
As an activist historian he first became widely known for his book George Bush: The Unauthorized Biography (1992), a masterpiece of research which is still a must read.
During 2008, he warned of the dangers of an Obama presidency controlled by Wall Street with Obama: The Postmodern Coup, The Making of a Manchurian Candidate and Barack H. Obama: The Unauthorized Biography. His interest in economics is reflected in Surviving the Cataclysm: Your Guide Through the Worst Financial Crisis in Human History Against Oligarchy. He is currently completing a study of Pearl Harbor as an episode in Wall Street's war against President Franklin D. Roosevelt, the New Deal, and FDR's economic bill of rights. His books have appeared in Japanese, German, Italian, French, and Spanish

Latvia Adventure Travel: If you're yearning to hit Europe's untrodden jackpot, cash in your chips in Latvia (Latvija). Still undiscovered by the tourism masses, this sizzling Baltic sexpot is poised to become the continent's next A-list star. A country in transition, hellbent on shedding its stalwart old-Soviet image, the Latvia of today is vibrant, enigmatic and altogether mesmerising. Refreshingly unpretentious, Latvia manages to tantalise even the most jaded traveller. Many arrive expecting little and leave overwhelmed, certain they've uncovered long-buried treasure.
Latvian amber was known in places as far away as Ancient Greece and the Roman Empire. In the 12th century, German traders arrived, bringing with them missionaries who attempted to convert the pagan Finno-Ugric and Baltic tribes to the Christian faith. The Germans founded Rīga in 1201, establishing it as the largest and most powerful city on the eastern coast of the Baltic Sea. After independence in 1918, Latvia achieved considerable results in social development, economy, industry and agriculture. It has always been a multicultural melting point, where foreigners and locals worked together and brought prosperity to the country. On June 16, 1940, Vyacheslav Molotov presented the Latvian representative in Moscow with an ultimatum accusing Latvia of violations of that pact, and on June 17 Soviet forces occupied the country. Elections for a "People's Saeima" were held, and a puppet government headed by Augusts Kirhenšteins led Latvia into the USSR. The annexation was formalized on August 5, 1940. During the time of the Iron Curtain, Latvia was a province of the Soviet Union, but the concentration of heavy industry was enormous. Contacts with the West were regulated. The Baltic region had the reputation of being the most urbanized and having the highest literacy rate in the Soviet Union. Latvia gained independence on September 6, 1991. Between 1991 and 2007 the country saw unprecedented economic growth. However, the global recession and the banking crisis hit Latvia brutally, and severe economic contraction and destructively high unemployment have returned.
Because of a tribal past and divisions between occupying nations, there are regional differences between parts of Latvia which are interesting to explore.

TrackingPoint precision guided semi-auto firearms are available now in 3 different calibers starting at $7,495.
TrackingPoint's precision guided firearms system uses several component technologies:
Networked Tracking Scope: The core engine that tracks the target, calculates range and the ballistic solution, and works in concert with the shooter and guided trigger to release the shot.
Barrel Reference System: A fixed reference point that enables the networked tracking scope to make adjustments and retain zero over time. The barrel reference system is factory calibrated to a laser reference.
Guided Trigger: The rifle's trigger is hard-wired to the networked tracking scope. The networked tracking scope controls the trigger weight to eliminate trigger squeeze and shot timing errors.[7]
Field Software Upgradeable: Software can be uploaded to the scope to add capability.[8]
Heads Up Display (HUD): The HUD indicates range, wind, reticle, video storage gauge, zoom, and battery life, plus LRF icon, Wi-Fi on/off icon, compass icon, cant wheel, inclination wheels and off-screen indicators.
Recording: An integrated camera captures video and still images from the networked tracking scope and heads up display. Recorded images can be downloaded to a smartphone or tablet from the scope and transmitted via email or social media.
A rifle is a firearm designed to be fired from the shoulder, with a barrel that has a helical groove or pattern of grooves ("rifling") cut into the barrel walls. The raised areas of the rifling are called "lands," which make contact with the projectile (for small arms usage, called a bullet), imparting spin around an axis corresponding to the orientation of the weapon. When the projectile leaves the barrel, this spin lends gyroscopic stability to the projectile and prevents tumbling, in the same way that a properly thrown American football or rugby ball behaves. This allows the use of aerodynamically-efficient pointed bullets (as opposed to the spherical balls used in muskets) and thus improves range and accuracy. The word "rifle" originally referred to the grooving, and a rifle was called a "rifled gun." Rifles are used in warfare, hunting and shooting sports.
In most armed forces the term "gun" is incorrect when referring to small arms; in military parlance, the word "gun" refers to an artillery piece or crew-served machine gun. Furthermore, in many works of fiction a rifle refers to any weapon that has a stock and is shouldered before firing, even if the weapon is not rifled or does not fire solid projectiles (e.g. a "laser rifle").
A gun is a normally tubular weapon or other device designed to discharge projectiles or other material.[1] The projectile may be solid, liquid, gas or energy and may be free, as with bullets and artillery shells, or captive as with Taser probes and whaling harpoons. The means of projection varies according to design but is usually effected by the action of gas pressure, either produced through the rapid combustion of a propellant or compressed and stored by mechanical means, operating on the projectile inside an open-ended tube in the fashion of a piston. The confined gas accelerates the movable projectile down the length of the tube imparting sufficient velocity to sustain the projectile's travel once the action of the gas ceases at the end of the tube or muzzle. Alternatively, acceleration via electromagnetic field generation may be employed in which case the tube may be dispensed with and a guide rail substituted.

The programme captures various aspects of the Lithuanian vibrant culture, from ancient traditions to contemporary nightlife, and aims to provide a real perception of the country.
"The new "Essential" programme is a wonderful chance to show the major changes in the country.
