INTERIM GOVERNMENT: A FIRST IN HISTORY
The Turkish public had been waiting in anticipation since June when Turkey’s electoral commission announced the results of the general elections. People were speculating whether a coalition would be formed - and if so, who would be in it and what that might mean for Turkey. But that means little now. The coalition talks have since collapsed and the deadline to form a government has passed. So, President Recep Tayyip Erdogan gave prime minister Ahmet Davutoglu the mandate to form an interim government. Turkey’s Official Gazette announced the decision on August 25 - that until the snap election, Turkey would be ruled an interim government to be formed within five days. And it took three days for Prime Minister Ahmet Davutoglu to announce the new members of cabinet. The official handover ceremony for the first interim government in the history of Turkey followed a day later.
The numbers of seats it held in parliament allowed the governing AK Party 11 ministries. The main opposition CHP was eligible for five, and both the MHP and HDP three each. But the law required the ministries of justice, interior affairs and transportation to be given to independent candidates.
THE PROCESS
Prime Minister Davutoglu then sent invitations to the candidates. In turn, they had 24 hours to accept or reject the invitations. But the CHP and MHP already declared they’d not take part in the interim government. The HDP said it was willing to and would accept any ministry. Still, there were notable deputies who decided to go against the will of their parties. Levent Tuzel from the HDP declined a ministerial post, while son of former nationalist leader Alparslan Turkes, Tugrul Turkes from the MHP accepted the post of deputy ministry. Second most represented party in the interim government. Ali Haydar Konca became Minister of European Union and Muslum Dogan, Minister of Development. And, Aysen Gurcan became the first headscarved minister in Turkish history when she was appointed Minister of Family and Social Politics.
EARLY ELECTIONS
After a 45-days of coalition talks between parties bore no results, the Supreme Electoral Council of Turkey set November 1 as the date for a snap election. The Turkish constitution states that an early election must take place if parties do not reach an agreement to form a government within a 45 day period following a stalemate election. The electoral council published a calendar for the snap election last week. It also confirmed that a total of 29 political parties will take part in the upcoming elections. 47.5 million citizens voted in the elections on June and a similar turnout is expected in November.

Fiji's interim government installed after a nationalist coup was illegal and must return power to the country's democratically elected parliament, the country's court of appeal ruled on Thursday.
The court said President Ratu Josefa Iloilo must step down by March 15.
It said parliament had never been dissolved by the coup and the country's constitution remained in effect.
The man who brought the case to court in June last year, Chandrika Prasab, was delighted with the result.
The ruling clears the way, if accepted by the interim government, for the return of democratic rule to the South Pacific nation.
The military-backed interim government took power last year after a May coup by hardline nationalists, who ousted the country's first ethnic Indian prime minister.
Iloilo, who was installed after the coup was instructed on Thursday to relinquish power and turn over his authority to the parliament, which has not sat since the coup.
It was not clear how the military would react to the ruling, although senior military figures said earlier that they would respect the outcome of the hearing.
There was tight security around the court on Thursday with snipers crouching on the roof and roadblocks thrown up across the capital, Suva, in case the decision triggered political violence.
Failed businessman George Speight led a gang of gunmen into parliament on May 19, taking the government hostage and holding some members for 56 days in a standoff with the military.
The hostages were eventually freed and Speight and his henchmen arrested.
Most of the plotters are in custody awaiting trial on treason charges.
A lower court ruled late last year that the interim government installed by the military after the coup was illegal and should step down in favor of a new administration formed by the old parliament.
The government appealed the ruling to the country's court of appeal.
Five foreign judges heard the case last week, in which the government argued it should be allowed to stay in power to lead the country back to democracy in March 2002 elections.
While the appeals court on Thursday ruled against the government and returned sovereignty to parliament, forming a new government will be difficult.
Fiji remains bitterly divided with hardline nationalists determined to exclude the country's large ethnic Indian minority from any significant political power.
Ousted prime minister Mahendra Chaudhry has vowed not to share power with any politicians linked to the coup, which would make it difficult to form a government of national unity.
Fijian nationalists and elements within the military are unlikely to accept Chaudhry's return to power.
Members of his own Labor Party have suggested the former prime minister should step aside in the interests of national unity but he has refused.

A lower court ruled late last year that the interim government installed by the military after the coup was illegal and should step down in favor of a new administration formed by the old parliament.
The government appealed the ruling to the country's court of appeal.
Five foreign judges heard the case last week, in which the government argued it should be allowed to stay in power to lead the country back to democracy in March 2002 elections.
While the appeals court on Thursday ruled against the government and returned sovereignty to parliament, forming a new government will be difficult.
Fiji remains bitterly divided with hardline nationalists determined to exclude the country's large ethnic Indian minority from any significant political power.
Ousted prime minister Mahendra Chaudhry has vowed not to share power with any politicians linked to the coup, which would make it difficult to form a government of national unity.
Fijian nationalists and elements within the military are unlikely to accept Chaudhry's return to power.
Members of his own Labor Party have suggested the former prime minister should step aside in the interests of national unity but he has refused.

Ponta quit on Nov. 4 after a horrific fire at a Bucharest nightclub left 32 people dead, prompting tens of thousands of people to take to the streets demanding a "profound change" in the government as a wave of grief and anger swept the country.
The venue was not authorised to hold concerts or stage the pyrotechnic display that sparked the fire.
Many protesters saw last Friday's tragedy at the Colectiv club as a sign that nothing has changed in one of Europe's poorest and most corruption-prone nations.
Ponta himself has been under pressure for weeks over charges of fraud, tax evasion and money laundering that have made him the first Romanian head of government to go on trial.
He said it was right for top officials to take responsibility over the fire, which sparked a stampede as panicked revellers desperately tried to get out, leaving nearly 200 people injured.
Ponta's resignation has failed to stop the protests and some 10,000 demonstrators, most of them young, took to the streets of Bucharest on Nov. 5, the third night running.
They were protesting against corruption among the political classes they hold responsible for the nightclub deaths.
Thousands more protested in other major cities.
"Down with parliament" and "We want a free Romania" were among the slogans chanted in Bucharest.
"Justice has not been done yet," said one 24-year-old protester who declined to be identified.
"I had two friends who died in the fire." Resignations "do not change anything, they do not ease my pain".
Marius Matache, another protester, added: "People want a change in the system."
"Our friends in the Colectiv disco were killed by a vile system."
Meanwhile an explosion at a bread-making factory in northern Romania on Nov. 5 left six people injured and did nothing to ease safety concerns.
The injured were taken to hospital but were said not to be in danger after the blast in the town of Brasov.
The cause of the explosion was unknown.
The wave of discontent has roots going back to Romania's emergence from Soviet rule in the 1990s and its struggle to shrug off endemic corruption.
Dozens of former politicians and judges have been swept up in recent investigations launched by Romania's anti-corruption agency.
Ponta stands accused of receiving the equivalent of 55,000 euros ($63,000) from political ally Dan Sova.
Prosecutors also suspect Ponta of conflict of interest, but that probe was stymied when parliament -- where his Social Democrat party holds a comfortable majority -- refused to lift his immunity from prosecution.
"In a country where parliament refuses to lift the immunity of a prime minister accused of corruption... we have to ask ourselves how it was possible that the Ponta government survived for so long," wrote commentator Iulian Anghel in the Ziarul Financiar newspaper.
Analysts say Iohannis -- a conservative elected last year on an anti-corruption ticket -- faces a daunting task in finding a new government.
The demonstrators have demanded a technocratic government, saying they no longer have confidence in any political party.
"All of the parties are rotten," they chanted in the streets.
While the names of several potential premiers have been touted, Corina Rebegea of the Washington-based Center for European Policy Analysis said Iohannis would not be spoiled for choice in recruiting a leader that will satisfy the protesters.
"It seems that Romania has exhausted its reserve of technocrats," she told AFP.
Iohannis said Nov. 5 that in the wake of the protests he would consult with civil society before forming the new government.
"I saw you, I heard you and I will consider your demands," he said.
New premier Campeanu said the interim government would continue to work on the country's 2016 budget plans, due to be submitted to parliament this month, even though it is not empowered to pass new laws.

Turkish Prime Minister Ahmet Davutoglu has announced that he will submit a list of names for the planned interim cabinet to President Recep Tayyip Erdogan for approval in order to establish a caretaker government carrying the country to early elections scheduled on Nov. 1.
The interim government should have 22 ministries, according to the Turkish law. Davutoglu previously sent the offered ministerial positions for the interim government to the deputies of opposition parties on Wednesday “in proportion to their parliamentary membership,” in accordance with the constitution.
As a result, the secularist Republican People’s Party (CHP) was offered five ministries by Davutoglu, while three ministries were proposed to the Nationalist Movement Party (MHP) as well as to the Peoples’ Democratic Party (HDP).
Davutoglu’s Justice and Development Party (AK Party) will receive 11 ministries having had approximately half of the seats at the Turkish parliament.
All the secularist CHP deputies have declined the invitations for the ministerial posts while two deputies of the MHP, Meral Aksener and Kenan Tanrikulu, have refused the offers of Davutoglu who is also the leader of the AK Party.
The CHP and the MHP leadership previously declared that their respective parties will not take part in the caretaker government.
In addition, the HDP deputy Levent Tuzel, a former Labor Party (EMEP) leader, defending a Marxist-Leninist stance has declined Davutoglu’s offer though his current party made a group decision for participating in the caretaker government.
Tugrul Turkes, a son of late Alparslan Turkes who was the founder and lifelong leader of the Turkish nationalist MHP, was the only deputy of the party accepting the offer.
The other HDP deputies Ali Haydar Koca and Muslum Dogan have also announced they will accept the invitations following their party decision on the interim government.
Turkes was referred to the disciplinary board of the MHP while the HDP leadership interpreted Tuzel’s response of decline as an individual decision.
Tuzel said, “Even it would be a temporary, I disapproved of participating in such a government,” speaking in a press conference on Thursday.
Erdogan gave a mandate to Davutoglu to form a new government on July 9, starting a 45-day period during which coalition negotiations must take place. However, the parties have not agreed each other on the essential conditions to form a coalition.
According to the constitution, if an agreement to form a government cannot be reached within this period, then an early election must be held.
Currently, Turkey has been going through this process after Erdogan appointed on Tuesday Davutoglu to form the interim government that would take Turkey to a new election based on the 114th article of the constitution.

An interim power-sharing government to be announced in Turkey on Friday will see the departure of high-profile figures including Deputy Prime Minister Ali Babacan, senior officials said, but there is little likelihood of any major policy shifts.

The election ended more than a decade of single-party rule, unnerving investors in its $870 billion economy as it battles Kurdish militants at home and Islamic State fighters on its borders, helping send the lira to a series of record lows.
Along with Babacan - highly regarded internationally for his stewardship of the economy - Energy Minister Taner Yildiz, Foreign Minister Mevlut Cavusoglu and Deputy Prime Minister Bulent Arinc are also likely to leave office because of an AKP rule limiting them to three terms in parliament.
Davutoglu said he would present the list of names for the new cabinet - which will be tasked with leading Turkey to a new election on Nov. 1 - to Erdogan for approval later on Friday.
"This will be the most concrete step on the path to the snap election," he told a meeting of AKP officials in Ankara, vowing that it would be more than just a caretaker government.
"On our way to Nov. 1, we will act like a government elected for four years. Our nation should be at ease about this. We will not be working in the mood of an interim government."
But the cabinet is likely to meet only a few times before November and its primary task will be overseeing the election rather than formulating new policy, meaning there is little chance of a shift in direction in key areas such as foreign affairs or the economy, senior officials say.
Many existing ministers, including Finance Minister Mehmet Simsek, are expected to retain their positions. Volkan Bozkir, currently EU Affairs minister, is seen as the likely next foreign minister, officials said.
Ibrahim Turhan, a former deputy central bank governor and ex-chairman of the Istanbul stock exchange, is meanwhile seen as a potential replacement for Babacan's position overseeing the economy, a role for which he has long been groomed.
OPPOSITION ROLE LIMITED
Two polls this week have suggested the AKP is unlikely to win back its majority in November, raising the prospect of another round of coalition efforts later in the year, further prolonging the sense of policy stagnation.
A third survey, by pollster ORC, which has overestimated ruling party support in the past, suggested the AKP would win 43.7 percent of the vote, up from 40.7 in June. But that would still not necessarily be enough to govern alone.
"Although polls vary, no single party currently appears able to win a simple majority in the upcoming elections, suggesting another round of fractious coalition negotiations resulting in a minority government or a multi-party coalition," ratings agency Moody's said in a commentary on Thursday.
"Such a government would likely be inherently unstable, and we would expect a high likelihood of additional elections before the nominal end of the parliamentary term in 2019."
Davutoglu invited opposition members to take up 11 posts in the 26-member interim cabinet, in line with a constitutional requirement to share power in proportion to the seats political parties hold in parliament. Most declined.
Any seats not taken up by opposition parties will be given to independent candidates from outside parliament, although critics say these are likely to be ruling party loyalists.
A senior AKP source said that five or six of those seats would most likely go to existing ministry undersecretaries, senior bureaucrats loyal to the ruling party after working under its direction over the past 13 years.

The head of the council of euro zone finance ministers said Greece's interim government should continue preparing to meet its creditors' conditions for a bail-out during the run-up to the country's election so its successor wastes no time.
"I hope they will - and they should - continue with preparations, so that a new government can implement the next steps immediately so we don't lose any time," Jeroen Dijsselbloem, who is also Dutch finance minister, told Reuters after a cabinet meeting. "That will be crucial."
The eurogroup chair said interim finance minister George Chouliarakis "knows what he's doing because he was top man in the ministry for the past year and half".

Turkish President Recep Tayyip Erdogan has approved an interim government that will give a pro-Kurdish party cabinet posts for the first time.
Ali Haydar Konca will serve as EU affairs minister and Muslum Dogan as development minister in the new cabinet formed by formed by Prime Minister Prime Minister Ahmet Davutoglu.
Both men are lawmakers from the pro-Kurdish Peoples' Democratic Party (HDP), whose strong showing in parliamentary elections last June helped deprive Erdogan's Justice and Development Party (AKP) of the parliamentary majority it had held since 2002.
The caretaker cabinet will govern until snap parliamentary elections are held on November 1.
President Erdogan called new parliamentary elections earlier this week after a deadline passed for forming a government with the opposition. He said he had no intention of giving Turkey's opposition leader, Kemal Kilicdaroglu of the second-placed Republican People's Party, the chance to form a coalition government.
Erdogan has championed a more powerful presidency, and opponents accused him of trying to derail efforts to create a coalition alliance so that he could give the AKP the chance to win back its majority and rule alone.

Within hours two parties confirmed they would not take part, raising the prospect of a power-sharing cabinet dominated by Davutoglu’s AK Party.
“I have to form it in five days,” said Davutoglu. “All political parties should be represented based on the votes they received. Since leaders of opposition parties have turned down my propositions, my duty is to make offers to opposition deputies directly.”

Five years later, the committee was converted into its present form: President Taylor signed a bill passed by the National Legislature that created the DEA and patterned it after the Drug Enforcement Administration in the United States. The DEA is charged with fighting drug trafficking at the country's borders, arresting traffickers and dealers, and destroying illegal drugs. According to DEA boss Anthony Souh, the agency nevertheless suffers from substantial internal corruption.
In 2011, the DEA boss was Director Henry Shaw, but by 2012 he had been replaced by Anthony Souh. Directors are appointed by the President subject to confirmation by the Senate of Liberia. The DEA is not responsible for overseeing commerce in legal drugs and other pharmaceuticals; such substances are within the purview of the Pharmaceutical Board of Liberia.

The Drug Enforcement Agency (DEA) is an agency in the government of Liberia charged with fighting drug-related crimes. Before its creation, fighting drug crimes was a responsibility of the Ministry of Defense. The agency began as the National Drug Committee of the Interim Government of National Unity; it was created in 1993 during the presidency of Amos Sawyer. Five years later, the committee was converted into its present form: President Taylor signed a bill passed by the National Legislature that created the DEA and patterned it after the Drug Enforcement Administration in the United States. The DEA is charged with fighting drug trafficking at the country's borders, arresting traffickers and dealers, and destroying illegal drugs. According to DEA boss Anthony Souh, the agency nevertheless suffers from substantial internal corruption.
In 2011, the DEA boss was Director Henry Shaw, but by 2012 he had been replaced by Anthony Souh. Directors are appointed by the President subject to confirmation by the Senate of Liberia. The DEA is not responsible for overseeing commerce in legal drugs and other pharmaceuticals; such substances are within the purview of the Pharmaceutical Board of Liberia.

Dr. Baburam Bhattarai डा. बाबुराम भट्टराई (born 18 June 1954) was the 35th Prime Minister of Nepal from August 2011 to March 2013. As a way out of the political deadlock since the dissolution of the first Nepalese Constituent Assembly in May 2012, he was then replaced by Chief Justice Khil Raj Regmi to head an interim government that should hold elections by 21 June 2013.He was a senior Standing Committee Member and vice chairperson of Unified Communist Party of Nepal (Maoist) until his resignation from his post and all responsibilities from the party on September 26,2015. His former party started People's War in Nepal (as self-proclaimed by Unified Communist Party of Nepal (Maoist)) in 1996 that had huge impact for the change of the political system in Nepal. The decade-long civil war which claimed life of more than 17,000 Nepalese had a major role in transformation of Nepal from a monarchy into a republic. He was elected to the Constituent Assembly from Gorkha in 2008 and became Finance Minister in the cabinet formed after the election.
Maoist insurrection
On 4 February 1996, Bhattarai gave the government, led by Nepali Congress Prime Minister Sher Bahadur Deuba, a list of 40 demands, threatening civil war if they were not met. The demands related to "nationalism, democracy and livelihood" and included such line items as the "domination of foreign capital in Nepali industries, business and finance should be stopped", and "discriminatory treaties, including the 1950 Nepal-India Treaty, should be abrogated" (referring here to the 1950 Indo-Nepal Treaty of Peace and Friendship), and "land under the control of the feudal system should be confiscated and distributed to the landless and the homeless." They started armed movement before the deadline to fulfill the demand given by themselves to the government. After that, and until 26 April 2006, the guerilla leader Prachanda directed the military efforts of the CPN (M) towards establishing areas of control, particularly in the mountainous regions and western Nepal.
The 40 demands were whittled down to 24 in subsequent political negotiations.

In late 2004 or early 2005, the relations between Prachanda and Bhattarai cooled down. This was reportedly due to disagreement on power sharing inside the party. Bhattarai was unhappy with the consolidation of power under Prachanda. At one point, Prachanda expelled Bhattarai from the party, though he was later reinstated. They later reconciled at least some of their differences.

On 22 November 2005, Prachanda and the Seven Party Alliance released a "twelve-point agreement" that expressed areas of agreement between the CPN(M) and the parties that won a large majority in the last parliamentary election in 1999. Among other points, this document stated that a dictatorial monarchy of King Gyanendra is the chief impediment to progress in Nepal. It claimed further that the Maoists are committed to human rights and press freedoms and a multi-party system of government. It pledged self-criticism and the intention of the Maoists and the Seven Parties to not repeat past mistakes.
Ceasefires
Several ceasefires have occurred over the course of the Nepalese civil war. Most recently, on 26 April 2006, Prachanda announced a ceasefire with a stated duration of 90 days. The move followed weeks of massive protests—the April 2006 Nepalese general strike— in Kathmandu and elsewhere that had forced King Gyanendra to give up the personal dictatorship he had established on the February 1, 2005, and restore the parliament that was dissolved in May 2002.
After that a new government was established by the Seven-Party Alliance. The parliament and the new government supported the ceasefire and started negotiations with the Maoists on the basis of the twelve-point agreement. The two sides agreed that a new constituent assembly will be elected to write a new constitution, and decide on the fate of monarchy. The Maoists want this process to end with Nepal becoming a republic Nepal.
