Over the past year, thousands across CAR have been killed and nearly a million have been displaced. The United Nations recently stated that the entire Western half of the country has now been cleansed of Muslims. CAR has never fully recovered from France's colonial rule, and it has only known ten years of a civilian government - from 1993 to 2003 - since achieving independence in 1960. Coup after coup, often with French military involvement, has led many to refer to the country as a phantom state. The current conflict has now completely erased the rule of law and order, and left the UN and international community looking confused and impotent. In March 2013, the Séléka, a mostly Muslim rebel alliance, rose up and overthrew the corrupt government of François Bozizé, while bringing terror and chaos across the country - pillaging, killing and raping with impunity. In response, mostly Christian self-defense forces, called the anti-balaka, formed to defend CAR against Séléka attacks. Clashes grew more frequent throughout 2013 as the Séléka grew more ruthless. In December 2013, French and African troops went in to disarm the Séléka and staunch the bloodshed. The anti-balaka, seizing on a weakened Séléka, then went on the offensive. CAR had no real history of religious violence, and the current conflict is not based on any religious ideology. The fighting, however, turned increasingly sectarian in the fall of 2013, with revenge killings becoming the norm. And as the Séléka's power waned, the anti-balaka fed their need for revenge by brutalizing Muslim civilians. "Too few peacekeepers were deployed too late; the challenge of disarming the Séléka, containing the anti-balaka, and protecting the Muslim minority was underestimated," Human Rights Watch said in a recent statement. The bloodshed has not stopped. The UN is still debating whether or not to send peacekeepers. Even if a peacekeeping operation is approved, it will take six months for troops to be assembled. An ARW force of 54 was deployed in 2008 in Chad as part of the peacekeeping European Union Force (EUFOR TCHAD/RCA). The ARW arrived on 19 February 2008 and completed reconnaissance missions to select a mission base for the Irish Defence Force deployment (later named "Camp Ciara"). The Irish Army Ranger Wing (ARW, Irish: Sciathán Fianóglach an Airm) is the special forces unit of the Irish Defence Forces. The ARW trains and operates with many international special operations units worldwide, including the US Army Rangers, Delta Force, French GIGN, German GSG 9, Swedish SSG, Italian COMSUBIN, Australian SAS and New Zealand SAS among others. The Army Ranger Wing is the Republic of Ireland's premier hostage rescue unit, and trains closely with the specialised firearms service of An Garda Síochána (known as the Emergency Response Unit or ERU). In any major hostage incident the Ranger Wing would be involved with the ERU in a supporting role.

Thousands fled a gun battle between Chadian troops escorting a convoy of Muslim civilians and local militia in the Central African Republic Tuesday, as Chad completed a withdrawal of soldiers from its violence-ravaged neighbor. The Chadian troops were escorting the last 540 Muslim residents of the northwestern town of Bossangoa to Gore in Chad when militia attacked the convoy at night on April 11th as it passed through Boguila, around 310 miles north of the capital Bangui. The Chadian soldiers fought back, and three wounded were later admitted to MSF facilities in Boguila and Paoua. The Central African Republic has descended into chaos since the mainly Muslim Seleka rebel coalition seized power a year ago. "No-one can speak on behalf of the Central Africans. That's why we have asked the CNT and representatives of political parties to come to N'Djamena to decide on the future of the transitional institutions," Allami said. The closed-door summit talks were suspended pending their arrival and would restart on Friday, he said. A majority of the CNT's 135 members arrived in N'Djamena on a Chadian government aircraft late on Thursday, together with leading members of the opposition. Under an agreement brokered by regional powers last year, the CNT is charged with choosing a transitional leader to take Central African Republic to elections, due at the end of this year. It formally elected Djotodia to his position as interim president in April. A senior political source in Bangui said the CNT had been summoned to formalise Djotodia's departure on Friday. A spokesman for Djotodia on Wednesday denied reports that Djotodia would resign at the summit or shortly afterwards on his return to Bangui. He was not immediately available to comment on the latest developments. Opening Thursday's summit, Chad's Deby had appealed to the international community for help in tackling a crisis which threatened to engulf the whole region. He said Chad had already been forced to evacuate 18,000 of its citizens. France, which deployed 1,600 troops to its former colony in early December under a U.N. mandate to help restore order, sent observers to the summit. In a Christian neighbourhood of the capital houses are deserted after Muslim forces attacked. One woman said she came out of her house to confront them. "I'd prefer it if they killed me and left my grandchildren and my daughter. I came out with my hands up. They said 'it's our mother, leave her alone'," she added. The Christian Archbishop of Bangui, Mgr Dieudonné Nzapalainga, and the leader of the Muslim community Omar Kobine Layama, wrote an article in Le Monde newspaper calling on the UN to deploy a peacekeeping force urgently. Despite progress made by the French troops sent to support African forces, they argue more are needed. The country is on the verge of a religious war, they say, and a bigger international response is required to stop it "plunging into darkness". President Idriss Deby, speaking to reporters after his talks with Ban said he had discussed hosting a preliminary meeting for Darfur rebels before the peace conference set to start on 27 October, 2007, in Libya. More than 200-thousand people have died, with 2.5 (m) million homeless, since ethnic African rebels in Darfur took up arms against the Arab-dominated Sudanese government in 2003, accusing it of decades of neglect. The fighting has sent tens of thousands of refugees into Chad and the neighbouring Central African Republic. Raiders from Sudan have attacked refugees and Chadian villagers in Chad, offering cover for Chad's own rebels against the rule of President Deby. Previous attempts at thrashing out agreement have faltered because of disagreement amongst the rebel factions and the Ban-Deby plan for pre-conference talks could prevent a recurrence. Any agreement is likely to involve troops from France and Belgium, with backing from Britain and Sweden and further assistance from the African Union. Deby rejected an initial proposal for a 10,900-member U.N. force to patrol the Darfur-Chad border and help protect about 238,000 Sudanese refugees in a dozen camps in eastern Chad and increasing numbers of uprooted Chadians. Ban's Chad stop follows four days in Sudan, including a visit to a camp for displaced people in Darfur. On Saturday he goes to Libya, a visit that takes on added importance with the announcement that Libya will host Darfur peace talks. The presidents of the Republic of Congo and Chad have set alight five tons of ivory seized from poachers to mark their commitment to fighting poaching on the continent. The burning took place on the sidelines of International Conference on the Illegal Exploitation and Illegal Trade in Wild Flora and Fauna in Africa. The United Nations Development Program said Wednesday that leaders are drafting the first pan-African strategy to combat the illicit trade in flora and fauna, which will be presented to the African Union. Republic of Congo President Denis Sassou N'Guesso said poaching is one of the most savage practices of the time, bringing the continent's elephant population from more than 1 million in 1980 to 450,000.
