Gulf of Mexico Oil Spill Clean Up Solutions - Biofilter™. This video shows how the Biofilter™ was tested at the Gulf of Mexico, Deepwater Horizon, Oil Spill Disaster but despite its effectiveness and environmental friendliness as an "Oil Spill Clean Up Solution" it was still rejected as a solution and instead chemicals were mainly used.
Why should have the Biofilter™ been used as one of the "Oil Spill" clean up solutions?
Biofilter™ is a biotechnological method for cleaning industrial, sewage and oil pollutions in water using advanced absorption properties, unique fabric fibers, and proliferating microbes.
Biofilter™ is technologically superior to simple sorbent booms. Contaminated oil residue and tarballs get converted into water and carbon elements already naturally present in the environment, making the process environmentally safe.
How it works!
Biofilter™ acts as a boom equipped with interchanging sorbent fibers 3 – 10 feet in length with varying densities. The fabric fibers are saturated with indigenous microbes already found in the aquatic ecosystem that begins a biogenic process rapidly breaking down oil and petrochemicals upon contact. As the oil is wicked up the fibers, a stable, oxygen-rich environment is created for the microbes to proliferate. The microbes consume the oil, breaking down into water, carbon dioxide and fatty acids (a water soluble food for plants and fish).
Four ways to apply the Biofilter™:
- Float in contained pools of oil-contaminated water.
- Attached to anchored barrier points in rows directly off the beach at a depth of about 3 – 10 feet.
- Secured to stationary buoys or slow-moving boats in swamp areas dense with vegetation.
- Placed on the beach to absorb oil from contaminated sand and water
- Results -
Biofilter™ has been reducing the concentration of film-forming petrochemicals in waterways in other parts of the world for the past ten years. One mile of Biofilter™ absorbs an average of 200 barrels of oil per hour. Added to Biofilter™, microbes continually work to break down oil.
Biofilter™ - Safe | Effective | Proven | Oil Spill Clean Up Solution
Easily implemented, non-damaging to the aquatic ecosystem, reusable and recyclable.
- Fiber -
Strands range between one to ten feet in length and designed to absorb crude oil, petrochemicals, tarballs and oil residue. BiofilterTM can be pulled through marshlands with little interference.
- Biofilter™ -
Section widths vary from three to 90 feet and absorb over 200 barrels of waste per hour per mile.
- Microbes -
Microbes added to BiofilterTM convert contaminated oil residue and tarballs into water and carbon elements already naturally present, making the BiofilterTM environmentally safe. The microbes are contained in a fine powder that can be applied to the fibers prior to deploying the BiofilterTM in the water and then reapplied while in the water. Microbes are approved by the EPA and listed on the U.S. EPA National Contingency Product Plan Schedule.
- Floatation -
Recycled two and four liter plastic bottle are used to guarantee the BiofilterTM stays afloat. Buoys and anchors are attached providing flexibility for the BiofilterTM to move with the tide and wave action while securely staying in place.
- Reusable/Recyclable -
• Up to eight applications
• Upon final use, Biofilter™ can be introduced into the Pyrolytic Vessel and Tubular Reactors™, which meets California air emission standards, as it degrades biomass and organic waste materials into useable carbon-based by-products.

Children LOVE those fancy playtime sands which are more fun than Play Doh. There's Moon Sand, Magic Sand, Kinetic Sand (sand in motion) and Sands Alive to name just a few. Lets examine Kinetic Sand vs Sands Alive and see how my children rate these expensive craft toys. These sands are unusual because of the way they feel and how they seem to transform before your eyes. I'm sure many parents have had to deal with Play Doh stuck in the carpet, but how do these sands stack up when it comes to clean up time. My daughter crafted Angry Birds and Disney BAYMAX. Even made a sand surprise egg! Where as my son's creations were a little more abstract. Daddy crafted an amazing Sphinx Of Egypt out of Kinetic Sand, but sadly the face fell off. Anyway it's the sort of toy that once you start to play it's difficult to stop. The clean up investigation may have you choose very carefully as there was a clear winner once the Dyson DC59 hit the carpet.
Kinetic Sand is a malleable sand product that mimics wet sand. A three-dimensional building toy made of 98% sand and 2% polydimethylsiloxane, Kinetic Sand was originally designed for sculptures but is commonly sold as indoor play sand for children. With a visual appearance similar to light-brown sugar, it can be molded, sticks to itself but not to most other materials or surfaces, and does not dry out. Polydimethylsiloxane (also called dimethicone) is a silicon-based organic polymer known for its unusual rheological (or flow) properties. It is what differentiates Kinetic Sand from ordinary sand. A major component in Silly Putty, polydimethylsiloxane is a viscoelastic material that at room temperature flows in a manner similar to honey.
Sands Alive! is made from all 100% natural organic materials, with no chemicals and never dries out. Only compound in the market place that has a lab report to prove no bacteria can grow in the sand
100% safe for kids to play with. Easy to clean up, non-sticky and won’t stain (hmmmm I'm not so sure). Molds easily into any shape, Unique NON-TOXIC formula that prevents bacterial growth. Water Soluble! DO NOT MIX WITH WATER. This is a safety feature if a child puts it in their mouth it will just dissolve. 100% safe if a child ingests the product. Hypoallergenic, It is primarily made of natural sand and a natural food grade binding agent.
These creative sand toys can be found at K-Mart, Target, Costco, Amazon, E-Bay and all good toy stores.

Overview of plans to clean up the radioactive debris from nuclear weapons tests at Enewetak Atoll so that the displaced native islanders could return home.
Public domain film from the US Government, slightly cropped to remove uneven edges, with the aspect ratio corrected, and mild video noise reduction applied.
The soundtrack was also processed with volume normalization, noise reduction, clipping reduction, and/or equalization (the resulting sound, though not perfect, is far less noisy than the original).

Enewetak Atoll (or Eniwetok Atoll, sometimes also spelled Eniewetok; Marshallese: Ānewetak, [æ̯ænʲee̯ɔ̯ɔ͡ɛɛ̯dˠɑk], or Āne-wātak, [æ̯ænʲee̯-ɒ̯ɒ͡ææ̯dˠɑk]) is a large coral atoll of 40 islands in the Pacific Ocean and with its 850 people forms a legislative district of the Ralik Chain of the Marshall Islands. Its land area totals less than 5.85 square kilometres (2.26 sq mi), not higher than 5 metres and surrounding a deep central lagoon, 80 kilometres (50 mi) in circumference. It is the second-westernmost atoll of the Ralik Chain and is 305 kilometres (190 mi) west from Bikini Atoll. The U.S. government referred to the atoll as "Eniwetok" until 1974, when it changed its official spelling to "Enewetak"... In 1977–1980, a concrete dome was built on Runit Island to deposit radioactive soil and debris...
History
Humans have inhabited the atoll since about 1,000 BCE.
The first European visitor to Enewetak, Spanish explorer Alvaro de Saavedra, arrived on 10 October 1529... It was visited by about a dozen ships before the establishment of the German colony of the Marshall Islands in 1885. With the rest of the Marshalls, Enewetak was captured by the Imperial Japanese Navy in 1914 during World War I and mandated to the Empire of Japan by the League of Nations in 1920...
During the Battle of Eniwetok in February 1944, the United States captured Enewetak in a five-day amphibious operation...
Following the end of World War II, Enewetak came under the control of the United States as part of the Trust Territory of the Pacific Islands until the independence of the Marshall Islands in 1986. During its tenure, the United States evacuated the local residents many times, often involuntarily. The atoll was used for nuclear testing as part of the Pacific Proving Grounds... Forty-three nuclear tests were fired at Enewetak from 1948 to 1958.
The first hydrogen bomb test, code-named Ivy Mike, occurred in late 1952 as part of Operation Ivy; it vaporized the islet of Elugelab...
A radiological survey of Enewetak was conducted in from 1972 to 1973. In 1977, the United States military began decontamination of Enewetak and other islands. During the three-year, $100 million cleanup process, the military mixed more than 111,000 cubic yards (85,000 m3) of contaminated soil and debris from the islands with Portland cement and buried it in an atomic blast crater on the northern end of the atoll's Runit Island... The final cost of the cleanup project was $239 million. The United States government declared the southern and western islands in the atoll safe for habitation in 1980, and residents of Enewetak returned that same year.
Section 177 of the 1983 Compact of Free Association between the governments of the United States and the Marshall Islands establishes a process for Marshallese to make a claim against the United States government... That same year, an agreement was signed to implement Section 177 which established a $150 million trust fund. The fund was intended to generate $18 million a year, which would be payable to claimants... In 2000, the tribunal made a compensation award to the people of Enewetak consisting of $107.8 million for environmental restoration; $244 million in damages to cover economic losses caused by loss of access and use of the atoll; and $34 million for hardship and suffering. In addition, as of the end of 2008, another $96.658 million in individual damage awards were made. Only $73.526 million of the individual claims award has been paid... the fund was nearly exhausted as of May 2010 and unable to make any additional awards or payments. A lawsuit by Marshallese arguing that "changed circumstances" made Nuclear Claims Tribunal unable to make just compensation was dismissed by the Supreme Court of the United States in April 2010.
The 2000 environmental restoration award included funds for additional cleanup of radioactivity on Enewetak... most areas still contaminated on Enewetak were treated with potassium... The cost of the potassium decontamination project was $103.3 million.

Randy King, a resident of Harrisburg who experienced firsthand the Three
Mile Island nuclear accident and who now participates in a coalition of
anti-nuclear groups, reveals much information about the TMI accident and his
own conversion to anti-nuclear activism. He talks about the coverup of
information on the tragic consequences to the health of the residents in the
area: the soaring rate of miscarriages, stillbirths and deformed children,
with even greater occurrence of these phenomenon in the "lower" forms of
animals. King also analyzes the astronomical economic cost for the cleanup,
which is primarily falling on the backs of the ratepayers, and indicates
that the cleanup problem is so complex that to do it safely might not even
be possible. Finally, King presents a videotaped documentary on the subject.

Sodium Reactor Experiment
https://en.wikipedia.org/wiki/Sodium_Reactor_Experiment
SNAP-10A was an experimental nuclear reactor launched into space in 1965. The Systems Nuclear Auxiliary Power Program (SNAP) reactor was developed under the SNAPSHOT program overseen by the U.S. Atomic Energy Commission.
Atomics International, then a division of North American Aviation was the prime contractor for the SNAP-10A development. Most of the systems development and reactor testing was conducted at the Santa Susana Field Laboratory, Ventura County, California using a number of specialized facilities. A United States Department of Energy video depicting the development and fabrication of the SNAP-10A is available.
The company also developed and tested other compact nuclear reactors including the SNAP Experimental Reactor (SER), SNAP-2, SNAP-8 Developmental Reactor (SNAP8-DR) and SNAP-8 Experimental Reactor (SNAP-8ER) units at the Santa Susana Field Laboratory. Atomics International also built and operated the Sodium Reactor Experiment, the first U.S. nuclear power plant to supply electricity to a public power system.
The testing and development involving radioactive materials caused environmental contamination at the former Atomics International Santa Susana Field Laboratory (SSFL) facilities. The United States Department of Energy is responsible for the identification and cleanup of the radioactive contamination. (The SSFL was also used for the unrelated testing and development of rocket engines by Rocketdyne primarily for NASA.) The DOE website supporting the site cleanup details the historical development of nuclear energy at SSFL including additional SNAP testing and development information.

Air Quality After the September 11 Attacks: WTC Cleanup, Health Effects, Mesothelioma (2003)
There has been growing concern over the health effects arising from the September 11 attacks in the Financial District of Lower Manhattan. Within seconds of the collapse of the World Trade Center, building materials, electronic equipment, and furniture were pulverized and spread over the area.

https://en.wikipedia.org/wiki/Sodium_Reactor_Experiment

There has been growing concern over the health effects arising from the September 11 attacks in the Financial District of Lower Manhattan. Within seconds of the collapse of the World Trade Center, building materials, electronic equipment, and furniture were pulverized and spread over the area.
In the five months following the attacks, dust from the pulverized buildings continued to fill the air of the World Trade Center site. Increasing numbers of New York residents are reporting symptoms of Ground Zero respiratory illnesses.
Various health programs have arisen to deal with the ongoing health effects of the September 11 attacks. The World Trade Center Health Program, which provides testing and treatment to 9/11 responders and survivors, consolidated many of these after the James Zadroga Act became law in January 2011.
Dr. Larry Norton of Memorial Sloan-Kettering Hospital said "Why isn't the whole nation mobilizing to take care of the chronic health impact of this disaster?". Dr. Norton cited the 70 percent illness rate among first responders as "a wake up call." Dr. Nathaniel Hupert of Weill Cornell Medical College, quoted by Jill Gardiner of the October 4, 2006 issue of the New York Sun said that premature deaths and other ailments of dogs in the area are "our canary in the coalmine."[16] Richard Clapp and David Ozonoff, professors of environmental health at Boston University School of Public Health; Michael Thun, director of epidemiological research at the American Cancer Society; Francine Laden, assistant professor of environmental epidemiology at Harvard School of Public Health; Jonathan Samet, chairman of the epidemiology department at Johns Hopkins Bloomberg School of Public Health; and Charles Hesdorffer, associate professor of oncology at Johns Hopkins School of Medicine argue that the cancer incidence among monitored individuals cannot be called a coincidence. They assert that the Ground Zero cloud was likely the cause of the illnesses.[15] The American College of Preventative Medicine is concerned that malignant mesothelioma will develop among persons exposed to Ground Zero air.

In most cases, financial regulatory authorities regulate all financial activities. But in some cases, there are specific authorities to regulate each sector of the finance industry, mainly banking, securities, insurance and pensions markets, but in some cases also commodities, futures, forwards, etc. For example, in Australia, the Australian Prudential Regulation Authority (APRA) supervises banks and insurers, while the Australian Securities and Investments Commission (ASIC) is responsible for enforcing financial services and corporations laws.
Sometimes more than one institution regulates and supervises the banking market, normally because, apart from regulatory authorities, central banks also regulate the banking industry. For example, in the USA banking is regulated by a lot of regulators, such as the Federal Reserve System, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, the National Credit Union Administration, the Office of Thrift Supervision, as well as regulators at the state level.[13]
In addition, there are also associations of financial regulatory authorities. In the European Union, there are the Committee of European Securities Regulators (CESR), the Committee of European Banking Supervisors (CEBS) and the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS), which are Level-3 committees of the EU in the Lamfalussy process. And, at a world level, we have the International Organization of Securities Commissions (IOSCO), the International Association of Insurance Supervisors, the Basel Committee on Banking Supervision, the Joint Forum, and the Financial Stability Board.
The structure of financial regulation has changed significantly in the past two decades, as the legal and geographic boundaries between markets in banking, securities, and insurance have become increasingly "blurred" and globalized.
Think-tanks such as the World Pensions Council (WPC) have argued that most European governments pushed dogmatically for the adoption of the Basel II recommendations, adopted in 2005, transposed in European Union law through the Capital Requirements Directive (CRD), effective since 2008. In essence, they forced European banks, and, more importantly, the European Central Bank itself e.g. when gauging the solvency of EU-based financial institutions, to rely more than ever on the standardized assessments of credit risk marketed by two private US agencies- Moody’s and S&P;, thus using public policy and ultimately taxpayers’ money to strengthen an anti-competitive duopolistic industry. Ironically, European governments have abdicated a key component of their regulatory authority in favor of a non-European, highly deregulated, private cartel…

One of series of "Science Lab" TV programs, shown on Channel 9 KCOP Los Angeles, hosted by Al Renner, a science teacher at Elliot Jr. High School in Pasadena California. His guests on this episode were Dr. Robert Loftness from Atomics International and Ms. Doreen Melindy, a high school student. The trio tour the Atomics International facilities in Canoga Park and the Santa Susana Field Laboratory including the L-47 reactor, the Sodium Reactor Experiment and the Hot Lab.

Welcome to my Fallout 2 Let's Play!
Let's Play Fallout 2 Restoration Project
After finishing the first game quite some time ago, I decided to get back to the fallout series and do a letsplay of fallout 2. This is going to take some time and I predict that this lets play will be a lot longer than my let's play of fallout 1. I apologize in advance for not getting some of the references from fallout 1 because I have a wrecked memory and don't remember much from fallout 1 hehe. Sound and video quality should be a pretty large improvement from the fallout 1 lets play and I decided to keep the videolength at a max of 25 minutes. I think that is just much nicer to watch, for me at least. So thank you watching me play through this game and if you like or don't like what you see and hear don't hesitate to leave a comment a give feedback.

Wikipedia Introduction:
Fallout 2 is a role-playing open world video game developed by Black Isle Studios and published by Interplay in 1998. While featuring a considerably larger game world and a far more extensive storyline, the graphics and game mechanics from Fallout remain mostly unchanged.
The game's story takes place in 2241, 80 years after the events of Fallout.[2] It tells the story of the original hero's descendant and his or her quest to save their primitive tribe from starvation by finding an ancient environmental restoration machine known as the Garden of Eden Creation Kit (GECK).[3]"

Takuya Hattori: Advisor, Japan Atomic Industrial Forum, Inc. (JAIF) and Former Vice President, TEPCO
An interview with Former TEPCO VP Takuya Hattori October 5, 2015. Topics included but not limited to: A continued look at Fukushima and what it means to the people of Japan. The future of nuclear power and energy mix for Japan. What about restarting other nuclear reactors such as the Higashidōri Nuclear Power Plant, the Ōma Nuclear Power Plant, and the Hamaoka Nuclear Power Plant.
10,000 still directly effected by the Fukushima nuclear triple (plus) meltdowns (obviously more that that), taking the approx. 600,000 tonnes of radioactive water, cleaning and discharging it as "waste" into the Pacific Ocean. Decommissioning model joint activity. Melted core "difficult" Where the hell is it? How do we get it out? Where and how do we store it IF we can even get it out? The environment, relocation of residents to their "home" not optimistic, even after "decontamination".
Lessons learned from Three Mile Island, Chernobyl, human factors, safety myths, lack of imagination, not well prepared for emergency, sea wall, reactor building, turbine building, tsunami.
Impact of the accident, loss of public confidence, fear, assment of nuclear policy.
Japan's energy policy, typhoon, flood, volcano, energy reliance, mountainous, few natural energy resources, density of population, energy consumption. Consuming plutonium, Hitachi, GE, Public prosecutors going after TEPCO, nuclear waste, wehre and how to store it, fast breeder reactors, energy situation in Japan, cost of clean up, who pays? ANd more.

February 17th, 2015 (2 hour show) when we discuss Abandon America part 2: Love Canal, Niagara Falls, NY and Times Beach, Missouri. The Love Canal, along with Times Beach, Missouri are both equally important towns in the United States environmental history because these two sites largely led to the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Commonly referred to as “Superfund”. Superfund is a fund established by the act to help the clean-up of toxic pollution in residential locations. The Love Canal has "become the symbol for what happens when hazardous industrial products are not confined to the workplace but 'hit people where they live' in inestimable amounts”. Sadly though the Love Canal and Times Beach were not isolated case, there are several other sites and in February 2014 there were more than 1,400 superfund sites on the NPL list in the United States, but there were 353 additional sites that were being proposed for the list. At one point there were more than 48,000 waste sites; but the EPA has only put about 1,700 on the National Priorities List (NPL) since 1982. There are 52 states out the 55 with Known sites, who knows HOW MANY ARE NOT KNOWN OR HAVE YET TO BE REPORTED. It’s been said by some that there are About 11 million people in the U.S., including 3-4 million children, that live within 1 mile radius of a federal Superfund site and confront potential public health risks and nearly 25 percent of these known superfund sites are in Indian country.

This is my playthrough of Metroid Zero Mission! It is a classic game and a ton of fun to play. The Metroid series is one of my favorite so I hope you enjoy my playthrough of it. Don't forget to subscribe and have a good day! So you might have noticed a bit of audio de-sync as the video progressed... This is because the emulator runs the game at 20 fps instead of 30 so it shrinks the length slowly causing de-sync. This is going to be a constant problem in the series so next game I emulate I will take note of this and plan accordingly.

Description (Off of Wikipedia): Metroid: Zero Mission takes place on Planet Zebes, a large, open-ended world with areas connected by doors and elevators. The player controls Samus Aran as she travels through the planet's caverns and environments, hunting Space Pirates. Along the way, the player collects power-ups that enhance Samus's armor and weaponry, as well as grant her special abilities. These abilities allow Samus to access areas that were previously inaccessible, so that the game can be played linearly or non-linearly. For example, the player may come across underground caverns that bypass certain sections, a method termed sequence breaking. To save their progress, players can enter either Save Rooms or Samus's ship on Crateria. As a remake of Metroid, Metroid: Zero Mission's layout bears a resemblance to the original, and various powerups and items make reappearances from previous games in the series, with similar uses, effects, and appearances. However, the game adds new items, areas, and mini-bosses, as well as a completely new area named Chozodia.

The second United States occupation of the Dominican Republic began when the United States Marines Corps entered Santo Domingo on April 28, 1965 in the Dominican Civil War. They were later joined by most of the United States Army's 82nd Airborne Division and its parent XVIIIth Airborne Corps. The intervention ended in September 1966 when the 1st Brigade of the 82nd Airborne, the last remaining American unit in the country, was withdrawn. The occupation occurred at the same time that the United States was expanding its military role in Vietnam.
U.S. President Lyndon B. Johnson, convinced of the defeat of the Loyalist forces and fearing the creation of "a second Cuba" on America's doorstep, ordered U.S. forces to restore order. The decision to intervene militarily in the Dominican Republic was Lyndon Johnson's personal decision. All civilian advisers had recommended against immediate intervention hoping that the Loyalist side could bring an end to the civil war. President Johnson, however, took the advice of his Ambassador in Santo Domingo, W. Tapley Bennett, who pointed out the inefficiency and indecisiveness of the Dominican military leaders. Bennett suggested that the US interpose its forces between the rebels and those of the junta, thereby effecting a cease-fire. The United States could then ask the Organization of American States to negotiate a political settlement between the opposing factions.
Chief of Staff General Wheeler told CINCLANT General Palmer that "Your unannounced mission is to prevent the Dominican Republic from going Communist." Citing as an official reason for the invasion the need to protect the lives of foreigners, none of whom had been killed or wounded, a fleet of 41 vessels was sent to blockade the island, and an invasion was launched by Marines and elements of the United States Army's 82nd Airborne Division on 29 April. U.S. Also, around 75 members of E company of the 7th Special Forces Group were deployed. Ultimately, 42,000 soldiers and marines were ordered to the Dominican Republic. The United States along with the Organization of American States (OAS) formed an inter-American military force to assist in the intervention in the Dominican Republic.
The Constitutionalist forces resisted the invasion. By mid-afternoon of April 29, a cease-fire, facilitated by the Papal Nuncio, was negotiated.
On May 5 the Act of Santo Domingo was signed by Colonel Benoit (Loyalist), Colonel Caamaño (Constitutionalist) and the OAS Special Committee. The Act provided for a general cease-fire, recognition of the International Security Zone, agreement to assist relief agencies, and the sanctity of diplomatic missions. The Act set the framework for later negotiations but failed to stop all of the fighting. Constitutionalist snipers continued to shoot at US forces, however, major fire fights between the Dominican factions did subside for a time.
Denied a military victory, the Constitutionalist rebels quickly had a Constitutionalist congress elect Caamaño president of the country. US officials countered by backing General Imbert. On May 7, Imbert was sworn in as president of the Government of National Reconstruction. The next step in the stabilization process, as envisioned by Washington and the OAS, was to arrange an agreement between President Caamaño and President Imbert to form a provisional government committed to early elections. However, Caamaño refused to meet with Imbert until several of the Loyalist officers, including Wessin y Wessin, were made to leave the country.
On 13 May General Imbert began Operation LIMPIEZA (Cleanup) and his forces were successful in eliminating pockets of rebel resistance outside Ciudad Nueva and silencing Radio Santo Domingo. Operation CLEANUP ended on 21 May.

The Three Mile Island accident was a partial nuclear meltdown which occurred at the Three Mile Island power plant in Dauphin County, Pennsylvania, United States on March 28, 1979. It was the worst accident in U.S. commercial nuclear power plant history, and resulted in the release of small amounts of radioactive gases and radioactive iodine into the environment.
The power plant was owned and operated by General Public Utilities and Metropolitan Edison (Met Ed). The reactor involved in the accident, Unit 2, was a pressurized water reactor manufactured by Babcock & Wilcox.
The accident began at 4 a.m. on Wednesday, March 28, 1979, with failures in the non-nuclear secondary system, followed by a stuck-open pilot-operated relief valve (PORV) in the primary system, which allowed large amounts of nuclear reactor coolant to escape. The mechanical failures were compounded by the initial failure of plant operators to recognize the situation as a loss-of-coolant accident due to inadequate training and human factors, such as human-computer interaction design oversights relating to ambiguous control room indicators in the power plant's user interface. In particular, a hidden indicator light led to an operator manually overriding the automatic emergency cooling system of the reactor because the operator mistakenly believed that there was too much coolant water present in the reactor and causing the steam pressure release. The scope and complexity of the accident became clear over the course of five days, as employees of Met Ed, Pennsylvania state officials, and members of the U.S. Nuclear Regulatory Commission (NRC) tried to understand the problem, communicate the situation to the press and local community, decide whether the accident required an emergency evacuation, and ultimately end the crisis. The NRC's authorization of the release of 40,000 gallons of radioactive waste water directly in the Susquehanna River led to a loss of credibility with the press and community.
In the end the reactor was brought under control, although full details of the accident were not discovered until much later, following extensive investigations by both a presidential commission and the NRC. The Kemeny Commission Report concluded that "there will either be no case of cancer or the number of cases will be so small that it will never be possible to detect them. The same conclusion applies to the other possible health effects". Several epidemiological studies in the years since the accident have supported the conclusion that radiation released from the accident had no perceptible effect on cancer incidence in residents near the plant, though these findings are contested by one team of researchers. Cleanup started in August 1979 and officially ended in December 1993, with a total cleanup cost of about $1 billion. The incident was rated a five on the seven-point International Nuclear Event Scale: Accident With Wider Consequences.
Communications from officials during the initial phases of the accident were confusing. There was an evacuation of 140,000 pregnant women and pre-school age children from the area. The accident crystallized anti-nuclear safety concerns among activists and the general public, resulted in new regulations for the nuclear industry, and has been cited as a contributor to the decline of new reactor construction that was already underway in the 1970s. Public reaction to the event was probably influenced by The China Syndrome, a movie which had recently been released and which depicts an accident at a nuclear reactor.

Protective Works: Model UXO Cleanup Project is a documentary video I edited for the US Navy in 1997 on the $400 million cleanup of ordinance from fifty years of target practice on Kahoʻolawe, Hawaii. ~ Video produced by Ed Ellsworth of Media Wizards, whose offices were at the Maui Research and Technology Center.
In 1993, Senator Daniel Inouye of Hawaiʻi sponsored Title X of the Fiscal Year 1994 Department of Defense Appropriations Act, directing that the United States convey Kahoʻolawe and its surrounding waters to the State of Hawaiʻi. Title X also established the objective of a "clearance or removal of unexploded ordnance (UXO)" and environmental restoration of the island, to provide "meaningful safe use of the island for appropriate cultural, historical, archaeological, and educational purposes, as determined by the State of Hawaii." In turn, the State created the Kahoʻolawe Island Reserve Commission to exercise policy and management oversight of the Kahoʻolawe Island Reserve. As directed by Title X and in accordance with a required United States Navy/State of Hawaiʻi Memorandum of Understanding, the Navy transferred title of Kahoʻolawe to the State of Hawaiʻi on 9 May 1994.
The Navy, from 1998 to 2003, executed a large-scale but limited removal of unexploded ordnance and other environmental hazards from Kahoʻolawe. Since the removal process did not completely remove all the hazardous and dangerous material from the island, a residual level of danger remains. The Kahoʻolawe Island Reserve Commission developed a plan to manage the residual risk to reserve users and to institute a safety program, and to establish stewardship organizations to work in conjunction with the commission.
In 1993, the Hawaiʻi State Legislature established the Kahoʻolawe Island Reserve, consisting of "the entire island and its surrounding ocean waters in a two mile (3 km) radius from the shore". By State Law, Kahoʻolawe and its waters can only be used for Native Hawaiian cultural, spiritual and subsistence purposes; fishing; environmental restoration; historic preservation; and education.
The Legislature also created the Kahoʻolawe Island Reserve Commission (KIRC) to manage the Reserve while it is held in trust for a future Native Hawaiian Sovereignty entity.
