Thomas J. "Tom" Dart (born May 25, 1962) is the Sheriff of Cook County, Illinois, and serves as the chief executive of the second largest such department in the United States after Los Angeles.
Dart began his career as a state prosecutor in Cook County. Afterwards he was an Illinois State Senator, having been appointed in 1991 to fill the vacancy caused by the resignation of Senator Jeremiah E. Joyce (D-Chicago). He was then elected and served state representative as a Democrat for Illinois' 28th House District from January 1993 until January 2003, before becoming chief of staff to Cook County Sheriff Michael F. Sheahan.
In November 2002, Dart was the Democratic nominee for state treasurer of Illinois but lost to incumbent Republican Judy Baar Topinka.
When Sheahan announced his retirement in 2006, Dart announced his candidacy to succeed Sheahan. Dart won the Democratic primary election on March 21, 2006, defeating Sylvester Baker and Richard Remus by a wide margin, and won the general election in November 2006. On November 2, 2010, Dart faced Republican Frederick Collins in the race for the Cook County Sheriff's office and won handily with 69.37% of the vote. Dart declined to be a candidate in the Chicago mayoral election, 2011. After defeating three Democratic opponents in the 2014 primary election, Dart was unopposed for reelection in the general election of November, 2014.
Cook County is a county in the United States state of Illinois. As of 2014, the population was 5,246,456. With more than 40 percent of all Illinois residents, it is the most populous county in Illinois and the second-most populous county in the United States after Los Angeles County, California. Its county seat is Chicago, the largest city in Illinois and third-most populous city in the United States.
Cook County's population is larger than that of 29 individual U.S. states and the combined populations of the seven smallest states. There are 135 incorporated municipalities partially or wholly within Cook County, the largest of which is Chicago, which makes up approximately 54% of the population of the county. That part of the county which lies outside of the Chicago city limits is divided into 30 townships. Geographically the county is the fifth largest in Illinois by land area and shares the state's Lake Michigan shoreline with Lake County. Including its lake area, the county has a total area of 1,635 square miles (4,234.6 km2), the largest county in Illinois, of which 945 square miles (2,447.5 km2) is land and 690 square miles (1,787.1 km2) (42.16%) is water. Cook County's land is mainly urban and very densely populated.
The Cook County Sheriff's Office is the principal law enforcement agency that serves Cook County, Illinois. It is the second largest sheriff's department in the United States, with over 6,900 members when at full operational strength. It is headed by the Sheriff of Cook County, currently Thomas Dart. Due to its size the Cook County Sheriff's Office divides its operations by task into several departments, the most recognizable of which are the Cook County Sheriff's Police Department, the Court Services Division, and the Cook County Sheriff's Department of Corrections.
All Cook County Sheriff's deputies are certified Peace Officers, regardless of their particular job function or title. Only members of the Cook County Sheriff's Police Department are sworn, certified Police Officers under Illinois statute. Like other sheriffs' departments in Illinois, the sheriff can provide all traditional law-enforcement functions, including county-wide patrol and investigations irrespective of municipal boundaries, even in the city of Chicago, but has traditionally limited its police patrol functions to unincorporated areas of the county which are the primary jurisdiction of a sheriff's department in Illinois.
In principle, a sheriff is a legal official with responsibility for a "shire", i.e. county. In practice, the specific combination of legal, political and ceremonial duties of a sheriff varies greatly from country to country.
