China's Vision for a More Prosperous Asia-Pacific Region
On April 17, the Atlantic Council's Brent Scowcroft Center on International Security will host the People's Republic of China's Vice Minister of Finance, Zhu Guangyao, for an address on "China's Vision for a More Prosperous Asia-Pacific Region."
Vice Minister Zhu Guangyao will visit the United States in connection with the spring meeting of the IMF and World Bank. His visit comes at a time when new regional initiatives supported by China, such as the Asian Infrastructure Investment Bank (AIIB), the New Development Bank ("BRICS Bank") and the Silk Road initiative are showing strong momentum. The RMB's internationalization continues to expand and the outflow of Chinese capital into foreign markets is rising. More generally, China is playing a larger role in shaping the global economic order and is calling for adjustments in the existing economic and financial architecture. At the same time, many economic forecasts point to the prospect of economic slowdown in the region, including in China where efforts to transition to a "new normal" face challenges. The Vice Minister will provide his perspective on these developments and China's long-term vision for economic growth in Asia.
Vice Minister Zhu Guangyao was appointed to his current position in May 2010. He has served in the Ministry of Finance since 1988, including as China's Executive Director at the World Bank, Director General of the International Department, and Assistant Minister. The Vice Minister serves as China's G20 Finance Deputy and also plays a key role in the US-China Strategic and Economic Dialogue. In 2016 China will host the G20 Heads of State Summit.

Following the success of our first awards programme for Asia-Pacific in 2014, the Financial Times is delighted to announce the 2015 Asia-Pacific Innovative Lawyers Awards.
When FT Innovative Lawyers was established in Europe almost a decade ago, it sought to break with the usual criteria of measuring lawyers by revenues, profits or deal sizes. Instead, it aims to uncover the real value that lawyers deliver to business and reward the lawyers consistently furthering the interests of their clients, their own firms and the profession itself.
The 2015 FT Asia-Pacific Innovative Lawyers Awards will celebrate the most innovative legal work in the region from both international and Asia-Pacific headquartered law firms. This year we have expanded the coverage of the report, now including work undertaken in Australia, China and Hong Kong, India, Japan, New Zealand, South Korea and the members of the Association of Southeast Asian Nations: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam. ASPI was joined by Mr David Irvine, former head of ASIO, for the launch of the 2015 Cyber Maturity in the Asia-Pacific Region report.
The launch was opened by Ben Heyes, Chief Information Security & Trust Officer at Commonwealth Bank of Australia. Mr Heyes discussed the enormous potential of cyberspace as a growth area for the Australian economy. As such, he emphasised the importance of establishing the necessary cyber security frameworks in order to ensure that the benefits of the digital domain can be fully exploited.
Mr Irvine spoke to the increasing importance of cyber capabilities in the modern security environment. He explained that traditional geopolitical tensions between states are being played out online, and there exists the possibility that future cyber-attacks could be perpetrated by increasingly tech-savvy terrorist organisations.
Dr Tobias Feakin, Director of the ASPI International Cyber Policy Centre, highlighted the importance of the report in assisting government and business to make up-to-date, informed judgements about cyber security in the Asia-Pacific region. The report examines the maturity of regional states’ performance in cyber governance, mitigation of financial cybercrime, military capabilities, digital economies, and public awareness of cyber issues.
Dr Feakin made special note of the rapid progress made by Singapore, Japan and South Korea in the past year through their increasingly centralised, whole-of-government approach to cyber issues. This rapid regional increase in maturity has caused Australia to fall in the rankings, despite improving on its 2014 score. China’s recent efforts to improve management of cyber policy mean that it has the potential to improve its ranking substantially in the next two to five years.
