Tilt up from sand to residences STORYLINE: This year's Asia-Pacific Economic Cooperation (APEC) summit is being held at the picturesque harbour of Australia's largest city, Sydney. It would seem to be the ideal place to tackle the issue that has become number one on almost everyone's agenda there - climate change. Australia, which did not sign the Kyoto protocol on carbon emissions, has changed tack, and has placed global warming at the top of the agenda at APEC. Environmentalists say there is no time to waste.
