Why were taxes the norm back then, and why is it so difficult to establish free trade?
Modeling free trade as a prisoner's dilemma provides an explanation. Although everyone is collectively better off with free trade, individual incentives tell states to place tariffs on imported goods. Thus, although the result is collectively crazy, it is individually rational.
Yet, in the post-World War II era, free trade has become the norm. As such, this video raises a new question: how is free trade sustainable given the prisoner's dilemma logic? We will explore this type of cooperation after the next lesson.

The South was 25% of the population and they were paying 80% of the taxes in the US which were being used to subsidize Northern industries. There is no way around that.
The declaration of secession included language from every faction including minority factions like slave owners who had a lot of money. Slavery wasn't originally part of it. They pissed and moaned until they got everything included in it. These people were not the driving force of secession as secession and nullification movements started 30 years before the Civil War when slavery wasn't even on the table. Furthermore slavery WASN'T on the table in the Civil War either. The North via New York and Ohio introduced a constitutional amendment, the Corwin Amendment which forbid the interference in slavery. Congress passed it too. It read : "No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State." It was not ratified because the South seceded anyway the two largest states did so AFTER Lincoln put a naval blockade on his own country to collect the import and export taxes.
The CSA constitution changed things that we accept today a) it gave term limits b)it gave a line item veto and c) section 8 (I) was changed to
"The Congress shall have power – To lay and collect taxes, duties, imposts, and excises for revenue, necessary to pay the debts, provide for the common defense, and carry on the Government of the Confederate States; but no bounties shall be granted from the Treasury; nor shall any duties or taxes on importations from foreign nations be laid to promote or foster any branch of industry; and all duties, imposts, and excises shall be uniform throughout the Confederate States"
. I will remind you that 5 Northern states also had slaves, actually they all allowed slaves just not as to scale as the south. Other Northern States forbid foreign blacks from even entering the state such as Lincolns home state and the black code laws. And the 13th amendment which freed the slaves was rejected by 3 northern states and only 1 southern state. Let's think they just lost 400,000 people to free the slaves then vote against freeing the slaves? It was never about slavery. It was about as Lincoln said "preserving the union" Lincoln didn't even bring up the issue of slaves until the middle of the war.
Lincoln said "There is a natural disgust in the minds of nearly all white people to the idea of indiscriminate amalgamation of the white and black races ... A separation of the races is the only perfect preventive of amalgamation, but as an immediate separation is impossible, the next best thing is to keep them apart where they are not already together. If white and black people never get together in Kansas, they will never mix blood in Kansas ..."
He also said "I have no purpose to introduce political and social equality between the white and black races. There is physical difference between the two which, in my judgment, will probably forever forbid their living together upon the footing of perfect equality, and inasmuch as it becomes a necessity that there must be a difference, I, as well as Judge Douglas, am in favor of the race to which I belong having the superior position."
And he said "Our republican system was meant for a homogeneous people. As long as blacks continue to live with the whites they constitute a threat to the national life. Family life may also collapse and the increase of mixed breed bastards may some day challenge the supremacy of the white man."
And pay attention to this Lincoln said " I HAVE NO PURPOSE DIRECTLY OR INDIRECTLY TO INTERFERE WITH THE INSTITUTION OF SLAVERY IN THE STATES WHERE IT EXIST. I believe I have no lawful right to do so, and I have no inclination to do so."
And "My paramount object in this struggle is to save the Union, and is not either to save or destroy Slavery. If I could save the Union without freeing any slave, I would do it, and if I could save it by freeing all the slaves, I would do it, and if I could save it by freeing some and leaving others alone, I would also do that." -Abe Lincoln your white separatist hero.

These people were not the driving force of secession as secession and nullification movements started 30 years before the Civil War when slavery wasn't even on the table. Furthermore slavery WASN'T on the table in the Civil War either. The North via New York and Ohio introduced a constitutional amendment, the Corwin Amendment which forbid the interference in slavery. Congress passed it too. It read : "No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State." It was not ratified because the South seceded anyway the two largest states did so AFTER Lincoln put a naval blockade on his own country to collect the import and export taxes.
The CSA constitution changed things that we accept today a) it gave term limits b)it gave a line item veto and c) section 8 (I) was changed to
"The Congress shall have power – To lay and collect taxes, duties, imposts, and excises for revenue, necessary to pay the debts, provide for the common defense, and carry on the Government of the Confederate States; but no bounties shall be granted from the Treasury; nor shall any duties or taxes on importations from foreign nations be laid to promote or foster any branch of industry; and all duties, imposts, and excises shall be uniform throughout the Confederate States"
. I will remind you that 5 Northern states also had slaves, actually they all allowed slaves just not as to scale as the south. Other Northern States forbid foreign blacks from even entering the state such as Lincolns home state and the black code laws. And the 13th amendment which freed the slaves was rejected by 3 northern states and only 1 southern state. Let's think they just lost 400,000 people to free the slaves then vote against freeing the slaves? It was never about slavery. It was about as Lincoln said "preserving the union" Lincoln didn't even bring up the issue of slaves until the middle of the war.
Lincoln said "There is a natural disgust in the minds of nearly all white people to the idea of indiscriminate amalgamation of the white and black races ... A separation of the races is the only perfect preventive of amalgamation, but as an immediate separation is impossible, the next best thing is to keep them apart where they are not already together. If white and black people never get together in Kansas, they will never mix blood in Kansas ..."
He also said "I have no purpose to introduce political and social equality between the white and black races. There is physical difference between the two which, in my judgment, will probably forever forbid their living together upon the footing of perfect equality, and inasmuch as it becomes a necessity that there must be a difference, I, as well as Judge Douglas, am in favor of the race to which I belong having the superior position."
And he said "Our republican system was meant for a homogeneous people. As long as blacks continue to live with the whites they constitute a threat to the national life. Family life may also collapse and the increase of mixed breed bastards may some day challenge the supremacy of the white man."
And pay attention to this Lincoln said " I HAVE NO PURPOSE DIRECTLY OR INDIRECTLY TO INTERFERE WITH THE INSTITUTION OF SLAVERY IN THE STATES WHERE IT EXIST. I believe I have no lawful right to do so, and I have no inclination to do so."
And "My paramount object in this struggle is to save the Union, and is not either to save or destroy Slavery. If I could save the Union without freeing any slave, I would do it, and if I could save it by freeing all the slaves, I would do it, and if I could save it by freeing some and leaving others alone, I would also do that." -Abe Lincoln your white separatist hero.

In a boost to net neutrality and a blow to Facebook and other operators offering differential data tariffs, telecom regulator TRAI on Monday barred them from charging discriminatory prices for web access.
In a far reaching recommendation, TRAI provided for a penalty of Rs 50,000 for each day on service providers if they flout the order. This penalty would be subject to a maximum of Rs 50 lakh.

Hans-Josef Fell is a Member of the German Federal Parliament and Energy Policy Speaker for the German Greens. He wrote the draft Renewable Energy Sources Act (EEG) which was adopted in 2000 in the face of a strong political opposition. This lecture was recorded at The Australian National University on 23 February 2012.
The adoption of the EEG led directly to the successful German feed-in tariff policy. The EEG is the foundation for the technological developments in photovoltaics, biogas, wind power and geothermal energy in Germany, which are admired throughout the world. The underlying principle of the EEG has now been copied in dozens of countries, as well as most Australian states and territories.

His research interests concern the influence of domestic political and economic interests on foreign policy choices, especially on security issues such as military spending and the international use of force. He has published articles on the role of domestic economic performance in decisions to use military force abroad, the effect of party differences on policy choices about the use of force and the allocation of the military budget in the United States, and on the influence of economic interests on congressional voting on foreign economic and security policy matters.

The General Agreement on Tariffs and Trade (GATT) is a multilateral agreement regulating international trade. According to its preamble, its purpose is the "substantial reduction of tariffs and other trade barriers and the elimination of preferences, on a reciprocal and mutually advantageous basis."
It was negotiated during the UN Conference on Trade and Employment and was the outcome of the failure of negotiating governments to create the International Trade Organization (ITO). GATT was signed in 1947 and lasted until 1993, when it was replaced by the World Trade Organization in 1995. The original GATT text (GATT 1947) is still in effect under the WTO framework, subject to the modifications of GATT 1994.
The Uruguay Round began in 1986. It was the most ambitious round to date, hoping to expand the competence of the GATT to important new areas such as services, capital, intellectual property, textiles, and agriculture. 123 countries took part in the round. The Uruguay Round was also the first set of multilateral trade negotiations in which developing countries had played an active role.
Agriculture was essentially exempted from previous agreements as it was given special status in the areas of import quotas and export subsidies, with only mild caveats. However, by the time of the Uruguay round, many countries considered the exception of agriculture to be sufficiently glaring that they refused to sign a new deal without some movement on agricultural products. These fourteen countries came to be known as the "Cairns Group", and included mostly small and medium sized agricultural exporters such as Australia, Brazil, Canada, Indonesia, and New Zealand.
The Agreement on Agriculture of the Uruguay Round continues to be the most substantial trade liberalization agreement in agricultural products in the history of trade negotiations. The goals of the agreement were to improve market access for agricultural products, reduce domestic support of agriculture in the form of price-distorting subsidies and quotas, eliminate over time export subsidies on agricultural products and to harmonize to the extent possible sanitary and phytosanitary measures between member countries.
In 1993, the GATT was updated (GATT 1994) to include new obligations upon its signatories. One of the most significant changes was the creation of the World Trade Organization (WTO). The 75 existing GATT members and the European Communities became the founding members of the WTO on 1 January 1995. The other 52 GATT members rejoined the WTO in the following two years (the last being Congo in 1997). Since the founding of the WTO, 21 new non-GATT members have joined and 29 are currently negotiating membership. There are a total of 155 member countries in the WTO, with Montenegro and Samoa being new members as of 2012.
Of the original GATT members, Syria and the SFR Yugoslavia has not rejoined the WTO. Since FR Yugoslavia, (renamed to Serbia and Montenegro and with membership negotiations later split in two), is not recognised as a direct SFRY successor state; therefore, its application is considered a new (non-GATT) one. The General Council of WTO, on 4 May 2010, agreed to establish a working party to examine the request of Syria for WTO membership. The contracting parties who founded the WTO ended official agreement of the "GATT 1947" terms on 31 December 1995. Serbia and Montenegro are in the decision stage of the negotiations and are expected to become the newest members of the WTO in 2012 or in near future.
Whilst GATT was a set of rules agreed upon by nations, the WTO is an institutional body. The WTO expanded its scope from traded goods to include trade within the service sector and intellectual property rights. Although it was designed to serve multilateral agreements, during several rounds of GATT negotiations (particularly the Tokyo Round) plurilateral agreements created selective trading and caused fragmentation among members. WTO arrangements are generally a multilateral agreement settlement mechanism of GATT.
