As Vladimir Putin begins his third term as Russian president, we ask if Russia can become a superpower once again.
President Vladimir Putin on Tuesday ordered construction sped up on a multi-billion-dollar spaceport in Russia's Far East that he said would break reliance on the Baikonur cosmodrome in Kazakhstan and launch future missions to the Moon and Mars.
Putin flew in a helicopter over the sprawling building site in Vostochny at a time when conflict with Ukraine, maker of Zenit and Dnepr rockets, is highlighting the fragility of Russia's dependence on former Soviet republics in defense and space.
Building a new launchpad on its own soil is central to Putin's effort to reform a once-pioneering space industry hobbled by years of budget cuts and a brain drain in the 1990s.
"Our own space infrastructure and modern network of cosmodromes ... will allow Russia to strengthen its standing as a leading space superpower and guarantee the independence of space activities," Putin said at Vostochny, near Russia's border with China.
Taking to task officials, Putin said construction was lagging behind by up to three months and the 6,000 workers currently at the site was half the number it should be.
"In the future, the capacity of the cosmodrome will be expanded ... to be used to realize program to explore the Moon, Mars and other space objects," he said.

As Vladimir Putin begins his third term as Russian president, we ask if Russia can become a superpower once again.
President Vladimir Putin on Tuesday ordered construction sped up on a multi-billion-dollar spaceport in Russia's Far East that he said would break reliance on the Baikonur cosmodrome in Kazakhstan and launch future missions to the Moon and Mars.
Putin flew in a helicopter over the sprawling building site in Vostochny at a time when conflict with Ukraine, maker of Zenit and Dnepr rockets, is highlighting the fragility of Russia's dependence on former Soviet republics in defense and space.
Building a new launchpad on its own soil is central to Putin's effort to reform a once-pioneering space industry hobbled by years of budget cuts and a brain drain in the 1990s.
"Our own space infrastructure and modern network of cosmodromes ... will allow Russia to strengthen its standing as a leading space superpower and guarantee the independence of space activities," Putin said at Vostochny, near Russia's border with China.
Taking to task officials, Putin said construction was lagging behind by up to three months and the 6,000 workers currently at the site was half the number it should be.
"In the future, the capacity of the cosmodrome will be expanded ... to be used to realize program to explore the Moon, Mars and other space objects," he said.

Russian President, Vladimir Putin, has wound up a visit to Japan by indulging in one of his favourite past-times.
Mr Putin donned a traditional dogi (DOH-GEE) before settling down for a bout of the Japanese martial art of judo.

00.02 After two days of tough talking Vladimir Putin was ready to indulge in something a little more physical on Tuesday.
The Russian hardman is a keen practitioner of judo.
He first learnt the Japanese martial art while in the K-G-B, and now has a black belt.
His trip to Japan gave him the chance to hone his skills.
First up was a Judo instructor.
Putin seemed more than equal to the task.

00.31 Prime Minister Mori clearly enjoyed the bout.
But with the two leaders still disagreeing over a territorial dispute, he would've been more pleased by the performance of Putin's next opponent.

00.46 The two-day summit was the latest in a series of efforts to overcome decades of mistrust between the countries.
The talks failed to decide the future of four Russian-controlled islands which Japan claims as its own.
The islands - known as the Kurils in Russia and as the Northern Territories in Japan - stand in the way of a peace treaty which would formally end more than 50 years of hostility.
But the two sides did manage to sign agreements on trade and regional security.
Putin also invited Mori for a return visit, before leaving Japan to head for New York and the U-N millennium summit.

There is now an estimated 84 million Russians using the internet, equivalent to around 60% of the population.

Horst Seehofer, the premier of the state of Bavaria, a nominal partner in Angela Merkel’s coalition, and a persistent thorn in her side, has called for a sea change in diplomatic dealings with Russia, following his trip to Moscow.
“Extending anti-Russia sanctions was a mistake,” said Seehofer, referring to the EU’s decision to prolong travel restrictions and economic embargoes against Russian individuals and companies over Ukraine late last year. “We need to consider the reality – they cannot be removed straight away. But we can deploy political means to repeal them… I think that they can be revoked in the foreseeable future.”
Journalists returned to the subject of sanctions repeatedly as Seehofer spent an hour answering questions at the final press conference, following the two-day visit during which he met Russian President Vladimir Putin, and signed bilateral trade deals on behalf of his home state.

Ramzan Kadyrov has announced it is too early to decide on his participation in elections to appoint the head of the Chechen Republic because it would distract him from working on everyday issues. His term in the post expires in early April.
On Instagram (Kadyrov’s preferred social network for private and political statements), the Chechen leader said he had been reminded by journalists that his term was coming to an end and was asked whether he intended to run again.
“I have not thought about it. I am confident that the candidate should be chosen by the president of Russia. If he says that the person is fit to become the head of the republic and if he gets support from the people he should participate [in the polls],” Kadyrov wrote. “I don’t want to get distracted by these issues. I have not yet made any decision! Today it is important for me to fully fulfill the obligations I have; these are too large,” he added.
The statement was posted after Russian business newspaper Vedomosti released an article reminding its readers that Kadyrov’s term in office would come to an end in early April. The Russian president must then appoint an acting head for the region and the new head of the republic will be elected by direct voting on September 18 from candidates proposed by political parties.

Minister-President of Bavaria and Chairman of the Christian Social Union (CSU) Horst Seehofer is expected to hold a press conference at the Ritz Carlton hotel in Moscow on Thursday, January 4, after meeting with Russian President Vladimir Putin.
Putin and Seehofer are expected to discuss a new economic proposal between Bavaria and Russia after the Bavarian leader was critical of German sanctions against Russia. The pair are also expected to discuss the ongoing refugee crisis.
During his visit, Seehofer will also meet with Russian Minister of Economic Development Alexei Ulyukaev and Moscow Mayor Sergei Sobyanin.

The head of a political research center has sent a letter to the State Duma chairman urging him to postpone parliamentary and presidential elections in Russia until Western nations stop their attempts at regime change through economic pressure.
“I am asking you as the chairman of the State Duma - who has the right to come up with legislative initiatives - to look into the possibility to urgently amend the Constitution with acts that would protect Russia from regime change instigated from abroad and the subsequent breakup [that would result from this],” chairman of the board at the Institute for Political Infrastructure Analysis, Yevgeny Tunik, wrote in his letter to Sergey Naryshkin.The exact measure suggested by the analyst is a law that would automatically prolong the powers of Russian president and parliament in the event that the authorities decide to introduce a state of emergency or martial law. The new term for legislators and the head of state would last for six months from the moment of the cancelation of the emergency measures. Tunik emphasized that such a step would not violate citizens’ political rights as elections would not be canceled, only postponed.
Tunik also elaborated in his letter that over the past two years Russia has experienced unprecedented pressure from Western nations, primarily from the United States. He warned that the economic crisis and price hike could cause social unrest and protests that, in turn, could bring to power “hostile, pro-Western or even extremist forces.” Canceling all elections for the period of economic crisis would prevent a situation when citizens are asked to make serious choices under pressure from circumstances that could provoke irrational decisions.

Ukraine is dragging its feet on implementation of the Minsk peace agreements because its wants to keep in place Western sanctions imposed on Russia, Russian Foreign Minister Sergei Lavrov said on Tuesday (January 26).
Violence in Ukraine's separatist eastern territories ebbed at the end of 2015 to its lowest point since a ceasefire was signed in February 2015. Western diplomats say the 12-point Minsk peace plan is far from fully implemented.
"Minsk agreements - I will not talk for a long time - the fact that first of all it should be the Kiev authorities who should fulfill them is implied by the text itself, one can read it and make sure once again. So my inclination is to make sure the agreements are fulfilled. As I have already said answering a question about the major challenges of the coming year, securing the negotiability of our partners is one of the most serious challenges that we are now facing," Lavrov said.
The Russian foreign minister said the Kiev authorities are making efforts to keep Western sanctions on Russia in place.
"(The West) said 'we will lift the sanctions (from Russia), when Russia fulfills the Minsk agreements'. And they (Kiev authorities) understood - maybe it was such a slip of the tongue - Kiev authorities heard it right away and interpreted it unambiguously as an indulgence allowing them not to fulfill Minsk agreements, because - apart from the fact that they will not have to take any actions and fulfill their commitments - the fact that Kiev does not stick to Minsk agreements means that the West will have to keep anti-Russian sanctions. This is what needed to be proven to certain people who fan radical feelings in Kiev," Lavrov said at the annual news conference.
The Minsk accords were meant to secure peace in eastern Ukraine and consist of two separate documents: the Minsk Protocol, the original cease-fire agreement from September 2014, and the follow-up "package of measures for implementation" hammered out by Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Petro Poroshenko in an all-night negotiating marathon in the Belarusian capital last February. Known as "Minsk 2," the additional document set out a sequence of measures, starting with a phased-in ceasefire, greater autonomy for Ukraine;s eastern Donbas region, the withdrawal of Russian troops ("foreign armed formations"), local elections and, finally, the restoration of Kiev's control over the border with Russia.
The deadline was the end of 2015. But because a lasting cease-fire is not yet in place in Ukraine's east, all sides agreed to extend the Minsk process into 2016.
Lavrov also said that gas transit through Ukraine was unreliable, adding that the proposed Nord Stream-2 gas pipeline project with Germany would be mutually beneficial for Russia and Europe.
"We started searching for an alternative, because Europe needs Russian gas, transit through Ukraine is not reliable. You can be assured of this every day, because our Ukrainian neighbours make some statements every day, that they will increase transit prices 10 times, although the price is written in the contract, and so on. So the necessity of direct transit of Russian gas to the European Union is a reality that everyone shares. So a variant of North Stream 2 has been found, although it really could have been South Stream."
Lavrov also commented on the Crimea peninsula, another disputed problem with Ukraine.
Russia refuses to hold any talks on returning Crimea to Ukraine, Russian Foreign Minister Sergei Lavrov said on Tuesday.
"We have nothing to give back. We are not holding any talks with anyone on returning Crimea," Lavrov told his annual news conference. "Crimea is the territory of the Russian Federation in full accordance with the expression of the will of its peoples," he said.
Russia annexed Crimea in March 2014 after protests in Kiev toppled Ukraine's Kremlin-allied president, Viktor Yanukovich. A Russian-backed separatist revolt then erupted in eastern Ukraine in which more than 9,000 people have been killed to date.

Ukraine is dragging its feet on implementation of the Minsk peace agreements because its wants to keep in place Western sanctions imposed on Russia, Russian Foreign Minister Sergei Lavrov said on Tuesday (January 26).
Violence in Ukraine's separatist eastern territories ebbed at the end of 2015 to its lowest point since a ceasefire was signed in February 2015. Western diplomats say the 12-point Minsk peace plan is far from fully implemented.
"Minsk agreements - I will not talk for a long time - the fact that first of all it should be the Kiev authorities who should fulfill them is implied by the text itself, one can read it and make sure once again. So my inclination is to make sure the agreements are fulfilled. As I have already said answering a question about the major challenges of the coming year, securing the negotiability of our partners is one of the most serious challenges that we are now facing," Lavrov said.
The Russian foreign minister said the Kiev authorities are making efforts to keep Western sanctions on Russia in place.
"(The West) said 'we will lift the sanctions (from Russia), when Russia fulfills the Minsk agreements'. And they (Kiev authorities) understood - maybe it was such a slip of the tongue - Kiev authorities heard it right away and interpreted it unambiguously as an indulgence allowing them not to fulfill Minsk agreements, because - apart from the fact that they will not have to take any actions and fulfill their commitments - the fact that Kiev does not stick to Minsk agreements means that the West will have to keep anti-Russian sanctions. This is what needed to be proven to certain people who fan radical feelings in Kiev," Lavrov said at the annual news conference.
The Minsk accords were meant to secure peace in eastern Ukraine and consist of two separate documents: the Minsk Protocol, the original cease-fire agreement from September 2014, and the follow-up "package of measures for implementation" hammered out by Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Petro Poroshenko in an all-night negotiating marathon in the Belarusian capital last February. Known as "Minsk 2," the additional document set out a sequence of measures, starting with a phased-in ceasefire, greater autonomy for Ukraine;s eastern Donbas region, the withdrawal of Russian troops ("foreign armed formations"), local elections and, finally, the restoration of Kiev's control over the border with Russia.
The deadline was the end of 2015. But because a lasting cease-fire is not yet in place in Ukraine's east, all sides agreed to extend the Minsk process into 2016.
Lavrov also said that gas transit through Ukraine was unreliable, adding that the proposed Nord Stream-2 gas pipeline project with Germany would be mutually beneficial for Russia and Europe.
"We started searching for an alternative, because Europe needs Russian gas, transit through Ukraine is not reliable. You can be assured of this every day, because our Ukrainian neighbours make some statements every day, that they will increase transit prices 10 times, although the price is written in the contract, and so on. So the necessity of direct transit of Russian gas to the European Union is a reality that everyone shares. So a variant of North Stream 2 has been found, although it really could have been South Stream."
Lavrov also commented on the Crimea peninsula, another disputed problem with Ukraine.
Russia refuses to hold any talks on returning Crimea to Ukraine, Russian Foreign Minister Sergei Lavrov said on Tuesday.
"We have nothing to give back. We are not holding any talks with anyone on returning Crimea," Lavrov told his annual news conference. "Crimea is the territory of the Russian Federation in full accordance with the expression of the will of its peoples," he said.
Russia annexed Crimea in March 2014 after protests in Kiev toppled Ukraine's Kremlin-allied president, Viktor Yanukovich. A Russian-backed separatist revolt then erupted in eastern Ukraine in which more than 9,000 people have been killed to date.

Members of Vladimir Putin's presidential election campaign team and campaign headquarters, other candidates in the 2012 presidential election, heads of diplomatic missions, members of the clergy, academic and cultural figures, art workers and public figures also attended the event. The Presidential Regiment then marked Mr Putin's inauguration with a parade on the Kremlin's Cathedral Square. The regiment celebrates the 76th anniversary of its founding that day.

As Vladimir Putin begins his third term as Russian president, we ask if Russia can become a superpower once again.
President Vladimir Putin on Tuesday ordered construction sped up on a multi-billion-dollar spaceport in Russia's Far East that he said would break reliance on the Baikonur cosmodrome in Kazakhstan and launch future missions to the Moon and Mars.
Putin flew in a helicopter over the sprawling building site in Vostochny at a time when conflict with Ukraine, maker of Zenit and Dnepr rockets, is highlighting the fragility of Russia's dependence on former Soviet republics in defense and space.
Building a new launchpad on its own soil is central to Putin's effort to reform a once-pioneering space industry hobbled by years of budget cuts and a brain drain in the 1990s.
"Our own space infrastructure and modern network of cosmodromes ... will allow Russia to strengthen its standing as a leading space superpower and guarantee the independence of space activities," Putin said at Vostochny, near Russia's border with China.
Taking to task officials, Putin said construction was lagging behind by up to three months and the 6,000 workers currently at the site was half the number it should be.
"In the future, the capacity of the cosmodrome will be expanded ... to be used to realize program to explore the Moon, Mars and other space objects," he said.
Russia has already ploughed some 100 billion roubles into construction of the new spaceport, Putin said, to replace the Baikonur site that it has leased from Kazakhstan since the collapse of the Soviet Union in 1991.
Another 50 billion roubles is earmarked for the project through 2015, he said, hefty spending for a budget strained by the cost of annexing Ukraine's Crimea region and an economy stuttering under Western sanctions.
Despite Russia's current financial woes, a senior official tasked with overseeing the space industry vowed the country would not back down from investment in space.

President of Turkey Recep Tayyip Erdogan, President of Kazakhstan Nursultan Nazarbaev and President of the State of Palestine Mahmoud Abbas are due to attend the ceremony. Muslims make up roughly 14 percent of Russia’s population and about 300,000 of them live in Moscow. The new mosque, which will be the seventh in Moscow, is expected to help decongest other mosques in the city, which are inundated by the capital’s growing Muslim population.
