Unlike what happens in Member States, in the EU only the Commission can propose directives or legally binding regulations. Neither the States nor the EP have this power.
But these proposals never just fall from the sky. In fact, the European Commission listens to voices that are raised across Europe for or against the creation of new laws. At this stage the MEPs are also included. They often adopt recommendations.
From 2012 European citizens will also be able to ask directly for new draft laws. For that, one million Europeans from at least seven countries will need to sign a petition.
After listening to all sides, the Commission finally presents a draft law. That's the start of a long process which takes 12 to 18 months. The draft then goes to the EU Council, representing the States, and to the EU Parliament, representing the citizens. In 80% of cases, the two institutions have equal power. That's called the ordinary legislative procedure.
There's no question of legislating on everything. The EU can make laws on the environment, agriculture, transport... The list is growing. But the States have an absolute right of veto on social security, taxation, or foreign affairs and defence, for example.
Returning to draft laws, before adoption, they go through the institutional mill. The EU Council and the EP amend the drafts according to their interests and according to the majorities that take shape. Since the States and MEPs rarely agree first time around, they must negotiate.
Two possible outcomes: Either the two institutions reach a compromise and the draft law can be adopted after a vote by MEPs. Or there's no agreement and negotiations must continue. If the negotiations fail once, the clock starts ticking to find agreement before a deadline. If there's still disagreement, the draft law quite simply fails and the whole procedure has to start again. But in fact that very rarely happens. When there's agreement, the new European law is officially adopted and all Member States must then apply it. Well, almost. Sometimes States receive a derogation. If they fail to comply, the European Commission will act once again. It can call bad students to order. And if that fails the Court of Justice of the EU takes over. In the worst cases, States can be required to pay heavy fines, but that's another story.

Companies in cartels are not under pressure to launch new products, improve quality or keep prices down. Consumers end up paying more for lower quality. The Humanitarian Aid and Civil Protection department of the European Commission (ECHO), formerly known as the European Community Humanitarian Aid Office, is the European Commission's department for overseas humanitarian aid and civil protection.
In 2007 it provided €768 million for emergency relief, a number that rose to €930 million in 2009. The EU institutions alone were collectively the second largest donor of official humanitarian aid in 2009 (14.3% of the global total humanitarian aid). The European Union as a whole (European Commission + Member States) is the world's biggest donor of humanitarian aid, providing over 50% of the total humanitarian aid in 2009.
For its humanitarian interventions, ECHO does not implement assistance programmes itself; but funds operations through a wide range of around 200 partners (NGOs, UN Agencies, International organisations such as the Red Cross/Red Crescent Movement).

The European Commission said on Monday that president Jose Manuel Barroso will not attend any events in Ukraine if the political situation in the country does not change.
Former opposition leader Yulia Tymoshenko is serving a 7 year prison sentence for abuse of office, and is due to face a second trial on tax evasion charges.
The Commission believes that her imprisonment is politically motivated.
"We have very big concerns of what is happening in Ukraine. As far as the president is concerned, it is clear that as things stand now, the president has no intention of going to Ukraine or indeed participate in events in Ukraine at this point in time", EC's spokesperson said.
The EU announcement comes now that various European leaders, including German Chancellor Angela Merkel, are considering boycotting the Euro 2012 football tournament that Ukraine is co-hosting in six weeks.
They want to protest against the alleged mistreatment of Tymoshenko as pictures of her bruised body were released on Friday. Tymoshenko, currently on a hunger strike, claims she was beaten up by the prison guards.
EU Justice Commissioner Vivianne Reding has already confirmed she will not participate in the Open Ceremony of the Euro 2012. "You cannot close your eyes on human rights", she said.

Last year the Single Market celebrated its 20th anniversary, that's 20 years of the free movement of goods, people, services and capital within the European Union. EU action has opened up national markets, brought down trade barriers and made services up to 90% cheaper.
The Single Market has harmonised the complex and different national laws of 28 Member States, making it easier and cheaper for the 23 million European companies to do business across borders. And with unrestricted access to 500 million people, trade between EU countries has grown by €2000 billion euros since 1992.
Thanks to a 25% reduction in red tape and a harmonised set of EU standards, selling on-line in Europe is a real opportunity for even the smallest of companies. And with more firms now competing against each other, it means lower prices for consumers and a wider choice of products and services that you wouldn't necessarily find at home or at the same price.
Since the EU liberalised the aviation sector and created a Single Market for air transport, it is now easier and cheaper to travel throughout Europe. Europeans can enjoy the benefits of a connected continent through a wider choice of routes and airlines, and lower prices - air fares have fallen by 40% since the 1990s. EU legislation offers disabled passengers special assistance at no extra cost and entitles everyone to certain rights if your journey is disrupted or cancelled.
Retired citizens can move to any Member State, still receive their statutory pension there and gain access to public healthcare. In fact, with the European Health Insurance Card EU citizens are entitled to receive medical treatment when abroad in any EU country.
The Single Market is an essential platform for growth, especially in times of economic crisis. With unemployment at nearly 12% in the EU nearly 30% in Greece and Spain, it offers people the opportunity to go across borders to look for work without the need for a permit. EURES, the EU's online job portal, links over a million jobseekers with 30,000 employers in 31 countries. Erasmus, the student exchange programme, has helped 2.5 million students in the last 25 years to study or train in another Member State. And mutual recognition of professional qualifications has given hundreds of thousands of people the opportunity to find work abroad.

Even though this might seem like very little to bring for a 2 month trip, I am still amazed at how much stuff's in my suitcase.. I still feel like I bring to much.. can it ever become simple enough?

Brussels published on Monday a new guide on social benefits for EU migrants, amid a fierce debate on immigration across Europe.
The guide aims to clarify the worker's place of residence and therefore, which country is responsible for providing social welfare.
It comes at a a time when countries like the UK are trying to reduce the social benefits EU migrants can claim. With the European elections in sight, fears of what some already call 'benefit tourism' are spreading across the continent.
But the Commission argues that there is no 'proof' of such situations and insists that 'freedom of movement' is one of the pillars of the European Union.
'Workers from other EU countries pay more in tax and social security into host countries public budgets than they receive in benefits. The more workers from other EU countries an EU country has, the more solvent its welfare system is.' said EU Employment commissioner László Andor.
Family status, income sources or tax contribution are some of the elements that will be taken into account to determine which member state must be the welfare provider.
The debate has also been fueled this month by the lifting of an EU ban that prevented Romanian and Bulgarian citizens to move and work freely across Europe.
But Andor's remarks echoed those of his counterpart, EU Justice Commissioner Vivianne Reding, who recently said that freedom of movement within the EU is 'non-negotiable'.
"The Commission does all it can to continuing removing barriers to make it easier for people to work in other EU countries and to do it in decent conditions., It is necessary to have clear safeguards in EU law to prevent people from abusing social welfare systems of other EU countries," said the bloc's employment commissioner Laszlo Andor.
Under EU law, there can only be one place of residence and so only one Member State responsible for paying social security benefits.

Since employment is a key element in guaranteeing equal opportunities, it was important to indicate in EU law the ways in which discrimination on the relevant grounds should be avoided, prohibited or counterbalanced. In 2000, the Employment Equality Directive (EED) was adopted a few months after the Racial Equality Directive, the EED setting out the minimum rules on discrimination based on religion and belief, disability, age and sexual orientation. Contrary to the Racial Equality Directive, the EED only covers access to employment and occupation, vocational training, promotion, employment conditions and membership of certain bodies. Because of the minimum harmonisation rule, some Member States apply the rules set by the EED also to other areas. A new directive was proposed by the European Commission in 2008 to ensure equal treatment outside employment, but work on this has not yet been completed, especially in the Council.

European Commission President Jean-Claude Juncker has angered Euroskeptics by insisting he has “no plan B” in the event of a Brexit and by claiming he cannot “seriously envisage” Britain leaving the EU.Speaking in Brussels on Wednesday, Juncker suggested that having a ‘plan B’ would indicate that the European Commission considered an ‘Out’ vote a serious possibility.
“If I would say now that we have a plan B, this would indicate a kind of willingness of the Commission to envisage seriously that Britain could leave the European Union,” Juncker said.
“We don’t have a plan B. We have a plan A. Britain will stay in the European Union as a constructive and active member.”
Official forecasts by European Commission economists do not take into account the possible impact of a Brexit, instead assuming the status quo will continue.
However, reports have stated that officials at the European Political Strategy Centre (EPSC), an in-house EU think tank, began discussing the impact of a Brexit before Christmas – claims which the EPSC denies.
UK Independence Party (UKIP) leader Nigel Farage rejected Juncker’s comments, accusing the Commission president of “huge disrespect for the British democratic process in which the people, rather than unelected bureaucrats, decide our future.”
“Many British people certainly do have another plan,” he added.
Juncker’s comments came as four European states dealt a severe blow to Prime Minister David Cameron’s hopes of achieving meaningful concessions from the EU.
Poland, Slovakia, Hungary and the Czech Republic all rejected Cameron’s proposals to curb child benefits for their migrant workers in western Europe.
Belgium, France, Hungary and Spain have drawn up proposals to water down EU negotiations, according to documents seen by the Telegraph.
The plans are said to limit benefit curbs to newly-arrived migrants and weaken a mechanism sought by George Osborne to prevent Eurozone countries from ganging up on London’s financial center.

Keynote conference speaker Patrick Dixon -- lecture at European Commission. Why leadership has to be based on trust, not just position, appealing to heart as well as to mind. Importance of the European Commission and trans-national regulation. Trust crisis in banking and financial services as well as in politicians, governments and the European Union. How to restore trust and public confidence in political process, parties, elections and democracy itself. How trust can be lost instantly in media, web, Twitter, Facebook, YouTube, LinkedIn and other social media -- eg dioxin food contamination scandal -- Belgium and impact on Italy, and failure of agricultural ministers to win media debate. Leadership must connect with passion: things we feel strongly about, that really matter, that make a big difference. Eg debate on ethics of food-linked biofuels and burning food in vehicles, impact on global food prices, food riots, international security, connecting oil, food and land prices. Dangers in European Commission due to size, power, golden handcuffs and difficulty in moving to careers outside commission. Why true leadership never comes from position alone: elections for President of the World? Nelson Mandela usually nominated first. He has no office or official status yet is universally respected as a moral authority. People who cannot be owned, bought or controlled, who are driven by high moral principles are usually greatly respected, even feared.

Polish President Andrzej Duda is in Brussels on Monday, January 18 following a European Commission debate over controversial changes to Poland’s judicial and media laws.
Duda will meet with European Council president and former Polish Prime Minister Donald Tusk as well as NATO chief Jens Stoltenberg.
The Polish presidency says the meeting is unrelated to recent developments in the country and was planned long beforehand. Later on Monday, Duda and Stoltenberg are expected to hold a joint press conference at the NATO headquarters in Brussels.

José Manuel Barroso was nominated by the European Council and elected by the European Parliament to the post of President of the European Commission in July 2004. In June 2009 the European Council unanimously nominated him for a second term as President of the European Commission, and he was re-elected to the post by an absolute majority in the European Parliament in September 2009.
Having graduated from the the University of Lisbon and University of Geneva, he embarked on an academic career in the Department of Political Science, University of Geneva, and as a visiting professor at the Department of Government and School of Foreign Service, Georgetown University (Washington, D.C.). In 1995, he became Head of the International Relations Department of Lusíada University, Lisbon. In 1979, he founded the University Association for European Studies.
His political career began in 1980 when he joined the Social Democratic Party (PSD). He was named President of the party in 1999 and re-elected three times. During the same period, he served as Vice President of the European People's Party. As State Secretary for Foreign Affairs and Cooperation he played a key role as mediator in the signing of the peace accords for Angola in Bicesse in 1991, and as Minister for Foreign Affairs he was a driving force in the self-determination process in East Timor between 1992 and 1995. Under his leadership, the PSD won the general election in 2002 and he was appointed Prime Minister of Portugal in April of that year.
José Manuel Barroso has been awarded honorary degrees by Georgetown University, Washington, D.C. (2006), the University of Genoa, Italy (2006), Kobe University (2006), the University of Edinburgh (2006), the Sapienza University of Rome (2007), the Warsaw School of Economics (2007), the Catholic University of São Paulo (2008), the Nice Sophia Antipolis University (2008), the University of Chemnitz (2009), the University of Geneva (2010), the University of Ghent (2011) and the Technical University of Lisbon (2011), University of Haifa (2012).
He was named Global Leader for Tomorrow by the World Economic Forum in 1993 and declared "European of the year 2006" by the newspaper European Voice. He received the Gold Medal of the town of Lamego, Portugal in 2007 and the Honorary Keys to the City of Lisbon in May 2008. He is the author of numerous publications on political science, international relations and the European Union, including, "Le système politique portugais face à l'intégration européenne" (Lisbon and Lausanne, 1983), "Uma Certa Ideia de Europa" (1999), "Mudar de Modelo" (2002) and "Reformar: Dois Anos de Governo" (2004).
He was awarded the Grand Cross of the Military Order of Christ in 1996 and the Great Collar of the Order of East Timor in 2010. In 2011, he received the Grand Cross of the Royal and Distinguished Spanish Order of Charles III.
