THE COMMISSION on Human Rights (CHR) on Tuesday slammed Sen. Richard Gordon for “prematurely” suspending its inquiry on alleged extrajudicial killings in the Duterte administration’s war on illegal drugs after a heated debate with Sen. Leila de Lima.
In a news conference, CHR Commissioner Roberto Eugenio T. Cadiz said, “Clearly, under the facts, Gordon did accuse her wrongly. And he did owe her an apology …. It blew [up] in his face.”
On Monday evening, following suggestions from two senators to terminate the investigation, Gordon, chair of the Senate committee on justice, decided to suspend the hearings and call a closed-door caucus to discuss the matter.
The development came after Gordon accused De Lima of “material concealment” of information that confessed hit man Edgar Matobato had been charged by the National Bureau of Investigation for the 2002 kidnapping of Sali Makdum. Matobato earlier admitted killing Makdum, a suspected terrorist, on orders of President Duterte, then the Davao City mayor.
Cadiz pointed out that when De Lima walked out, Gordon had already adjourned the hearing.
“So who’s running away from the Senate hearing? De Lima, Matobato, or Gordon and the other senators in the majority? Who’s closing this hearing? Under the circumstances, there is every reason to believe it is Gordon who is afraid of this hearing. I challenge him, as a commissioner: The only way for him to recover his credibility as chairman is to continue with the hearing and listen to the other witnesses. Otherwise, there is every reason to believe he is the coward here and not Matobato or De Lima,” Cadiz said.
He said it was premature to suspend or terminate the hearing “because there are so many witnesses yet to be presented.” The CHR, for one, had “more than 10” witnesses to present, he said.
Matobato was in the Senate on Monday from 7 a.m. and left past 7 p.m., Cadiz said.
Sen. Antonio Trillanes IV had requested that Matobato be put on the stand.
“We do not know why the chair of the Senate committee did not immediately put him on the witness stand. But the fact was Matobato was there, ready and willing, and Matobato was willing to come back today. So what are they talking about, that Matobato was running away, afraid to confront the other witnesses?” Cadiz said.
“It’s very unfair that after having refused the request of Matobato to be under the custody of the Senate [sergeant at arms], where he could have stayed 24 hours and testify as long as the senators wanted, now he would be blamed for having left the Senate for his security,” Cadiz pointed out.

This is a complete list of U.S. congressional committees (standing committees and select or special committees) that are currently operating in the United States Senate. Senators can be a member of more than one committee.
Standing committees
As of 2015, there are 88 senate committees, 16 standing committees with 67 subcommittees and 5 non-standing committees .
Special, select, and other committees of the U.S. Senate
There are five non-standing, select, or special committees, which are treated similarly to standing committees.
Committee classes
Senate committees are divided, according to relative importance, into three categories: Class A, Class B, and Class C. Individual Senators are in general limited to service on two Class A committees and one Class B committee. Assignment to Class C committees is made without reference to a member's service on any other panels.
Standing committees
Standing committees are permanent bodies with specific responsibilities spelled out in the Senate's rules. Twelve of the sixteen current standing committees are Class A panels. They are Agriculture; Appropriations; Armed Services; Banking, Housing and Urban Affairs; Commerce, Science, and Transportation; Energy and Natural Resources; Environment and Public Works; Finance; Foreign Relations; Governmental Affairs; Judiciary; and Health, Education, Labor and Pensions.

THE COMMISSION on Human Rights (CHR) on Tuesday slammed Sen. Richard Gordon for “prematurely” suspending its inquiry on alleged extrajudicial killings in the Duterte administration’s war on illegal drugs after a heated debate with Sen. Leila de Lima.
In a news conference, CHR Commissioner Roberto Eugenio T. Cadiz said, “Clearly, under the facts, Gordon did accuse her wrongly. And he did owe her an apology …. It blew [up] in his face.”
On Monday evening, following suggestions from two senators to terminate the investigation, Gordon, chair of the Senate committee on justice, decided to suspend the hearings and call a closed-door caucus to discuss the matter.
The development came after Gordon accused De Lima of “material concealment” of information that confessed hit man Edgar Matobato had been charged by the National Bureau of Investigation for the 2002 kidnapping of Sali Makdum. Matobato earlier admitted killing Makdum, a suspected terrorist, on orders of President Duterte, then the Davao City mayor.
Cadiz pointed out that when De Lima walked out, Gordon had already adjourned the hearing.
“So who’s running away from the Senate hearing? De Lima, Matobato, or Gordon and the other senators in the majority? Who’s closing this hearing? Under the circumstances, there is every reason to believe it is Gordon who is afraid of this hearing. I challenge him, as a commissioner: The only way for him to recover his credibility as chairman is to continue with the hearing and listen to the other witnesses. Otherwise, there is every reason to believe he is the coward here and not Matobato or De Lima,” Cadiz said.
He said it was premature to suspend or terminate the hearing “because there are so many witnesses yet to be presented.” The CHR, for one, had “more than 10” witnesses to present, he said.
Matobato was in the Senate on Monday from 7 a.m. and left past 7 p.m., Cadiz said.
Sen. Antonio Trillanes IV had requested that Matobato be put on the stand.
“We do not know why the chair of the Senate committee did not immediately put him on the witness stand. But the fact was Matobato was there, ready and willing, and Matobato was willing to come back today. So what are they talking about, that Matobato was running away, afraid to confront the other witnesses?” Cadiz said.
“It’s very unfair that after having refused the request of Matobato to be under the custody of the Senate [sergeant at arms], where he could have stayed 24 hours and testify as long as the senators wanted, now he would be blamed for having left the Senate for his security,” Cadiz pointed out.

Philippine National Police Director General Ronald Dela Rosa has also said that the the moniker Davao Death Squad was a creation of local media.
De Lima however, stated that several of Matobato's statements match Lascanas', particularly on former Mayor Roger Antalan.
De Lima also stated that according to Matobato, he and Lascanas were close friends for 23 years, which Lascanas denied.
"May point din na sinabi niya na nagsama kami for more than 23 years. Since 1988 up to 2013. Hindi po totoo yun." Lascanas stated.
According to him, he was AWOL (absence without leave) in 1988, and was reinstated in 1989. He added he was studying law at the University of Mindanao between 1991 and 1995.
Lascanas also said he was only close to Matobato because of several land dealings.
When asked by Senator Manuel Pacquiao, which part of all Matobato's statements is true, Lascanas answered "pangalan lang siguro niya, your honor."

Four voted against and two abstained.

With no opposition, Gordon was declared as the new chairperson of the panel.
Gordon, in accepting the chairmanship, promised an "objective" hand as the head of the committee.

The Senate of the Philippines on Monday voted 16-4 to declare the Senate committee on justice and human rights chaired by Sen. Leila de Lima vacant. Senate Majority Leader Vicente "Tito" Sotto moved to nominate Senator Dick Gordon as the new chairman of the committee, which the latter accepted.
The Senate on Monday voted to oust Senator Leila de Lima from the chairmanship of the Senate Committee on Justice and Human Rights.
Sixteen senators voted to approve Senator Manny Pacquiao's motion for the Senate to declare the committee chairmanship and membership vacant.
Four voted against and two abstained.
Senate Majority Leader Vicente "Tito" Sotto moved to nominate Senator Richard Gordon as the new chairman of the committee, which the latter accepted.
With no opposition, Gordon was declared as the new chairperson of the panel.
Gordon, in accepting the chairmanship, promised an "objective" hand as the head of the committee.
Pacquiao made the motion to declare De Lima’s vacant after Senator Alan Peter Cayetano accused De Lima of being biased against President Rodrigo Duterte.

SPO3 Arthur Lascanas, alleged team leader of the supposed Davao Death Squad vigilante group denied Monday that he was part of the group, which he said does not even exist.
In previous hearings of the Senate Committee on Justice and Human Rights, confessed hitman Edgar Matobato testified that Lascanas relayed orders from then Davao City Mayor Rodrigo Duterte to the gorup, which he said was originally called the "Lambada Boys".
Lascanas however, denied the existence of the DDS and the Lambada Boys.
"Wala pong Davao Death Squad, your honor. Media hype lang yan." Lascanas said. Duterte, who admitted then retracted his admission of having links to the DDS, has said that the alleged vigilante killings in Davao City had been blamed on him by political rivals.
Philippine National Police Director General Ronald Dela Rosa has also said that the the moniker Davao Death Squad was a creation of local media.
De Lima however, stated that several of Matobato's statements match Lascanas', particularly on former Mayor Roger Antalan.
De Lima also stated that according to Matobato, he and Lascanas were close friends for 23 years, which Lascanas denied.
"May point din na sinabi niya na nagsama kami for more than 23 years. Since 1988 up to 2013. Hindi po totoo yun." Lascanas stated.
According to him, he was AWOL (absence without leave) in 1988, and was reinstated in 1989. He added he was studying law at the University of Mindanao between 1991 and 1995.
Lascanas also said he was only close to Matobato because of several land dealings.
When asked by Senator Manuel Pacquiao, which part of all Matobato's statements is true, Lascanas answered "pangalan lang siguro niya, your honor."
