Since the coup against the elected Yanukovich government in Ukraine on February 22, 2014, an international crisis has been brewing -- involving the U.S., E.U., and Russia, and closely linked to the expansion of NATO since the 90s. The North Atlantic Treaty Organization was created by the U.S. and Western European nations to militarily counter the Soviet Union. However, after the fall of the Soviet Union in 1991, NATO was not disbanded but was significantly enlarged.
At a meeting on January 10, 2015 two speakers, authorities well equipped to explore this subject, discussed the background causes of the Ukraine troubles (now drawing the U.S. and Russia closer to possible military confrontation). Speaking were Dr. John J. Mearsheimer, co-director of Program on International Security Policy at University of Chicago; and Rick Rozoff, manager of the Stop NATO website.
Dr. Mearsheimer spoke of the real reason of the crisis: "We are interested in peeling away Ukraine and Georgia from Russia's orbit and making [them] bulwarks of the West, right on Putin's doorstep." Mearsheimer goes on to remind us how sensitive big powers are to that kind of thing with the way the U.S. reacted to the prospect of Soviet missiles in Cuba in 1962. American foreign policy, rightly or wrongly, was obsessed with upholding the Monroe Doctrine declaring U.S. hegemony in the Western Hemisphere.
Dr. Mearsheimer and Rick Rozoff fleshed out the three parts to the West's strategy vis-a-vis Russia and its immediate neighborhood in Eastern Europe: 1) NATO Expansion, 2) European Union Expansion, 3) Promote Democracy (meaning putting in power leaders who are pro-Western and anti-Russian).
Rozoff provided the background narrative to the steady march of NATO expansion since the 90s. In 1999 NATO held its 50th anniversary summit in Washington, D.C., while at the same time conducting its first war (to break up Yugoslavia, the first war in Europe since WWII). NATO then went on to conduct wars in three continents. Now, US-controlled NATO has 28 full members and 39 partner countries, nearly half of the nations in the UN.
The April, 2008 NATO summit in Bucharest was followed then by a war between Georgia and Russia in August, 2008, precipitated by plans to make Georgia part of NATO.
"It's clear," Rozoff noted, "that policy makers in the United States and also their NATO allies in Europe were envisioning some sort of continental system in Europe...There's not a single European nation...that has not either been a full member of NATO or a member of the Partnership for Peace program and in many instances several intermediate programs...So what we're talking about is the entirety of Europe being subordinated to a military bloc controlled from the other side of the Atlantic, and nothing less."
Both speakers underlined the sobering implications of NATO expansion. Rozoff ended his talk by saying, "I should let you know that both of us panelists objected to the original title that was proposed for this talk which included words to the effect of 'nuclear war' or something. However I woke up this morning to see that someone not noted for ever having being tremendously confrontational with the West, former Soviet President Michael Gorbachev, talk about just that prospect".

Leading Clinton administration officials testified before the Senate on Tuesday promoting the enlargement of NATO.
The Senate heard a strong endorsement for the expansion of NATO to include Poland, Hungary and the Czech Republic.
A packed Senate Foreign Relations Committee heard the U-S Secretary of Defence, U-S Secretary of State and the chairman of the Joint Chiefs of Staff on Tuesday push for the expansion of NATO.
Proposals are before the influential Committee to approve the inclusion of Poland, Hungary and the Czech Republic.
U-S Secretary of State Madeleine Albright strongly denounced a plan supported by some senators that would limit the expansion of NATO.
Those senators, she said, wanted a permanent freeze on any further expansion of the NATO membership.

"A mandated pause would be heard from Tallinn in the north to Sofia in the south as the sound of an open door slamming shut. It would be seen as a vote of no confidence in the reform minded governments from the Baltics to the Balkans. It would diminish the incentive nations now have to cooperate with their neighbours and with NATO. It would fracture the consensus NATO itself has reached itself on its open door. It would be at once dangerous and utterly unnecessary since the Senate would in any case have to approve the admission of any new allies."

General Hugh Shelton, chairman of the Joint Chiefs of Staff addressed the concerns raised by Russia on the expansion.
Shelton said the inclusion of Russia in the Partnership for Peace was showing some major benefits for both sides.

"Senator Biden, from our perspective this expansion of the Partnership for Peace and getting the Russians more involved in every respect, to include liaison at NATO headquarters is a way to try to turn this Iron Curtain that we've lived with for so many years into a picture window in terms of the Russians. They want us to believe that they are a new Russia - their resistance is in looking at NATO is to think that we really are not against anyone, we are for peace and stability."

As the Clinton administration officials pressed their case for NATO expansion, the Pentagon cut its estimate of the cost of bringing three former Warsaw Pact members into the alliance.
On Monday, the Pentagon issued a report saying the price tag will be 1.5 (b) billion U-S dollars over 10 years - now matching a NATO estimate.
This reduced initial estimates from the U-S Department of Defence of between 4.9 (b) billion U-S dollars to 6.2 (b) billion U-S dollars.
The money would cover such things as hooking up new members to NATO communications and air defence systems.
Despite the reduced price-tag, the US Secretary of Defence said each of the countries seeking admission to NATO would have to pay a high price.

"The price of admission is high. We talked about NATO being an open door - but that open door stands at the top of a steep set of stairs. Each of these countries have to climb a set of stairs in terms of modernising their societies, having an open and democratic society, subordinating their militaries to civilian control, promoting market economies - all of the ideals that we treasure. These countries have to measure up to those standards - so the price of admission is high."

Albright injected a personal note and talked about the reasons for the existence of NATO in the first place.

A packed Senate Foreign Relations Committee heard the U-S Secretary of Defence, U-S Secretary of State and the chairman of the Joint Chiefs of Staff on Tuesday push for the expansion of NATO.
Proposals are before the influential Committee to approve the inclusion of Poland, Hungary and the Czech Republic.
U-S Secretary of State Madeleine Albright strongly denounced a plan supported by some senators that would limit the expansion of NATO.
Those senators, she said, wanted a permanent freeze on any further expansion of the NATO membership.

"A mandated pause would be heard from Tallinn in the north to Sofia in the south as the sound of an open door slamming shut. It would be seen as a vote of no confidence in the reform minded governments from the Baltics to the Balkans. It would diminish the incentive nations now have to cooperate with their neighbours and with NATO. It would fracture the consensus NATO itself has reached itself on its open door. It would be at once dangerous and utterly unnecessary since the Senate would in any case have to approve the admission of any new allies."

General Hugh Shelton, chairman of the Joint Chiefs of Staff addressed the concerns raised by Russia on the expansion.
Shelton said the inclusion of Russia in the Partnership for Peace was showing some major benefits for both sides.

"Senator Biden, from our perspective this expansion of the Partnership for Peace and getting the Russians more involved in every respect, to include liaison at NATO headquarters is a way to try to turn this Iron Curtain that we've lived with for so many years into a picture window in terms of the Russians. They want us to believe that they are a new Russia - their resistance is in looking at NATO is to think that we really are not against anyone, we are for peace and stability."

As the Clinton administration officials pressed their case for NATO expansion, the Pentagon cut its estimate of the cost of bringing three former Warsaw Pact members into the alliance.
On Monday, the Pentagon issued a report saying the price tag will be 1.5 (b) billion U-S dollars over 10 years - now matching a NATO estimate.
This reduced initial estimates from the U-S Department of Defence of between 4.9 (b) billion U-S dollars to 6.2 (b) billion U-S dollars.
The money would cover such things as hooking up new members to NATO communications and air defence systems.
Despite the reduced price-tag, the US Secretary of Defence said each of the countries seeking admission to NATO would have to pay a high price.

"The price of admission is high. We talked about NATO being an open door - but that open door stands at the top of a steep set of stairs. Each of these countries have to climb a set of stairs in terms of modernising their societies, having an open and democratic society, subordinating their militaries to civilian control, promoting market economies - all of the ideals that we treasure. These countries have to measure up to those standards - so the price of admission is high."

Albright injected a personal note and talked about the reasons for the existence of NATO in the first place.

Russia on Wednesday (31/5) agreed to strengthen its ties with NATO
and the 26 non-member nations under the banner of the "partnership
for Peace". NATO ministers and those from the east hailed

"The (foreign) ministers reviewed and welcomed the successful development of cooperative activities under the NACC work plan and the Partnership for Peace program," NATO Secretary-General Willy Claes said. Russian Foreign Minister Andrei Kozyrev approved the documents, but blasted NATO expansion as destabilizing and dangerous. The ministers also "condemned the escalation of violence in the former Yugoslavia and the hostile acts against U.N. personnel by the Bosnian Serbs," Claes said.

The U-S Senate is debating the expansion of NATO to include three countries that were once part of the Soviet empire.
Lawmakers are being asked to expand the NATO umbrella to Poland, Hungary and the Czech Republic.
Secretary of Defence William Cohen made an appearance on Capitol Hill to dismiss what he called "apocalyptic suggestions" that expansion would poison relations with Moscow.
The Defence Secretary himself made a final push for NATO expansion.
The former senator made the rounds on Capitol Hill, lobbying ex-colleagues.
And at a regular news conference hosted by Senate Minority Leader Tom Daschle's, William Cohen made a guest appearance.
The defence secretary dismissed suggestions that expansion of the military alliance to Russia's doorstep could spark a nuclear war.

"I think that the Russian government understands exactly what NATO enlargement is going to mean as far as the stability for the future. And I don't see the kind of apocalyptic suggestions being raised by some as ever materialising, to be sure."

Both Democratic and Republican leaders predict that the Senate will finally approve adding Poland, Hungary, and the Czech Republic to the 16-nation alliance.
Like Cohen, the powerful chairman of the foreign relations committee shrugged off speculation that expansion would harm U-S-Russia ties.
Senator Jesse Helms also denounced opponents who suggested the three former Soviet bloc nations should first gain entry to the European Union.

"With all due respect to our friends in Europe, the European Union could not fight its way out of a wet paper bag and we need to face up to that. Giving the European Union veto over who does and who does not get into NATO would be nothing less than the abdication of American leadership in Europe. But a diverse and bipartisan group of opponents also took to the floor to air their complaints.
They called the enlargement too costly to U-S taxpayers and a poke-in-the-eye to Russia that could have catastrophic consequences.

"Why are we doing this? In other words we know what the risk is. We know that this is a real risk for democracy in Russia. We know this is a real risk for arms agreements. We know this is a real risk in perhaps setting off just the opposite of what all of us hope for, which is the use of nuclear weapons - the unthinkable. We know what the risks are, poisoning relations with Russia, instability in Europe. So the question is, why are we doing this?"

Despite the opposition, the Senate is expected to vote this week to approve NATO expansion by a decisive margin.
However, a close vote is expected on a proposed amendment by Senators John Warner and Daniel Patrick Moynihan that calls for a three-year freeze on further expansion.
Cohen said that such a freeze would be unwise and unnecessary.

"We deliberately sent the signal that the door is to remain open in the future rather than being closed. There is no time frame that has been set. There have been no representations in terms of when other countries may qualify for it. We've pointed out that the door is open, but the door is at the top of a very steep set of stairs that other countries will have to climb before they're entitled to walk through that door. So I think it's unnecessary and it would be counterproductive to approve it."

Hybrid warfare is just a new terms to describe using all available means to achieve a political objective says Rainer Schuwirth, the former Chief of Staff of Supreme Headquarters Allied Powers Europe (SHAPE). "Technology has changed, and will always adapt to the needs of militaries."
He believes that one fact of war which cannot ever change is that "you can't seize territory without boots on the ground, you cannot do it with the internet or with drones."
As far as the idea of a European army, Schuwirth says its merely a pipedream at this point. "It would take a long time to establish a European army, it is only a vision at this point. Nations are not willing to give up total sovereignty over their armed forces."
Regarding the possibility of ascending to NATO, he points out that the first step the most recent countries to ascent to NATO took was to
"assume responsibility and be creative." In his view, and from his talks with the Ukrainian army, he says there's good reason to be optimistic about the future of the army.
Mr. Schuwirth goes onto say that NATO cannot just accept any country that wants to be part of NATO. The countries must have reached a certain level of development, no internal conflicts, no conflicts with neighbours. The principles of NATO are still valued.

Russia and the United States said they had made progress on narrowing their differences on the expansion of NATO in talks on Thursday.
The progress was made as U-S Secretary of State Madeleine Albright flew to Moscow to meet Russian officials to discuss the eastwards expansion of NATO.
Albright arrived, saying she would make no new concessions to Russia, which is concerned about central and eastern European nations joining the alliance.
Albright, on her second trip to Russia since taking office in January, touched down in Moscow on Thursday for a meeting with Russian Foreign Minister Yevgeny Primakov.
The meeting brought the United States and Russia one step closer to hammering out an agreement on NATO's eastward expansion.
After talks with German Chancellor Helmut Kohl last month, Russian President Boris Yeltsin vowed that Russia would soon be ready to sign a charter with NATO in Paris.
Such a charter would pave the way for Russia's acceptance of the first round of NATO enlargement due to begin in a couple of months.
During a stopover, Albright told reporters she would issue invitations to prospective NATO members in July - even if Russia has failed to sign on by then.
While prepared to listen to Russia's concerns about the looming enlargement of the NATO military alliance, Albright said there would be no more concessions to Moscow.
But an unexpected phone call from Russian President Boris Yeltsin during Albright's meeting with Primakov, gave the talks gave new impetus.
The Russian President spoke with Albright at length providing a breakthrough to stalled talks.

STORYLINE:
NATO enlargement has brought security and stability to Central and Eastern Europe, Slovakia's prime minister said on Friday at the opening of a conference of 10 countries seeking membership in the alliance.
Prime Minister Mikulas Dzurinda said non-NATO members already have shown they can contribute to the alliance, citing Romania and Bulgaria, which allowed NATO forces to fly over their territory during the 1999 Kosovo crisis, despite opposition from their citizens.
Dzurinda said the two countries represent "solid rocks in the rather turbulent environment of Southeastern Europe".
The Slovakian Prime Minister, who was joined at the conference by his counterparts from Bulgaria, Romania, Latvia, Lithuania, Estonia, Slovenia and Croatia, as well as representatives from Albania and Macedonia, called for further NATO enlargement.
He said the enlarging of NATO would "fulfill our historic destiny and make Europe more secure", adding that his and other governments are working towards joining the alliance in 2002 in the hope that NATO will invite new countries to join.
The Czech Republic, Hungary and Poland were the first former communist countries to become members in 1999.
Zbigniew Brzezinski, National Security Advisor to former U-S President Jimmy Carter, said at least three countries - the most ready candidates - should receive invitations to join NATO in 2002.
He said "NATO will approve their admission at the Prague summit and set in motion the required ratification process."
On Thursday, a letter from President George W Bush was read to conference participants, saying their fledgling democracies and the United States "share common values and a common goal: a Europe whole, free and at
peace."
The three-day conference produced a so-called "Bratislava declaration," calling for speeded-up efforts to enlarge NATO and declare the visions these countries have of the future of the alliance and Europe.
But Russia has fiercely opposed any expansion of the alliance, calling it a security threat.
The Russian Embassy issued a statement calling NATO's expansion plans "a grave mistake provoking negative changes of the military-strategic landscape and division lines in Europe".

The U-S Senate returned to debating plans for NATO enlargement on Thursday, with still no indication on when it might vote on the measure.
The Senate has engaged in an on-again, off-again debate on ratifying the expansion plan.
The admission of the three former Warsaw Pact countries into NATO enjoys wide bipartisan support, though the potential cost has worried some representatives.
The Senate began considering the NATO measure late last Tuesday, and Majority Leader Trent Lott has been alternating debate on it with discussion of an unrelated bill for new educational tax breaks.
A vote is not expected until next week, at the earliest.
Some have questioned the reasons behind NATO expansion, now that the Soviet Union is no longer a serious military threat.

STORYLINE:
NATO nations cranked up pressure on Greece Thursday to allow Macedonia to join the alliance, warning that leaving the Balkan nation isolated could add to instability in a region already tense following Kosovo's split with Serbia.
Croatia, Macedonia and Albania are hoping to be invited to join NATO at an alliance summit early next month in Bucharest, Romania.
But Greece has threatened to veto Macedonia's entry because of a dispute over the country's name.
Membership bids by Ukraine and Georgia also divided the alliance, with several allies expressing concern that opening up to the former Soviet nations would worsen NATO's already strained relations with Russia.
Greece says the name of Macedonia, which broke away from Yugoslavia in 1991, implies a claim to its northern region with the same name.
Other allies appealed to the two countries to come to an agreement in UN-led talks before the Bucharest meeting starts on 2 April.

Also on Thursday diplomats at the meeting of NATO foreign ministers said that Norwegian diplomat Kai Eide has emerged as the top candidate to become the international "super envoy" for Afghanistan.
French Foreign Minister Bernard Kouchner said Eide had a "good chance" of getting the job, and NATO diplomats confirmed that consensus was growing behind the Norwegian.
Eide is a former Norwegian ambassador to NATO and served as a UN envoy in Kosovo.

STORYLINE:
NATO nations cranked up pressure on Greece Thursday to allow Macedonia to join the alliance, warning that leaving the Balkan nation isolated could add to instability in a region already tense following Kosovo's split with Serbia.
Croatia, Macedonia and Albania are hoping to be invited to join NATO at an alliance summit early next month in Bucharest, Romania.
But Greece has threatened to veto Macedonia's entry because of a dispute over the country's name.
Membership bids by Ukraine and Georgia also divided the alliance, with several allies expressing concern that opening up to the former Soviet nations would worsen NATO's already strained relations with Russia.
Greece says the name of Macedonia, which broke away from Yugoslavia in 1991, implies a claim to its northern region with the same name.
Other allies appealed to the two countries to come to an agreement in UN-led talks before the Bucharest meeting starts on 2 April.

The Kaptol district has been its Catholic heart since the Middle Ages. An atmospheric place, Upper Town is a gem Zagreb’s historic past. North of Zagreb on the western border with Slovenia, the picture-perfect Veliki Tabor Castle rises on a hill, its Renaissance courtyard with columns and arcades possessing a touch of southern elegance. Kumrovec, birthplace of the former President of Yugoslavia, Josip Broz Tito, is located south of the castle and is now a museum village. The historic centre of Rovinj is located on a shell-shaped peninsula, further south on the Adriatic coast. Seen from the sea it is one of the most stunning of the Adriatic’s harbour cities. Situated close to the southern tip of the Istrian Peninsula is Pula, the oldest city on Croatia‘s eastern Adriatic coast. An imposing arcaded facade forms the entrance to the Mirogoj Cemetery which is laid out as a park and is an artistic masterpiece. Here, leading sculptors built tombs for the country’s most famous personalities from the arts, culture and politics, including the grave of Franjo Tudjman. A narrow mountain road leads up to the Medvednica Nature Park, outside the city gates. The mediaeval Medvedgrad Fortress is a most striking and interesting attraction located in twenty three thousand hectares of natural landscape. Zagreb is a special city, unique, with a never-ending story, a city that has witnessed a thousand years and, due to its historic values, has become a European Capital Of Culture.

Japan is facing a serious labor shortage, a problem that can be traced back to an aging population and a prevailing fear that immigrants will dilute the country’s pure gene pool. In order to keep the world’s third-largest economy afloat, the Japanese government offers an internship program that attracts foreign workers from China, Vietnam, and the Philippines. The program, which allows workers to stay for three years, is advertised as providing laborers with transferrable new skills for when they return home.
VICE News recently traveled to Japan to investigate the internship program. We found that many interns are underpaid, saddled with insurmountable debt, and forced into a form of indentured servitude. Many are illegally placed as oyster shuckers, construction workers, and other unskilled positions. And, despite international condemnation, Japan plans to use thousands of new foreign interns to build the infrastructure for the 2020 Olympics in Tokyo.

It has a harbour for ferries, cruise liners and greets tourists from all over the world but the origin and importance of this city date back to Roman emperor, Diocletian who, planning for his retirement, wanted to build a grand property near to his hometown of Salona, a palace along the lines of a Roman castrum. The palace subsequently became an ancient city and the mausoleum a Christian cathedral to which a Venetian campanile was later added. An ingenious system of pillars, corridors, arches and vaulted ceilings, support the palace. Over the centuries, the large basement rooms remained almost untouched and only a few have been renovated. As the city above developed, the lower levels gradually became used as waste areas and eventually became inaccessible. In the west of the city, the Porta Ferrea, the Iron Gate, leads to the large Narodni Trg district which arose in the Middle Ages and was where rich patrician families built their city palaces in a grand mix of architectural styles. The historical centre of Split is a cultural work of art. The palace, its sea aspect and bay containing a harmonious blend of both ancient and mediaeval times.

The term Iberian, as used by the ancient authors, had two distinct meanings. The other, more restricted ethnic sense, refers to the people living in the eastern and southern coasts of the Iberian peninsula, which by the 6th century BC had absorbed cultural influences from the Phoenicians and the Greeks. This non-Indo-European cultural group spoke the Iberian language from the 7th to the 1st century BC.
Other related peoples often termed Iberian are the Turdetani, who were descendants of the Bronze age Tartessos culture, the Vascones and the Indo-European Lusitanians. The rest of the peninsula was inhabited by Celts or Celtiberians groups.
Spain is a sovereign state largely located on the Iberian Peninsula in southwestern Europe, with archipelagos in the Atlantic Ocean and Mediterranean Sea, and several small territories on and near the north African coast. Its mainland is bordered to the south and east by the Mediterranean Sea except for a small land boundary with Gibraltar; to the north and northeast by France, Andorra, and the Bay of Biscay; and to the west and northwest by Portugal and the Atlantic Ocean. Along with France and Morocco, it is one of only three countries to have both Atlantic and Mediterranean coastlines. Extending to 1,214 km (754 mi), the Portugal–Spain border is the longest uninterrupted border within the European Union.
Spanish territory includes two archipelagos: the Balearic Islands, in the Mediterranean Sea, and the Canary Islands, in the Atlantic Ocean off the African coast. It also includes two major exclaves, Ceuta and Melilla, in continental North Africa; and the islands and peñones (rocks) of Alborán, Alhucemas, Chafarinas and Vélez de la Gomera. With an area of 505,990 km2 (195,360 sq mi), Spain is the second largest country in Western Europe and the European Union, and the fourth largest country in Europe. By population, Spain is the sixth largest in Europe and the fifth in the European Union.
Modern humans first arrived in the Iberian Peninsula around 35,000 years ago. Iberian cultures along with ancient Phoenician, Greek and Carthaginian settlements developed on the peninsula until it came under Roman rule around 200 BCE, after which the region was named Hispania. In the Middle Ages, the area was conquered by Germanic tribes and later by the Moors. Spain emerged as a unified country in the 15th century, following the marriage of the Catholic Monarchs and the completion of the centuries-long reconquest, or Reconquista, of the peninsula from the Moors in 1492. In the early modern period, Spain became one of history's first global colonial empires, leaving a vast cultural and linguistic legacy that includes over 500 million Spanish speakers, making Spanish the world's second most spoken first language.
Spain is a democracy organised in the form of a parliamentary government under a constitutional monarchy. It is a middle power and a developed country with the world's fourteenth largest economy by nominal GDP and sixteenth largest by purchasing power parity. It is a member of the United Nations (UN), the European Union (EU), the Council of Europe (CoE), the Organization of Ibero-American States (OEI), the North Atlantic Treaty Organization (NATO), the Organisation for Economic Co-operation and Development (OECD), the World Trade Organization (WTO) and many other international organisations.

Extending to 1,214 km (754 mi), the Portugal–Spain border is the longest uninterrupted border within the European Union.
Spanish territory includes two archipelagos: the Balearic Islands, in the Mediterranean Sea, and the Canary Islands, in the Atlantic Ocean off the African coast. It also includes two major exclaves, Ceuta and Melilla, in continental North Africa; and the islands and peñones (rocks) of Alborán, Alhucemas, Chafarinas and Vélez de la Gomera. With an area of 505,990 km2 (195,360 sq mi), Spain is the second largest country in Western Europe and the European Union, and the fourth largest country in Europe. By population, Spain is the sixth largest in Europe and the fifth in the European Union.
Modern humans first arrived in the Iberian Peninsula around 35,000 years ago. Iberian cultures along with ancient Phoenician, Greek and Carthaginian settlements developed on the peninsula until it came under Roman rule around 200 BCE, after which the region was named Hispania. In the Middle Ages, the area was conquered by Germanic tribes and later by the Moors. Spain emerged as a unified country in the 15th century, following the marriage of the Catholic Monarchs and the completion of the centuries-long reconquest, or Reconquista, of the peninsula from the Moors in 1492. In the early modern period, Spain became one of history's first global colonial empires, leaving a vast cultural and linguistic legacy that includes over 500 million Spanish speakers, making Spanish the world's second most spoken first language.
Spain is a democracy organised in the form of a parliamentary government under a constitutional monarchy. It is a middle power and a developed country with the world's fourteenth largest economy by nominal GDP and sixteenth largest by purchasing power parity. It is a member of the United Nations (UN), the European Union (EU), the Council of Europe (CoE), the Organization of Ibero-American States (OEI), the North Atlantic Treaty Organization (NATO), the Organisation for Economic Co-operation and Development (OECD), the World Trade Organization (WTO) and many other international organisations.

The Germans founded Rīga in 1201, establishing it as the largest and most powerful city on the eastern coast of the Baltic Sea. After independence in 1918, Latvia achieved considerable results in social development, economy, industry and agriculture. It has always been a multicultural melting point, where foreigners and locals worked together and brought prosperity to the country. On June 16, 1940, Vyacheslav Molotov presented the Latvian representative in Moscow with an ultimatum accusing Latvia of violations of that pact, and on June 17 Soviet forces occupied the country. Elections for a "People's Saeima" were held, and a puppet government headed by Augusts Kirhenšteins led Latvia into the USSR. The annexation was formalized on August 5, 1940. During the time of the Iron Curtain, Latvia was a province of the Soviet Union, but the concentration of heavy industry was enormous. Contacts with the West were regulated. The Baltic region had the reputation of being the most urbanized and having the highest literacy rate in the Soviet Union. Latvia gained independence on September 6, 1991. Between 1991 and 2007 the country saw unprecedented economic growth. However, the global recession and the banking crisis hit Latvia brutally, and severe economic contraction and destructively high unemployment have returned.
Because of a tribal past and divisions between occupying nations, there are regional differences between parts of Latvia which are interesting to explore.

Russian news agency Tass quoted the new strategy, which takes serious note of a NATO military buildup, and "the alliance's approach to Russian borders," as a threat to Russian national security. The document says the organization is illegally extending its reach towards Russian neighborhood to intimidate and threaten Russia.
"The buildup of the military potential of the North Atlantic Treaty Organization (NATO) and vesting it with global functions implemented in violations of norms of international law, boosting military activity of the NATO bloc's countries, further expansion of the alliance, the approach of its military infrastructure to Russian borders create a threat to the Russian national security," it says.
It also mentions that Russian actions at home and abroad have prompted "counteraction" from the United States and its NATO allies.
"Russia's strengthening is taking part on the background of new threats to national security that have a complicated and interlinked character. The independent domestic and foreign policy conducted by Russia triggers counteraction from the U.S. and their allies seeking to keep up their domination in global affairs."
While commenting on new Russian security policy, NATO official said, "We will study this strategy closely. That said, we categorically reject totally unfounded claims that NATO and its policies pose serious security threat to Russia.
"NATO enlargement is not directed against anyone including Russia. Each sovereign nation has the right to choose for itself whether it joins any defense treaty or alliance. This is a fundamental principle of European security that Russia has also subscribed to and should respect. NATO's Open Door has been a historic success, together with EU enlargement, it has spread stability and prosperity in Europe since the fall of the Berlin Wall."
NATO is an alliance of 28 countries, founded in 1949 with 12 members. The latest expansion, in 2009, added Albania and Croatia.

The United States on Monday welcomed seven former Soviet-dominated nations joining the 55-year-old North Atlantic Treaty Organisation (NATO) alliance.
US Secretary of State Colin Powell accepted the seven countries "instruments of accession" in a ceremony at the State Department.
Powell said the energy the seven new nations would bring to NATO would help make the alliance as successful as it ever had been.
With the addition of Bulgaria, Estonia, Lithuania, Latvia, Romania, Slovakia and Slovenia, NATO''s membership grows from 19 countries to 26.
The new members will take part in their first meeting on Friday in Brussels.
Three other nations, Albania, Croatia and Macedonia, are also due to join the alliance.
NATO has agreed to include the Baltic states under its air defence shield, planning to enforce it by stationing four F-16 fighter planes in Lithuania.
Russia has cast a wary eye on the expansion of NATO, which was established during the Cold War to shield the United States, Canada and 10 European countries from threats that included the then Soviet Union's military might.
US officials have minimised worries that NATO expansion could cause tensions with Russia, but President Vladimir Putin''s government has warned that Moscow intends to take steps to defend itself should it perceive NATO's eastward push as a threat.

NATO Secretary General Javier Solana has said NATO will continue to admit new members from the Eastern Block even if Russia were to gain a communist president in the June elections.
Wrapping up a two-day visit to Moscow, Solana said it was too early to say whether he had managed to put Russia's mind at ease over NATO's eastward expansion.
Moscow has made it clear it staunchly opposes NATO's heightened role, arguing that it would put potentially hostile armies at its borders and isolate Russia.
NATO Secretary General Javier Solana met with President Boris Yeltsin at the Kremlin on the final day of a trip aimed at dispelling Russian fears over the alliance's expansion.
At a press conference, Solana expressed satisfaction with his visit, but confirmed differences still existed between Russia and NATO over its proposed expansion to include former Warsaw Pact countries.

I do hope, and since we have talked frankly and openly, at least we have understood each other better and hope the Russian authorities have understood better the reason why NATO decided in 1994 to open up a process of admitting if possible new members - but it's probably a little bit too early to say if the position has changed on behalf of the Russian authorities.

NATO Secretary General Javier Solana has said NATO will continue to admit new members from the Eastern Block even if Russia were to gain a communist president in the June elections.
Wrapping up a two-day visit to Moscow, Solana said it was too early to say whether he had managed to put Russia's mind at ease over NATO's eastward expansion.
Moscow has made it clear it staunchly opposes NATO's heightened role, arguing that it would put potentially hostile armies at its borders and isolate Russia.
NATO Secretary General Javier Solana met with President Boris Yeltsin at the Kremlin on the final day of a trip aimed at dispelling Russian fears over the alliance's expansion.
At a press conference, Solana expressed satisfaction with his visit, but confirmed differences still existed between Russia and NATO over its proposed expansion to include former Warsaw Pact countries.

I do hope, and since we have talked frankly and openly, at least we have understood each other better and hope the Russian authorities have understood better the reason why NATO decided in 1994 to open up a process of admitting if possible new members - but it's probably a little bit too early to say if the position has changed on behalf of the Russian authorities.

Russian Defence Minister Igor Rodionov has accused NATO of violating the military balance in Europe by expanding eastward and has warned that there will be consequences.
He didn't specify what those measures would be, but said they would centre on political, military and economic relations with Russia.
During talks with the alliance's 16 defence ministers at NATO headquarters, he called on the two sides to negotiate a new relationship.
NATO's defence ministers met Wednesday with the aim of developing the newly-drawn- up "charter" with Russia.
They'd hoped to agree on an exchange of liaison officers which would have involved accepting Russians at NATO headquarters and sending NATO officers to the Russian general staff and Defence Ministry. But that didn't happen.
Instead of talking about co-operation between the two powers, the Russian defence minister's vocabulary was reminiscent of the Cold War.
He warned that the military and strategic balance in Europe was being violated and said Russia would lose its so-called buffer zone if Poland, Hungary, Czech Republic and Slovakia were incorporated into NATO.

The NATO Command said on Tuesday (10/12) that it has no intention of deploying nuclear weapons in prospective new member states in eastern Europe. The statement in Brussels is seen as another move to overcome Russia's opposition to NATO expansion plans in eastern Europe. Enlargement of the North Atlantic Treaty Organization is the process of including new member states in NATO. NATO is a military alliance of twenty-six European and two North American countries that constitutes a system of collective defence. The process of joining the alliance is governed by Article 10 of the North Atlantic Treaty, which allows only for the invitation of "other European States," and by subsequent agreements. Countries wishing to join have to meet certain requirements and complete a multi-step process involving political dialogue and military integration. The accession process is overseen by the North Atlantic Council, NATO's governing body.
After its formation in 1949 with twelve founding members, NATO grew by including Greece and Turkey in 1952 and West Germany in 1955, and then later Spain in 1982. After the Cold War ended, and Germany reunited in 1990, there was a debate in NATO about continued expansion eastward. In 1999, Poland, Hungary, and the Czech Republic joined the organization, amid much debate within the organization and Russian opposition. Another expansion came with the accession of seven Central and Eastern European countries: Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia. These nations were first invited to start talks of membership during the 2002 Prague summit, and joined NATO shortly before the 2004 Istanbul summit.
