Deadly bomb blast near Egypt foreign ministry
A bomb has exploded near the Egyptian foreign ministry in Cairo.
Earlier reports from Egyptian state television had indicated a higher death toll, of four people.

The Iraqi Prime Minister's media office also said in a statement that Baghdad demands Ankara immediately withdraw its forces from Iraq. The office further called on Turkey to respect good relations between the two countries. The statement comes shortly after a Turkish security source said Ankara has sent hundreds of soldiers to the Iraqi city of Mosul. He claimed the troops will train the Peshmerga forces fighting against the Daesh Takfiri terrorists. The deployment came a day after the Iraqi prime minister warned that Baghdad would consider any foreign troop deployment to Iraq an act of aggression.

Nepal UPR kicks off in Geneva, DPM Thapa presents report on human rights situation
Nepal’s Deputy Prime Minister and Minister for Foreign Affairs Kamal Thapa gave an opening speech and presented the report on behalf of the Government of Nepal, where the government has stated that the country’s human rights situation has significantly improved since the last UPR which was conducted in 2011.
In his speech, Deputy Prime Minister Thapa highlighted the provisions made in Nepal’s new Constitution in recognition of human rights.
He said the fundamental goal of the new government would be to implement the new Constitution by removing the structural and functional obstacles and challenges in the way of socioeconomic transformation of the country.
“The Government has started to take necessary measures to formulate necessary legislative and policy tools needed for the smooth operationalisation of the Constitution,” he added.
It is the second time the UN Human Rights Council Universal Periodic Review (UPR) Working Group is examining Nepal’s human rights situation.
The Nepali delegation led by Deputy Prime Minister Thapa would defend Nepal’s position during the review.
The Council is examining human rights record of 14 nations including Nepal during the session till November 13.
Three UN member states – Latvia, Morocco and Qatar – have been chosen as rapporteurs for the review on Nepal.
According to the UN, the review will be based on three documents including a national report prepared by the government; information provided by independent human rights experts and groups; and information provided by stakeholders that include national human rights institutions, regional organisations and civil society groups.
The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN member states. Since its first meeting was held in April 2008, all 193 UN member states have been reviewed during the first UPR cycle and 140 thus far during the second cycle.

Zakharova went on to slam the British government for not sharing alleged information regarding the crash after British Foreign Minister Philip Hammond claimed there was a "significant possibility" that an affiliate of the self-proclaimed Islamic State (IS, formerly ISIS/ISIL) was involved in the crash.

You can draw your own conclusions."

Two are in serious condition. Turkish Prime Minister Ahmet Davutoglu visited the site of the bombing with German Interior Minister Thomas de Maiziere. Earlier, he visited victims in the hospital. De Maiziere says he sees no reason for German citizens to cancel their trips to Turkey. Davutoglu has said that a Daesh terrorist carried out the suicide bombing near the Blue Mosque and the Hagia Sophia Museum. Both are popular with tourists.
Law set to strip refugees of valuables
A controversial new law is expected to pass in parliament on Wednesday. Danish lawmakers want to force refugees to give up their valuables to help pay for the cost of them applying for asylum. Refugees will be allowed to keep prized possessions with sentimental value. The United Nations has warned the Danish government that the proposed law “could fuel fear and xenophobia.” The government defended the proposal, saying the same rules applied to Danes on welfare.
Hope for Cuban refugee crisis
180 Cubans who were stranded in Costa Rica have arrived in El Salvador. They’re on their way to the United States. There are more than 7,000 Cubans trying to make the same trip in Costa Rica, going through Guatemala and Mexico. The trip is organised by the International Organization for Migration and Latin American governments. Government officials from Latin American countries had to start working on the Cuban refugee crisis when Nicaragua closed its borders in mid-November.
FIFA fires Valcke
The world governing body for football says it has fired FIFA Secretary General Jerome Valcke. FIFA’s Ethics Committee had suspended Valcke for 90 days in October, along with FIFA president Sepp Blatter, and vice-president Michel Platini. Blatter and Platini have been banned from the sport for eight years.

A bombing at a polio vaccination clinic has killed at least 14 people and injured another 20. It’s suspected that the attack was carried out by a suicide bomber. No one has claimed responsibility. But the Pakistani Taliban has targeted polio vaccination clinics in the past. And many of them are now protected by armed guards. The group accuses the clinics of sterilising Pakistanis. The World Health Organization, says Pakistan and Afghanistan are the only two countries in the world, where the virus continues to spread.

Iran’s Islamic Revolutionary Guards Corps has released 10 American sailors. Iran had detained the sailors after their boats entered Iranian waters on Tuesday. The US says the sailors were on their way to Bahrain from Kuwait. Iran released the American sailors after the US apologised for the incident.
Hong Kong to ban ivory trade
The Chief Executive of Hong Kong said the city will ban the import and export of ivory. The prized tusks are ground up for traditional medicine or carved up for ornaments. Leung Chun-ying said “The government is very concerned about the illegal poaching of elephants in Africa. It will kickstart legislative procedures as soon as possible to ban the import and export of elephant hunting trophies.” Animal rights activists hailed the decision, urging Leung to set a timeline.

The Turkish government is blaming an ISIL suicide bomber from Syria for the carnage that left at least 10 people dead and 15 injured in a blast in Istanbul on Tuesday morning.
It happened in the heart of the Turkish city’s tourist district, close to the Blue Mosque in Sultanahmet Square. The prime minister has said all those killed were foreign nationals; Germany has confirmed that eight of its nationals were among the dead.
A Peruvian man was killed and a woman injured, according to the country’s foreign ministry.

A Hindi newspaper quoted national security adviser Ajit Doval as saying in an interview that the January 15 foreign secretary talks in Islamabad stood cancelled.
Doval said he did not remember giving such an interview, but the newspaper released an audio recording of snippets from the purported interview.
In the recording, a man who sounds like Doval does not talk about the cancellation of foreign secretary talks but articulates the sharpest position yet from the Modi government on a fledgling peace road map with Pakistan crafted by the Prime Minister.
"Only once they (Pakistan) act on the evidence we have provided, can talks go ahead," the man who sounds like Doval can be heard saying.
Hours later, defence minister Manohar Parrikar, while choosing not to name Pakistan said "individuals and organisations" that hurt India ought - in his opinion - to also be hurt in return. BJP leader Subramanium Swamy called the proposed foreign secretary talks "pointless".
Doval's purported comments do capture a growing sense within the strategic establishment that it may be best to defer the foreign secretary talks without cancelling them till Pakistan can demonstrate genuine willingness to act against planners of the Pathankot terror strike.
But Doval's sharp articulation, now in public, coupled with Parrikar's comments, threaten to undermine the larger architecture for peace talks agreed to by the two nations, and pull them back into a familiar cycle of allegations and counter-allegations, senior Indian and Pakistani diplomats said.
India and Pakistan had steered clear of their typical high-voltage accusations after the Pathankot attack.
Last Thursday, foreign ministry spokesperson Vikas Swarup had linked the foreign secretary talks to Pakistan's action on evidence against the Pathankot attack masterminds. But he had refused to set a deadline for Pakistan to act.
"We are not setting any deadline," Swarup had said. "But we are waiting for results on the actionable intelligence we have provided."
By Monday evening, however, Pakistan officials were complaining about the denial of visas to 74 religious pilgrims by India.
Earlier in the day, foreign minister Sushma Swaraj had driven to home minister Rajnath Singh's residence to discuss a report Pakistan has submitted on its initial investigation into the Pathankot attack.

'Travellers in Istanbul are strongly urged to avoid for now large groups of people in public places as well as tourist attractions' and to stay informed via official travel advisories and the media, the foreign ministry said.
The ministry warned of possible 'political tensions as well as violent clashes and terrorist attacks across the country', adding that tourists should avoid large demonstrations.
A tour company official told Reuters news agency a group from Germany was in the area at the time, but said there was no immediate information on whether any of them had been injured.
It said that it could not be ruled out that German nationals were hurt and said crisis teams at the ministry in Berlin and the consulate in Istanbul were working to establish the facts.
A spokeswoman for the Norwegian Foreign Ministry in Oslo said the office is working with the embassy in Turkey to check media reports of Norwegian citizens among the wounded.
Seoul's Foreign Ministry also told reporters via text message that one South Korean had a slight finger injury after the blast.

A Syrian suicide bomber is believed to have carried out the deadly attack on a historic central square in Istanbul that killed at least 10 people and injured 15 more, including foreign tourists, Turkish President Recep Tayyip Erdogan said.
At least six German citizens, one Norwegian and one Peruvian were injured in the blast, Dogan reported. Norway’s Foreign Ministry later confirmed that one Norwegian citizen was injured in the blast and is receiving treatment at a local hospital.
"It's not a life-threatening injury," Norwegian Foreign Ministry spokeswoman Guri Solberg said.
There was a group of German tourists on the square at the time of the blasts, an official from a tour company told Reuters on condition of anonymity.The explosion took place on Sultanahmet Square. It occurred close to the Sultanahmet tram stop and Dikilitas, the Obelisk of Theodosius, in the heart of Istanbul’s tourist district.
Turkish President Recep Tayyip Erdogan said a Syrian suicide bomber is believed to be responsible for the deadly attack.
"I condemn the terror incident in Istanbul assessed to be an attack by a suicide bomber with Syrian origin. Unfortunately we have 10 dead including foreigners and Turkish nationals... There are also 15 wounded," Erdogan said.
Istanbul authorities are investigating the incident and the type of the explosives used in the blast, the governor’s office said.

Mr. Shanmugam will discuss Singapore’s bilateral relations with the United States, regional relationships, and the opportunities and challenges facing Singapore. Singapore is celebrating 50 years of independence this year.
Mr. Shanmugam studied law at the National University of Singapore. He was admitted to the Singapore Bar as an advocate and solicitor in 1985. Mr. Shanmugam went into private practice and became one of the Senior Partners and head of Litigation and Dispute Resolution at Allen & Gledhill LLP. In 1998, he was appointed a Senior Counsel of the Supreme Court of Singapore at the age of 38, one of the youngest lawyers to be so appointed. On May 1, 2008, Mr. Shanmugam was appointed a Cabinet Minister. He is now the Minister for Foreign Affairs and the Minister for Law. He has also served as the Minister for Home Affairs.

Ramtane Lamamra serves as the minister of foreign affairs of the Republic of Algeria, a position he has held since September 2013. He has served his country with distinction in a number of diplomatic posts in the United States and Africa as well as in international agencies. Previously, Mr. Lamamra was elected and served as the African Union's (AU) commissioner for peace and security from 2008 to 2013. As commissioner he led the AU’s efforts to resolve local conflicts, including the crisis in Libya. Prior to taking up his position at the AU Mr. Lamamra served as secretary general of the Ministry of Foreign Affairs from 2005 to 2007. From 1996 to 1999 he represented Algeria as ambassador to the United States after serving three years as its permanent representative to the United Nations. From 1992 to 1993, Mr. Lamamra served as chairman of the board of governors of the International Atomic Energy Agency (IAEA). He graduated from Algiers’ National School of Administration in 1976.

Dr. Rejak will focus on the Ukrainian issue (east of Poland) and the terrorist challenges in France, Belgium and the U.K. (west of Poland) to discuss how terrorism affects multicultural dynamics and immigrant communities in Europe and specifically in Poland. He will also touch on the issue of recent Jewish emigration from Europe which he says is linked to the ubiquitous feeling that Europe is no longer safe for Jews. Dr. Rejak has been working for the Polish Foreign Ministry since 2006 in the domain of Polish-Jewish relations. He completed his doctoral studies at the Graduate School for Social Research, affiliated to the Institute of Philosophy and Sociology of the Polish Academy of Sciences. Dr. Rejak is a member of the Polish Society for Jewish Studies and sits on the Advisory Board of the Institute of Polish-Jewish Studies (associated with the Oxford Centre for Hebrew and Jewish Studies).

Fumio Kishida, minister for foreign affairs of Japan, has worked closely with Prime Minister Shinzo Abe to shape a global and comprehensive approach to Japanese diplomacy. During his two years in office, Mr. Kishida has visited 46 countries and has sought to expand and deepen Japan’s cooperation with European partners such as the European Union, NATO, the OSCE, and individual European states on key matters of economic and security policy. In his keynote address, Mr. Kishida outlines the priorities and road ahead for the Japan-Europe relationship in 2015.
Since being elected to the House of Representatives in 1993, Mr. Kishida has held significant positions in both the government and in the Liberal Democratic Party (LDP). Mr. Kishida served as the parliamentary senior vice minister for education, culture and sports, science and technology in the Koizumi cabinet; minister of state for special missions, including Okinawa and northern territories affairs and regulatory reform in the first Abe cabinet; and chairman of the LDP’s Diet Affairs Committee. He was appointed as the minister for foreign affairs of Japan in the second Abe cabinet and in December 2014, he was reappointed to the same post in the third Abe cabinet.
Marc Leland is the co-chairman of the German Marshall Fund. He has been the president of Marc E. Leland & Associates, an investment advisory firm, since 1984, and has served as the assistant secretary of the treasury for international affairs, senior advisor to the Mutual Balanced Force Reduction Negotiations in Vienna, Austria, and general counsel of the Peace Corps. He has served on many corporate and non-profit boards and has been a member of the Council on Foreign Relations, the International Institute for Strategic Studies, and the Visiting Committee to the Kennedy School at Harvard University.

Mr. Kishida served as the parliamentary senior vice minister for education, culture and sports, science and technology in the Koizumi cabinet; minister of state for special missions, including Okinawa and northern territories affairs and regulatory reform in the first Abe cabinet; and chairman of the LDP’s Diet Affairs Committee. He was appointed as the minister for foreign affairs of Japan in the second Abe cabinet and in December 2014, he was reappointed to the same post in the third Abe cabinet.
Marc Leland is the co-chairman of the German Marshall Fund. He has been the president of Marc E. Leland & Associates, an investment advisory firm, since 1984, and has served as the assistant secretary of the treasury for international affairs, senior advisor to the Mutual Balanced Force Reduction Negotiations in Vienna, Austria, and general counsel of the Peace Corps. He has served on many corporate and non-profit boards and has been a member of the Council on Foreign Relations, the International Institute for Strategic Studies, and the Visiting Committee to the Kennedy School at Harvard University.

Gambians and non- Gambians continues to recognized President Jammeh’s goodwill gesture and the latest move came from The ministry of Foreign affairs, the ministry organized a diplomatic briefing at a local hotel in Banjul. Foreign diplomats to the Gambia graced the occasion and in her welcoming remarks the Minister of Foreign Affairs Neneh MacDouall-Gaye welcomed and honored Jammeh’s magnanimity and urged all to rally behind the Gambian leader in his strive to make the Gambia a city state. She reminded the gathering of the importance of mentioning this historic development over and over. ‘’ The Gambia has witnessed another unprecedented development and we must commend and thank President Jammeh’’ Foreign minister said.
African leaders should learned from President Jammeh ‘’ Dean of the diplomatic co Madam Esther John Edu stated’’. Nigerians are grateful and President Buhari is the happiest. 11 Nigerians were freed and I can confirm 10 are with their family in Nigeria. She stressed the need for Gambians to support President Jammeh in his visions and endeavors for the Gambia.
US charge ‘’d’’ affairs to the Gambia Joseph Stafford said the US government is delighted and they commended Professor Jammeh for his visionary leadership. Sierra Leonean Ambassador Sulayman Drammeh, Venezuelan Ambassador, Senegalese Ambassador, Gambian minister for Justice, The Imam Ratib of Banjul, and UN country coordinator among others all commended President Jammeh and described the move exceptional.
