The deputy governor of Helmand has asked President Ashraf Ghani to immediately deploy reinforcements to the region as militants are said to be advancing in several areas. A similar situation in September led to a brief fall of the northern city of Kunduz. STORYLINE:
A suicide bomber struck outside a provincial council headquarters in northern Afghanistan on Monday, killing the council chief and at least 13 others, authorities said.
Baghlan provincial council leader Mohammad Rasoul Mohseni was entering the compound in the morning when the bomber ran up on foot and detonated his explosives, a police spokesman in Baghlan province said.
Provincial chief of police Asadullah Sherzad said 14 people were killed, including Mohseni, and 11 were wounded.
Mohammad Zahier Ghanizada, a member of parliament from Baghlan, confirmed the council chief's death and added that Mohseni had previously received multiple death threats.
Several civilians, bodyguards and provincial council members were among the wounded, Bashrat said.
Insurgents seeking to weaken the Afghan government have been carrying out attacks and assassinations intended to intimidate both officials and civilians ahead of next year's withdrawal of most international troops.

STORYLINE:
Afghanistan's Interior Minister, Major General Mushtaba Patang, on Tuesday visited Kunar province, on the border with Pakistan, and met Afghan security forces at the main base in Naray.
During the visit, Patang also spoke with local leaders about their security concerns.
The trip came amid heightened tensions between Pakistan and Afghanistan over a spate of shootouts near the border.
Pakistan warned Afghanistan on that it would not be responsible for the consequences if the border spat escalated further, even as hundreds of Afghans rallied in a southern city to protest the latest incidents along their country's frontier.
The Pakistani warning came one day after Afghanistan lodged a similar protest with Islamabad, blaming its neighbour for the border firing incidents.
Afghanistan had claimed on Monday that its forces were fired on in the Goshta district of Afghanistan's eastern Nangarhar province, the same place where a firefight between Afghan and Pakistani forces left an Afghan border policeman dead and two Pakistani soldiers wounded last week.
Relations between the two neighbours have been severely strained in recent months, and the mountainous region in eastern Afghanistan where the shootings occurred has seen acrimonious exchanges between the two sides over the demarcation of their border.
Patang on Tuesday said every effort would be made to resolve the issued diplomatically.
"But if it doesn't then the last option left for us will be to use all our resources to cover our borders," Patang added.
Although Afghanistan's national security forces have swelled to nearly 352-thousand in recent years, their size is tiny compared to a Pakistani military that is one of the 10 biggest in the world.
Insurgencies in both nations have also contributed to deteriorating relations.
Both countries have accused each other of providing shelter for militants fighting on the other side of the border, and Afghan officials have claimed Pakistan has tried to torpedo peace talks with the Taliban.

Since the withdrawal of international troops from combat last year, Taliban have stepped up pressure on security forces on the arid region.
The arid is a semi-desert southern region and it is a major center of opium cultivation.
Helmand's police chief said, the government has sent reinforcements from Kabul to protect the districts of Gereshk, Sangin, and Marjah around the provincial capital Lashkar Gah.
He said, some of the fighting is hundreds of meters (yards) from the main highway linking the major southern city of Kandahar with the western city of Herat.

KABUL, Afghanistan (AP) — Afghanistan's Islamic State affiliate and a rival militia controlled by a prominent lawmaker have killed eight captured fighters from both sides in a brutal killing spree in the eastern border province of Nangarhar, an Afghan official said on Sunday.
According to Ghalib Mujahid, the governor of the Achin district in Nangarhar, each group beheaded at least four fighters from the rival group who were captured during battles on Saturday.
The militia is loyal to Zahir Qadir, Afghanistan's deputy speaker of parliament. Mujahid said Qadir's militiamen killed the captive IS gunmen and put their heads on display along a main road through the district.
The killings reflect rampant lawlessness in this remote part of Afghanistan. It is not unusual for powerful Afghan figures and politicians to control personal militias, though the central government and international organizations such as the United Nations have expressed concern about a proliferation of armed groups that are not part of the government's security force.
Achin is one of four districts that Afghan officials say has come under IS control in recent months. Government forces have returned to the region to try to dislodge the IS extremists, who also fought fierce battles with the rival Taliban during the summer months.
IS has also established a presence in other volatile regions of Afghanistan, but Nangarhar appears to be their main powerbase.
Mujahid condemned the brutal killing of the captives on both sides. "It is not acceptable for either side to act like this."
Meanwhile, in southern Helmand province — where the Taliban are fighting government forces for control of a number of districts — a roadside bomb killed a local police commander and two of his bodyguards on Sunday, said provincial police spokesman Shah Mahmood Ashna.
He said that other two police officers were wounded in the explosion in the provincial capital of Lashkar Gah.

Afghan government forces have made more gains against the Taliban militants in the southern province of Helmand.
A Defense Ministry official says the Afghan troops have purged more areas in Sangin district from militants. The Taliban are said to have suffered heavy casualties over the past 24 hours. Thousands of Afghan forces have been deployed to drive the Taliban out of areas they've captured in Helmand. The militant group has reportedly put up stiff resistance against the government offensive. 14 years after the US invasion, the militants have resurged in some regions across Afghanistan.

Afghan forces are struggling to hold the police HQ in the town of Sangin in Helmand province, amid a siege by Taliban fighters, officials say.
But there are conflicting reports as to who controls the whole district.
The Helmand governor and police dismissed Taliban reports that it now controlled it as "totally false".
Sangin district has fallen to Taliban control several times and the fighting has caused significant casualties among Afghan and international forces.
In the east, a Taliban attack near Bagram on Monday killed six US soldiers. It was one of the deadliest attacks on foreign forces in Afghanistan this year.
Three rockets were also fired into Kabul overnight on Monday.
Some 12,000 foreign soldiers are deployed in the country as part of the Nato-led Resolute Support international coalition, which is meant to underpin Afghan security forces.
Britain has announced that a small number of UK personnel have been deployed to Camp Shorabak in Helmand province in an advisory role. The BBC understands there are 10 such personnel.
"These personnel are part of a larger Nato team, which is providing advice to the Afghan National Army. They are not deployed in a combat role and will not deploy outside the camp," a Ministry of Defence spokesman said.
Resolute Support replaced the 13-year Operation Enduring Freedom, which saw more than 900 international coalition deaths in Helmand province. More than 100 of them were British soldiers.
The head of Helmand's provincial council, Muhammad Kareem Atal, said 2,000 Afghan security forces personnel had been killed in the province this year.
'Supplies running low'
Police officers and soldiers inside the Sangin police headquarters appeared to be still holding out on Tuesday morning.
The district police commander, Mohammad Dawood, earlier told the BBC the Taliban had completely cut the facility off from the rest of the province, and food and weapons supplies were running low.
Mr Dawood said that over the past month, security forces in the district had sustained 365 casualties, both dead and injured.
It is unclear whether the authorities or the Taliban are in control of Sangin.
Helmand Governor Merza Khan Rahimi said Afghan forces "are in Sangin district and there are some clashes, but the district is in our control".
An Afghan army officer however told the BBC there was still fighting going on in Sangin and that the Taliban now controlled most of the district.
"At the moment we are controlling the police headquarters, the Army National Army Battalion base and the district governor's headquarters," he said.
The Taliban said they controlled most of Sangin town and the main administrative building had been abandoned.
Why is Sangin important? Inayatulhaq Yasini, BBC Afghan?
Sangin was once the centre of operations for international forces in Afghanistan.
Regaining full control of it would increase the Taliban's mobility in parts of northern Helmand and cut a key supply line for Afghan forces with Lashkar Gah. Sangin is also a rich opium production centre - meaning potential tax revenue for the Taliban from the drugs trade.
Keeping control of the centre of Sangin will not be easy for the Taliban, but resentment of government troops is high following military operations which locals say wrought unwarranted destruction.
If the government wants to control the area, it should look to win hearts and minds - a strategy once trumpeted by the foreign forces here.
Separately, reports say the Taliban are also close to overrunning the neighbouring district of Gereshk.
Mr Atal was quoted by AP as saying that "around 65%" of Helmand was now under Taliban control.
In September, the Taliban briefly overran the northern city of Kunduz in one of their biggest victories in 14 years of war.

Pashtoon nation has one such name of Dr. Kabir Stori (spelled as Kabeer Storai, Storay, Storae, Storey, Stooray). He was a great poet, intellectual, writer, researcher, thinker and a person whose love for his nation knew no bounds. He was a man of principals and values.
A rhyme of Dr. Kabir Stori translated by Dr. Hatef Mokhtar in English says,
If you come to Stori’s grave sometime, pray for me in Pashto, because I am a lover of Pashto
This verse of Dr. Stori clearly demonstrates his love and passion for his nation, culture and language. A true lover of Pashto, all his literature proves that he was an excellent poet and writer in the Pashtoon region who proved his metal through his outstanding poetry. Dr Kabir Storay not only discovered the depths of poetic beauty and the heights of Pashto literature but he also had a political vision and that was the national integration of Pashtoons.
Dr. Kabir Stori was born on 06-04-1942 in Kunar/Pashtoonkhwa (Afghanistan). The name of his father was Lal Mohammad Khan. A Pashtoon by cast, Dr. Stori belonged to Mirdad Khel a sub-tribe of Yousafzai tribe. He obtained his basic education from an elementary school in Khas Kunar and later on from the Rehman Baba Lycee (High School) in Kabul. So this is a documentary that has been 13 months in the making. Every aspect of production was done entirely by soldiers from the Pennslyvania National Guard. We spent 9 months in the Kunar province of Afghanistan, a place much more hostile than I think any of us expected. We adjusted quickly.
Well enjoy the video and please feel free to post comments, I'd love to hear what viewers have to say.

Gnarling Taliban attacks on FOB's, US helicopters and even a danger close ambush on a french/afghan patrol in Nuristan province, Afghanistan. Use of RPG's, DShKM's, mortars, rockets and even a SU-23 can be seen in the video. These are obviously trained fighters with suffisticated communication methods. Training and equipment were probably received in Pakistan, as Nuristan borders it. I retrieved the footage from a Talib' propaganda channel: https://www.youtube.com/user/AnsarJehad
Fuck those guys.

Mr. Miguel Sapp (S.U. College of Law '88; MPA '89)
Director, Laghman Provincial Reconstruction Team, U.S. Department of State
We welcome Afghan Governor Iqbal Azizi of Laghman Province and Mr. Miguel Sapp, Director of the Laghman Provincial Reconstruction Team for a discussion on the evolving nature of U.S and Afghan

examples of how democratic governance operates in the U.S. on federal, state and local levels. In addition to this event, Governor Azizi will participate in a number of speaking engagements and informative discussions with elected officials in Washington, D.C. and at their district offices in Syracuse, NY in order to discuss the responsibilities of state and local governments in administering public services, the different roles of federal and state governments, cooperation between public and private sectors, public decision-making processes, budgeting processes, and emergency response strategies and procedures.
