Mussolini declared on November 1 that all other European countries would from then on rotate on the Rome-Berlin axis, thus creating the term "Axis".[1][2] The almost simultaneous second step was the signing in November 1936 of the Anti-Comintern Pact, an anti-communist treaty between Germany and Japan. Italy joined the Pact in 1937. The "Rome–Berlin Axis" became a military alliance in 1939 under the so-called "Pact of Steel", with the Tripartite Pact of 1940 leading to the integration of the military aims of Germany and its two treaty-bound allies.

When Emperor Hirohito ascended to the throne in 1926, Japan was enveloped in a struggle between liberals and leftists on one side, and ultraconservatives on the other. In 1925, universal male suffrage was introduced, increasing the electorate from 3.3 to 12.5 million. Yet as the left pushed for further democratic reforms, right-wing politicians pushed for legislation to ban organisations that threatened the state by advocating wealth distribution or political change. This resulted in 1925’s ‘Peace Preservation Law’, which massively curtailed political freedom.
As the left disintegrated, ultra-nationalism began to loom large. Japanese nationalism was born at the end of the nineteenth century. During the Meiji period, industrialisation, centralisation, mass education and military conscription produced a shift in popular allegiances. Feudal loyalties were replaced by loyalty to the state, personified by the Emperor.
Although early ultra-nationalists called for a tempering of Japan’s ‘westernisation’, through limits on industrialisation, their focus changed after the First World War. Western politicians criticised Japan’s imperial ambitions and limited Japanese military expansion (in 1922’s Five Power Naval Limitation Agreement). The 1924 Japanese Exclusion Act prohibited Japanese immigration into the US. Ultra-nationalists saw these actions as provocative; they moved towards xenophobic, emperor-centred and Asia-centric positions, portraying the ‘ABCD Powers’ (America-British-Chinese-Dutch) as threatening the Japanese Empire.
Between 1928 and 1932, Japan faced domestic crisis. Economic collapse associated with the Great Depression provoked spiralling prices, unemployment, falling exports and social unrest. In November 1930, the Prime Minister Hamaguchi Osachi was shot by an ultra-nationalist. In summer 1931, as control slipped away from the civilian government, the army acted independently to invade Manchuria. Troops quickly conquered the entire border region, establishing the puppet state of Manchukuo. Though the League of Nations condemned the action, it was powerless to intervene, and Japan promptly withdrew its membership. International isolation fed ultra-nationalism. Mayors, teachers and Shinto priests were recruited by ultra-nationalist movements to indoctrinate citizens.
In May 1932, an attempt by army officers to assassinate Hamaguchi’s successor stopped short of becoming a full-blown coup, but ended rule by political parties. Between 1932 and 1936, admirals ruled Japan. Within government, the idea of the ‘Greater East Asian Co-Prosperity Sphere’ emerged. This plan called for Asian unification against western imperialism under Japanese leadership, leading to Asian self-sufficiency and prosperity. In reality, it meant an agenda of Japanese imperial domination in the Far East.
In July 1937, Japanese soldiers at the Marco Polo Bridge on the Manchuria border used explosions heard on the Chinese side as a pretext to invade China. The offensive developed into a full scale war, blessed by Hirohito. Japan enjoyed military superiority over China. The army advanced quickly and occupied Peking. By December, the Japanese had defeated Chinese forces at Shanghai and seized Nanking. There Japanese troops committed the greatest atrocity of an incredibly brutal war: the ‘Rape of Nanking’, in which an estimated 300,000 civilians were slaughtered.
By 1939, the war was in stalemate; Chinese Communist and Nationalist forces continued to resist. Yet Japanese imperial ambitions were undimmed. In 1940, Japan signed the Tripartite Pact, creating the Rome-Tokyo-Berlin Axis, building on the alliance created in 1936 by the Anti-Comintern Pact. Japan now looked hungrily towards the oil-rich Dutch East Indies to fuel its Co-Prosperity Sphere. War Comes to America is the seventh and final film of Frank Capra's Why We Fight World War II propaganda film series.
The early part of the film is an idealized version of American history which includes mention of the first settlements, the American Revolutionary War (omitting the American Civil War), and the ethnic diversity of America. It lists 22 immigrant nationalities, 19 of them European, and uses the then-current terms "Negro", "Jap", and "Chinaman". This section of the film concludes with a lengthy paean to American inventiveness, economic abundance, and social ideals.
The run-up to World War II is then described, beginning in 1931 with the Japanese invasion of Manchuria. The film examines how American public opinion gradually changed from one of isolationism to one of support for the Allied cause, and demonstrates this using a series of Gallup polls.
In 1936, public opinion is firmly isolationist, with 95% of Americans answering NO to the question "If another world war develops in Europe, should America take part again?". Congress responded with an arms embargo and a "Cash and carry rule" when trading with belligerents in raw materials.
In September 1937, the question "In the current fight between Japan and China, are your sympathies with either side?" is answered CHINA 43%, JAPAN 2%, UNDECIDED 55%, while in June 1939 the same question gives a 74% vote for China. Anti-Japanese sentiment thus forced the US government to block trade in oil and scrap iron with Japan.
In October 1939, 82% of Americans blame Germany for starting the war in Europe, while in January 1941, after the Fall of France, and also the founding of the Tripartite Pact, which was clearly aimed against the United States, the question "Should we keep out of war, or aid Britain, even at the risk of war?", AID BRITAIN got 68% of the vote. This increase in pro-Allied sentiment triggers Lend Lease aid to Britain (and to the Soviet Union after it is attacked by Germany).
Towards the end the film argues in detail (to a backdrop of animated maps and diagrams) that American involvement in the war was essential in terms of self-defense. The dire consequences for the United States of an Axis victory in Eurasia are spelled out:
In 2000 the United States Library of Congress deemed the films "culturally significant" and selected them for preservation in the National Film Registry. Created by the Army Pictorial Services, the films are in the public domain; all of them are available for download at the Internet Archive.

Wenige Tage vor der Kriegserklärung, am 7. Dezember 1941 war Japan mit dem Angriff auf Pearl Harbor in den Krieg mit den Vereinigten Staaten getreten. Am 5. Dezember 1941 war die Rote Armee zur Gegenoffensive bei Moskau angetreten. Deutschland, Japan und Italien hatten zuvor den Dreimächtepakt abgeschlossen. Die Erklärung nimmt Bezug auf Vorfälle mit den amerikanischen Kriegsschiffen Greer, Kearny und Reuben James im Nordatlantik und Roosevelts allgemeinen „Shoot-on-sight“-Befehls gegen Schiffe der Achsenmächte.
Hitler betrieb bis zum November 1941 gegenüber den USA eine weitgehend defensive Politik, indem er den japanischen Verbündeten zwar Angriffe auf britisches und sowjetisches Territorium nahelegte, jedoch keine Angriffe auf amerikanische Pazifikstützpunkte.[2] Hitler hatte bis zur sowjetischen Gegenoffensive am 5. Dezember 1941 vor Moskau gehofft, die USA aus dem europäischen Kriegsgeschehen herauszuhalten, um zuerst, wie geplant, das Unternehmen Barbarossa gegen die Sowjetunion zu beenden, sodass kein Zweifrontenkrieg entstehen würde.
Danach wechselte der Standpunkt Hitlers binnen weniger Wochen aus drei verschiedenen Gründen: das Scheitern des Blitzkrieges gegen die Sowjetunion, die Spannungen durch die offene amerikanische Unterstützung für Großbritannien und die Sowjetunion und die immer häufiger werdenden Abwehrmaßnahmen der US-Navy gegen deutsche U-Boote im Nordatlantik. Der Staatssekretär des Auswärtigen Amtes Ernst von Weizsäcker notierte am 10. Dezember 1941:
„Man legt bei uns Wert darauf, daß die U.S.A. nicht uns, sondern wir ihnen den Kriegszustand erklären.
