On Monday, December 15, the Atlantic Council will host the US launch of a new International Monetary Fund report entitled 25 Years of Transition which explores how Eastern Europe's economy has changed and grown since the fall of the Berlin Wall. The event also marks the start of our new EuroGrowth Conversation Series, focused on getting Europe back on the path to sustainable economic growth and job creation through structural reforms and more and better trade across the Atlantic.
The fall of the Berlin Wall in November 1989 changed world history and dramatically transformed Europe. Central and Eastern Europe embarked on a historic transition from communism to capitalism and democracy, and a reintegration into the global economy. Liberalization of trade and price fluctuation came quickly, but institutional reforms in areas like governance, competition policy, labor markets, and privatization of state-owned enterprises—often faced significant opposition from vested interests. Reform momentum has slowed significantly in recent years, with a risk of reversal emerging in some countries. To revitalize economic growth and reduce the risk of Central and Eastern Europe falling back into crisis—a stronger commitment to free market policies is needed.

Armenians started voting on Wednesday (5/7) in the country's first
parliamentary election since the collapse of communist rule in
1991. Voters will elect 190 members of parliament and vote in a
referendum on a new constitution to replace their much-amended
Soviet era constitution. Many foreign observers have gathered to
watch the vote in Armenia, a mountainous country of more than
three million people, borders Azerbaijan and Georgia to the east
and north, and Turkey and Iran to the west and southeast. It's the
last bastion of Soviet-style communism in Europe.

Hundreds of people gathered in Moscow on Sunday to celebrate the collapse of a Communist coup attempt eight years ago.
On August 19, 1991 hardliners isolated the then Soviet President Mikhail Gorbachev and assumed control over the government.
The coup failed three days later largely thanks to a strong protest movement by the population.
Thousands of people took to the streets eight years ago to defend Russia's fledgling democracy.
But on Sunday only a fraction of them attended annual events to mark their victory over the coup leaders.
These Russian liberals gathered to celebrate that triumph of democracy over communism.
In August 1991, communist hardliners opposed to Gorbachev's reformist policies put the then General Secretary under house arrest in his holiday home, and took over the government.
But there was a massive popular backlash after a call from newly-elected President Boris Yeltsin for popular resistance.
Outside the White House, Yeltsin approached the commander of one of the tanks summoned by the hardliners, climbed onto it and addressed the crowd.
He had the people on his side.
The coup led to the end of Gorbachev's political life and ultimately the fall of the Soviet Empire.
Today these liberals, who many in Russia blame for mishandling Russia's reforms, say political freedom is worth the hardships people face in post-Communist Russia.

"The communists are trying to interfere with our lives. Had it not been for them, our hopes would have materialized. Because now, life has changed, especially that of my children. It is hard for pensioners, like me, but I'll never give up."

Judith Armatta; Robert Shoemaker; Norm Sepenuk, volunteer lawyers for the Central and Eastern European Law Initiative
"Since the end of the Cold War, most Americans have been aware of the economic challenges facing newly free republics of the former Soviet Bloc. A question the average American may not have thought about, however, is what is the definition of law in these countries now that the structure of Communism is gone? The American Bar Association addressed the question by establishing the Central and East European Law Initiative (CEELI), an outreach program to assist former members of the Eastern Bloc find their ways to rule of law.
Portland attorneys Bob Shoemaker, Norm Sepenuk, and Judith Armatta volunteer for the CEELI project. Bob Shoemaker helped the parliament of Kygystan establish a legislative drafting department and taught young lawyers to be competent drafters of legislation. Norman Sepenuk served as a criminal law specialist and assisted in the development of a criminal law system in Moldova. Judith Armatta has set up three CEELI offices in the past three years, in Yugoslavia, Montenegro, and Macedonia.
Hope for these newly free nations lies in the educated young men and women who are gradually taking over positions of authority from their parents' generation. Join us for a discussion of how CEELI volunteers are tapping into this young talented pool and providing lessons learned over many years in America.
