European Union Committee Wants to Demolish Existing Law Allowing Member States to Ban GMOs
‘Stating a concern that the proposed law would lead to the reintroduction of border controls between GM and non-GMO-growing countries, the European Parliament news service reported that Members of the Environment Committee shot down a draft EU law that would allow member states to restrict or prohibit sales of genetically modified crops.

European Commission President Jean-Claude Juncker gave his first State of the European Union address to the European Parliament in Strasbourg, Wednesday. During his speech, Juncker called on EU member states to adopt the EC proposals to reallocate 160,000 refugees among the bloc.

‘Stating a concern that the proposed law would lead to the reintroduction of border controls between GM and non-GMO-growing countries, the European Parliament news service reported that Members of the Environment Committee shot down a draft EU law that would allow member states to restrict or prohibit sales of genetically modified crops.
This vote goes against numerous EU states that have made it clear in recent months that they plan to instate total bans on GM crops. A total of 19 EU countries have sent letters to the EP saying that they plan GM bans, citing concern over spoiling agricultural markets, and also the desire to provide their citizens with organic food.’

EXTRACTS of the transcript: "Whatever work programmes or legislative agendas say: The first priority today is and must be addressing the refugee crisis.
Since the beginning of the year, nearly 500,000 people have made their way to Europe. The vast majority of them are fleeing from war in Syria, the terror of the Islamic State in Libya or dictatorship in Eritrea. The most affected Member States are Greece, with over 213,000 refugees, Hungary, with over 145,000, and Italy, with over 115,000.
The numbers are impressive. For some they are frightening. (...)
This is first of all a matter of humanity and of human dignity. And for Europe it is also a matter of historical fairness.
We Europeans should remember well that Europe is a continent where nearly everyone has at one time been a refugee. Our common history is marked by millions of Europeans fleeing from religious or political persecution, from war, dictatorship, or oppression.
Huguenots fleeing from France in the 17th century.
Jews, Sinti, Roma and many others fleeing from Germany during the Nazi horror of the 1930s and 1940s.
Spanish republicans fleeing to refugee camps in southern France at the end of the 1930s after their defeat in the Civil War.
Hungarian revolutionaries fleeing to Austria after their uprising against communist rule was oppressed by Soviet tanks in 1956.
Czech and Slovak citizens seeking exile in other European countries after the oppression of the Prague Spring in 1968.
Hundreds and thousands were forced to flee from their homes after the Yugoslav wars.
Have we forgotten that there is a reason there are more McDonalds living in the U.S. than there are in Scotland? That there is a reason the number of O'Neills and Murphys in the U.S. exceeds by far those living in Ireland?
Have we forgotten that 20 million people of Polish ancestry live outside Poland, as a result of political and economic emigration after the many border shifts, forced expulsions and resettlements during Poland’s often painful history?
Have we really forgotten that after the devastation of the Second World War, 60 million people were refugees in Europe? That as a result of this terrible European experience, a global protection regime – the 1951 Geneva Convention on the status of refugees – was established to grant refuge to those who jumped the walls in Europe to escape from war and totalitarian oppression?
We Europeans should know and should never forget why giving refuge and complying with the fundamental right to asylum is so important.
I have said in the past that we are too seldom proud of our European heritage and our European project. (...)
There is certainly an important and unprecedented number of refugees coming to Europe at the moment. However, they still represent just 0.11% of the total EU population. In Lebanon, refugees represent 25% of the population. And this in a country where people have only one fifth of the wealth we enjoy in the European Union.
Let us also be clear and honest with our often worried citizens: as long as there is war in Syria and terror in Libya, the refugee crisis will not simply go away.
We can build walls, we can build fences. But imagine for a second it were you, your child in your arms, the world you knew torn apart around you. (...)
So it is high time to act to manage the refugee crisis. There is no alternative to this. (...)
Across Europe we now have common standards for the way we receive asylum seekers, in respect of their dignity. (...)
But these standards need to be implemented and respected in practice. (...) Before the summer, the Commission had to start a first series of 32 infringement proceedings to remind Member States of what they had previously agreed to do. (...) European laws must be applied by all Member States. (...)
Where Europe has clearly under-delivered, is on common solidarity with regard to the refugees who have arrived on our territory. (...)
I call on Member States to adopt the Commission proposals on the emergency relocation of altogether 160,000 refugees at the Extraordinary Council of Interior Ministers on 14 September. We now need immediate action. We cannot leave Italy, Greece and Hungary to fare alone. Just as we would not leave any other EU Member State alone. For if it is Syria and Libya people are fleeing from today, it could just as easily be Ukraine tomorrow. (...)"

European Commission President Jean-Claude Juncker called on Wednesday (September 9) on European Union member states to accept 160,000 migrants asylum-seekers from frontline countries.
Juncker's proposals, put forward during his first annual State of the Union address at the European Parliament in Strasbourg, are four times the number he put forward in May to howls of outrage, notably in eastern Europe.
"We are not talking about 40,000. I'm not talking about 120,000. It's 160,000, that's the number. Europeans have to take in charge and have to take in their arms, and I really hope that this time everyone will be on board. No poems, no rhetorics, action is what is needed for the time being," he told Members of the European Parliament to widespread applause.
Juncker, whose proposals face opposition among governments whose interior ministers will meet on Monday (September 14), also said the EU would develop safe legal avenues for migrants.
"Over time, migration must change from being a problem, to be tackled, to a well-managed resource. To this end, the Commission will come forward with a well-designed legal migration package in early 2016. This is highly important. Migration has to be legalised," he said.
The EU Chief also confirmed plans to ask member states to agree to a a common list of safe countries of origins whose citizens would be subject to fast-track deportations if they breached EU immigration laws.
"The European Union is not in a good state. There is a lack of Europe in the EU and there is a lack of union in the European Union," Juncker said, before adding: "We have to stop this."
The detailed proposals may provoke new wrangling among EU states and between national leaders and the EU executive.
However, the mounting scale of the human calamity on the bloc's frontiers -- and fears that discord might do wider damage to shared interests like freedom of travel across Europe's internal borders -- has kindled some willingness to compromise after an earlier Juncker plan in May provoked bitter recriminations.

The European migrant crisis[n 1] or European refugee crisis[n 2] began in 2015, when a rising number of refugees and migrants[10] began to make the journey to the European Union to seek asylum, travelling across the Mediterranean Sea, or through Southeast Europe. They came from areas such as the Middle East (Syria, Iraq), Africa (Eritrea, Nigeria, Somalia, Sudan, the Gambia), South Asia (Afghanistan, Pakistan, Bangladesh),[11][12] and the Western Balkans (Serbia, Kosovo, Albania).[13] According to the United Nations High Commissioner for Refugees, the top three nationalities of the around one million Mediterranean Sea arrivals in 2015 were Syrian (49%), Afghan (21%) and Iraqi (8%). Most of the refugees and migrants were adult men (58%).[14] The phrases "European migrant crisis" and "European refugee crisis" became widely used in April 2015,[15] when five boats carrying almost 2,000 migrants to Europe sank in the Mediterranean Sea, with a combined death toll estimated at more than 1,200 people.
The shipwrecks took place in a context of ongoing conflicts and refugee crises in several Middle Eastern and African countries, which brought the total number of forcibly displaced people worldwide at the end of 2014 to almost 60 million, the highest level since World War II.[16][17] Amid an upsurge in the number of sea arrivals in Italy from Libya in 2014, several European Union governments refused to fund the Italian-run rescue option Operation Mare Nostrum, which was replaced by Frontex's Operation Triton in November 2014. In the first six months of 2015, Greece overtook Italy as the first EU country of arrival, becoming, in the summer 2015, the starting point of a flow of refugees and migrants moving through Balkan countries to northern European countries, mainly Germany. Since April 2015, the European Union has struggled to cope with the crisis, increasing funding for border patrol operations in the Mediterranean, devising plans to fight migrant smuggling, launching Operation Sophia and proposing a new quota system to relocate and resettle asylum seekers among EU states and alleviate the burden on countries on the external borders of the Union. Individual countries have at times reintroduced border controls within the Schengen Area, and rifts have emerged between countries willing to accept asylum seekers and others trying to discourage their arrival.

Instability and the second civil war in Libya have made departures easier from the north-African country, with no central authority controlling Libya’s ports and dealing with European countries, and migrant smuggling networks flourishing. The war could also have forced to leave many African immigrants residing in Libya, which used to be itself a destination country for migrants looking for better jobs.[44]

Luxembourg's foreign minister said on Tuesday that the European Union's border agency could be deployed in non-member states like Serbia and Macedonia while EU members with no external borders should provide more help to those with such frontiers.
The European Commission wants to be able to deploy personnel from a new European Border and Coastguard Agency without, as currently required, the consent of the state concerned, EU officials have said. It is due to set out the plan on Tuesday to reinforce its Frontex agency with up to six times more staff.
Jean Asselborn told German radio station Deutschlandfunk that it would be possible to put Frontex to action in countries that are not part of the EU as well.
"We have big problems in Serbia and Macedonia, for example, and it hasn't been possible for Frontex to help there up until now but that will become possible," he said.
Asselborn added that he thought Frontex would be tasked with making deportations much more efficient too.
He said the EU's open-border Schengen zone would only survive if the bloc's external borders were protected.

EU member states agreed Tuesday (17 November) to grant military assistance to France following Friday's terror attacks in Paris.
For the first time in EU history, defence ministers unanimously decided to activate the "mutual defence clause" of the EU treaty.
"France is requesting help and assistance from Europe. And today all Europe, united, answers yes," EU diplomacy chief Federica Mogherini said at a press conference. "The European Union expressed its strongest, full support and readiness to provide all the aid and assistance asked for and needed."
French president Francois Hollande had invoked article 42.7 of the EU treaty in an address to the parliament Monday. "If a member state is the victim of armed aggression on its territory," the article states, "the other member states shall have towards it an obligation of aid and assistance by all the means in their power."

European Union member states on Tuesday agreed to offer military assistance to France, EU foreign affairs chief Federica Mogherini said at a joint press conference with French Defense Minister Jean-Yves Le Drian in Brussels.
Mogherini said France had requested aid and assistance in accordance with article 42.7 of the EU Treaty following the deadly Paris attacks on Friday night.
She said the European Union, through the voices of all the defense ministers of all the EU member states, unanimously expressed its fullest support and readiness to provide all the necessary aid and assistance that is required.
According to the article, if a member state is the victim of armed aggression on its territory, other member states have an obligation to provide aid and assistance by all the means in their power.
Mogherini said there was no formal decision or council conclusion to be taken to invoke the article, which has never been used before in the history of the EU. She also clarified this does not imply there will be an EU Common Security and Defense Policy (CSDP) mission or operation.
Mogherini said that this measure calls for aid and assistance bilaterally and that the European Union can facilitate and coordinate this, whenever and however it is deemed useful and necessary.
"On the detail of the kind of aid and assistance that will be provided by our member states, this will be subject to bilateral conversations, technical conversations that France will have with member states," Mogherini added
Le Drian said the invocation of the article for the first time was a political act of important significance.
EU defense ministers met in Brussels on Tuesday to discuss new defense initiatives and capacity building in support of security and development.

To explain some of these key issues raised within a divided European Union and how regulations created in Brussels can affect us in America, listen to a former business leader in the global arena and current member of the European Parliament in Brussels - Roger Helmer.
Roger Helmer, a Member of the European Parliament representing his constituents in the United Kingdom joins us for a conversation on the European Union's challenges including the EU budget, the Eurozone crisis, the transatlantic economy, reforms and the future of the UK's ties to the EU club. Mr. Helmer represents 4.1 million constituents from the East Midlands, UK.
Mr. Helmer's career began in the UK business arena and led him to work and reside in Asia's dynamic markets. Understanding the significance of free markets and economic liberty, Mr. Helmer has advocated for strengthening the rule of law and sovereignty with proven leadership in advancing a reform agenda in Brussels and holding to account - EU accession nations, specifically, an unreformed Croatia and the transitional states in Balkans.
He started his business career in 1965 with Procter & Gamble in Newcastle-upon-Tyne, going on to hold senior marketing and general management appointments in a range of companies, including well-known multinationals like Readers Digest, National Semiconductor, Coats Viyella and the whisky firm United Distillers, now part of the drinks conglomerate Diageo. During the course of his business career he lived and worked in Hong Kong, Singapore, Thailand, Malaysia and Korea, and ran businesses in the Philippines, Vietnam, Guam and Saipan.
In September 1998, following his selection as the #1 candidate for the Conservative Party in the East Midlands, Roger left his job as Managing Director of a Leicester textile company, Donisthorpe Ltd (the UK subsidiary of a French textile multinational), to campaign full time ahead of the 1999 euro-elections, and took up his new role as an MEP immediately afterwards. He has found his decades of business experience invaluable in the European parliament, not least in helping him to fight the battle against the tide of intrusive and prescriptive EU regulation and red tape which is causing such damage to economic competitiveness across Europe.
With like minded-colleagues, Roger has developed close relationships with conservative political groups in the USA, and has been a regular speaker at American conferences. He was recently appointed "Adam Smith Scholar" by ALEC, the American Legislative Exchange Council.
He has earned a reputation - and even the grudging respect of political opponents - for his clear, consistent and forthright approach to the question of Britain's relationship with the EU. He believes that most of his constituents would be happy with the sort of relationship the British people thought they had voted for in the 1975 referendum - a relationship based on free trade and voluntary cooperation. He is adamantly opposed to further EU integration, and is a powerful advocate of the Conservative policy of renegotiating the EU treaties so as to return powers to member states. He believes the British people have the right, the ability, the will, and the manifest destiny to govern themselves.
Whenever Roger has a spare Sunday at home in the East Midlands, he enjoys rural life and walking the dog. He and his wife Sara share their home in rural Leicestershire with two horses, two cats and a greyhound!
Roger has published two books on European issues, "Straight Talking on Europe" in 2000, followed by "A Declaration of Independence" in 2002.

Germany, which hosts the largest number of refugees, has been hailed as a model for the rest of Europe after offering to take in 800,000 asylum seekers.
Cheering crowds have greeted refugees in cities and towns, as buses teeming with tired men, women and children have been welcomed by locals.
In other countries of the 28-member EU bloc, however, refugees have been subject to degrading and inhumane treatment at detention camps likened to concentration camps during the Holocaust.
Earlier this month, French Foreign Minister Laurent Fabius criticised Hungary for its decision to erect a 175km razor-wire fence on its border, saying the move was not in line with "European values".
As thousands continue to embark on the perilous, dangerous and costly journey to reach safety in Europe; on this week's Talk to Al Jazeera we speak to Federica Mogherini, the woman in charge of the European Union's foreign policy on how the region plans to address the current crisis.
In the interview, Mogherini talks about the refugee crisis, how it is the result of the war in Syria, and what the EU plans to do to end the conflict.

The European migrant crisis arose through the rising number of migrant arrivals seeking asylum – a combination of economic migrants and refugees – to the European Union (EU) across the Mediterranean Sea and the Balkans from Africa, the Middle East, and South Asia.
German Chancellor Angela Merkel said that Germany expected over 800,000 asylum seekers to come this year - over four times more than in 2014. European Union member states agreed in July to take in more than 32,000 migrants to “ease the burden” on Italy and Greece, where the largest numbers have arrived. Another eight-thousand should be allocated by the end of the year, according to the European Union's commissioner for migration.

The conference will be organized by the Ministry of Environmental Protection and Regional Development of Latvia in collaboration with the European Commission, Latvian Nature Fund and European Environmental Bureau under the Latvian Presidency of the Council of the European Union.
