OBJECTIVE: To discuss with relevant stakeholders the main issues regarding creating a Comprehensive Strategic Plan for Economic Diversification and growth, and SME promotion, as well as discuss the progress and next steps for improving business climate, innovation, productivity and competitiveness in Suriname.
BACKGROUND:
Suriname remains one of the fastest growing economies in the region. In 2013, real Gross Domestic Product (GDP) expanded by about 4% and is projected to grow around 4.5% per year over the medium-term. Although Suriname has experienced recent sustained economic growth over the last 10 years, its economy depends mainly upon gold, oil and bauxite, showing vulnerability to unpredictable swings in international prices of these main exports Thus, Suriname has been engaging in structural reforms to transition to a new economic model, with a diversified production basket and a less vulnerable economic base to foster greater participation of Suriname’s private sector in economic activity.
Enhanced competitiveness 1 is critical for Suriname to benefit more from an increasingly globalized world economy, to reduce dependence on natural resources, increase private sector employment and fuel economic growth and diversification. It is recognized by the public and private sector, there is much work to be done e.g. focus on good governance , economic diversification and growth, prudent monetary policy, responsible public finance management and enhancing the role of the private sector in economic growth. There is a need for action and interventions to increase productivity, improve the business climate and improve overall competitiveness of the country. In order to reduce the economy’s fragility, the government is implementing broad based structural reforms that will facilitate the transition to a more diversified and less vulnerable economy, characterized by higher participation of the private sector. To achieve these specific goals, a clear strategy is needed to guide public and private actors in the context of modern productive policy making . Thus, there is a need for a comprehensive productive policy to lead the process in an orderly manner with a longer-term vision for economic transformation.
In addition, the current legal framework is being updated to support private sector activity. Legislation and rules supporting the business climate together with the institutions governing the markets and ensuring their effective deployment are also in the process of being strengthened and modernized. Although Suriname has started to implement some measures to improve the business climate, the

A shadow hangs over hundreds of villages in Surinam, a small South American country bordering Brazil.
The artisanal gold miners use mercury to separate gold from gravel.
They wash the mercury away into river-water, and burn it off into the air.
The mercury is a poison.
It can cause long-term illness, including brain damage.
It can harm unborn babies.
Yet these practices are common among the thirty thousand artisanal gold miners in Surinam.
The miners have no choice as the country's economic crisis bites, they're fighting to survive.
There's no other work, and you can't farm the soil so they have to risk their lives.

Mercury is the danger, gold is their hope.

The Surinam government need the revenue from gold.
But, they are also concerned about the pollution.
So they've asked in a team of experts and from UNIDO - the United Nations Industrial Development Organization and they've already come up with a surprising solution to the mercury pollution.

"The people are the most important. The small gold miners are for Surinam very important. They bring our economy a little bit higher. And that's what we need.

It's cost effective, easy to use and safe.
The small device is a retort which recycles the mercury everytime it is used which means the deadly gas is not dispersed into the atmosphere.
The miners are being trained in how to use this small device.

(Voice Alejandra Sande Belmonte) We are already in the ninth chapter of Economy in half hour. In chapter 8, we saw how our patient, Economy, had been hospitalised. Two great specialists were taking care of it: Hayek and Keynes.
However, the situation becomes critical and Keynes steps forward applying measures of fiscal stimuli: reduction of the interest rate, reduction of taxes and an increase in public spending; everything in order to rise the demand incorporated in the economy ( what was called Rooselvelt’s New Deal, “fattening up the bomb”).
Hayek , who witnessed how hyperinflation destroyed the German and Austrian middle class in the 20s, is afraid of the prices’s ascent caused by the stimuli. He thinks the cure can do more harm than the illness and thus reduces stimuli as the patient stabilises.
In the diagram we see the economical cycle: economic activity does not grow constantly, but suffers from ups and downs.
Until Keynes, everyone thought that this oscillations were as unavoidable as tides but thanks to his contributions we are learning to somehow control it.
Fiscal policies, which work on taxes and public spending, and monetary policy, which works on the interest rate, are the two main tools to soften the cycle.
Structural measures are also extremely important, as they increase economy’s production rate from mid- to long-term.
Lastly, a thought upon the difficult of creating business: is Spain closer to New Zealand than Suriname to Spain?
In absolute terms (measured in days), Spain is closer to New Zealand, but in relative terms we observe that we do it 47 times worst than in New Zealand, but only 15 times better than Suriname. Certainly something to think about…
