This week Craig continues our conversation on presidential powers by looking at those NOT found in the Constitution - implied or inherent powers. We’ll talk about how the president uses his or her power to negotiate executive agreements, recommend legislative initiatives, instate executive orders, impound funds, and claim executive privilege in order to get things done. Dennis: Listen. Strange women lying in ponds distributing swords is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical aquatic ceremony.
Arthur: Be quiet!
Dennis: You can't expect to wield supreme power just 'cause some watery tart threw a sword at you!
Arthur: Shut up!
Dennis: I mean, if I went 'round saying I was an emperor just because some moistened bint had lobbed a scimitar at me, they'd put me away!
Arthur: Shut up; will you SHUT UP?! [Grabs Dennis and shakes him]
Dennis: Ah, now we see the violence inherent in the system!
Arthur: SHUT UP!
Dennis: Oh! Come and see the violence inherent in the system! Help! Help! I'm being repressed!!

The White House has claimed prosecutorial discretion as the basis for its decision, while critics, especially members of Congress, argue that the president is ignoring his core executive function of enforcing existing laws. Obama’s exercise of discretion raises the question of whether this is a reasonable interpretation of his constitutional obligation to faithfully execute laws or a violation of that duty.
Recent presidents, regardless of their party affiliation, have regularly been accused of acting imperially. If the imperial presidency is now a feature of the American political system, arguably due in part to the demands of modern governing, how should citizens understand the president’s role today?

Harvey Claflin Mansfield, Jr. (born 1932) is the William R. Kenan, Jr. Professor of Government at Harvard University, where he has taught since 1962. He has held Guggenheim and NEH Fellowships and has been a Fellow at the National Humanities Center; he also received the National Humanities Medal in 2004 and delivered the Jefferson Lecture in 2007. He is a Carol G. Simon Senior Fellow at Stanford University's Hoover Institution. He is notable for his generally conservative stance on political issues in his writings.
Mansfield is the author and co-translator of studies of and/or by major political philosophers such as Aristotle, Edmund Burke, Niccolò Machiavelli, Alexis de Tocqueville, and Thomas Hobbes, of Constitutional government, and of Manliness (2006). In interviews Mansfield has acknowledged the work of Leo Strauss as the key modern influence on his own political philosophy.[1]

Harvey Claflin Mansfield, Jr. (born 1932) is the William R. Kenan, Jr. Professor of Government at Harvard University, where he has taught since 1962. He has held Guggenheim and NEH Fellowships and has been a Fellow at the National Humanities Center; he also received the National Humanities Medal in 2004 and delivered the Jefferson Lecture in 2007. He is a Carol G. Simon Senior Fellow at Stanford University's Hoover Institution. He is notable for his generally conservative stance on political issues in his writings.
Mansfield is the author and co-translator of studies of and/or by major political philosophers such as Aristotle, Edmund Burke, Niccolò Machiavelli, Alexis de Tocqueville, and Thomas Hobbes, of Constitutional government, and of Manliness (2006). In interviews Mansfield has acknowledged the work of Leo Strauss as the key modern influence on his own political philosophy.[1]
Among his most notable former students include: Andrew Sullivan,[2] Alan Keyes, William Kristol,[3] Clifford Orwin, Paul Cantor, Delba Winthrop, Mark Lilla, Francis Fukuyama, and Shen Tong.

These are evident branches of, rather than deductions from, the duty of self-preservation, commonly called the first law of nature,” Samuel Adams wrote in 1772. In other words, Americans exercising the natural right of self-protection—what our forefathers considered a duty—must submit to a state that has no legal obligation to protect them.

The National Land Commission is mandated to carry out land management processes, but not the issuance of land title deeds. That is the verdict of the Supreme court, that clarified that the sole mandate of issuing titles remains with the ministry of lands. The two institutions have however been urged to collaborate, co-operate and consult each other on all land matters, as they perform their various mandates. The National lands commission chairman, Mohamed Swazuri, has expressed satisfaction with the higher court's decision, saying that the court touched on the controversial bridges that have been affecting the commission's operations. The ruling comes amidst supremacy battles between the ministry of lands and the NLC, that saw them seek the intervention of the supreme court.

The National lands commission chairman, Mohamed Swazuri, has expressed satisfaction with the higher court's decision, saying that the court touched on the controversial bridges that have been affecting the commission's operations. The ruling comes amidst supremacy battles between the ministry of lands and the NLC, that saw them seek the intervention of the supreme court.

Inga Beale, the Lloyd's of London chief executive, has topped an annual power list of the top 100 LGBT executives.
It is the first time a woman, and a bisexual, has been placed at the top of the list, compiled by networking group OUTstanding and the Financial Times.
Alan Joyce, chief executive of Qantas, is in second, with HSBC's UK and European chief, Antonio Simoes, third.
The list aims to highlight positive lesbian, gay, bisexual and transgender role models in business.
Suki Sandhu, chief executive of OUTstanding, said everyone on the list was helping to challenge the assumption that you cannot be both openly LGBT in business and be successful.
"Those featured are an inspiration to anyone who fears that they may have to be closeted at work, and waste valuable effort muting their authentic selves," he said.
Ms Beale, who became the Lloyd's chief in January 2014, said she was delighted and honoured to appear on the Top 100 list.
"I am proud of the commitment of Lloyd's and the London insurance market to celebrate diversity and ensure we are an attractive, globally relevant and inclusive sector," she said.
'Attitudes changing'
Mr Simoes, who topped the inaugural ist, said companies needed workforces that reflected modern society.
"We still have some way to go before everyone feels confident enough to express themselves in an authentic way at work. Initiatives like this are a powerful statement that attitudes are changing and we are making genuine progress," he said. Martine Rothblatt, the transgender chief executive of United Therapeutics, is in fourth place, with Burberry boss Christopher Bailey in eighth place.
Those appearing on the Top 100 list were nominated by peers and colleagues. Nominations were reviewed by OUTstanding's judging panel, which included former BP chief executive Lord Browne and Dawn Airey, the former Channel 5 boss who is now chief executive of Getty Images.
Nominees were scored on the seniority and influence of their role, their impact on LGBT inclusion inside and outside the workplace and their business achievements.
All nominees agreed to be included on the list. Tim Cook, the chief executive of Apple, was nominated by many people, but OUTstanding said it was unable to secure his permission to be included and had therefore omitted him.
Mr Cook wrote in a Bloomberg article last year: "If hearing that the CEO of Apple is gay can help someone struggling to come to terms with who he or she is ... then it's worth the trade-off with my own privacy." The organisation has also compiled an Allies list, with Facebook chief executive Mark Zuckerberg in first place for his work championing LGBT diversity both within his company and globally.
Last year's winner, Virgin boss Sir Richard Branson, is in second place on the 2015 list.

At Mount Vernon, students and educators joined host Julie Silverbrook, executive director of The Constitutional Sources Project, and historians Joseph Ellis and Carol Berkin for an exploration of executive powers. Professor Ellis has written biographies of John Adams, Thomas Jefferson, and George Washington. His book Founding Brothers: The Revolutionary Generation won a Pulitzer Prize in 1997. Professor Berkin is an expert on women in colonial America and the United States Constitution. Her best-known books are A Brilliant Solution: Inventing the American Constitution and Revolutionary Mothers: Women in the Struggle for America's Independence.
